UK Announces Double Health Surcharge for Visitors, Students From India

London, Feb 6:  The UK government has announced plans to double a so-called "health surcharge" paid by long-term visitors and students from countries outside the European Union including India to 400 pounds per year.

The surcharge, introduced in April 2015, will rise from 200 pounds to 400 pounds per year, with the discounted rate for students increasing from 150 pounds to 300 pounds.

The surcharge is paid by all visitors from outside the European Union seeking to live in the UK for six months or more to work, study or join family members.

The UK's Department of Health and Social Care plans to make the increase effective from later this year in order to raise additional funds for the state-funded National Health Service or NHS, which has been struggling with funding issues.

"It is only right that people who come to the UK should contribute to the running of the NHS. The surcharge offers access to health care services that are far more comprehensive and at a much lower cost than many other countries, said UK Immigration Minister Caroline Nokes.

"The income generated goes directly to the NHS services, helping to protect and sustain our world-class healthcare system for everyone who uses it, she said.

According to the department's estimates, the NHS spends 470 pounds on average per person per year on treating surcharge payers. Its projections suggest that the increased charges may provide around an extra 220 million pounds every year, which will be pumped back into NHS services.

"Our NHS is always there when you need it, paid for by British taxpayers. We welcome long-term migrants using the NHS, but it is only right that they make a fair contribution to its long-term sustainability, said UK Health Minister James O'Shaughnessy.

"By increasing the surcharge so that it better reflects the actual costs of using health services, this government is providing an extra 220 million pounds a year to support the NHS," he noted.

The health surcharge is payable by nationals from countries like India if they are seeking to live in the UK for six months or more, or to extend their stay.

The payment is made at the time the immigration application is made and is payable until such time as the person is granted indefinite leave to remain in the UK, or returns to their own country at the end of their visa period.

The surcharge is not related to urgent and emergency care, which is available from the NHS regardless of immigration status.

Migrants with indefinite leave to remain in Britain are exempted from the surcharge, as are asylum seekers, refugees and those who have been identified as victims of trafficking or modern slavery.

Aurangabad, May 8: At least 15 migrant workers, who were sleeping on the railway tracks while going back to their native places, were run over by a goods train between Maharashtra's Jalna and Aurangabad, officials said on Friday.

A senior railway official confirmed that 15 migrant labourers were run over by a goods train between Jalna and Aurangabad of Nanded Divison of South Central Railway.

The official said that the incident happened around 5.30 am on Friday when the migrant workers, who were on way back to their homes and sleeping on the railway tracks.

However, it is yet not clear from where this group hailed and where they were going.

Amid the nationwide lockdown, thousands of migrant workers stranded in several other cities have started their journey to return to their native places on foot.

The interstate bus service, passenger, mail and express train services have been suspended since March 24.

The railways has started running Shramik Special trains to transport the stranded migrants to their native places since May 1.

Till Thursday railways has run 201 Shramik Special trains.

New Delhi, Feb 17: Four death row convicts in the 2012 Nirbhaya gang rape and murder will be hanged on March 3 at 6 am a Delhi court said on Monday.

The Patiala House Court on Monday issued fresh death warrants against four convicts while hearing a petition by the state and Nirbhaya's parents.

Earlier, Delhi High Court on February 5 granted a week's time to the four convicts to avail of all legal remedies available to them and said that the convicts cannot be hanged separately since they were convicted for the same crime.

A Delhi Court had earlier issued a death warrant against the four convicts -- Vinay Sharma, Akshay Thakur, Pawan Gupta, and Mukesh Singh -- on January 7 and they were scheduled to be executed on January 22 at Tihar Jail. Later, the execution was suspended indefinitely by a Delhi court.

Bhopal, Mar 12: The Madhya Pradesh Congress on Thursday took a dig at Jyotiraditya Scindia, who broke ranks with the party and joined BJP on Wednesday, by pointing out that neither Prime Minister Narendra Modi nor Amit Shah had not even put out as much a tweet to welcome him in the party, and construed it as "humiliation" for the "maharaja".

"Not even a tweet by Narendra Modi-ji or Amit Shah-ji to welcome Scindia-ji! Modi-ji, Shah-ji, at least do not do it so soon. It has not even been 24 hours yet and you guys have already started humiliating him...!" Madya Pradesh Congress tweeted in Hindi.

Taking a jibe at Mr Scindia, a member of the erstwhile royal family of Gwalior who ended his 18-year-long association with the Congress party on a bitter note, the state Congress said: "He is a maharaja, the one whose history is often mentioned by Shivraj-ji (former Madhya Pradesh Chief Minister Shivraj Singh Chouhan)."

On Wednesday, Jyotiraditya  Scindia joined BJP in New Delhi in the presence of party president JP Nadda. He had resigned from Congress a day earlier after meeting Amit Shah and Prime Minister Narendra Modi.

Mr Scindia will file his nomination for the Rajya Sabha elections on March 13. He is expected to go to Bhopal today.
