Trump's likely pick for Ambassador knows a lot about India

Washington, Jun 23: After five months without a U.S. number one in India, Donald Trump appears to have finally chosen the next ambassador to the subcontinent. Kenneth Juster, who serves as a top deputy at the National Economic Council in Trump's White House, will likely exert a steadying influence on U.S.-India relations if his nomination goes forward as expected.Donald

Juster is a long-time India hand - he chaired the U.S.-India High Technology Cooperation Group and helped spearhead a major new bilateral initiative under the George W. Bush administration - and with his extensive diplomatic experience, he differs from some of Trump's other ambassadorial picks such as Terry Branstad, the former Iowa governor, or Callista Gingrich, his envoy to the Vatican.

That would be a balm for Indians ahead of Prime Minister Narendra Modi's first meeting with Trump on June 26 in Washington.

"If Ken Juster is named, the Indians will be pleased about that because he is a known quantity," said Tanvi Madan, director of the India Project at the Brookings Institution. "In a time of a lot of uncertainty, his appointment would be a reassurance."

"He's considered an experienced hand with a good relationship in the White House and other agencies that will make him an effective ambassador," said Ronak D. Desai, a U.S.-India relations expert at Harvard University and fellow at New America.

Rumors swirled in May that Juster was out as Trump's G7 chief negotiator amid personal tensions with other White House staff but was under consideration for India ambassador. Confirmation of his apparently likely nomination was reported in the Washington Post on June 21.

The State Department declined to comment.

If Juster is tapped for the post, he'll have to navigate some significant political minefields, in large part thanks to his former boss in the Oval Office. One key sticking point is climate change. Trump angered the entire world when he pulled out of the Paris climate agreement, and went out of his way to jab India in the process.

He falsely claimed India had only signed onto the agreement for billions of dollars in subsidies in a speech on June 1 announcing his withdrawal. "That rubbed India the wrong way," said Desai. India "invested a lot and went out on a ledge" to back the U.S.-brokered Paris climate agreement.

There's more irritants than just Paris. A spate of attacks on Indian-Americans since Trump came into office has also caused consternation in the subcontinent. And modifications to make it harder for highly-skilled workers overseas to get U.S. visas - part of the Trump White House's "America First" plan, which big tech companies don't like - could hit India hard.

But if anything has chafed Modi, he hasn't let it show publicly. "[India] has very studiously avoided criticizing Trump in a manner other world leaders have done in the past four to five months," said Desai.

Some blame the attacks on Indian-Americans on the racially-charged climate Trump churned up on the campaign trail - and he's been silent on the attacks ever since despite growing concerns among Indians and Indian-Americans.

"Given the very real fears of Indian-Americans and the crucial role of the Indian diaspora in U.S.-India relations, Modi can't afford not to bring up this matter," wrote the Wilson Center's Michael Kugelman.

But Trump's overall policy towards India has yet to take shape. Modi and former President Barack Obama enjoyed a strong personal rapport that boosted bilateral relations during his term. The litmus test for Modi's relationship with Trump comes Monday, when they meet for the first time in Washington.

The two leaders are expected to discuss terrorism, trade, and Indo-Pacific security issues, with an eye on China's growing assertiveness in the Indian Ocean, where the United States and India are cooperating more. Trump jarred the world with his rejection of multilateral free trade deals, excoriating China for what he called unfair trade practices that harm American workers.

India has so far avoided similar ire. Last year, trade between the two nations totalled almost $115 billion; the United States imported about $31 billion more from India than it exported. Commerce Secretary Wilbur Ross has previously signalled that the administration is open to discussing a free trade agreement with the world's sixth-largest economy, though there seems to be little momentum in that direction. (India was not a part of the Trans-Pacific Partnership, the 12-nation trade deal Trump pulled out of.)

But unlike China, Saudi Arabia, the Persian Gulf states, and Turkey, India is not a big player on issues like Syria or North Korea - the issues the Trump administration cares most about. That will make Modi work to capture Trump's interest.

"The question will be, what level of attention does India get?" said Madan.

Islamabad, May 7: Pakistan's COVID-19 cases have crossed 24,000 after 1,523 new infections were detected, while the death toll has jumped to 564 with 38 more people succumbing to the coronavirus, health officials said on Thursday.

