Won't support AAP again in Delhi, ready for election: Cong

New Delhi, May 18: Delhi Congress today said it will prefer fresh election in the city then supporting the Aam Aadmi Party again to form a government as favoured by a section of AAP MLAs following the drubbing in Lok Sabha polls.cong aap

Chief Spokesperson of Delhi Congress Mukesh Sharma said AAP has no moral right to talk about formation of a government in Delhi again after it went to the Supreme Court seeking dissolution of the assembly and demanding fresh election.

"There is no question of extending support to AAP to form a government again. Arvind Kejriwal had deserted people of Delhi by resorting to theatrics. He had gone to the Supreme Court seeking dissolution of the House. We will not support the party again," Sharma said.

After its spectacular performance in the assembly polls, the AAP drew a blank in the Lok Sabha polls though its candidate came second in all the seven constituencies relegating all the sitting Congress MPs including Kapil Sibal, Ajay Maken and Krishna Tirath to the third position.

"Congress never withdrew support to AAP government. Kejriwal quit the government and left the people of Delhi in a lurch to gain political mileage in the Lok Sabha polls. As they did not succeed in the Lok Sabha polls, they are talking about forming government again," said Sharma.

In the Lok Sabha polls, BJP not only won all the seven seats but also came first in 60 assembly segments out of 70 while AAP occupied top position only in 10 assembly segments.

Following the party's dismal performance, some MLAs of the AAP yesterday had mooted a proposal for the party to once again form government in Delhi, with support from either the Bharatiya Janata Party (BJP) or the Congress.

A section in the party feels that it should not opt for going to polls immediately and should explore forming the government again.

Sources in AAP said majority of sitting MLAs in the party did not want to fresh election immediately thinking the "Modi wave" may flatten them all if polls are held anytime soon.

Accusing Kejriwal of "helping" BJP by ensuring "division of secular votes" in Delhi and elsewhere, Sharma also did not rule out the possibility of some AAP MLAs defecting to the saffron party.

"Kejriwal has been helping BJP. He ensured BJP's sweep in Delhi through division of secular votes. There is a possibility of some AAP MLAs defecting to BJP. If that happens, then Kejriwal will be responsible," said Sharma.

He said notwithstanding Congress' poor show, the party was ready for fresh election.

"We are ready for elections," Sharma said.

The BJP has already said that it would prefer fresh election than forming a government through "manipulation".

"Kejriwal has been helping BJP. He ensured BJP's sweep in Delhi through division of secular votes. There is a possibility of some AAP MLAs defecting to BJP. If that happens, then Kejriwal will be responsible," said Sharma.

He said notwithstanding Congress' poor show, the party was ready for fresh election.

"We are ready for elections," Sharma said.

The BJP has already said that it would prefer fresh election than forming a government through "manipulation".BJP's vote share in Lok Sabha polls in the city had also jumped to 46.1 per cent from 33.07 per cent in the assembly polls.

AAP's vote share had also went up to 32.9 per cent in the Lok Sabha polls from 29.49 per cent it had received in the assembly polls in December last year.

The Congress vote share had come down drastically from 24.55 per cent to 15.1 per cent.

The AAP had won 28 seats in its debut assembly elections in December last year and had later formed the government with outside support from the Congress' eight MLAs.

The BJP along with its all Akali Dal’s one MLA had won 32 seats in the 70-member assembly. The government led by Kejriwal resigned after the party's pet project—the Janlokpal Bill—could not be passed due to opposition from the BJP and the Congress.

This, however, apparently did not go down well with the people of Delhi and led to the party's lacklustre performance in Lok Sabha polls.

The AAP had filed a petition in the Supreme Court two months back challenging the decision of the Centre not to dissolve the Delhi Assembly after Kejriwal government quit office.

Lieutenant Governor Najeeb Jung had not favoured dissolution of the 70-member Delhi Assembly as recommended by the Council of Ministers headed by Kejriwal and kept the Assembly in suspended animation.

New Delhi, Feb 22: China is delaying grant of clearance to India's proposal to send an Indian Air Force flight to carry relief material for people affected by coronavirus in the neighbouring country and bring back Indians from its city of Wuhan, official sources said Saturday.

India was to send a C-17 military transport aircraft to Wuhan, the epicentre of the coronavirus outbreak, on February 20 but the plane could not take off as permission was not granted for the flight.

"China is deliberately delaying grant of clearance for the evacuation flight," a high-level source said.

The aircraft was to carry a large consignment of medical supplies to China and bring back more Indians from Wuhan.

Sources said the Chinese side continued to maintain that there was no delay in granting permission for the flight to go, but "inexplicably" the clearance has not been given.

In a letter to President Xi Jinping earlier this month, Prime Minister Narendra Modi conveyed India's solidarity to the people and government of China in meeting the challenge of the coronavirus outbreak and offered to provide assistance to the country.

India then put together relief supplies in pursuance of Modi's commitment as a token of India's solidarity, particularly in the 70th year of the anniversary of diplomatic relations between the two countries.

"These supplies have been offered even as India faces tremendous shortage itself, given our ethos of helping others in their hour of need," said a source aware of the issue.

The items being supplied are gloves, surgical masks, feeding pumps and defibrillators based on the requirements as indicated by the Chinese side.

India's national carrier Air India has already evacuated around 640 Indians from Wuhan in two separate flights.

