Will Vajpayee, Pranab, Manmohan Singh lose official accommodation?

New Delhi, Jan 7: Former Presidents Pratibha Patil and Pranab Mukherjee and former PMs H D Deve Gowda, Atal Bihari Vajpayee and Manmohan Singh may have to vacate their Lutyens' Delhi government accommodations allotted to them on the basis of the high posts they held — if the Supreme Court accepts ex-solicitor general Gopal Subramanium's suggestions.

A bench of Justices Ranjan Gogoi and Navin Sinha had on August 23 last year appointed Subramanium as amicus curiae to assist the court in deciding a PIL by NGO 'Lok Prahari' challenging a law enacted by the Uttar Pradesh government that entitles former CMs to official accommodations. The bench had said: "We are of the view that the issue raised in this writ petition gives rise to questions of considerable public importance, which may also have an impact on pari materia (similar) legislation in force in different states and also central legislations, if any. We are of the view that there is necessity for indepth consideration and examination of the several facets of the issue involved."

Subramanium said after the holders of top constitutional posts demit office they are back to being ordinary private citizens and, hence, were disentitled to official housing. His opinion also has a bearing on accommodation provided, and sometimes turned into memorials, to families of departed leaders. Previously, the bungalow at 6, Krishna Menon Marg, was leased to the Babu Jagjivan Ram national foundation while other memorials include those to former PMs Jawaharlal Nehru, Lal Bahadur Shastri and Indira Gandhi.

Once an office-holder (President, PM, CM, etc) demits office, he or she ceases to be an occupant of that pubic office and is, therefore, shorn of all its adornments. He or she reverts to being a citizen of India, and ought to be granted no greater privilege than that afforded to other citizens of India, except for the minimal courtesies of protocol, pension and other regular post-retirement benefits," he said.

A bench of Justices Gogoi and R Bhanumathi on Friday posted the matter for hearing on January 16. Subramanium said allocation of official bungalows to former Presidents, PMs and CMs violated the right to equality. "Public property is not to be frittered away to private citizens, notwithstanding the high offices they may have previously occupied.

Any provision of law that grants accommodation to the 'former' holders of public office is ultra vires the Constitution as breaching Article 14," he said. Referring to government accommodation given to the widows or families of eminent persons, the ex-SG said: "The same principle would hold for those eminences who have passed away."

New Delhi, Jun 3: Over 1 lakh scanned copies of Indians' national IDs, including Aadhaar, PAN card and passport, have been put on dark web for sale, cyber intelligence firm Cyble said on Wednesday.

The leaked data seems to have originated from a third party and not from the government system, according to a report by Cyble.

"We came across a non-reputed actor who is currently selling over 1 lakh Indian National IDs on the dark net. With such a low reputation, ideally, we would have skipped this; however, the samples shared by the actor intrigued our interest -- and also the volume. The actor is alleged to have access to over 1 lakh IDs from different places in India," Cyble said.

The personal data leaked by cyber criminals leads to various nefarious activities such as identity thefts, scams, and corporate espionage. Many criminals use the personal details in the IDs to win trust of the people over a phone call for fraudulent activities.

The Cyble researchers acquired around 1,000 IDs from the seller and confirmed that the scanned IDs belong to Indians.

"Preliminary analysis suggests that the data originated from a third party, and no indication or artefact is indicating that it came from a government system. At this point, Cyble researchers are still investigating this further -- we are hoping to share an update soon," Cyble said.

The scanned ID documents indicate that the data may have been leaked from a company's data base in the segment where they have to comply with 'Know Your Customer' (KYC) norms.

"Cyble researchers have also learned about a surge in KYC and banking scams -- leaks such as this are often used by scammers to target individuals, especially elderlies," Cyble said.

The cyber intelligence firm has recommended people to refrain from sharing personal information especially financial information over phone, e-mail or SMS.

"Regularly monitor your financial transaction, if you notice any suspicious transaction, contact your bank immediately," the company said.

In May, Cyble showed two instances where personal data of 7.65 crore Indians have been put on sale in the dark web. In one instance, the seller claimed to have sourced data of 4.75 crore Indians from online directory Truecaller and in other, the seller claimed to have sourced from job websites.

Truecaller, however, had denied the claim of breach in its database.

New Delhi, Jul 25: India reported a spike of 48,916 coronavirus cases on Saturday, according to the Union Ministry of Health and Family Welfare.

The total COVID-19 positive cases stand at 13,36,861 including 4,56,071 active cases, 8,49,431 cured/discharged/migrated. With 757 deaths in the last 24 hours, the cumulative toll reached 31,358.

Maharashtra has reported 3,57,117 coronavirus cases, the highest among states and Union Territories in the country.

A total of 1,99,749 cases have been reported from Tamil Nadu till now, while Delhi has recorded a total of 1,28,389 coronavirus cases.

According to the Indian Council of Medical Research (ICMR), 4,20,898 samples were tested for coronavirus on Friday and overall 1,58,49,068 samples have been tested so far.

New Delhi, Jun 15: A total of 1,15,519 samples of COVID-19 have been tested in the last 24 hours taking the total samples tested to 57,74,133 in the country, the Indian Council of Medical Research (ICMR) said.

"Total sample tested 57,74,133 and samples tested in the last 24 hours is 1,15,519," said ICMR.

With an increase of 11,502 cases in the past 24 hours, the COVID-19 count in India reached 3,32,424 on Monday, according to the Union Health and Family Welfare Ministry.

The COVID-19 count includes 1,53,106 active cases while 1,69,798 patients have been cured and discharged or migrated so far, and the toll due to COVID-19 has now reached 9,520.
