Tsunami hits Japan after strong quake, nuclear plant briefly disrupted

Tokyo, Nov 22: A powerful earthquake rocked northern Japan on Tuesday, briefly disrupting cooling functions at a nuclear plant and generating a tsunami that hit the same region devastated by a massive quake, tsunami and nuclear disaster in 2011.

1quaThe earthquake, which was felt in Tokyo, had a magnitude of 7.4, the Japan Meteorological Service said, and was centred off the coast of Fukushima prefecture at a depth of about 10 km (6 miles).

There were no reports of deaths or serious injuries several hours after the quake hit at 5:59 a.m. (2059 GMT Monday).

A tsunami of up to 1.4 metres (4.5 feet) had been observed around Sendai, about 70 km (45 miles) north of Fukushima, with smaller waves hitting ports elsewhere along the coast, public broadcaster NHK said.

Television footage showed ships moving out to sea from harbours as tsunami warning signals wailed, after warnings of waves of up to 3 metres (10 feet) were issued.

"We saw high waves but nothing that went over the tidal barriers," a man in the city of Iwaki told NTV television network.

The Pacific Tsunami Warning Center in Hawaii said the tsunami threat had now largely passed. "Sea level fluctuations may continue along some coasts of Japan over the next few hours," it said.

The U.S. Geological Survey measured Tuesday's quake at magnitude 6.9, down from an initial 7.3.

All Japan's nuclear power plants on the coast threatened by the tsunami are shut down in the wake of the March 2011 disaster, which knocked out Tokyo Electric Power Co's Fukushima Daiichi nuclear plant, spilling radiation into the air and sea.

A spokeswoman for Tokyo Electric Power, known as Tepco, said the cooling system for a storage pool for spent nuclear fuel at the reactor at its Fukushima Daini Plant had been halted. A spokesman said the cooling system had restarted soon after.

No other damage from the quake has been confirmed at any of its power plants, although there have been blackouts in some areas, the spokeswoman said.

Only two reactors are operating in Japan, both in the southwest. Even when in shutdown, nuclear plants need cooling systems operating to keep spent fuel cool.

Tohoku Electric Power Co said there was no damage to its Onagawa nuclear plant, while the Kyodo news agency reported there were no irregularities at the Tokai Daini nuclear plant in Ibaraki prefecture.

COAST EVACUATED

One woman suffered cuts to her head from falling dishes, Kyodo news agency reported, citing fire department officials. Japanese Minister for Disaster Management Jun Matsumoto told reporters about three hours after the quake that there had been no reports of significant injuries so far.

NHK showed footage of residents of Ishinomaki, a city badly hit in 2011, standing on a hill dressed in hats and heavy coats, staring down at the ocean. Several thousand people along the coast evacuated or were told to evacuate.

Earthquakes are common in Japan, one of the world's most seismically active areas. Japan accounts for about 20 percent of the world's earthquakes of magnitude 6 or greater.

The March 11, 2011, quake was magnitude 9, the strongest quake in Japan on record. The massive tsunami it triggered caused the world's worst nuclear crisis since Chernobyl a quarter of a century earlier.

Nissan Motor Co said it would suspend work at its engine factory in Fukushima at least until the latest tsunami warning was lifted. A spokesman said there were no injuries or damage at the plant, which was badly damaged in the 2011 disaster.

Separately, Toyota Motor Corp said all its factories in northeastern Japan were operating as usual.

An Iwaki city fire department official said there was smoke or fire at Kureha's research centre in a petrochemical complex in Iwaki city at 6:17 a.m. (2117 GMT Monday) but it was extinguished soon after. Other details were not clear, he said, but no other major damage had been reported in the city so far.

Japan's famous Shinkansen bullet trains were halted along one stretch of track and some other train lines were also stopped.

One hotel in Ofunato, also badly hit by the 2011 quake, initially told guests to stay in the facility but later bussed them to higher ground.

Japanese financial markets were little affected, with Nikkei futures recovering after a brief fall and the yen up a touch against the U.S. dollar, although still near a five-month low hit earlier in the session.