Even as the country is seeing an increase in the number of coronavirus cases and fatalities, Prime Minister Imran Khan will discuss the easing of lockdown restrictions with his top aides on Thursday.

The Ministry of National Health Services said that out of the 24,073 total cases, Punjab reported 9,077, Sindh 8,640, Khyber-Pakhtunkhwa 3,712, Balochistan 1,495, Islamabad 521, Gilgit-Baltistan 388 and Pakistan-occupied Kashmir 76 cases.

After 38 more deaths on Wednesday, the total coronavirus patient death toll jumped to 564. Another 6,464 have recovered. A total of 1,523 new patients were added in a single day, the ministry.

So far, 244,778 tests have been conducted, including 12,196 in the last 24 hours, it said.

Prime Minister Khan will chair the National Coordination Committee (NCC) meeting on easing the lockdown restrictions in the country. The meeting will be attended by all chief ministers.

The issue was debated in the National Command and Operation Centre (NCOC) on Wednesday and in the Cabinet on Tuesday.

Planning Minister Asad Umar said that different proposals to allow certain businesses to open were prepared and will be presented before the Prime Minister for a final decision.

Earlier, Khan, undeterred by the mounting number of deaths and the new cases, announced that he was against a lockdown as it hits the poor people badly.

Istanbul, Jul 11: Turkish President Recep Tayyip Erdogan announced Friday that the Hagia Sophia, one of the architectural wonders of the world, would be reopened for Muslim worship, sparking fury in the Christian community and neighbouring Greece.

His declaration came after a top Turkish court revoked the sixth-century Byzantine monument's status as a museum, clearing the way for it to be turned back into a mosque.

The UNESCO World Heritage site in historic Istanbul, a magnet for tourists worldwide, was first constructed as a cathedral in the Christian Byzantine Empire but was converted into a mosque after the Ottoman conquest of Constantinople in 1453.

The Council of State, Turkey's highest administrative court, unanimously cancelled a 1934 cabinet decision to turn it into a museum and said Hagia Sophia was registered as a mosque in its property deeds.

The landmark ruling could inflame tensions not just with the West and Turkey's historic foe Greece but also Russia, with which Erdogan has forged an increasingly close partnership in recent years.

'Millions of Christians not heard'

Greece swiftly branded the move by Muslim-majority Turkey an "open provocation to the civilised world".

"The nationalism displayed by Erdogan... takes his country back six centuries," Culture Minister Lina Mendoni said in a statement.

The Russian Orthodox Church was equally scathing.

"The concern of millions of Christians were not heard," Church spokesman Vladimir Legoida told Interfax news agency.

The decision "shows that all pleas regarding the need to handle the situation extremely delicately were ignored," he said.

UNESCO chief Audrey Azoulay said she "deeply regrets" the decision made without prior dialogue with the UN's cultural agency.

The move was also condemned by the US Commission on International Religious Freedom, which said it was an "unequivocal politicisation" of the monument.

Hagia Sophia, which stands opposite the impressive Sultanahmet Mosque -- often called the Blue Mosque, has been a museum since 1935 and open to believers of all faiths.

Transforming it from a mosque was a key reform under the new republic born out of the ashes of the Ottoman Empire.

Sharing a presidential decree which named Hagia Sophia as a "mosque", Erdogan announced its administration would be handed over to Turkey's religious affairs directorate known as Diyanet.

"May we be blessed," he commented. The decree was published on the official gazette.

Erdogan has in recent years placed great emphasis on the battles which resulted in the defeat of Byzantium by the Ottomans, with lavish celebrations held every year to mark the conquest.

Muslim clerics have occasionally recited prayers in the museum on key anniversaries or religious holidays.

"The decision is intended to score points with Erdogan's pious and nationalist constituents," said Anthony Skinner of the risk assessment firm Verisk Maplecroft.

"Hagia Sophia is arguably the most conspicuous symbol of Turkey's Ottoman past -- one which Erdogan is leveraging to strengthen his base while snubbing domestic and foreign rivals," he told AFP.

