UPA govt did everything to help Agusta: Govt

New Delhi, May 6: Maintaining heat on the Congress, the government today said the previous UPA government had "done everything" to help AgustaWestland bag the contract for VVIP helicopters and asserted that it will track down the main beneficiaries of the kickbacks in the deal.

UPADefence Minister Manohar Parrikar said in the Lok Sabha that former Air chief S P Tyagi and Gautam Khaitan, both accused in the case, are "small people" who "simply washed their hands in a flowing ganga (of corruption)" and that the government will "find out where the river was going".

Speaking on a Calling Attention Motion on the chopper deal, he took a dig at Congress, saying it seemed to know where this "ganga was going".

He said the UPA government had "done everything" to help AgustaWestland bag the contract and that its action against the company following the disclosure of corruption was not pro-active but "forced by circumstances".

Tyagi and Khaitan were "small people who simply washed their hands in a flowing ganga (of corruption)", Parrikar said, asserting that the government will track down the main beneficiaries of the kickbacks in the Rs 3600 crore deal for 12 VVIP choppers.

"Why are you (Congress) concerned? I have not named anybody. You seem to know where the ganga was going," the Defence Minister said, taking a swipe at Congress.

Parrikar, who was criticsed by opposition members for reading from a statement during a debate over the issue in the Rajya Sabha, mostly spoke extempore and narrated the sequence of events related to the contract and its subsequent cancellation.

While a criminal case was registered in Italy in November 2011 over alleged exchange of bribe in the deal, the UPA government continued with the aquisition of choppers and three of them were delivered, he said.

Only after Finmeccanica, parent firm of AgustaWestland, officials were arrested in 2013, that the then Defence Minister A K Antony asked the CBI to probe the matter, he said.

Before then the government had not even written to the company and instead taken up the matter with the embassy, Parrikar said, likening it to "setting up a committee when you do not want to do anything".

"Its (UPA) action was compulsarily forced by the arrest of Finmeccanica official... It did not take any pro-action measure," he said.

Attacking Congress, Parrikar said Antony put on hold the deal only on May 12, 2014, the last day of the Lok Sabha elections, and wondered if it was driven by the results of exit polls, which had predicted a big loss for the UPA.

Finding loopholes in the deal, the Defence Minister said the tender for the contract was submitted by Italy-based AgustnaWestland but given to the UK-based Agusta Westland International Ltd (AWIL), which was not Original Equipment Manufacturer (OEM).

"I have never seen that tender was submitted by one company and given to some other company... It has many legal implications," he told the Lok Sabha.

While the previous NDA government, which has started the process for acquiring VVIP choppers, broadened Services Qualitative Requirements (SQR) to get more companies in the tender process, the UPA made it "restrictive" to benefit AgustaWestland, Parrikar alleged.

The benchmark price was also increased by many times that benefitted the company, the Defence Minister said, adding that it should not have been done as it was the only vendor.

Antony, he said, had objected to the firm's request for doing the field trial outside but he was later "convinced" to withdraw them.

It was done against the clause of tender, he asserted.

Kanpur, Jul 10: Kanpur encounter main accused Vikas Dubey, who was injured in an encounter with the police, died on Friday, the police said.

"Gangster Vikas Dubey arrested for killing eight policemen is dead," confirmed the police.

According to SP Kanpur West Anil Kumar, gangster Vikas Dubey attempted to flee after the car overturned. Dubey attempted to flee by snatching pistol of the injured policemen. However, he was shot in the retaliatory firing.

"Vikas Dubey attempted to flee by snatching pistol of the injured policemen after the car overturned. Police tried to make him surrender, during which he fired at the policemen. He was injured in retaliatory firing by police. He was later rushed to the hospital," SP Kanpur West told reporters here.

Dubey, the main accused in the Kanpur encounter was arrested by the police in Ujjain on Thursday morning. He was on the run for the last six days and had come to Ujjain to offer prayers at Temple, where he was identified by a security guard at the shrine.

The gangster is the main accused in the encounter that took place in Bikru village in Chaubeypur area of Kanpur last week, in which a group of assailants allegedly opened fire on a police team, which had gone to arrest Dubey. Eight police personnel were killed in the encounter.

Dubey managed to escape after the killing.  The Uttar Pradesh police launched a hunt for him and raised the bounty on him to Rs 5 lakh.

Bahua Dubey and Prabhat Mishra, close aides of the main accused, were killed in separate encounters in Etawah and Kanpur respectively, on Thursday.

The main accused's other aide Shyamu Bajpai was arrested by the Chaubeypur police following an encounter. He carried a reward of Rs 25,000, the police informed on Wednesday. Earlier the same day, Uttar Pradesh's Special Task Force (STF) gunned down Vikas Dubey's close aide Amar Dubey in Hamirpur district.

No one fool other than ghobar society will believe on this news. Totally a goonda raj by yogiraaj.  He tried to offer 1crore to all killed policemen. But locals obligation now this is the  new drama. One way this is a lesson to his and his chaddi society's followers that party can take their own soldiers life for the self benefit.

Kanpur, Jan 18: Kanpur has witnessed an Unnao-like incident as the out on bail accused in rape case attack the family members of the victim. The mother of the victim, who later died in the hospital, was brutally attacked by the accused. The accused reportedly attacked the victim's mother and her aunt on January 8.

The actual rape case goes back to 2018 when a group of men abducted a minor girl from her own society. The accused had reportedly raped her and also beaten up her mother.

A video of mother being beaten up reportedly went viral soon after.

The mother of the victim had reportedly filed a complaint against one of the accused for abducting and molesting her daughter two years ago at a tannery falling under jurisdiction of Chakeri police station. The main accused along with five others was booked under section 354 of the IPC (sexual assault of children) and sent to jail. Around two weeks ago, the accused got bail and on January 9 they attacked the deceased and her sister.

Visakhapatnam, May 7: Andhra Pradesh Chief Minister Y S Jagan Mohan Reddy on Thursday announced an ex- gratia payment of Rs one crore each to the kin of those killed in the styrene gas leak incident at LG Polymers Limited near here.

The NDRF had put the death toll from the leak at 11.

The chief minister announced a committee to probe into the mishap and also said the government would talk to the LG Polymers management seeking job for the kin of the deceased in any of its businesses.

Speaking to reporters after conducting a review meeting, Reddy also announced Rs 10 lakh each to those undergoing treatment on ventilator support and Rs 25,000 to those who took treatment as out-patients after developing health complications due to inhalation of the styrene vapour.

Earlier, he held a review meeting at the Andhra Medical College with District Collector Vinay Chand and others.

The gas leak victims undergoing treatment in various hospitals would be paid Rs one lakh each. The 15,000-odd population in the five villages that were affected by the gas leak would be paid Rs 10,000 each, the chief minister added.

Reddy further announced constitution of a high-level committee, headed by the Special Chief Secretary (Environment and Forests), to probe into the mishap and make recommendations to prevent such tragedies in the future.

Earlier, he visited the King George Hospital and consoled the victims of the gas leak.

Accompanied by his Deputy holding the health portfolio A K K Srinivas and Chief Secretary Nilam Sawhney, Reddy flew down to the port city and went straight to the KGH.

He met the gas leak victims undergoing treatment and enquired about their well-being.

At the review meeting, the Collector informed the Chief Minister that the gas spread was limited to a 1.5 to 2 km area from the epicentre of the leak and that the locals were evacuated to safety.

Of the two styrene tanks in the plant, the leak occurred from one that was holding about 1,800 kilo litres of the chemical.
