Varanasi won’t be a cakewalk for Narendra Modi, admits RSS

fekuVaranasi, April 15: The climb from the ghats of Varanasi to New Delhi's 7 Race Course Road is proving to be steep and replete with roadblocks for Bharatiya Janata Party's prime ministerial aspirant Narendra Modi, veteran Rashtriya Swayamsevak Sangh (RSS) organizers admit.

"The BJP and RSS have given us the target of securing a victory margin of three lakh votes for Modi. He would be lucky if he manages to win by 30,000 to 40,000 votes. There are three parallel setups, often working at cross-purposes, entrusted with the task of managing Modi's election campaign. Is this how a war is fought and won," asked a veteran RSS organizer, who has managed successive Lok Sabha, state assembly and Varanasi Municipal Corporation elections since 1977.

One set of workers comprise the local RSS cadre, who religiously attend the shakhas held every morning in their respective localities. Another set is that of mid-level RSS organizers sent to Varanasi from different parts of the country. The third set comprises of city and district party functionaries of the BJP.

"Those from outside Varanasi are handicapped because they don't know the local Bhojpuri language, the lingua franca of residents of Varanasi," says the RSS veteran, who is not only fluent in Tamil, Telugu, Kannada and Marathi, besides Hindi and Bhojpuri, but also knows by name each and every family residing in the intricate maze of narrow lanes and bylanes of the city.

"Being the BJP's prime ministerial candidate, Modi is widely known thanks to the high exposure in television and print media. But this need not necessarily translate into votes in his favour," he said, while not wishing to be identified as per organisational discipline.

"During election time, voters demand concrete assurance from the candidates and their party workers to redress their grievances concerning public utilities and civic services such as water, drainage, roads, hospital, school and livelihood," he added.

Modi's campaign workers lack motivation. "Gone are the days when RSS volunteers and BJP workers used to put in their own time and money to campaign for the party candidates. All political parties now engage paid workers, and the BJP is no exception," said another RSS organizer.

"For many political workers, election time is when they get the chance to make money," said Sunil Tripathi, a former activist of the JP movement of the 1970s.

Old-timers of RSS and BJP are also uncomfortable with Modi's campaign style and the use of information communication technology - the internet and the mobile phone. "BJP's district and city unit presidents don't even know how to send and receive an SMS, leave aside using emails and social networking websites," a BJP municipal councilor said.

Modi's campaigners who have converged here from different parts of the country are mostly IT-savvy young men with whom the local party workers find it difficult to strike a rapport.

Lack of coordination and communication problem between the locals and outsiders apart, a more serious challenge facing Modi's campaigners is how to tackle the complex caste factor - the political alignments of various caste and community groups. Of the 16,00,000 voters in the Varanasi Lok Sabha constituency, there are over 300,000 Muslims.

Underworld figure Mukhtar Ansari's decision against contesting from Varanasi has dashed the BJP's hopes of splitting the Muslim votes and at the same time polarizing the Hindu votes in Modi's favour.

Yet another development that does not augur well for Modi was the fielding of Ajay Rai, a three-time legislator, by the Congress from Varanasi. Rai belongs to the powerful Bhumihar caste. The Kashi Naresh (king of erstwhile princely state of Banaras) is also a Bhumihar. There are over 40,000 Bhumihar families in the constituency.

As if utter disorder in the BJP's campaign team and the caste-community factors were not enough to upset Modi's apple cart, the decision by Aam Aadmi Party's national convenor Arvind Kejriwal to become his challenger has aggravated his worries.

"We don't know what issues Kejriwal is going to rake up and in which manner during his week-long stay in Varanasi beginning April 15. He is bound to spring a lot of surprises," a senior RSS campaign manager concluded.

Apprehensions and the disorderly campaign machinery apart, Modi is widely expected to win, though a low victory margin could dent his image.

Patna, Apr 9: In a horrifying incident, a migrant woman was sexually abused in a Gaya hospital where she was kept in an isolation ward. Three days later, she died due to excessive bleeding.

The matter came to light on Tuesday when her mother-in-law informed the authorities concerned about the shocking incident.

The 25-year-old victim had returned to Bihar’s Gaya district from Ludhiana (in Punjab) along with her husband on March 25. Before returning to her in-laws’ place, she had undergone abortion at Ludhiana just when she was two months pregnant.

On reaching Gaya, she complained of excessive bleeding. Her husband admitted her to Anugrah Narain Magadh Medical College and Hospital (ANMMCH) on March 27 where she was kept in the emergency ward.

Later, on April 1, on being suspected to be coronavirus patient, she was kept in an isolation ward. Her family members alleged that it was in this isolation ward where a doctor attending to her overnight outraged her modesty for two successive nights on April 2 and 3.

“The following day, she was discharged from the hospital after her coronavirus test report was found to be negative. However, after returning home, she remained aloof and struck by fear. On questioning, she revealed how a doctor had sexually abused her in the isolation ward. On April 6, she passed away due to excessive bleeding,” said her mother-in-law.

On receiving the information, the local police asked the mother-in-law to come to the hospital on Tuesday and identify the doctor (about whom the victim had given a description). However, the accused was not identified.