'Chains broken'

A few hundred Turks carrying Turkish flags gathered outside Hagia Sophia shouting "Chains broken, Hagia Sophia reopened".

Police heightened security measures around the building, according to AFP journalists.

"It's been a dream since we were kids," said Erdal Gencler, an Istanbul resident.

"(Hagia Sophia) finds its true purpose again. We are very excited, proud, and hopeful that there will be beautiful services here," he added.

Fatma, a woman with tearful eyes, said: "Of course I am crying. (Hagia Sophia) belongs to us."

Ahead of the court decision, Justice Minister Abdulhamit Gul shared a picture of Hagia Sophia on his official Twitter account, with a message: "Have a good Friday."

Finance Minister Berat Albayrak, Erdogan's son-in-law, tweeted that Hagia Sophia would be reopened to Muslim worship "sooner or later", referring to a quote from Turkish poet Necip Fazil Kisakurek.

The Council of State had on July 2 debated the case brought by a Turkish group -- the Association for the Protection of Historic Monuments and the Environment, which demanded Hagia Sophia be reopened for Muslim prayers.

Since 2005, there have been several attempts to change the building's status. In 2018, the Constitutional Court rejected one application.

Despite occasional protests outside the site by Islamic groups, Turkish authorities had until now kept the building as a museum.

Karachi, May 25: The pilot of the Pakistan International Airlines (PIA)'s crashed plane ignored three warnings from the air traffic controllers about the aircraft's altitude and speed before the landing, saying he was satisfied and would handle the situation, according to a report on Monday.

The national flag carrier's PK-8303 tragedy on Friday, in which 97 people were killed and two miraculously survived, is one of the most catastrophic aviation disasters in the country's history.

The Airbus A-320 from Lahore to Karachi was 15 nautical miles from the Jinnah International Airport, flying at an altitude of 10,000 feet above the ground instead of 7,000 when the Air Traffic Control (ATC) issued its first warning to lower the plane's altitude, Geo News quoted an ATC report as saying.

Instead of lowering the altitude, the pilot responded by saying that he was satisfied. When only 10 nautical miles were left till the airport, the plane was at an altitude of 7,000 feet instead of 3,000 feet, it said.

The ATC issued a second warning to the pilot to lower the plane's altitude. However, the pilot responded again by stating that he was satisfied and would handle the situation, saying he was ready for landing, the report said.

The report said that the plane had enough fuel to fly for two hours and 34 minutes, while its total flying time was recorded at one hour and 33 minutes.

Pakistani investigators are trying to find out if the crash is attributable to a pilot error or a technical glitch.

According to a report prepared by the country's Civil Aviation Authority (CAA), the plane's engines had scraped the runway thrice on the pilot's first attempt to land, causing friction and sparks recorded by the experts.

When the aircraft scraped the ground on the first failed attempt at landing, the engine's oil tank and fuel pump may have been damaged and started to leak, preventing the pilot from achieving the required thrust and speed to raise the aircraft to safety, the report said.

The pilot made a decision "on his own" to undertake a "go-around" after he failed to land the first time. It was only during the go-around that the ATC was informed that landing gear was not deploying, it said.

"The pilot was directed by the air traffic controller to take the aircraft to 3,000 feet, but he managed only 1,800. When the cockpit was reminded to go for the 3,000 feet level, the first officer said 'we are trying'," the report said.

Experts said that the failure to achieve the directed height indicates that the engines were not responding. The aircraft, thereafter, tilted and crashed suddenly.

The flight crashed at the Jinnah Garden area near Model Colony in Malir on Friday afternoon, minutes before its landing in Karachi's Jinnah International Airport. Eleven people on the ground were injured.

The probe team, headed by Air Commodore Muhammad Usman Ghani, President of the Aircraft Accident and Investigation Board, is expected to submit a full report in about three months.

According to the PIA's engineering and maintenance department, the last check of the plane was done on March 21 this year and it had flown from Muscat to Lahore a day before the crash.

In the wake of the COVID-19 pandemic, the Pakistan government had allowed the limited domestic flight operations from five major airports - Islamabad, Karachi, Lahore, Peshawar and Quetta - from May 16.

After the plane tragedy, the PIA has called off its domestic operation.
