New Delhi, Jan 18: Within a month of his acquittal in the 2G spectrum scam case, former telecom minister Andimuthu Raja has in a tell-all book questioned former Prime Minister Manmohan Singh's "palpable silence" in defending the telecom policy that he himself had approved.

In his book '2G Sage Unfolds', Raja slammed the then CAG Vinod Rai saying the office of the Comptroller and Auditor General was "severely compromised" by Rai who had "ulterior motives" in over-reaching his constitutional function while auditing accounts relating to the 2G spectrum allocation.

Raja claimed that he had got Manmohan Singh's "approval to go ahead" for allocating 2G telecom spectrum to new players after he explained the whole process and that there was enough spectrum available.

Singh, he went on to claim, was repeatedly misinformed by his advisers and that telecom lobbies had influence over the Prime Minister's Office (PMO).

"The UPA government's and even more so Dr Manmohan Singh's palpable silence in relation to defending my wholly justified actions" was like "silencing of our nation's collective conscience".

Raja also claimed that the former prime minister did not have any clue about the CBI raids with regard to the spectrum allocation.

"On October 22, 2009 (after CBI raided telecom ministry and offices of some telecom operators) I met the Prime Minister in his office in South Block at around 7.00 pm. T.K.A. Nair (the then principal secretary in the PMO) was also present. People will find it hard to believe that the PM was quite surprised when I told him about the CBI raids," he wrote.

In the book he termed the 2G Scam as a "shameful blemish on the sanctity of the administrative system of the country".

"It is my conviction consequent to the trial proceedings that there was political motivation to kill UPA 2 and Vinod Rai's was the shoulder on which the gun was placed," he wrote.

Last month, a special court had acquitted Raja and all other accused on charges of corruption and cheating in the sale of airwave licences in 2008 that derailed the-then Manmohan Singh-led government.

While CAG put presumptive loss in allocation of spectrum at Rs 1.76 lakh crore, the scam had led to Supreme Court cancelling 122 licences sold to companies.

While there "hasn't been a shred of actual proof of corruption", his telecom policy had led to growth in teledensity and dramatic reduction in call charges, Raja wrote claiming he fought against telecom lobbies to draft a just spectrum auction policy.

Telecom lobbies were dead against giving licences to new players and just when the policy draft was in its final stages, a letter from the Prime Minister's Office was received, the content of which matched the business interests of the lobbies, he said.

"It is still a puzzle to me as to what could have prompted the PM to send that letter to me. With all due respect, I came of the opinion that such a letter bearing the PM's signature should never have been sent.

"It is just not expected for the PM to get into the nitty-gritty of the operational functions, procedures and guidelines of a ministry," he wrote. "This makes me wonder whether this letter was indeed drafted by the PMO."

He goes on to state that "It seemed he (Singh) had been led to believe that there was something amiss in the functioning of my ministry."

Slamming Rai, Raja wrote the former CAG behaved like "a cat that shuts its eyes and then declares the universe is dark."

"He (Rai) had to foist his personal (or influenced) agenda by sensationalising information and creating the appearance of procedural lapses and financial misappropriation. His presumptive loss figure of Rs 1.76 lakh crore has been subsequently debunked, but it became engraved in public memory and led to my tribulations," Raja wrote.

The CAG report, he said, was "essentially a mixture of inappropriate legal interpretations, incongruous comparisons and flippant allegations."

"Vinod Rai had the temerity to dub himself the 'Nation's Conscience Keeper' on the cover of his book titled 'Not just an Accountant' in which he dedicated a few chapters on the 2G spectrum allocation.

"He in his role as CAG was the 'sutradhaar' who created the devious apparition which the media and political opposition followed," he wrote.

Stating that a "conspiracy-nexus" cannot be ruled out, Rai's words and actions were "malicious vigilantism" and "disgraceful purchase of self-promotion".

Having written his book while the 2G trial was still going on, Raja demands that Rai "be called as a witness in the criminal case filed against me so that my defence has the opportunity to cross-examine and legally challenge him."

Raja claimed that Rai compiled his report with a motive of "riling up the public" and sensationalising the situation.

"It would perhaps have been in the public's better interest to investigate Rai's motivation to rush into this 'hunt' while almost blatantly ignoring the decisions and recommendations of TRAI, the Union Cabinet and the Telecom Commission! Even after TRAI's explanations refuted the views expressed in the CAG's report, Rai was not willing to correct his stand. It is ironic that such a person lays claim to the badge of 'Nations Conscience Keeper'," he added.

New Delhi, Jul 5: With highest-ever single-day spike of 24,850 COVID-19 cases in 24 hours, India's coronavirus count stood at 6,73,165, informed the Union Ministry of Health and Family Welfare on Sunday.

Out of the total cases, 2,44,814 are active cases. On the other hand, India's cured/discharged patients count crossed the 4 lakh mark with 4,09,082 patients cured/discharged and one patient migrated.

