UK Parliament approves Brexit bill, govt to begin exit process by Mar 31

Washington, Mar 14: Britain lurched closer to leaving the European Union Monday when Parliament stopped resisting and gave Prime Minister Theresa May the power to file for divorce from the bloc.

But in a blow to May's government, the prospect of Scotland's exit from the United Kingdom suddenly appeared nearer, too. Scottish First Minister Nicola Sturgeon called for a referendum on independence within two years to stop Scotland being dragged out of the EU against its will.

In an announcement that took many London politicians by surprise, Sturgeon vowed that Scotland would not be "taken down a path that we do not want to go down without a choice." Sturgeon spoke in Edinburgh hours before the European Union (Notification of Withdrawal) Bill passed its final hurdle in Parliament's upper chamber, the House of Lords.

The House of Commons approved the bill weeks ago, but the 800-strong Lords fought to amend it, inserting a promise that EU citizens living in the U.K. will be allowed to remain after Britain pulls out of the bloc.

They also added a demand that Parliament get a "meaningful" vote on the final deal between Britain and the remaining 27 EU nations.

Both amendments were rejected Monday by the Commons, where May's Conservatives have a majority. A handful of pro-EU Conservatives expressed their unhappiness, then abstained from the vote. The bill returned to the Lords, in a process known as parliamentary ping pong. Faced with the decision of the elected Commons, the Lords backed down and approved it without amendments.

Labour peer Dianne Hayter, who proposed the amendment on EU citizens, said the Lords had done their best, but "our view has been rejected in the elected House of Commons, and it is clear the government is not for turning."

Once the bill receives royal assent - a formality that should be accomplished within hours - May will be free to invoke Article 50 of the EU's key treaty, triggering two years of exit negotiations, by her self-imposed deadline of March 31.

May was forced to seek Parliament's approval for the move after a Supreme Court ruling in January torpedoed her attempt to start the process of leaving the bloc without a parliamentary vote.

Debate between House of Commons and House of Lords

The House of Commons and House of Lords battled over the bill's contents, with the status of EU nationals in Britain - and Britons in fellow EU member countries - drawing especially emotional debate. Both British and EU officials have said such residents should be guaranteed the right to stay where they are, but the two sides have so far failed to provide a concrete guarantee, leaving millions of people in limbo.

Scottish National Party lawmaker Joanna Cherry told the House of Commons that one constituent, a Lithuanian, had told her "the uncertainty caused by this government and this Parliament is making her feel worse about her personal situation in Britain than she did in Lithuania under the Soviets."

Brexit Secretary David Davis told lawmakers the government had a "moral responsibility" to the 3 million EU citizens living in Britain and the 1 million Britons in other member states, and intends to guarantee their rights as soon as possible after exit talks start.

"That is why we must pass this straightforward bill without further delay, so the prime minister can get to work on the negotiations and we can secure a quick deal that secures the status of both European Union citizens in the U.K. and also U.K. nationals living in the EU," he said.

Pro-EU lawmakers accused the government and Brexit-backing lawmakers of running roughshod over the concerns of the 48 percent of Britons who voted to stay in the EU.

Conservative legislator Dominic Grieve called the government's opposition of handing Parliament a final vote on Brexit "deranged," and the Green Party's Caroline Lucas said lawmakers should not just hand ministers a blank check.

"We were not elected to be lemmings," Lucas said.

Euroskeptics accused pro-EU legislators of trying to frustrate the will of voters who passed a June referendum to leave the EU.

"The simple truth is this - deal or no deal, vote or no vote, positive vote or negative vote, this process is irreversible," Conservative legislator Edward Leigh said. "We're leaving the EU, and that's what the people want."

May is now free to trigger Article 50 as early as Tuesday, but the government signaled the move would come much closer to the March 31 deadline. May spokesman James Slack repeated the government's position that it would happen by the end of March.

