Uproar over Lalit Modi issue disrupts RS proceedings

July 21, 2015

New Delhi, Jul 21: Disruptions marred the proceedings in Rajya Sabha on the first day of the Monsoon session today, with Opposition Congress adamant on External Affairs Minister Sushma Swaraj's resignation over Lalit Modi controversy and BJP accusing it of "running away" from a debate on it.

RajyaSabhaLeading the opposition protests, Congress members forced three adjournaments in the pre-lunch session making both Question Hour and Zero Hour a casualty, even as Leader of the House Arun Jaitley offered an immediate discussion and said Swaraj could make a statement on the issue.

"Please start a discussion immediately. You don't want a discussion.... You don't have to press your case for a discussion. I am making an offer and would suggest ... if they want to start a discussion, then start it immediately. If they want a statement from the External Affairs Minister, we are ready for it. Sushma Swaraj will make a statement within five minutes," Jaitley said.

However, his pleadings went unheeded and Congress members continued to create an uproar, as Chairman Hamid Ansari urged the members to allow the Question Hour to function. Amid the uproar, Ansari was forced to adjourn the House till 2 PM.

As soon as the House assembled in the morning, Congress members were on their feet targetting the government on the matter and raising questions over its "probity". They reminded the ruling dispensation of the assurances given by Prime Minister Narendra Modi to ensure transparency and accountability in governance.

Raising the matter soon after the obituary references, Anand Sharma (Cong) demanded a reply from the Prime Minister. He asked why the External Affairs Minister requested British government to issue travel documents to Lalit Modi within in two and half months of NDA coming to power.

Sharma also raised the issue of affidavit signed by Rajasthan Chief Minister Vasundhara Raje favouring Lalit Modi.

"The Prime Minister had assured to ensure transparecy, accountability in governance and acting against those indulging in corrupt practices... Where is the probity left? You have violated the dignity," he said.

Amid objections from the treasury benches to his remarks, Congress members trooped into the Well of the House and raising slogans for her removal. Sharma also questioned the "humanitarian grounds" on which Britain was requested to issue the travel documents to Lalit Modi, alleging that the former IPL chief was travelling around the world as if "on a pleasure trip and as a tourist".

CPI(M) leader Sitaram Yechury also urged the Chair to allow him and others to speak on the issue as Sharma has already been allowed.

Yechury said, "we have given notice. Leaders of Congress party have spoken. We should also be allowed to speak on the issue."

As Congress members continued the uproar during the Question Hour that started at 12 pm, Jaitley asked the members to start the discussion right away.

Naresh Agarwal (SP) also sought time to speak on the issue, saying he has given notice. He was disallowed.

Asking members to allow the Question Hour to function, Chairman Hamid Ansari said, "I will not allow anything else".

However, the uproar continued and the House was adjourned till 2 PM.

New Delhi, Jan 10: The Supreme Court while hearing petitions challenging restrictions in Jammu and Kashmir on Friday stated that the right to access the internet is a fundamental right under Article 19 of the Constitution of India.

"It is no doubt that freedom of speech is an essential tool in a democratic setup. The freedom of Internet access is a fundamental right under Article 19(1)(a) of the Constitution," a two-judge bench headed by Justice N V Ramana stated while reading out the judgment.

The top court said that Kashmir has seen a lot of violence and that it will try to maintain a balance between human rights and freedoms with the issue of security.

It also directed the Jammu and Kashmir administration to review the restrictive orders imposed in the region within a week. “The citizens should be provided highest security and liberty,” the apex court added.

The top court made observations and issued directions while pronouncing the verdict on a number of petitions challenging the restrictions and internet blockade imposed in Jammu and Kashmir after the abrogation of Article 370 in August last year.

The Supreme Court had on November 27 reserved the judgment on a batch of petitions challenging restrictions imposed on communication, media and telephone services in Jammu and Kashmir pursuant to revocation of Article 370.

The court heard the petitions filed by various petitioners including Congress leader Ghulam Nabi Azad and Kashmir Times editor Anuradha Bhasin.

The petitions were filed after the central government scrapped Article 370 in August and bifurcated Jammu and Kashmir into two Union Territories -- Jammu and Kashmir and Ladakh. Following this, phone lines and the internet were blocked in the region.

The government had, however, contended that it has progressively eased restrictions.

New Delhi, Feb 11: Votes between Hindus and Muslims were ''completely polarised'', said Congress party's Alka Lamba, as she trailed at Chandni Chowk assembly seat on Tuesday.

"I accept the result, but don't give up. Hindu-Muslim votes were completely polarised. The #Congress Party will now have to prepare for a new fight with new faces and a long struggle for the people of #Delhi. If you fight today, you will also win tomorrow," Ms. Lamba tweeted in Hindi.

As per the Election Commission (EC) website, Ms. Lamba is in third position with just 1,229 votes so far. AAP's Parlad Singh Sawhney is ahead with 23,281 votes followed by Suman Kumar Gupta of BJP.

Ms. Lamba, who had won from Chandni Chowk on an AAP ticket in the 2015 polls, was expelled from AAP last year after she joined Congress, citing differences with Delhi Chief Minister Arvind Kejriwal.

As per the EC official trends, AAP is maintaining a strong lead on 58 seats, while the BJP is far behind at 12. Congress has failed to open its account so far.

The counting of votes for 70 seats of the Delhi Assembly began at 8 am today amid tight security.

Delhi went to polls in a single-phase on February 8. AAP, BJP, Congress are the main political parties in the fray.
