Turf war continues: Delhi LG says AAP govt needs to take sanction on Bihar officers

New Delhi, Jun 2: The AAP government's decision to induct five police officers from Bihar in the Anti Corruption Branch has kicked off a fresh row, with the Delhi lieutenant governor saying any such move will need his prior sanction.

Delhi LGThree inspectors and two sub-inspectors of Bihar Police have joined Delhi government's ACB after a request in this regard was sent by the AAP government. The appointments come at a time when the Kejriwal government and the LG are already locked in a bitter turf war.

Reacting strongly to the move, the LG's office said in a statement, "The Anti Corruption Bureau (ACB) Delhi...functions under the authority, control and supervision of the lt governor, a position that has also been clarified by ministry of home affairs".

It also stated that the office of the lt governor has so far not received any proposal for the deputation of Bihar Police personnel from outside Delhi Police.

"The office of the lt governor has so far not received any proposal for the deputation of such personnel from outside Delhi Police. The matter will be duly examined as and when the lt governor receives the formal proposal from the vigilance department of Delhi government," LG office also said.

A request for the Bihar Police officers was recently sent by Delhi government, following which the five officers were dispatched.

The AAP government and the lt governor Najeeb Jung have been involved in a public spat over his powers vis-a-vis an elected government. The Centre had on May 21 issued a notification siding with Jung.

Speaking at the assembly session recently, Kejriwal had said that the notification conferring more powers on Najeeb Jung was part of an "experiment" to take the country towards "dictatorship."

In the notification, the Centre had given absolute powers to the LG in appointment of bureaucrats while also clarifying that he need not "consult" the chief minister on subjects like police and public order.

Kejriwal had recently conveyed to chief ministers of Bihar, UP and West Bengal among others that the Centre's notification, throwing its weight behind the Lt Governor, was "detrimental" to India's federal structure and it may happen to their states as well.

Delhi Police and ACB have recently come face to face after some of the former's men were arrested by the anti-graft unit for allegedly accepting bribe.

The move to induct policemen from Bihar also seems to be aimed at reducing ACB's reliance on Delhi Police as till now all its officers were derived from them.

"One has to keep the home ,inistry in loop if government employees of one state are sent to work in another state, In this case, it must be the LG. We don't know whether the LG or the MHA is in loop in this connection," said a senior government official.

New Delhi, Jun 17: With an increase of 10,974 new cases and 2,003 deaths in the last 24 hours, India's COVID-19 count reached 3,54,065 on Wednesday while the toll due to the virus stands at 11,903.

This includes 1,55,227 active cases and 1,86,935 cured, discharged and migrated patients, according to the Union Health Ministry.

While the spike in the number of cases has stayed below the 11-thousand mark, the death toll has increased manifold today as compared to the 380 death reported on Tuesday.

Maharashtra with 1,13,445 cases continues to be the worst-affected state in the country with 50,057 active cases while 57,851 patients have been cured and discharged in the state so far. The toll due to COVID-19 has crossed the five thousand mark and reached 5,537 in the state.

It is followed by Tamil Nadu with 48,019 and the national capital with 44,688 confirmed cases.

New Delhi, May 4: Rebutting the Congress' criticism, the BJP said on Monday that the railways has subsidised 85 per cent of ticket fare for special trains being run for migrant workers and the state governments have to pay the remaining 15 per cent.

The ruling party also accused the Congress of promoting indiscriminate movement of people which, it said, would lead to "faster spread" of coronavirus infection "just like we saw in Italy", and asked if this is what Sonia Gandhi wants.

The counter-charge from BJP leaders, including its spokesperson Sambit Patra and information technology department in-charge Amit Malviya, came after Congress president Sonia Gandhi hit out at the central government for making migrants pay for their train fare and asked her party's state units to pick the tab.

Congress leader Rahul Gandhi also took a swipe at the railways, saying, on one hand, it is seeking ticket fare from people stranded in various states while on the other it is donating Rs 151 crore to the PM-CARES Fund.

Responding to him, Patra said, "Rahul Gandhi ji, I have attached guidelines of MHA which clearly state that 'No tickets to be sold at any station'. Railways has subsidised 85% & state govt to pay 15%. The state govt can pay for the tickets (Madhya Pradesh's BJP govt is paying). Ask Cong state govts to follow suit," Patra tweeted.

The BJP leader further clarified that for each 'Shramik Express', special trains being run for migrants to take them back to their native places during the lockdown, about 1,200 tickets to the destination are handed by the railways to the state government concerned.

State governments are supposed to clear the ticket price and hand over the tickets to workers, he said.

He said the BJP government in Madhya Pradesh is doing so and asked Rahul Gandhi to tell the Congress-ruled states to follow suit.

Hitting out at Sonia Gandhi, Malviya tweeted, "Congress is obviously upset at how well India has handled Covid. They would have ideally wanted a lot more people to suffer and die. Promoting indiscriminate movement of people would lead to faster spread of infection, just like we saw in Italy. Is this what Sonia Gandhi wants?"

BJP MP Subramanian Swamy claimed that migrant workers returning home will not have to pay money as the rail travel will be free from now onwards.

"Talked to Piyush Goyal office. Govt will pay 85% and State Govt 15%. Migrant labour will go free. Ministry will clarify with an official statement," he tweeted.

New Delhi, Feb 17: Two alleged criminals were killed in an exchange of fire with the Special Cell of Delhi Police at Pul Pehlad Pur area in New Delhi on Monday morning, officials said.

The encounter took place around 5 am, they said.

Raja Qureshi and Ramesh Bahadur, who were injured during the encounter, were rushed to a nearby hospital, where they were declared brought dead by doctors, Deputy Commissioner of Police (Special Cell) P S Kushwah said.

According to police, the two men were involved in multiple cases of murder and robbery.
