US museum to return 'stolen' artwork bought from Indian dealer

Boston, Apr 5: One of the US' prestigious art museums will hand over to American authorities a rare mid-19th century Tanjore portrait bought from notorious art dealer Subhash Kapoor accused of trafficking stolen antiquities from India.

The Peabody Essex Museum in Massachusetts yesterday announced that it will hand over the Indian artwork to the Department of Homeland Security as part of the government's ongoing investigation into an alleged international art fraud enterprise.

US museumThe artwork titled 'Maharaja Serfoji II of Tanjavur and his son Shivaji II' was purchased by the Museum from Kapoor's New York gallery in 2006 for USD 35,000, the Boston Globe reported.

The Peabody Essex is the second US museum to voluntarily agree to relinquish a work of art linked to the dealer.

Earlier this week, the Honolulu Museum of Art returned seven pieces purchased from Kapoor following a probe during which it emerged that the objects had been stolen from temples and ancient Buddhist sites in India and brought to the US illegally.

Kapoor was arrested in 2011 in Germany on charges of trafficking in looted Indian antiquities. He was extradited to India and is awaiting trial. He has pleaded not guilty.

Peabody Essex Museum director Dan L Monroe said the allegations of Kapoor's art trafficking have created "shock waves" around the world.

"It involves a substantial number of art museums, and they're not just in the US," he said, adding that he knew of 18 museums with pieces linked to Kapoor in their collections.

Monroe said the the Museum has been working with Homeland Security Investigations, a division of the federal department, since Kapoor's arrest at the airport in Frankfurt in 2011.

"We took a proactive role to notify the Department of Homeland Security of all works we had through gift or purchase from Kapoor," said Monroe.

Monroe said Kapoor first established his relationship with the Peabody Essex by donating works to the collection.

"He made several gifts to the museum and then eventually offered works for purchase," Monroe said.

He said the Peabody-Essex collection still has "six or seven" of Kapoors works, which federal investigators have told the museum do not appear to have been improperly acquired.

Luis Martinez, a public affairs officer with the Bureau of Immigration and Customs Enforcement, said the investigation known as Operation Hidden Idol has already recovered approximately 1,000 items, worth an estimated USD 150 million, linked to Kapoor, the daily reported.

While some of the works are more recent, many are much older, including a second-century BC pillar sculpture valued at nearly USD 18 million and a 2,000-year-old terra cotta rattle.

"It is the largest seizure that HSI has made from an individual," said Martinez, who added that investigators have identified approximately 2,000 pieces linked to Kapoor that they suspect were looted.

He noted that many of the works are in museums and private collections. "A lot of these museums are victims themselves," he said.

Beijing, Feb 19: The death count from China's new coronavirus epidemic jumped to 2,000 on Wednesday after 132 more people died in Hubei province, the hard-hit epicentre of the outbreak.

In its daily update, the province's health commission also reported 1,693 new cases of people infected with the virus.

This brings the total number of cases in mainland China past 74,000.

Most of the cases are in Hubei, where the virus first emerged in December before spiralling into a nationwide epidemic.

Wednesday's jump in the death count was an increase on Tuesday's figures, although the number of new cases reported in Hubei were the lowest for a week.

A study released by Chinese officials claimed most patients have mild cases of the illness.

Outside of hardest-hit Hubei, which has been effectively locked down to try to contain the virus, the number of new cases has been slowing and China's national health authority has said this is a sign the outbreak is under control.

President Xi Jinping, in a phone call with the British prime minister, said China's measures were achieving "visible progress", according to state media Tuesday.

However, the World Health Organization has cautioned that it was too early to tell if the decline would continue.

On Tuesday the director of a hospital in the central Hubei city of Wuhan became the seventh medical worker to succumb to the COVID-19 illness.

New Delhi, Jan 3: US aviation regulator Federal Aviation Administration on Thursday warned America's airlines and their pilots that there is risk involved in operating flights in Pakistan airspace due to "extremist or militant activity", according to an official document.

"Exercise caution during flight operations. There is a risk to US civil aviation operating in the territory and airspace of Pakistan due to extremist/militant activity," said the US Federal Aviation Administration (FAA) in a notice to airmen (NOTAM) dated December 30, 2019.

