UK unveils Brexit plan, keen on stronger trade ties with India

London, Feb 3: The UK government on Thursday unveiled a policy document on its negotiating plans for quitting the 28-nation European Union under a mutually beneficial deal which cites India as among the key countries on its target list for stronger trade ties post-Brexit.

"We approach the negotiation to come in a spirit of good will and working to an outcome in our mutual benefit," David Davis, minister for exiting the European Union (EU), told the House of Commons, adding that Britain's "best days are yet to come".

"I will not be throwing people out of Britain," he added, in reference to a question about the rights of EU citizens based in the UK following Brexit.

Davis said the government will publish another White Paper before the Great Repeal Bill, which will formally mark Britain's intention to break from the laws governing the EU after the June 2016 referendum in favour of Brexit.

"We have started discussions on future trade ties with countries like Australia, New Zealand and India," the UK government wrote in its White Paper.

"This department will lead the UK's ambitions for deepening trade and investment relations with the wider world. Many countries including China, Brazil, and the Gulf States have already expressed their interest in enhancing their trading relationships with us," it said.

Around 3 million EU citizens are waiting to find out if they can remain in the UK, along with up to two million British citizens in other EU member states, following last June's EU referendum.

The White Paper effectively spells out in detail British Prime Minister Theresa May's 12 "principles" including migration control and "taking control of our own laws" unveiled in a major speech last month.

It confirms that the final Brexit deal will be presented before Parliament for ratification and that the UK would pursue a fresh tariff-free trade agreement with the EU after an exit from the common single market.

"After we have left the EU, we want to ensure that we can take advantage of the opportunity to negotiate our own preferential trade agreements around the world," the document said.

May's foreword to the White Paper is made up of extracts from her Lancaster House speech on January 17, in which she said that forging a new partnership with Europe and a "stronger, fairer, more global" Britain would be "the legacy of our time, the prize towards which we work, the destination at which we arrive once the negotiation is done".

The document, which provides the UK Parliament and the

country with a "clear vision" of what the government is seeking to achieve in negotiating the UK's exit from, and new partnership with, the EU, comes a day after British MPs voted in favour of May invoking Article 50 of the Lisbon to trigger the two-year timeline to negotiate a new deal as a non-member of the bloc.

MPs backed the European Union (Notification) Bill by 498 votes to 114 last night, with 47 Opposition Labour party rebels voting against.

The bill will now face more debate before it can become law.

MPs will discuss the bill in more detail next week when it reaches the committee stage in the Commons, and Labour has vowed to force through amendments.

Exit talks with the EU are expected to last up to two years, with the UK predicted to leave the 28-member organisation in 2019.

Washington, Jun 30: Indian-American Medha Raj has been named by Democratic presidential candidate Joe Biden as his digital chief of staff, a key role in his election campaigns which are entirely going virtual due to the Covid-19 pandemic in the US.

In this capacity, Raj will work across all facets of the digital department to streamline and coordinate how to maximise the impact of its digital outputs, the Biden campaign said.

“Excited to share that I've joined Joe Biden's campaign as the Digital Chief of Staff. 130 days to the election and we're not going to waste a minute!” she said on LinkedIn.

Raj comes from Pete Buttigieg's campaign, who has now endorsed Biden.

The news was first reported by CNN, which the news channel said is part of the efforts of the Biden campaign to adapt to an almost entirely virtual campaign trail brought on by the coronavirus pandemic.

The US is the hardest-hit country by the coronavirus pandemic, with more than 2.64 million official cases and over 128,000 deaths.

According to CNN, Clarke Humphrey, who previously worked on Hillary Clinton's 2016 campaign, will act as the Biden campaign's new deputy digital director for the grassroots fundraising.

Jose Nunez is the campaign's new digital organising director.

He is from the Kamala Harris' campaign. Christian Tom is the new director of digital partnerships. Over the past few months, Biden has been relying more and more on digital campaigning and raising funds virtually.

A graduate in international politics from Georgetown University, Raj has earned her MBA from Stanford University.

Biden, 77, is challenging the 74-year-old Republican incumbent President Donald Trump in the November 3 presidential elections.

Former US vice president Biden would formally accept his Democratic presidential nomination at the party’s scaled back convention in Wisconsin’s Milwaukee city on August 20.

In view of the coronavirus pandemic, the Democratic National Convention Committee (DNCC) on Wednesday announced its convention plan to broadcast from Milwaukee and across the nation to reach out to all Americans.

According to some of the latest opinion polls, Biden is leading by more than eight percentage points over Trump.

Beijing, Feb 24: The lockdown of Guo Jing's neighbourhood in Wuhan -- the city at the heart of China's new coronavirus epidemic -- came suddenly and without warning.

Unable to go out, the 29-year-old is now sealed inside her compound where she has to depend on online group-buying services to get food.

"Living for at least another month isn't an issue," Guo told news agency, explaining that she had her own stash of pickled vegetables and salted eggs.

But what scares her most is the lack of control -- first, the entire city was sealed off, and then residents were limited to exiting their compound once every three days.

Now even that has been taken away.

Guo is among some 11 million residents in Wuhan, a city in central Hubei province that has been under effective quarantine since January 23 as Chinese authorities race to contain the epidemic.

Since then, its people have faced a number of tightening controls over daily life as the death toll from the virus swelled to over 2,500 in China alone.

But the new rules this month barring residents from leaving their neighbourhoods are the most restrictive yet -- and for some, threaten their livelihoods.

"I still don't know where to buy things once we've finished eating what we have at home," said Pan Hongsheng, who lives with his wife and two children.

Some neighbourhoods have organised group-buying services, where supermarkets deliver orders in bulk.