As many as 613 deaths due to coronavirus were reported in the country in the last 24 hours taking the death toll in the country to 19,268.

Meanwhile, the ministry said that collective and focused efforts for containment and management of COVID-19 by the government of India along with the States/UTs have led to the number of recovered cases among COVID-19 patients rise to 4,09,082 as of today.

"During the last 24 hours, a total of 14,856 COVID-19 patients have been cured. So far, there are 1,64,268 more recovered patients than COVID-19 active cases. This takes the national recovery rate amongst COVID-19 patients to 60.77 per cent," the ministry said.

"With 786 labs in government sector and 314 private labs, there are as many as 1,100 labs in India," it added.

As per the Health Ministry, coronavirus cases in Maharashtra -- the worst affected state from the infection -- has breached the 2 lakh mark with 2,00,064 cases including 8,671 deaths.

Tamil Nadu reported 4,150 fresh COVID-19 cases and 60 deaths today, taking total cases to 1,11,151 and death toll to 1,510. Number of active cases stands at 46,860, according to the State Health Department.

Delhi's coronavirus tally nears the 1 lakh mark with 99,444 cases and the number of people succumbing to the virus stands at 3,067 in the national capital. As many as 9,873 RT-PCR tests and 13,263 rapid antigen tests were conducted today in Delhi. Total tests done so far stands at 6,43,504.

Meanwhile, Indian Council of Medical Research informed that the total number of samples tested up to July 4 is 97,89,066 of which 2,48,934 samples were tested yesterday.

There were seven new COVID-19 cases in the last 24 hours in Chandigarh, taking total cases to 466 including 395 recoveries and six deaths.
Himachal Pradesh Health Department informed that COVID-19 cases reach 1,048 in the state, of which, 309 cases are active and 715 have recovered.

Andhra Pradesh has reported 998 new COVID-19 cases and 14 deaths in the last 24 hours, according to a media bulletin released by AP state COVID nodal officer.

A total of 1,155 COVID-19 cases were reported in the last 24 hours in Uttar Pradesh on Sunday, taking the total number of active cases to 8,161 in the state, an official said. According to the official data, a total of 18,761 people have been cured while 785 people have died due to the virus in the state.

Eighteen more personnel of Indo-Tibetan Border Police (ITBP) tested positive for COVID-19 in the last 24 hours. There are total 151 active cases and 270 have recovered till date.

While, in the last 24 hours, 36 more Border Security Force (BSF) personnel tested positive for COVID-19 and 33 have recovered. There are 526 active cases and 817 personnel have recovered till date.

In Rajasthan, 224 fresh COVID-19 positive cases and 6 deaths were reported today. The total number of cases rose to 19,756 including 3,640 active cases and 453 deaths.

Odisha reported 469 new COVID19 positive cases in the last 24 hours, taking the total number of positive cases in the state to 9,070 including 5,934 recovered cases and 3,090 active cases, according to the health department.

Uttarakhand reported 31 new COVID-19 cases in the last 24 hours, taking total cases to 3,124. Recovery rate among COVID-19 patients stands at 80.79 per cent.

Ayodhya, Aug 2: With the foundation laying ceremony of the grand Ram temple around the corner, the work at the stone-carving workshop of Ram Janambhoomi in Ayodhya has reached its final stage.

Speaking to news agency, caretaker of Ram temple stone workshop Hanuman Yadav said, "Stonework is ready for the construction work till the first floor of the temple. Cleaning work is almost done but some work is still left which will be done soon after the trust's meeting."

Talking about the characteristics of the sandstone chosen work the construction, he said, "It was chosen for the construction as it can withstand rigours for thousands of years. These designated stones are minutely carved according to the need of the temple."

The stone-carving workshop for the Ram temple construction was established in Ayodhya by the Vishwa Hindu Parishad (VHP) in 1990.

On August 5 when Prime Minister Narendra Modi will visit Ayodhya for rituals that will mark the beginning of Ram temple construction, Hanumangarhi is the first stop he would be visiting.

The construction of Ram temple will begin in Ayodhya after the ceremony to lay the foundation stone in which various dignitaries from the political and religious fields are likely to participate apart from RSS chief Mohan Bhagwat.

New Delhi, Jan 10: An IPS officer's thumb was bitten by a woman protester when he was pushing back agitators, who were trying to march towards the Rashtrapati Bhawan here on Thursday, police sources said.

The protesters had gathered after a call was given by JNU Students' Union president Aishe Ghosh to march towards President's House to demand the removal of University's Vice Chancellor, M Jagadesh Kumar.

Ingit Pratap Singh, a 2011 batch officer, who is currently posted as the additional deputy commissioner of the southwest district, was injured in the attack.

According to sources, Singh was trying to pull a male protester when the woman, in a bid to shield her friend, bit Singh's left thumb.