"I've said 'end' many times, but it would seem I didn't put it in capital letters strongly enough," he said.Political union under threat

The government's satisfaction at victory in Parliament was tempered by the prospect of an independence vote that threatens the 300-year old political union between England and Scotland.

Sturgeon said she would seek to hold a referendum between the fall of 2018 and the spring of 2019 so Scottish voters could make an "informed choice" about their future. While Britons overall voted to leave the EU, Scottish voters backed remaining by 62 to 38 percent, and Sturgeon said they should not be forced to follow the rest of the U.K. into a "hard Brexit" outside the EU single market.

In a 2014 referendum, Scottish voters rejected independence by a margin of 55 percent to 45 percent. But Sturgeon said the U.K.'s decision to leave the EU had brought about a "material change of circumstances."

May - whose government would have to approve a legally binding referendum - accused Sturgeon's Scottish National Party of political "tunnel vision" and called her announcement "deeply regrettable."

Wuhan, Feb 9: President Xi Jinping strode onstage before an adoring audience in the Great Hall of the People in Beijing less than three weeks ago, trumpeting his successes in steering China through a tumultuous year and promising "landmark" progress in 2020.

"Every single Chinese person, every member of the Chinese nation, should feel proud to live in this great era," he declared to applause on the day before the Lunar New Year holiday. "Our progress will not be halted by any storms and tempests."

Xi made no mention of a dangerous new coronavirus that had already taken tenacious hold in the country. As he spoke, the government was locking down Wuhan, a city of 11 million people, in a frantic attempt to stop the virus spreading from its epicenter.

The coronavirus epidemic, which has killed more than 800 people in China as of Sunday and sickened tens of thousands, comes as Xi has struggled with a host of other challenges: a slowing economy, huge protests in Hong Kong, an election in Taiwan that rebuffed Beijing and a protracted trade war with the United States.

Now Xi faces an accelerating health crisis that is also a political one: a profound test of the authoritarian system he has built around himself over the past seven years. As the Chinese government struggles to contain the virus amid rising public discontent with its performance, the changes that Xi has ushered in could make it difficult for him to escape blame.

"It’s a big shock to the legitimacy of the ruling party. I think it could be only second to the June 4 incident of 1989. It’s that big," said Rong Jian, a writer about politics in Beijing, referring to the armed crackdown on Tiananmen Square protesters that year.

"There’s no doubt about his control over power," he added, "but the manner of control and its consequences have hurt his legitimacy and reputation."

Xi himself has recognized what is at stake, calling the outbreak "a major test of China’s system and capacity for governance."

Yet as China’s battle with the coronavirus intensified, Xi put the country’s No. 2 leader, Li Keqiang, in charge of a leadership group handling the emergency, effectively turning him into the public face of the government’s response. It was Li Keqiang who traveled to Wuhan to visit doctors.

Xi, by contrast, receded from public view for several days. That was not without precedent, though it stood out in this crisis, after previous Chinese leaders had used times of disaster to try to show a more common touch. State television and newspapers almost always lead with fawning coverage of Xi’s every move.

That retreat from the spotlight, some analysts said, signaled an effort by Xi to insulate himself from a campaign that may falter and draw public ire. Yet Xi has consolidated power, sidelining or eliminating rivals, so there are few people left to blame when something goes wrong.

"Politically, I think he is discovering that having total dictatorial power has a downside, which is that when things go wrong or have a high risk of going wrong, then you also have to bear all the responsibility," said Victor Shih, an associate professor at the University of California San Diego who studies Chinese politics.

Much of the country’s population has been told to stay at home, factories remain closed, and airlines have cut service. Experts warn that the coronavirus could slam the economy if not swiftly contained.

The government is also having trouble controlling the narrative. Xi now faces unusually sharp public discontent that even China’s rigorous censorship apparatus has been unable to stifle entirely.

The death of an ophthalmologist in Wuhan, Dr. Li Wenliang, who was censured for warning his medical school classmates of the spread of a dangerous new disease in December, has unleashed a torrent of pent-up public grief and rage over the government’s handling of the crisis. Chinese academics have launched at least two petitions in the wake of Li’s death, each calling for freedom of speech.