But in Pan's community, "no one cares".

"The three-year-old doesn't even have any milk powder left," Pan told news agency, adding that he has been unable to send medicine to his in-laws -- both in their eighties -- as they live in a different area.

"I feel like a refugee."

The "closed management of neighbourhoods is bound to bring some inconvenience to the lives of the people", Qian Yuankun, vice secretary of Hubei's Communist Party committee, said at a press briefing last week.

Authorities on Monday allowed healthy non-residents of the city to leave if they never had contact with patients, but restrictions remained on those who live in Wuhan.

Demand for group-buying food delivery services has rocketed with the new restrictions, with supermarkets and neighbourhood committees scrambling to fill orders.

Most group-buying services operate through Chinese messaging app WeChat, which has ad-hoc chat groups for meat, vegetables, milk -- even "hot dry noodles", a famous Wuhan dish.

More sophisticated shops and compounds have their own mini-app inside WeChat, where residents can choose packages priced by weight before orders are sent in bulk to grocery stores.

In Guo's neighbourhood, for instance, a 6.5-kilogramme (14.3-pound) set of five vegetables, including potatoes and baby cabbage, costs 50 yuan ($7.11).

"You have no way to choose what you like to eat," Guo said. "You cannot have personal preferences anymore."

The group-buying model is also more difficult for smaller communities to adopt, as supermarkets have minimum order requirements for delivery.

"To be honest, there's nothing we can do," said Yang Nan, manager of Lao Cun Zhang supermarket, which requires a minimum of 30 orders.

"We only have four cars," she said, explaining that the store did not have the staff to handle smaller orders.

Another supermarket told AFP it capped its daily delivery load to 1,000 orders per day.

"Hiring staff is difficult," said Wang Xiuwen, who works at the store's logistics division, adding that they are wary about hiring too many outsiders for fear of infection.

Closing off communities has split the city into silos, with different neighbourhoods rolling out controls of varying intensity.

In some compounds, residents have easier access to food -- albeit a smaller selection than normal -- and one woman said her family pays delivery drivers to run grocery errands.

Her compound has not been sealed off either, the 24-year-old told AFP under condition of anonymity, though they are limited to one person leaving at a time.

Some districts have implemented their own rules, such as prohibiting supermarkets from selling to individuals, forcing neighbourhoods to buy in bulk or not at all.

"In the neighbourhood where I live, the reality is really terrible," said David Dai, who is based on the outskirts of Wuhan.

Though his apartment complex has organised group-buying, Dai said residents were unhappy with price and quality.

"A lot of tomatoes, a lot of onions -- they were already rotten," he told , estimating over a third of the food had to be thrown away.

His family must "totally depend" on themselves, added the 49-year-old, who has resorted to saving and drying turnip skins to add nutrients to future meals.

The uncertainty of not knowing when the controls will be lifted is also frustrating, said Ma Chen, a man in his 30s who lives alone.

"I have no way of knowing how much (food) I should buy."

Oakland, Jun 2: Facebook employees are using Twitter to register their frustration over CEO Mark Zuckerberg's decision to leave up posts by President Donald Trump that suggested protesters in Minneapolis could be shot.

While Twitter demoted and placed a warning on a tweet about the protests that read, in part, that “when the looting starts the shooting starts,” Facebook has let it stand, with Zuckerberg laying out his reasoning in a Facebook post Friday.

“I know many people are upset that we've left the President's posts up, but our position is that we should enable as much expression as possible unless it will cause imminent risk of specific harms or dangers spelled out in clear policies,” Zuckerberg wrote.

Trump's comment evoked the civil-rights era by borrowing a phrase used in 1967 by Miami's police chief to warn of an aggressive police response to unrest in black neighborhoods.

On Monday, Facebook employees staged a virtual “walkout” to protest the company's decision not to touch the Trump posts according to a report in the New York Times, which cited anonymous senior employees at Facebook.

The Times report says “dozens” of Facebook workers “took the day off by logging into Facebook's systems and requesting time off to support protesters across the country." “I work at Facebook and I am not proud of how we're showing up.

The majority of coworkers I've spoken to feel the same way. We are making our voice heard,” tweeted Jason Toff, a director of product management at Facebook who's been at the company for a year.

Toff, who has a verified Twitter account, had 131,400 “likes” and thousands of retweets of his comment. He did not immediately respond to a message seeking comment on Monday.

“I don't know what to do, but I know doing nothing is not acceptable. I'm a FB employee that completely disagrees with Mark's decision to do nothing about Trump's recent posts, which clearly incite violence. I'm not alone inside of FB.

There isn't a neutral position on racism,” tweeted another employee, design manager Jason Stirman.

Stirman did not immediately respond to a request for comment on Monday. Sara Zhang, a product designer at the company, tweeted that Facebook's “decision to not act on posts that incite violence ignores other options to keep our community safe.

The policy pigeon holes us into addressing harmful user-facing content in two ways: keep content up or take it down.” “I believe that this is a self-imposed constraint and implore leadership to revisit the solution,” she continued. Zhang declined to comment to The Associated Press.

Representatives for Facebook did not immediately respond to messages for comment.

Twitter has historically taken stronger stances than its larger rival, including a complete ban on political advertisements that the company announced last November.

That's partly because Facebook, a much larger company with a broader audience,targeted by regulators over its size and power, has more to lose. And partly because the companies' CEOs don't always see eye to eye on their role in society.

Over the weekend, Twitter changed the background and logo if its main Twitter account to black from its usual blue in support of the Black Lives Matter protesters and added a #blacklivesmatter hashtag. Facebook did the same with its own logo on its site, though without the hashtag.
