US likely to stop spouses of H-1B visa holders from working

Washington, Dec 17 : The Trump administration is considering revoking an Obama-era rule that extends work authorisation to the spouses of H-1B visa holders, a move that could affect thousands of Indian workers and their families.

Since 2015, the spouses of H-1B, or high-skilled, visa holders waiting for green cards have been eligible to work in the US on H-4 dependent visas, under a rule introduced by the previous Obama administration.

In 2016, more than 41,000 of H-4 visa holders were issued work authorisation. This year till June more than 36,000 H-4 visa holders were issued work authorisation.

The H-1B programme attracts foreign specialised workers to come to the United States for employment, many of them from India and China.

"DHS is proposing to remove from its regulations certain H-4 spouses of H-1B nonimmigrants as a class of aliens eligible for employment authorisation," said the Department of Homeland Security (DHS) in a latest regulation.

According to the notice, the changes is being made in light of President Trump's 'Buy American and Hire American' order issued earlier this year.

According to CNN, while changing the rule wouldn't prevent spouses of H-1B holders from pursuing other avenues for work authorisation, it could deter a number of high- skilled immigrants from staying in the US if their spouses can't easily find work.

The Wall Street Journal said such a proposal dismayed supporters of the programme.

"This announcement places into jeopardy thousands of hardworking, contributing individuals who have started their own businessesand often have US citizen childrenwho will needlessly be forced to revert to a status of inactivity," Leon Fresco, an immigration attorney who worked for the Obama administration, told the daily.

As well as dropping the rule allowing spouses to work, the Department of Homeland Security statement mentioned plans for other changes to the H-1B visa program.

They include revising the definition of what occupations are eligible for the program "to increase focus on truly obtaining the best and brightest foreign nationals", CNN said.

That would be a standard potentially far above what is currently understood under the law.

The Obama-era rule allowing spouses to work already faces a legal challenge. A group called Save Jobs USA filed a lawsuit in April 2015 arguing that it threatens American jobs.

The Trump administration's plans to overhaul the H-1B program has caused particular alarm in India, which accounts for 70 per cent of all H-1B workers.

The H-1B is a common visa route for highly skilled foreigners to find work at companies in the U.S. It's valid for three years, and can be renewed for another three years.

It's a program that's particularly popular in the tech community, with many engineers vying for one of the programme's 85,000 visas each year.

Mangaluru, May 6: Three more coronavirus positive cases have been reported in Dakshina Kannada district. 

According to fresh bulletin of health and family welfare department, an 11-year-old girl and a 36-year-old woman from Boloor in Mangaluru and a 16-year-old girl from Bantwal tested positive for the covid-19. 

All of them are undergoing treatment at Wenlock Hospital. Their condition is said to be stable. 

With this the total number of cases in the district reached 28 including 22 residents of Dakshina Kannada, 4 from Kasaragod, 1 from Udupi and 1 from Uttara Kannada.

New Delhi, Feb 28: The Congress on Friday reacted sharply to the petition in the court seeking registration of a First Information Report against Sonia Gandhi, Rahul Gandhi and Priyanka Gandhi Vadra for alleged hate speeches. It said the petition was to save BJP leaders Pravesh Verma, Anurag Thakur and Kapil Mishra, referring to the trio as "PAK".

Congress leader Jaiveer Shergil told news agency, "It is political interest litigation to hide the failure of the government and to put a lid on the BJP's involvement in fuelling the fire in Delhi riots.

"This is to hide and save BJP's PAK -- Pravesh, Anurag and Kapil," said Shergil.

The BJP has two parameters, the laws for the common man and citizens of the country are different from those for the BJP leaders, added Mr Shergil.

The Delhi High Court on Friday issued notices on a petition for the registration of an FIR against Sonia Gandhi, Rahul Gandhi, Priyanka Gandhi Vadra and others on charges of delivering hate speeches.

Congress said that the PIL was politically motivated and the inaction on the hate speeches made by the BJP leaders, which led to the riots, was shocking.

"When there are 48 cases registered, why three cases against the BJP leaders are not registered," asked Mr Shergil.

A Bench of Chief Justice DN Patel sought responses from the Central and Delhi governments apart from Delhi Police on a petition filed by Lawyers Voice. The matter will again be heard on April 13.

The petition also sought a case against Aam Aadmi Party leaders Manish Sisodia and Amanatullah Khan, All India Majlis-e-Ittehadul Muslimeen leaders Akbaruddin Owaisi and Waris Pathan, and lawyer Mehmood Paracha.

"Issue directions to constitute an SIT to look into these hate speeches and take appropriate action. Issue direction to register an FIR against those named in the petition," the petition said.

Farukkhabad, Jan 14: In a shocking incident, a new-born baby was mauled to death by a dog inside the operation theatre (OT) of a private hospital in Farukkhabad on Monday.

Family members of the baby boy said that they noticed the hospital staff shooing a dog away from inside the operation theatre and soon after, they were told the baby boy, born just two hours ago, was dead.

The family members said that they found the baby's body on the floor and it had deep gashes around the neck and other parts of the body.

District magistrate Manvendra Singh has ordered an FIR and the Chief Medical Officer (CMO) Chandra Shekhar said the hospital has been sealed and an inquiry ordered into the incident.

Sources said that the hospital where the incident took place was unregistered and was being run adjacent to a government hospital.

According to the FIR lodged with Sadar Kotwali police, the infant's father Ravi Kumar said he had admitted his wife Kanchan in the hospital on Monday and she was taken for a C-section to the operation theatre.

After the delivery, Kanchan was shifted to the ward but the family was told that the baby would be shifted later.

An hour later, the family was informed that the baby had died.

The family members then saw the hospital staff trying to chase a dog out of the operation theatre.

The family members forced their way into the operation theatre and found the infant lying on the floor with several injuries on the neck.

The police said that the baby's body has been preserved for examination and post mortem.

The FIR has been registered against Dr Mohit Gupta, and some of the staff members who were present during the delivery.

The hospital owner, Vijay Patel, however, feigned complete ignorance about the incident and said that he had been told that the baby was born dead.