The NOTAM is applicable to all US-based airlines and US-based pilots.

The US regulator said in its NOTAM that there continues to be a risk to US civil aviation sector from attacks against airports and aircraft in Pakistan, particularly for aircraft on the ground and aircraft operating at low altitudes, including during the arrival and departure phases of flights.

"The ongoing presence of extremist/militant elements operating in Pakistan poses a continued risk to US civil aviation from small-arms fire, complex attacks against airports, indirect weapons fire, and anti-aircraft fire, any of which could occur with little or no warning," it said.

The FAA said that while, to date, there have been no reports of man-portable air defense systems or Manpads being used against the civil aviation sector in Pakistan, some extremist or terrorist groups operating there are suspected of having access to these Manpads.

"As a result, there is potential risk for extremists/militants to target civil aviation in Pakistan with Manpads," it said.

The regulator added that pilots or airlines must report safety or security incidents - which may happen in Pakistan - to the FAA.

Pakistan on July 16 last year opened its airspace for India after about five months of restrictions imposed in the wake of a standoff with New Delhi.

Following the Balakot airstrikes by the Indian Air Force, Pakistan had closed its airspace on February 26 last year.

Pakistan in October last year had denied India's request to allow Prime Minister Narendra Modi's VVIP flight to use its airspace for his visit to Saudi Arabia over the Jammu and Kashmir issue.

Karachi, May 25: The pilot of the Pakistan International Airlines (PIA)'s crashed plane ignored three warnings from the air traffic controllers about the aircraft's altitude and speed before the landing, saying he was satisfied and would handle the situation, according to a report on Monday.

The national flag carrier's PK-8303 tragedy on Friday, in which 97 people were killed and two miraculously survived, is one of the most catastrophic aviation disasters in the country's history.

The Airbus A-320 from Lahore to Karachi was 15 nautical miles from the Jinnah International Airport, flying at an altitude of 10,000 feet above the ground instead of 7,000 when the Air Traffic Control (ATC) issued its first warning to lower the plane's altitude, Geo News quoted an ATC report as saying.

Instead of lowering the altitude, the pilot responded by saying that he was satisfied. When only 10 nautical miles were left till the airport, the plane was at an altitude of 7,000 feet instead of 3,000 feet, it said.

The ATC issued a second warning to the pilot to lower the plane's altitude. However, the pilot responded again by stating that he was satisfied and would handle the situation, saying he was ready for landing, the report said.

The report said that the plane had enough fuel to fly for two hours and 34 minutes, while its total flying time was recorded at one hour and 33 minutes.

Pakistani investigators are trying to find out if the crash is attributable to a pilot error or a technical glitch.

According to a report prepared by the country's Civil Aviation Authority (CAA), the plane's engines had scraped the runway thrice on the pilot's first attempt to land, causing friction and sparks recorded by the experts.

When the aircraft scraped the ground on the first failed attempt at landing, the engine's oil tank and fuel pump may have been damaged and started to leak, preventing the pilot from achieving the required thrust and speed to raise the aircraft to safety, the report said.

The pilot made a decision "on his own" to undertake a "go-around" after he failed to land the first time. It was only during the go-around that the ATC was informed that landing gear was not deploying, it said.

"The pilot was directed by the air traffic controller to take the aircraft to 3,000 feet, but he managed only 1,800. When the cockpit was reminded to go for the 3,000 feet level, the first officer said 'we are trying'," the report said.

Experts said that the failure to achieve the directed height indicates that the engines were not responding. The aircraft, thereafter, tilted and crashed suddenly.

The flight crashed at the Jinnah Garden area near Model Colony in Malir on Friday afternoon, minutes before its landing in Karachi's Jinnah International Airport. Eleven people on the ground were injured.

The probe team, headed by Air Commodore Muhammad Usman Ghani, President of the Aircraft Accident and Investigation Board, is expected to submit a full report in about three months.

According to the PIA's engineering and maintenance department, the last check of the plane was done on March 21 this year and it had flown from Muscat to Lahore a day before the crash.

In the wake of the COVID-19 pandemic, the Pakistan government had allowed the limited domestic flight operations from five major airports - Islamabad, Karachi, Lahore, Peshawar and Quetta - from May 16.

After the plane tragedy, the PIA has called off its domestic operation.
