Upalokayukta unearths Rs 22-cr fodder scam in Tumakuru goshalas

Bengaluru, Jun 17: The state seems to be staring at a big fodder scam. The Upalokayukta enquiry report, conducted with respect to goshalas (cattle-sheds) in Tumakuru district, reveals misappropriation of Rs 22 crore in less than a year.goshalas

The Upalokayukta has issued notices to 127 officials of the rank of assistant commissioners and below in the district for initiation of action in this regard.

The state government had released funds to district administrations for constructing goshalas, purchase and distribution of fodder in December-February 2016-17. In view of the severe drought across 139 taluks, the government had directed district administrations to ensure availability of fodder to cattle.

On a tip-off that large scale irregularities had taken place at goshalas in distribution of fodder, Upalokayukta Justice Subhash B Adi made surprise visits to goshalas in March-April 2017. It was found that the ledger book detailing receipts and distribution of fodder was mishandled and that there was mismatch of stocks mentioned in the books and fodder available in goshalas. The Upalokayukta had visited Ranganahalli (Gubbi taluk), Ullasathopu, C B Agrahara, Ranganathapura, Bhoothappanagudi, J Hosahalli (Sira taluk), Tovinakere (Koratagere taluk), Gadabanahalli Thopu, Ayyanabavi, Baguvala (Tiptur taluk), T B Cross, Aremallanahalli (Turuvekere taluk) Y N Hosakote, Nagalamadike, Venkatapura (Pavagad taluk) and Godekere, Vajra, Karehalli, Hulikal, Durgammanna Betta (Chikkanayakanahalli taluk).

The enquiry report submitted by Lokayukta officials stated that the district administration officials misappropriated funds and also left the goshalas in a pitiable state.

“Misappropriation of Rs 33.96 lakh released to goshalas in seven taluks has been found. Similarly, a total of Rs 21.98 crore towards the purchase of fodder has been misappropriated,” the report said.

Apart from the misappropriation, the enquiry revealed that the district administration had not followed the guidelines issued periodically by the state government. The enquiry report stated that almost all the goshalas were unhygienic and did not use scientific weighing scales. “At some goshalas, the fodder was distributed without weighing. The officials had not provided proper lighting and toilet facilities to farmers staying with cattle at night despite a government circular in this regard.”

Justice Adi confirmed issuance of notices. “I had visited goshalas only in Tumakuru district. The report suggested misappropriation of funds and notices have been issued to record the comments of officials,” he said.

Bengaluru, Mar 26: In a second coronavirus related death in Karnataka, COVID-19 test results of a 75- year-old woman who had died on Wednesday has come out as positive, Medical Education Minister K Sudhakar said.

"I regret to inform that the COVID-19 test result has come out as positive for patient, who had succumbed to death yesterday. The govt stands committed to curb the spread of Corona Virus in the state. Please stay home, stay safe," Sudhakar tweeted on Thursday.

Health and Family Welfare Minister B Sriramulu too said the lab reports regarding the death on Wednesday have come and it has come out as positive, and death was due to COVID-19.

The exact cause of her death would be known only after the final report comes, both Minister had said on Wednesday.

The woman from Gauribidanur in Chikkaballapura district, had returned from Mecca in Saudi Arabia recently.

Sharing details about the woman, Sriramulu in a tweet on Wednesday had said, she died at Bowring hospital here at 1 am, and was suffering from diabetes, chest pain and hip fracture.

The patient was undergoing treatment in isolation ward at a hospital in Gauribidanur, later for more treatment she was shifted to Rajiv Gandhi Institute of Chest Diseases in Bengaluru, from where she was shifted to Bowring hospital on Tuesday," he had said.

This is the second coronavirus fatality in the state.

Earlier this month, a 76-year old Kalaburagi man died "due to co-morbidity and was also tested positive for COVID- 19", becoming the country's first coronavirus death.

Bengaluru, Jul 11: Karantaka Congress chief DK Shivakumar on Friday raised questions over claims that Rewa Ultra Mega Solar Power Project Madhya Pradesh was "largest in Asia" and said a 2000 MW had been built in the state.

"BJP central government is claiming today that it inaugurated Asia's largest solar plant of 750 MW at Rewa, MP. What then is the 2000 MW Solar Plant in Pavagada, Karnataka which was built in just 3 years by Karnataka Congress government and has been operational since 2018?" Shivakumar said in a tweet.

The Congress leader further said that the most unique thing about the solar project set up in Karnataka was that the farmers were being paid yearly rents for the land upon which it was constructed as it had been leased and not purchased from them, helping them retain ownership.

"The unique thing about the 2000 MW Pavagada Mega Solar Park was that not a single acre of land was acquired from the farmers. All 13,000 acres have been leased from the farmers who are being given yearly rent. Karnataka model of renewable energy was accepted as the best in India," he said.

"Union power minister must answer as to how the Central Government can claim that the Rewa Solar Park (750 MW) opened today is Asia's largest when clearly the Pavagada Park in Karnataka is much larger (2000 MW) and was opened two years back!" he said.

Prime Minister Narendra Modi dedicated Rewa Ultra Mega Solar Power Project to the nation on Friday.

In a shocking incident, a woman allegedly sold her five-day-old baby boy to two siblings in Karnataka’s Davanagere for Rs 5,000 on Tuesday (May 26) in connivance with a hospital employee, according to police.

Acting on a complaint by Honnali child development project officer Mahantesh Poojar, police booked a case against six persons in connection with the incident and arrested four of them by Tuesday night.

Police said the woman allegedly sold the baby, born on May 20 at Honnali taluk hospital, to Annesh Naik, 36, and his sister Lavanya, 39, in the early hours of Tuesday in front of the Honnali KSRTC bus stand.

The six accused have been identified as Kumar, 44, a staff nurse at Honnali hospital; Mahesh, a group ‘D’ employee at the hospital who facilitated the deal; Basavaraj, 36, a lab technician at Hirekerur hospital; Annesh; Lavanya; and the mother of the infant.