State media still portray Xi as ultimately in control, and there’s no sign that he faces a serious challenge from within the party leadership. The crisis, though, has already tainted China’s image as an emerging superpower — efficient, stable and strong — that could eventually rival the United States.

How much the crisis might erode Xi’s political standing remains to be seen, but it could weaken his position in the long run as he prepares to take a likely third term as Communist Party general secretary in 2022.

In 2018, Xi won approval to remove the constitutional limits on his term as the country’s president, making his plan for another five-year term seem all but certain.

If Xi comes out of this crisis politically insecure, the consequences are unpredictable. He may become more open to compromise within the party elite. Or he may double down on the imperious ways that have made him China’s most powerful leader in generations.

"Xi’s grip on power is not light," said Jude Blanchette, the Freeman Chair in China Studies at the Center for Strategic and International Studies.

"While the ham-fisted response to this crisis undoubtedly adds a further blemish to Xi’s tenure in office," Blanchette added, "the logistics of organizing a leadership challenge against him remain formidable."

In recent days, despite a dearth of public appearances, state media have portrayed Xi as a tireless commander-in-chief. This week they began calling the government’s fight against the virus the "people’s war," a phrase used in the official readout of Xi’s telephone call with President Donald Trump on Friday.

There are increasing signs that the propaganda this time is proving less than persuasive.

The Lunar New Year reception in Beijing where Xi spoke became a source of popular anger, a symbol of a government slow to respond to the suffering in Wuhan. Xi and other leaders appear to have been caught off guard by the ferocity of the epidemic.

Senior officials would almost certainly have been informed of the emerging crisis by the time national health authorities told the World Health Organization on Dec. 31, but neither Xi nor other officials in Beijing informed the public.

Xi’s first acknowledgment of the epidemic came Jan. 20, when brief instructions were issued under his name. His first public appearance after the lockdown of Wuhan on Jan. 23 came two days later, when he presided over a meeting of the Communist Party’s top body, the Politburo Standing Committee, which was shown at length on Chinese television. "We’re sure to be able to win in this battle," he proclaimed.

Back then, the death toll was 106. As it rose, Xi allowed other officials to take on more visible roles. Xi’s only appearances have been meeting foreign visitors in the Great Hall of the People or presiding over Communist Party meetings.

On Jan. 28, Xi met with the executive director of the World Health Organization, Dr. Tedros Adhanom Ghebreyesus, and told Tedros that he "personally directed" the government’s response. Later reports in state media omitted the phrase, saying instead that Xi’s government was "collectively directing" the response.

Since nothing about how Xi is portrayed in state media happens by accident, the tweak suggested a deliberate effort to emphasize shared responsibility.

Xi did not appear on official broadcasts again for a week — until a highly scripted meeting Wednesday with the authoritarian leader of Cambodia, Hun Sen.

There is little evidence that Xi has given up power behind the scenes. Li Keqiang, the premier in formal charge of the leadership group for the crisis, and other officials have said that they take their orders from Xi. The group is filled with officials who work closely under Xi, and its directives emphasize his authority.

"The way the epidemic is being handled now from the top just doesn’t fit with the argument that there’s been a clear shift toward more collective, consultative leadership," said Holly Snape, a British Academy Fellow at the University of Glasgow who studies Chinese politics.

The scale of discontent and the potential challenges for Xi could be measured by repeated references online to the nuclear accident at Chernobyl. Many of them came under the guise of viewer reviews of the popular television miniseries of the same name, which is still available for streaming inside China.

"In any era, any country, it’s the same. Cover everything up," one reviewer wrote.

The Soviet Union of 1986, however, was a different country than China in 2020.

The Soviet state was foundering when Chernobyl happened, said Sergey Radchenko, a professor of international relations at Cardiff University in Wales who has written extensively on Soviet and Chinese politics.