According to estimates, over 100 Indians are still living in Wuhan. A sizeable number of countries have evacuated their citizens from China and restricted movement of people and goods to and from the country in view of the massive outbreak of coronavirus there.

Indian nationals in Wuhan continue their long wait for the flight. The delay is causing them and their family members in India tremendous mental anguish, said the sources.

They said relief and evacuation flights from other countries including by France are allowed to operate by China but the permission has not come through in India's case.

"Are they not interested in Indian aid provided as our token of support? Why are they creating roadblock in evacuating our nationals from Wuhan and putting them under hardship and mental agony?" said a person aware of the issue.

New Delhi, Jan 16: In trouble brewing for the Gautam Adani-led M/S Adani Enterprises, the Central Bureau of Investigation (CBI) on Thursday said that it has registered a case against former officials of the National Co-operative Consumer Federation (NCCF) and others over alleged irregularities in supply of coal to the Andhra Pradesh Power Generation Corporation (APGENCO) in 2010.

The CBI in its FIR has named Virendra Singh, the then Chairman of the NCCF, G P Gupta, the then MD of the NCCF, S C Singhal, the then Senior Advisor of NCCF, Adani Enterprises Ltd and other unknown public servants and others for criminal conspiracy, cheating and criminal misconduct by public servants.

According to CBI, the case was filed on Wednesday after the preliminary enquiry revealed the crime by the officials named in the FIR and the Adani Enterprises was found to be true.

The FIR alleged that on June 26, 2010, APGENCO floated a tender enquiry for supply of six lakh metric tonnes of imported coal "on free on rail destination" basis to Dr Narla Tata Rao Thermal Station (NTTPS), Vijaywada and Rayalasaleema Thermal Power Plant (RTTP), Kadapa, Andhra Pradesh/RTPP via Kakinada-Vizag-Chennai-Krishnapatnam or any other ports

The same was forwarded by the Chief Engineer, APGENCO to seven PSUs -- PEC Limited, STC Limited, MSTC Limited, NCCF, MMTC, Coal India Limited and SCCL Limited.

The FIR alleged that during the probe, the Adani Enterprises used a proxy company to get the supply contract. It said, "NCCF received bids from six companies -- Adani Enterprises Ltd, Maheshwari Brothers Coal Limited (MBCL), Vyom Trade Links Pvt. Ltd, Swarana Projects Pvt. Ltd, Gupta Coal India Ltd and Kyori Oremen Ltd.

During investigation it was found that Gupta Coal India Ltd had quoted the NCCF margin of 11.3 percent, while the MBCL quoted the margin of 2.25 percent and rest did not quote any margin to the NCCF.

The FIR said the quotes of the Gupta Coal India Ltd, Kyori Oremen Ltd and Swarana Projects Pvt. Ltd were rejected by the NCCF as they were not found to be fulfilling the tender conditions.

"Post tender negotiation was done by senior officials of NCCF to give undue favour to Adani Enterprises Ltd despite it not qualifing the tender (terms)," the FIR said, adding instead of cancelling the bid of Adani Enterprise Ltd, senior management of NCCF conveyed the offer margin to the company through one of its representative -- Munish Sehgal, who was sitting in the NCCF head office. It is prima facie evident that when the bids were being processed at NCCF head office in Delhi, a representative of Adani Enterprises Ltd. was informed regarding their imminent rejection due to non-submission of NCCF margin and also that MBCL was eligible bidder quoted 2.25 percent margin," it alleged.

The CBI in its FIR, further alleged that Adani Enterprises Ltd. had given an unsecured loan of Rs 16.81 crore to Vyom Trade Links Ltd in 2008-09. "And further it was revealed that the bank guarantees of the Adani Enterprises Ltd. and Vyom Trade Links Ltd. were issues by the same branch of the State Bank of India and at the same time," it said.

"It was clear that Adani Enterprises Ltd. presented Vyom Trade Links Ltd. as a proxy company in this particular tender and Vyom Trade Links Ltd. later withdrew its offer on flimsy ground," the CBI FIR said.

"The aforesaid acts of commissions and omissions on the part of the senior management of the NCCF disclose that during their tenure, they acted in a manner unbecoming of public servants and committed irregularities by way of manipulation in the selection of bidders, thereby giving undue favours to Adani Enterprises Ltd. in award of work for supply of coal to APGENCO despite its disqualification," it added.

New Delhi, Feb 18: Delhi Transport Minister Kailash Gahlot is the richest minister in the AAP government, according to a report released by the Association for Democratic Reforms (ADR) on Monday.

In a statement, the NGO said, Delhi Election Watch and ADR have analysed the self-sworn affidavits of all the seven-party leaders including Chief Minister Arvind Kejriwal.

According to the statement, the minister with the lowest declared total assets is Gopal Rai with assets worth Rs 90.01 lakh.

"The minister with the highest declared total assets is Kailash Gahlot from Najafgarh constituency with assets worth Rs 46.07 crore," it stated.

The report by ADR comes on the day Kejriwal and his six ministers took charge after the formation of the new AAP government.

Chief Minister Kejriwal and his cabinet colleagues took charge of their respective offices on Monday and asserted that they would work to fulfil the promises made in the "guarantee card", released during the poll campaign, including reduction in pollution and expansion of metro network.

Members of his Cabinet are -- Manish Sisodia, Satyendar Jain, Rajendra Pal Gautam, Imran Hussain, Gopal Rai and Kailash Gahlot.
