Upalokayukta unearths Rs 22-cr fodder scam in Tumakuru goshalas

Bengaluru, Jun 17: The state seems to be staring at a big fodder scam. The Upalokayukta enquiry report, conducted with respect to goshalas (cattle-sheds) in Tumakuru district, reveals misappropriation of Rs 22 crore in less than a year.goshalas

The Upalokayukta has issued notices to 127 officials of the rank of assistant commissioners and below in the district for initiation of action in this regard.

The state government had released funds to district administrations for constructing goshalas, purchase and distribution of fodder in December-February 2016-17. In view of the severe drought across 139 taluks, the government had directed district administrations to ensure availability of fodder to cattle.

On a tip-off that large scale irregularities had taken place at goshalas in distribution of fodder, Upalokayukta Justice Subhash B Adi made surprise visits to goshalas in March-April 2017. It was found that the ledger book detailing receipts and distribution of fodder was mishandled and that there was mismatch of stocks mentioned in the books and fodder available in goshalas. The Upalokayukta had visited Ranganahalli (Gubbi taluk), Ullasathopu, C B Agrahara, Ranganathapura, Bhoothappanagudi, J Hosahalli (Sira taluk), Tovinakere (Koratagere taluk), Gadabanahalli Thopu, Ayyanabavi, Baguvala (Tiptur taluk), T B Cross, Aremallanahalli (Turuvekere taluk) Y N Hosakote, Nagalamadike, Venkatapura (Pavagad taluk) and Godekere, Vajra, Karehalli, Hulikal, Durgammanna Betta (Chikkanayakanahalli taluk).

The enquiry report submitted by Lokayukta officials stated that the district administration officials misappropriated funds and also left the goshalas in a pitiable state.

“Misappropriation of Rs 33.96 lakh released to goshalas in seven taluks has been found. Similarly, a total of Rs 21.98 crore towards the purchase of fodder has been misappropriated,” the report said.

Apart from the misappropriation, the enquiry revealed that the district administration had not followed the guidelines issued periodically by the state government. The enquiry report stated that almost all the goshalas were unhygienic and did not use scientific weighing scales. “At some goshalas, the fodder was distributed without weighing. The officials had not provided proper lighting and toilet facilities to farmers staying with cattle at night despite a government circular in this regard.”

Justice Adi confirmed issuance of notices. “I had visited goshalas only in Tumakuru district. The report suggested misappropriation of funds and notices have been issued to record the comments of officials,” he said.

Mangaluru, Jun 23: A charter flight carrying as many as 166 people including a child stranded in United Arab Emirates today reached Mangaluru. 

The flight was chartered by M Friends Charitable Trust, Mangaluru and My Community Foundation with the sole intention of helping the repatriation of stranded passengers such as pregnant women, elderly people and those who are in need of emergency medical care. 

The flydubia flight FZ4617 took off from Dubai at 2 p.m. and landed at Mangaluru International Airport at 7:22 p.m.

The passengers who arrived from UAE hail from different parts of coastal Karnataka and passengers themselves had borne the ticket fare for their travel.

M Friends president Haneef Haji Goltamajalu has thanked representatives of My Community Foundation and M Friends Trusty Ashraf Abbas Kunjattur, M Friends NRI leader Haneef Puttur, general secretary Rasheed Vittla for their efforts in chartering the flight.

In the last three weeks, 13 special flights with around 2150 passengers from various Gulf countries had landed at Mangaluru airport. 

Already, throat swab samples of 1814 passengers, who had arrived in Mangaluru, have been tested and 239 people with international travel history have tested positive and the samples of 1,575 passengers have tested negative so far.

Kasaragod, May 25: An autorickshaw driver from Belur in Kasaragod was admitted for surgery to a hospital after being hit on the head by a falling jackfruit. He was tested positive for the coronavirus. It is not clear how he contracted the viral infection.

“While he was trying to pluck a jackfruit off a tree, one of them fell on him, injuring his spine. His hands and legs were weakened too. His condition required surgery. Our protocol dictates that we subject everyone who require immediate surgery to the covid test, just to be sure. That’s when he tested positive,” said Dr K Sudeep, superintendent of the Pariyaram Medical College in Kannur.

“He had symptoms of Covid-19. But he has no recent travel history or contact with any infected person. We’re not sure if he got it through one of his passengers in the rickshaw. He had visited the district hospital once so he could have got it from there. Anyway, we are examining it and preparing the route maps,” he added.

His family will be quarantined and health workers have begun to trace his immediate primary contacts.

Though there have been a number of cases in Kerala where a person’s source of infection could not be correctly ascertained, such people have gone on to recover without spreading the infection to others.

The Kerala government is conducting testing of high-risk persons on the frontlines, such as police officials, grocery vendors and health workers, as part of its sentinel surveillance programme, but maintains that there’s little evidence of a community spread in the state.

New Delhi, Mar 20: An official of South Western Railway has been suspended for "hiding" her son, who returned from Germany and later tested positive for coronavirus.

The youth has been hiding at a railway guest house in Bengaluru, officials said on Friday.

"She (the railway official) not only failed to inform authorities about her son's return from Germany, but also endangered the lives of others by lodging him in a railway rest house near the main Bangalore railway station," railway spokesperson E Vijaya said.

The Assistant Personnel Officer (Traffic) has been suspended, Vijaya said.

The 25-year-old man, who came from Germany via Spain and was instructed to be in home quarantine after he landed at the Kempegowda International Airport in Bengaluru on March 13, later tested positive for Covid-19 on March 18.

"She virtually hid her son to protect her family but endangered all of us," a South Western Railway official said.