"The Chinese authorities, by contrast, are demonstrating an ability to cope, a willingness to take unprecedented measures — logistical feats that may actually increase the regime’s legitimacy," he added.

Radchenko compared Xi’s actions to those of previous leaders in moments of crisis: Mao Zedong after the Cultural Revolution or Deng Xiaoping after the Tiananmen Square crackdown.

"He’s doing what Mao and Deng would have done in similar circumstances: stepping back into the shadows while remaining firmly in charge."

Ottawa, Jun 25: Prime Minister Justin Trudeau took his son out for ice cream on Wednesday in his first family outing since Canada started easing out of its pandemic lockdown.

It was also Saint-Jean-Baptiste Day in Quebec province.

Wearing masks, the Canadian leader and his six-year-old son Hadrien were cheered at Chocolats Favoris in Gatineau, Quebec.

According to a pool report, Trudeau said the shop tapped into a federal emergency wage subsidy and business loan in order to weather the pandemic, and "avoid being frozen out of the frozen treat market."

Hadrien is said to have bounced with excitement, settling on a vanilla cone with a cookie topping while dad bought a vanilla cone dipped in chocolate for himself.

Father and son then headed out to the patio, where they doffed their masks to eat their cones.

Canada's provinces and territories declared states of emergency mid-March, closing schools and non-essential businesses in response to the pandemic.

Beijing, Jan 24: As China stepped up measures to control the spread of coronavirus, locking down Wuhan and Huanggang cities in the Hubei province where several Indians live, the Indian Embassy here has set up hotlines for their assistance.

Chinese officials assured all assistance, including food supply, to the Indians who stayed put in the province, the Indian Embassy here said in a press release on Thursday.

Wuhan and its surrounding area became the epicentre of the coronavirus outbreak as the confirmed cases climbed to over 600 mostly from the city and the province with 17 deaths so far.

China has virtually sealed Wuhan and Huanggang cities, halting all public transport, including flight services, and advised people to stay at home and follow the precautions. The two cities put together have a population of over 17 million people.

Chinese officials said the measures have been taken to prevent the spread of the virus to other cities and the world.

Concerns arose for India too as about 700 Indian students, mostly studying medicine in different Chinese universities, resided in Wuhan and its neighbouring areas.

While many of them were believed to have left home for the Chinese New Year holidays, others remained in the city to complete their academic work. However, the exact number is not yet known.

“The Embassy of India has been receiving queries from Indians in Hubei province as well as their relatives in India in connection with the evolving situation of coronavirus infection in China,” the embassy press release said.

The embassy is in touch with relevant Chinese authorities in Beijing and Wuhan as well as Indians in Hubei Province, especially in Wuhan, it said.

“We are closely monitoring the evolving situation in China, including the advisories issued by the World Health Organisation (WHO),” the embassy said.

According to the embassy, Chinese authorities have assured all assistance to residents of Wuhan, including food supply.

“At present, it is reported that supermarkets (particularly those that are government-run) and e-commerce services, including food delivery, continue to remain operational in Wuhan,” it said.

The embassy has started two hotlines for those who wish to get in touch with the Mission in this regard in the following phone numbers:              +8618612083629 and +8618612083617.

“All are advised to also keep track of the embassy's social media accounts (Twitter:@EoIBeijing; Facebook: India in China) for updates on this evolving situation,” the release said.

Meanwhile, the Chinese Foreign ministry said all assistance would be provided to consular officials of the foreign missions to ensure the safety of the foreigners in the country.

Asked whether China would consider any request from the respective countries to move their citizens out of Wuhan, Chinese Foreign Ministry spokesman Geng Shuang said, “We always help foreign consular officials in China in their official jobs, we offer them all the assistance and convenience necessary and we work to guarantee foreign citizens' legitimate rights and interest in China.”

He said while specific detailed would be provided by local officials, China in principle, has always handled issues according to domestic laws, international laws and bilateral consular agreements.
