US to help India check online child pornography

Washington, May 30: The United States will help India check online child pornography and content related to child sexual exploitation following a pact signed between the two countries, officials said on Wednesday.

A Memorandum of Understanding (MoU) to this effect was signed by the National Crime Records Bureau (NCRB) of India and the National Centre for Missing and Exploited Children (NCMEC), USA recently.

With the signing of the pact, the United States will help in receiving Tipline reports on online child pornography and child sexual exploitation content from NCMEC, a home ministry official said.

The MoU will provide access to more than one lakh Tipline reports available with the NCMEC and enable law enforcement agencies in India.

It will pave the way for setting up of an innovative mechanism for sharing information about child pornography and child sexual abuse material and taking legal action against offenders.

The agreement will further enable law enforcement agencies to remove child pornography and child sexual abuse material from cyber space, the official said.

When a citizen gives a tip about a crime to law enforcement agencies through a dedicated number or website, it automatically gets converted into a report for action making it as 'Tipline report'.

The agencies will never ask the caller's name nor ask him or her to identify and he or she can remain anonymous.

Once a person gives a tip, he or she will be given a code number. This is the only way law enforcement agencies can identify the person. Through this number, one can check the status of the tip.

The central government last year had launched a portal where citizens can file complaints about circulation of child pornography, sexually explicit materials and online sexual abuse, leading to automatic registration of FIR and action against the offenders.

The portal is cybercrime.gov.in

The NCMEC's CyberTipline is the United States' centralised reporting system for online exploitation of children.

The public and electronic service providers can make reports of suspected online enticement of children for sexual acts, extra-familial child sexual molestation, child pornography, child sex tourism, child sex trafficking, unsolicited obscene materials sent to a child, misleading domain names, and misleading words or digital images on the Internet.

The NCMEC staff reviews each tip and works to find a potential location for the incident reported so that it may be made available to appropriate law-enforcement agency for possible investigation.

The agreement is expected to help Indian law enforcement agencies to a great extent in dealing with online child pornography and child sexual exploitation content, another official said.

Washington, May 12: The US Federal Bureau of Investigation and cybersecurity experts believe Chinese hackers are trying to steal research on developing a vaccine against coronavirus, two newspapers reported Monday.

The FBI and Department of Homeland Security are planning to release a warning about the Chinese hacking as governments and private firms race to develop a vaccine for COVID-19, the Wall Street Journal and New York Times reported.

The hackers are also targeting information and intellectual property on treatments and testing for COVID-19.

US officials alleged that the hackers are linked to the Chinese government, the reports say.

The official warning could come within days.

In Beijing Foreign Affairs ministry spokesman Zhao Lijian rejected the allegation, saying China firmly opposes all cyber attacks.

"We are leading the world in COVID-19 treatment and vaccine research. It is immoral to target China with rumors and slanders in the absence of any evidence," Zhao said.

Asked about the reports, President Donald Trump did not confirm them, but said: "What else is new with China? What else is new? Tell me. I'm not happy with China."

"We're watching it very closely," he added.

A US warning would add to a series of alerts and reports accusing government-backed hackers in Iran, North Korea, Russia and China of malicious activity related to the pandemic, from pumping out false news to targeting workers and scientists.

The New York Times said it could be a prelude to officially-sanctioned counterattacks by US agencies involved in cyber warfare, including the Pentagon's Cyber Command and the National Security Agency.

Last week in a joint message Britain and the United States warned of a rise in cyber attacks against health professionals involved in the coronavirus response by organised criminals "often linked with other state actors."

Britain's National Cyber Security Centre and the US Cybersecurity and Infrastructure Security Agency said they had detected large-scale "password spraying" tactics -- hackers trying to access accounts through commonly used passwords -- aimed at healthcare bodies and medical research organisations.

Lahore, Jul 10: The Punjab government enforced smart lockdown in seven cities of the province for 15 days with an immediate effect from Thursday night, The News International reported.

The Primary and Secondary Healthcare Department on Thursday issued a notification under the Punjab Infectious Diseases Ordinance 2020, about enforcement of lockdown in Lahore, Multan, Faisalabad, Gujranwala, Sialkot, Gujrat and Rawalpindi, till July 24 midnight.

In Lahore, the lockdown will be enforced in A2 Block Township, EME Society, Main Bazaar Chungi Amr Sadhu, Punjab Government Servants Housing Scheme, Wapda Town, C-Block Jauhar Town and Green City.

The basic necessities of life will remain available in smart lockdown areas. "The purpose of the smart lockdown is to minimise movement of people in hotspots of positive coronavirus cases," said Capt (retd) Muhammad Usman, Secretary, Primary and Secondary Healthcare Department.

The country registered 2,751 new COVID-19 cases during the last 24 hours, taking the tally to 243,599 on Friday. The province-wise breakup includes 85,261 cases in Punjab, 100,900 cases in Sindh, 29,406 in Khyber Pakhtunkhwa, 11,099 in Balochistan, 13,829 in Islamabad, 1,619 in Gilgit-Baltistan and 1,485 in Pakistan-occupied Kashmir.

The death toll due to the virus reached 5,058 with 75 more deaths reported over the last 24 hours, as per data cited by Radio Pakistan.

Moscow, Mar 25: An earthquake measuring 7.5 on the Richter scale struck off Russia's Kuril Islands on Wednesday, the United States Geological Survey (USGS) said.

The magnitude of the quake, which occurred at 2:49 am (UTC), was registered at a depth of 56.7 kilometres, about 219 kilometres southeast of the Russian town of Severo-Kuril'sk, the USGS said.

There were no immediate reports of casualties or damage to the property as a result of the quake.
