Whole country stands with Muslim women to secure them justice: PM Modi

New Delhi, Aug 26: The country will not tolerate those committing rape and the law passed by Parliament in this regard will play an effective role in curbing crimes against women and girls, Prime Minister Narendra Modi said on Sunday.

He also said though the bill to ban the practice of instant triple talaq could not be passed in Rajya Sabha in the Monsoon Session, "I assure the Muslim women that the whole country stands by them to provide them social justice."

In his monthly 'Mann ki Baat' radio address, he said when we move ahead in the national interest, a change in the lives of the poor, the backward, the exploited and the deprived ones can also be brought about.

"No civil society can tolerate any kind of injustice towards women of the country. The nation will not tolerate those committing rapes. With this in mind, Parliament has made a provision of strictest punishment by passing the Criminal Act Amendment Bill.

"Those guilty of rape will get a minimum sentence of 10 years and those found guilty of raping girls below the age of 12 years will be awarded the death sentence," Modi said.

He said, recently, courts have awarded stringent punishment to rape convicts after a speedy trial lasting only a few days.

The new law will play an effective role in curbing crimes against women and girls, the prime minister said.

Referring to the issue of talaq-e-biddat or instant triple talaq, he said economic growth will be incomplete without a social transformation.

"The triple talaq bill has been passed by the Lok Sabha, although it could not be passed in the Rajya Sabha, I assure the Muslim women that the whole country stands by them to provide them social justice.

"When we move ahead in the national interest, a change in the lives of the poor, the backward, the exploited and the deprived ones can also be brought about," Modi said.

To make the proposed law palatable to the opposition, a provision of bail for the accused from a magistrate has been added. The amendments to the bill, cleared by the Union Cabinet recently, also has the provision for settlement between the husband and the wife.

The FIR can now only be lodged by the victim, her blood relations and those who have become her relatives by virtue of her marriage. Others, like neighbours, cannot lodge an FIR to prevent misuse of the proposed law.

In his address, the prime minister also referred to the performance of both Houses of Parliament, saying whenever a discussion on Parliament is held, it is about hold-ups, noisy scenes and stalling of proceedings.

"But when something good happens, it is not given much importance. The Monsoon Session of Parliament ended just a few days back. You will be glad to know that the productivity of Lok Sabha remained 118 per cent and that of Rajya Sabha -- 74 per cent. All the members rose above party interests to make the Monsoon Session most productive and this is why the Lok Sabha passed 21 bills and Rajya Sabha 14," he said.

He said the recently-concluded session will always be remembered as a "session for social justice and youth welfare".

Modi pointed out that a number of important bills beneficial to the youth and the backward classes were passed during the session, including the one to grant constitutional status to the National Commission for Backward Classes.

"This step will prove to be the one to move forward our march towards achieving the goal of social justice," he said.

He also referred to a bill which overturned a Supreme Court order putting in place safeguards in a law on atrocities against SCs and STs.

"This Act will give more security to the interests of SC and ST communities. This will also forbid criminals from indulging in atrocities and will instil confidence among the Dalit communities," the prime minister said.

Modi also thanked the MPs for a productive Parliament session.

Bengaluru, Jan 14: Assuring depositors that their money was "100 per cent safe" with the bank, Sri Guru Raghavendra Sahakara Bank Chairman K Ramakrishna in Bengaluru on Monday said 62 loans had locked up Rs 300 crore of deposit.

"Your money is 100 per cent safe with Sri Guru Raghavendra Sahakara Bank. It's my responsibility," Ramakrishna said at Sri Guru Narasimha Kalyanamandira auditorium, to assure depositors.

He was addressing angry customers of the bank at a public hearing. Due to the 62 dud loans, the Reserve Bank of India (RBI) had restricted the lender from executing business, Ramakrishna said amid shouting by depositors. The RBI has limited withdrawals by depositors to Rs 35,000.

"The bank is saying I can't withdraw more than Rs 35,000. In case of our fixed deposit maturing, we will have to renew it as we can't encash it, " said Nagaraj M, 49, who has been dealing with the bank for the past six years.

To assuage customers, the call to an assistant commissioner of police by Bengaluru South MP Tejaswi Surya -- not present -- was relayed on loudspeaker live and the MP claimed that he had spoken to Finance Minister Nirmala Sitharaman to help the customers.

Ramakrishna said he would meet customers again on January 19 with all the details and numbers. Dramatic scenes and pandemonium ruled the auditorium before his arrival. Thousands of bank customers threatened to go en masse to the police station and file a case against Ramakrishna.

As he addressed the gathering in Kannada, hundreds of depositors shouted back at him seeking clarifications. At the auditorium, thousands of depositors earlier demanded the bank chairman's presence to clarify the matter.

The lender had invited depositors to the auditorium at 6 p.m. to update them on the bank's status, following a RBI directive restricting the bank from doing business with immediate effect.