Beijing, Jul 6: A city in northern China on Sunday sounded an alert after a suspected case of bubonic plague was reported, according to official media here.

Bayannur, Inner Mongolia Autonomous Region, announced a level III warning of plague prevention and control, state-run People’s Daily Online reported.

The suspected bubonic plague case was reported on Saturday by a hospital in Bayannur. The local health authority announced that the warning period will continue until the end of 2020.

"At present, there is a risk of a human plague epidemic spreading in this city. The public should improve its self-protection awareness and ability, and report abnormal health conditions promptly,” the local health authority said.

On July 1, state-run Xinhua news agency said that two suspected cases of bubonic plague reported in Khovd province in western Mongolia have been confirmed by lab test results.

The confirmed cases are a 27-year-old resident and his 17-year-old brother, who are being treated at two separate hospitals in their province, it quoted a health official as saying.

The brothers ate marmot meat, the health official said, warning people not to eat marmot meat.

A total of 146 people who had contact with them have been isolated and treated at local hospitals, according to Narangerel.

Bubonic plague is a bacterial disease that is spread by fleas living on wild rodents such as marmots. It can kill an adult in less than 24 hours if not treated in time, according to the World Health Organization (WHO).

A couple died of bubonic plague in the western Mongolian province of Bayan-Ulgii last year after eating raw marmot meat.

The news of bubonic plague came after Chinese researchers issued an early warning over another potential pandemic caused by an influenza virus in pigs.

Scientists from China Agricultural University, the Chinese Centre for Disease Control and Prevention and other institutes detected a pig influenza virus bearing genotype 4 (G4), which is contagious among pigs and has the possibility of jumping to humans, as the G4 virus is able to bind with human cells, state-run Global Times reported last week.

The researchers are concerned that it could mutate further so that it can spread easily from person to person, and trigger a global outbreak, BBC reported.

"Controlling the prevailing G4 EA H1N1 viruses in pigs and close monitoring in human populations, especially workers in the swine industry, should be urgently implemented," Chinese researchers warned in the paper.

The new diseases were reported even as China grappled with the second attack of Covid-19 in Beijing after controlling it in Wuhan where it was first reported in December last year.

On Saturday, Beijing reported a single-digit Covid-19, local authorities said Sunday.

The number of newly confirmed Covid-19 cases reached a peak in Beijing on June 13 and 14 and then started declining in general, Xinhua quoted local officials as saying.

From June 11 to July 4, the city reported 334 confirmed locally transmitted cases, 47 per cent of whom are workers of the Xinfadi wholesale food market, the official said.

Washington, May 15: A top US senator has unveiled an 18-point plan, including enhancing military ties with India, to hold the Chinese government accountable for its "lies, deception, and cover-ups" that ultimately led to the global COVID-19 pandemic.

The prominent suggestions are moving manufacturing chain from China and deepening military-strategic ties with India, Vietnam and Taiwan.

"The Chinese government maliciously covered up and enabled a global pandemic that has caused misery for so many Americans. This is the same regime that locks up its own citizens in labour camps, steals America's technology and jobs, and threatens the sovereignty of our allies,” said Senator Thom Tillis, presenting his detailed, 18-point plan on Thursday.

"This is a major wake-up call to the United States and the rest of the free world. My plan of action will hold the Chinese government accountable for lying about COVID-19; sanctioning the Chinese government while protecting America's economy, public health, and national security," he said.

The plan seeking to create a Pacific Deterrence Initiative and immediately approve the military's request for USD 20 billion in funding. It also calls for deepening military ties with regional allies and expand equipment sales to India, Taiwan and Vietnam.

Encourage Japan to rebuild its military and offer Japan and South Korea sales of offensive military equipment, it said.

"Move manufacturing back to the US from China and gradually eliminate our supply chain dependency on China. Stop China from stealing our technology and provide incentives to American companies to regain our technological advantage. Strengthen cybersecurity against Chinese hacks and sabotage," the plan stated.

