Bhopal, Apr 20: The Election Commission (EC) is going to issue a notice to Malegaon blast accused and BJP candidate from Bhopal Pragya Singh Thakur over her remarks against police officer Hemant Karkare, who was killed in the 26/11 terror attack, an officer said Saturday.

Addressing BJP workers in Bhopal on Thursday night, Thakur had claimed that Karkare died during the attacks as she "cursed" him for torturing her.

However, after her remarks kicked up a row, she tendered an apology on Friday.

"We took suo motu cognisance of the statement and sought a report from the assistant returning officer (ARO) on the matter. We got the report this morning and we are going to issue notices, which are returnable within 24 hours, to the organiser of the programme and the person who made the statement," District Election Officer and Bhopal Collector Sudam Khade told PTI.

"We are going to send the ARO report to the EC," he said.

Khade said that the organiser of the event had been given permission on certain conditions as the model code of conduct was in force.

According to another EC official, as per the conditions set before giving permission to the event, use of objectionable language to defame a particular person had been prohibited.

Out on bail, Thakur (48) has been discharged by a court on charges under the stringent Maharashtra Control of Organised Crime Act (MCOCA) in the 2008 case, but is still facing trial under other criminal provisions, including the Unlawful Activities (Prevention) Act.

The BJP on Wednesday fielded her from the Bhopal seat, where she is set to have a direct contest with Congress heavyweight and former Madhya Pradesh chief minister Digvijay Singh.

Her statement against Karkare raised a political storm Friday with opposition parties attacking the BJP and the Congress demanding an apology from Prime Minister Narendra Modi.

However, the saffron party distanced itself from her comments, saying it was her "personal view" which she might have made "due to years of physical and mental torture".

New Delhi, Mar 15: The new rules for debit and credit cards to increase security and reduce frauds kick in from Monday. In January, the Reserve Bank of India (RBI) had issued new rules to improve user convenience and increase the security of card transactions. These rules will help in curbing the misuse of debit and credit cards.

RBI has directed banks to allow only domestic card transactions at ATMs and PoS terminals in India at the time of issuance/reissuance of card. For international transactions, online transactions, card-not-present transactions and contactless transactions, customers will have to separately set up services on their card.

These rules will be applicable for new cards from March 16. Those with old cards can decide whether to disable any of these features.

As per the existing rules, these services used to come automatically with the card, but now it will start at the request of the customer.

Debit or credit card customers who have not yet done any online transaction, contactless transaction or international transaction with the card, then these services on the card will automatically stop from March 16.

The Reserve Bank has asked all banks to provide mobile banking, net banking option to enable limit and enable and disable service 24 hours a day, seven days a week.

If the customer makes any change in the status of the card, the bank will alert the customer through SMS/email and send the information.

Issuers shall provide to all cardholders facility to switch on/off and set/modify transaction limits (within the overall card limit, if any, set by the issuer) for all types of transactions -- domestic and international, at PoS/ATMs/online transactions/contactless transactions, etc.,

The provisions, however, are not mandatory for prepaid gift cards and those used at mass transit systems.

The latest instructions come in the wake of rising instances of cyber frauds and the huge increase in the use of cards.

New Delhi, May 30: As the NDA government completes one year of its second term, Prime Minister Narendra Modi listed several achievements and initiatives taken by his government in the past year in an audio message addressed to the people of the country.

PM Modi said, "This day last year began a golden chapter in the history of Indian democracy. It was after several decades that the people of the country voted back a full-term government with a full majority."

"Your role has played a pivotal role in creating this chapter. In such a situation, this day is an opportunity for me to bow to the citizens of the country and the democratic ethos of our nation," said PM Modi.

"Had the situation been normal, I would have got the chance to meet you. Your affection and active support in the past year have given me new energy and inspiration. During this period, the way you have shown the collective powers of democracy, they have become an example for the whole world," he added.

PM Modi talked about several important initiatives taken by his government in 2014 as well as India's demonstration of its mettle through the surgical strike and airstrike.

"Six years ago in 2014, the people of this country voted to bring a major change in the country. You voted to change the country's policy and manner. During that tenure where surgical strike and airstrike took place, one rank one pension, one nation one tax GST, and better MSP for farmers were also fulfilled. That period was dedicated to fulfilling many needs of the country."

He further said that in these years the country has seen systems coming out of the quagmire of inertia and corruption. The country has seen governance change to make life easier for the poor.

"During that period, India's stature in the world increased. By opening bank accounts of poor people, by giving them gas connections, by providing free electricity connections, by building washrooms, by building houses, the dignity of the poor has also been increased," said PM Modi.