"We want the bank's directors here," shouted a depositor from the stage. A handful of policemen were trying to control the crowd and bring order to the assembly. Many elderly and retired persons had arrived to know the fate of their savings. Several women were also present at the meeting.

"It was a good bank with only 0.5 per cent NPAs. Now we can't trust any bank. See what happened with the PMC Bank," said another customer.

Shankar Sharma, 38, an employee of a private company, said majority of depositors were senior citizens and retirees. "I don't have an account with the bank, but my mother, uncle, aunt have deposited money in it. I came for them, " said Sharma. He said many of the bank's 35,000 clientele deposited more than Rs 5 lakh, which had total deposits of Rs 1,600 crore. The bank started operations in 1999.

Ramakrishna was escorted away to safety by the police after his speech even as the depositors were screaming and agitating for justice.

Bengaluru, Apr 14: Karnataka Labour Department has issued an order instructing public and private establishments not to cut salaries or lay off employees during the lockdown imposed to counter Coronavirus.

In view of Covid-19, there may be incidents where services of employees or workers may be dispensed with on the pretext of the disease or employees may be forced to go on leave without pay, the Ministry of Labour and Employment said.

Legal action will be initiated if any establishment violates this advisory, Labour Department Secretary P Manivannan said in a statement issued here on Tuesday.

Bengaluru, Jun 20: Nine candidates filed their nominations for the June 29 elections to seven seats of the Karnataka legislative council on Thursday.

While the BJP has fielded four candidates, the Congress has given tickets to two and the JD(S) to one candidate respectively for the biennial elections to seven seats of the legislative council to be elected by the MLAs.

One independent and one person claiming to be affiliated to BJP have also filed their nomination papers at the office of Legislative Assembly Secretary MK Vishalakshi, who is also the returning officer for the polls.

"The nominations of two candidates without any proposers is likely to be rejected during scrutiny of the papers on Friday. So seven candidates will be in the fray for as many berths. Hence the election is likely to be unopposed if no one withdraws nominations," official sources said.

While scrutiny will take place, Friday, June 22 is the last date for withdrawal of candidature.

The election is necessitated as the term of seven MLCs — Naseer Ahmed, Jayamma, M C Venugopal, N S Bose Raju, H M Revanna (all Congress), T A Sharavana (JD(S)) and independent D U Mallikarjuna — will end June 30.

Based on their strength in the Assembly, while BJP is in a position to win four out of seven seats, Congress can win two and JD(S) one.

Twenty-eight valid votes of MLAs are required for each candidate to win.

Four BJP candidates MTB Nagaraj, R Shankar, Sunil Vallyapure and Pratap Simha Nayak filed their nominations today, after the party high command announced their names late on Wednesday.

Nagaraj and Shankar had played a key role in the formation of the BJP government after the coup that led to the collapse of Congress-JD(S) coalition.They had subsequently defected to the saffron party.

While Nagaraj lost the bye-elections held later, Shankar did not contest in exchange for a Council berth promise.

Among the other BJP candidates, Vallyapure is a former MLA from Chincholi and had given up his seat abiding by the party decision to field Avinash Jadhav, while Nayak is a senior party worker and had served as Dakshina Kannada district president.

A BJP insider said Shankar and Vallyapure have been given MLC tickets as they had given up their Assembly seats, while Nagraj was considered as he had faced a defeat during the bypolls because party MP B N Bachhe Gowda's son Sharath contested as a rebel.

Nayak's candidature is being seen as BJP high command's choice by party insiders, ignoring the state units recommendation of AH Vishwanath, a former JD(S) MLA who had defected to BJP.

Two Congress candidates, senior party leader BK Hariprasad and incumbent Naseer Ahmed also filed their nominations today.

Hariprasad's name was announced by the party on Wednesday, even as his tenure in Rajya Sabha is to end on June 25.

Naseer Ahmed, who is retiring as MLC on June 30 is seeking another term.

The choice of candidates by the Congress high command is being seen as a mixed bag for CLP leader Siddaramaiah as Naseer Ahmed is said to be close to him, while Hariprasad is considered among his adversaries.

In a surprise move, JD(S) has fielded Govinda Raju from Kolar as the party candidate for the MLC polls.

Incumbent MLC T A Sharavana and outgoing Rajya Sabha member Kupendra Reddy were seen as the prime aspirants for the ticket.

JD(S) leader and former Chief Minister H D Kumaraswamy said Govinda Raju was chosen as it would help organise and strengthen the party in Kolar and Chikkaballapura region.

The independent candidate who has filed his papers today is P C Krishnegowda, and the one who filed his nomination claiming to be associated with BJP is Mandikkal Nagaraja.

BJP has selected the candidates based on their wealth only and not on their education.    Wealth is the primary preference for bjp and these people come to politics only to skip from tax and accumulate unaccountable money and save black money.    they never come to politics with an intention to serve public.   We cant find 1 percent of politicians who is sincere and cares for public.    All of them are selfish and look their pocket only.   This is general in all the political parties.
