Why should say I will not use nuclear power irresponsibly: Parrikar

New Delhi, Nov 11: A day before India and Japan is to sign a civil nuclear cooperation pact, Defence Minister Manohar Parrikar has triggered a controversy when he said that the country should not get into the first use debate with regard to nuclear weapons.

A defence ministry spokesperson clarified that what the minister stated was in his personal capacity and did not reflect the government’s official position.

The no first use policy with the nukes was put in place by the Atal Bihari Vajpayee government after five successful nuclear tests at Pokhran in May 1998.

While Pakistan too tested its nuclear weapons within days of the Indian test, Islamabad never announced any policy on the use of nukes.

“Media will publish that the nuclear policy has changed. It has not changed in government. It is my concept. As an individual I also get feeling. I am not saying you have to use it first,” Parrikar said at a book release function here on Thursday. Interestingly, the BJP in its 2014 election manifesto stated that if comes to power it would “study in detail India’s nuclear doctrine, and revise and update it, to make it relevant to challenges of current times.”

Stressing on the importance of unpredictability in strategic affairs, Parrikar said, “Hoax can be called off. Prior to the surgical strike, the Pakistan defence minister used to threaten India with the possible use of tactical nuclear weapons. From the day surgical strike happened, no threat has come. They realised that we can do something which is not well defined.”

“What he (Parrikar) said was that India being a responsible power should not get into first use debate. But once again it is clarified that this was his personal opinion,” pointed out the defence ministry spokesperson.

The minister’s statement comes hours before New Delhi and Tokyo are to ink an agreement on nuclear cooperation, which was in the works for several years.

Prime Minister Narendra Modi has reached Tokyo and the pact is expected to be signed on Friday after the summit meeting between Modi and Japanese counterpart Shinzo Abe.

Once realised, the Indo-Japan agreement would clear the decks for bilateral cooperation in peaceful use of atomic energy.

A nuclear deal with Japan – the only country that experienced the devastation by atomic bombs – is important for India, as it would be yet another sign of global acknowledgement of New Delhi's impeccable non-proliferation record.

Bhopal, Mar 10: The number of MLAs who have resigned from the Congress in Madhya Pradesh climbed to 20 on Tuesday afternoon with another legislator quitting the ruling party, sources said.

While 19 MLAs, most of them believed to be loyal to expelled party leader Jyotiraditya Scindia, have sent their resignation letters via e-mail to Raj Bhavan, Bisahulal Singh submitted his resignation letter as an MLA to the Assembly speaker.

"We have received resignations of 19 MLAs through e-mails with attachments," a Raj Bhawan official told PTI.

Sources in Congress produced a copy of Bisahulal Singh's resignation letter which he submitted to the speaker.

Former chief minister and senior BJP leader later announced that Singh (65) has joined the BJP.

New Delhi, Feb 1: Air India's jumbo B747 plane, evacuating 324 Indian nationals from the novel coronavirus-hit Wuhan in China, landed here on Saturday morning, officials said.

The plane reached Delhi around 7.30 am, they said.

There were five doctors from Ram Manohar Lohia (RML) Hospital and one paramedical staff on board, said an Air India spokesperson.

The Indian Army has set up a quarantine facility in Manesar near Delhi to keep those evacuated from China's Hubei province.

Officials said they would be monitored for any signs of infection for a duration of two weeks by a qualified team of doctors and staff members.

"With 324 passengers, special flight has taken off for India from Wuhan. It may reach Delhi at 7.30am," said the Air India spokesperson at 1.19 am on Saturday.

The flight had departed from Delhi airport at 1.17 pm on Friday to evacuate Indian nationals from China, where more than 250 people - none of them Indian - have died due to novel coronavirus.

On Friday evening, the Air India spokesperson had stated that another special flight may take off from Delhi airport on Saturday to evacuate Indians from Wuhan.

The death toll from the novel coronavirus outbreak in China has risen to 259 with total confirmed cases surging to 11,791 amid stepped up efforts by a number of countries to evacuate their nationals from Hubei province, the epicentre of the virus, officials said on Saturday.

About Friday's flight, the spokesperson had said earlier during the day, "A team of five doctors from RML hospital, one paramedical staff from Air India, with prescribed medicines from doctors, masks, overcoats, packed food are in the aircraft. A team of engineers, security personnel are also there in this special aircraft. Whole rescue mission is being led by Captain Amitabh Singh, Director (Operations), Air India."

The spokesperson had added that there were five cockpit crew members and 15 cabin crew members on Friday's flight.

Before departure at Delhi airport, Air India Chairman and Managing Director Ashwani Lohani had said, "No service will take place in the plane. Whatever food is there will be kept in seat pockets. As there will be no service, there will be no interaction (between cabin crew and passengers)."

"Masks have been arranged for the crew and passengers. For our crew, we have also arranged a complete protective gear," he had added.

"Total five doctors from the Health Ministry are also going... The plane will be there (at Wuhan airport) for 2-3 hours," Lohani had said.

Air India has done such evacuations earlier also from countries such as Libya, Iraq, Yemen, Kuwait and Nepal.

Jaipur, Mar 26: Two new COVID-19 positive cases were registered in Rajasthan taking the total number of coronavirus cases to 38 in the state.
The Union Health Ministry had on Wednesday reported 606 positive COVID-19 cases in India including 43 foreign nationals.