“Prima facie, the matter is serious. We are verifying the allegations. We will dig out the CCTV footage in the hospital and take strict action after identifying the culprit,” said Dr VK Prasad, the hospital superintendent.

Meanwhile, the Gaya police have arrested two people who posed as doctors and entered the isolation ward using doctors’ kits. One of the apprehended people works in a private.

New Delhi, Apr 11: As India battles the Covid-19 crisis, Prime Minister Narendra Modi on Saturday held a video conference with chief ministers primarily to take their feedback on whether the 21-nation-wide lockdown be extended beyond April 14 to stem the tide of the infections.

The Central government is understood to have also obtained views on the issue from all the relevant agencies and stakeholders involved in the efforts to contain the spread of the pandemic.

The video conference, which began at 11am, comes amidst indications that the central government may extend the nationwide lockdown with some possible relaxations even as Punjab and Odisha have already announced extending the lockdown beyond April 14 when the current spell of 21-day shutdown across the country ends on Tuesday.

The Union Home Ministry has sought views of state governments on various aspects, including whether more categories of people and services need to be exempted. In the current lockdown only essential services are exempted.

This is for the second time the prime minister is interacting with the chief ministers via video link after the lockdown was imposed.

During his April 2 interaction with chief ministers, Modi had pitched for a "staggered" exit from the ongoing lockdown.

A PTI tally of numbers reported by various states as on Thursday at 9.30pm showed a total of 7,510 having been affected by the virus nationwide so far with at least 251 deaths. More than 700 have been cured and discharged. However, the last update from the Union Health Ministry put the number of confirmed infections at 7,447 and the death toll at 239.

Addressing floor leaders of various parties who have representation in Parliament, Modi had on Wednesday made it clear that the lockdown cannot be lifted in one go, asserting that the priority of his government is to "save each and every life".

According to an official statement after the Wednesday interaction, the prime minister told these leaders that states, district administrations and experts have suggested extension of the lockdown to contain the spread of the virus.

Before the lockdown was announced on March 24, the prime minister had interacted with the chief ministers on March 20 to discuss ways and means to check the spread of the novel coronavirus.

New Delhi, May 17: Spelling out the government’s fourth tranche of initiatives towards achieving Prime Minister Narendra Modi’s vision of ‘Atmanirbhar Bharat’, Union Finance Minister Nirmala Sitharaman on Saturday announced significant structural reforms in eight sectors of the economy — coal, minerals, defense production, aviation, power distribution in Union territories, space and atomic energy.

Addressing her fourth and the second-last press conference, Sitharaman said crucial sectors such as coal production and exploration, defence production and space would see an increased participation from private entities.

Coal sector:

In the realm of coal exploration, the government has decided to liberalise the entry norms for private entities, which would mean that any interested party could bid for a coal block and sell it in the open market. The minister said that the government would do away with all the eligibility conditions at the time of bidding for a coal block, except requiring an “upfront payment with a ceiling.”

Nearly 50 coal blocks would be offered to private players immediately, revealed Sitharaman.

She further said that Rs 50,000 crore would be spent by Centre in creating ‘coal evacuation’ infrastructure, which would expedite the transport of mined product to the destination.

Defence sector:

In defence production, Sitharaman revealed that the government would raise the foreign direct investment (FDI) limit in the sector from current 49 per cent to 74 per cent. Further, the government would also work towards corporatising the ordnance factory boards. “Corporatising doesn’t amount to privatization,” added Sitharaman.

In a bid to boost indigenous production of defence products and gave an impetus to Make in India, Sitharaman said that the government was in a process of notifying a list of weapons/platforms for an import ban with year-wise timelines.

These decisions would also help in reducing huge import bills, the finance minister said.

Privatisation of electricity:

In another announcement that could have an effect on electricity charges in the union territories, Union Finance Minister Nirmala Sitharaman announced on Saturday that power departments and utilities in all the centrally administered territories would be privatised.

Sitharaman said that the proposed move would lead to better service to consumers and improvement in operational and financial efficiency in distribution.

The finance minister said that decision was guided by 'sub-optimal' utilisation of performance of power distribution and supply'.

She said that the move to that effect would provide a model for emulation by other utilities across the country, in what could be an indicator of what's in the pipeline for utilities in other states as well.

Sitharaman said that the privation reform was in line with the tariff policy reforms and would help in enhancing consumer rights, promote industry and improve the overall sustainability of the sector.

Space sector:

Sitharaman also announced the opening up of the space exploration sector for private players. Till date, the government-run Indian Space Research Organisation (ISRO) has held a monopoly on all activities concerning space exploration and satellite launches.

The Indian private sector will be a co-traveller in India's space sector journey, said Sitharaman, while announcing a series of structural reforms in eight crucial areas of the economy. The Union Finance Minister was addressing her fourth press conference in as many days, as a follow-up towards realising Prime Minister Narendra Modi's vision of 'atmanirbhar Bharat', which was spelled out in his video address on May 12.

Sitharaman said that the reforms in the space sector will provide a level-playing field for private companies in satellite launches and space-based services.

She said that the private sector would be allowed to use ISRO facilities and other assets to improve their capacities. Stating that the government would provide predictable policy and regulatory environment to private players, Sitharaman also disclosed that future projects for planetary exploration and outer space travel among others would be opened up for private entities.