"Prevent American taxpayer money from being used by the Chinese government to pay off their debt. Implement the US ban on (Chinese technology company) Huawei and coordinate with our allies to implement similar bans,” it added.

The plan seeks restitution from the Chinese government and imposition of sanctions for lying about the virus. It further said China should be sanctioned for their atrocious human rights record.

Senator Tillis' plan urges the Trump Administration to formally request the International Olympic Committee to withdraw the 2022 Winter Olympics from Beijing.

"Stop China's propaganda campaign inside the United States. Treat Chinese government-run media outlets as the propaganda proxies that they are," the plan stated.

Urging the government to investigate the Chinese government's cover-up of the spread of COVID-19, the plan also seeks to investigate America's reliance on China's supply chains and threats to public safety and national security.

"Ensure the independence of the WHO through investigations and reform. Expose and counter China's predatory debt-trap diplomacy targeting developing countries. Increase intelligence sharing on potential pandemics and lead the creation of a watchdog organization to monitor foreign governments' handling of deadly viruses," Tillis said in his suggestions.

The coronavirus, which first emerged in China's Wuhan city in December last, has killed over 3,00,000 people with 4.3 million confirmed cases across the world. More than a quarter of all confirmed COVID-19 cases are from the US.

There has been increasing pressure on the President Trump, in the last several weeks, to take action against China as lawmakers and opinion-makers feel that the COVID-19 spread across the world from Wuhan because of Chinese inaction.

Meanwhile, Senator John Barrasso, in a speech on the Senate floor on Thursday, highlighted the need to update the Foreign Intelligence Surveillance Act (FISA) legislation that was put on hold by the coronavirus pandemic.

"The virus could have been contained had it not been for the Chinese Government's unscrupulous cover-up. China knew the risk months before the rest of the world; yet Chinese communist leaders destroyed key evidence, they under-reported the number of coronavirus cases, and they misled the world about its deadly, rapid spread," he said.

Asserting that the virus should have been contained in Wuhan, he said tens and tens of thousands of Americans and hundreds of thousands of people worldwide have died as a result of China's failure.

Barrasso said the US should encourage its companies to create American and western supply chains. "That way our frontline workers have what they need in the time of crisis," he said.

"Not again, not ever will we be exclusively sourced for critical drugs from China. We should diversify supply and bring home as much of our supply chain as possible," he added.

Congressman Troy Balderson introduced bicameral legislation with Congressman Doug Collins and Senator Lindsey Graham that will hold China accountable for deceptive actions taken by its leaders that led to the spread and subsequent global pandemic.

The COVID-19 Accountability Act authorises president Donald Trump to impose sanctions on China if it fails to cooperate with a full investigation led by the US or its allies into the events that lead to the COVID-19 outbreak.

"The number of Ohioan lives needlessly claimed by this pandemic could have been significantly reduced had China taken appropriate measures to control the virus' spread and disclose its severity," said Balderson.

"The United States can't look the other way when China so recklessly compromised worldwide health and the global economy. China and its Communist Party leadership must be held accountable," he said.

London, Mar 25: Prince Charles on Wednesday has tested positive for the novel coronavirus and is working from home with mild symptoms, according to UK media.
A Clarence House spokesperson said the Prince of Wales was "displaying mild symptoms but otherwise remains in good health and has been working from home throughout the last few days as usual", the Telegraph UK reported.
"He has been displaying mild symptoms but otherwise remains in good health and has been working from home throughout the last few days as usual," the spokesperson added.
In accordance with the government and medical advice, the 71-year old heir to the British throne and Camilla, the Duchess of Cornwall, are now self-isolating at their home in Scotland.
The Duchess of Cornwall has also been tested but does not have the virus.
The tests were carried out by the NHS in Aberdeenshire where they met the criteria required for testing.
"It is not possible to ascertain from whom the Prince caught the virus owing to the high number of engagements he carried out in his public role during recent weeks," the statement further said.
