As Obama blinks on Syria, Israel and Saudi Arabia make common cause

Israel and Saudi Arabia have little love for each other but both are pressing their mutual friend in the White House to hit President Bashar al-Assad hard. And both do so with one eye fixed firmly not on Syria but on their common adversary — Iran.

Israel's response to Obama's surprise move to delay or even possibly cancel air strikes made clear that connection: looking soft on Assad after accusing him of killing hundreds of people with chemical weapons may embolden his backers in Tehran to develop nuclear arms, Israeli officials said. And if they do, Israel may strike Iran alone, unsure Washington can be trusted.

Neither US ally is picking a fight with Obama in public. Israeli Prime Minister Benjamin Netanyahu said on Sunday that the nation was "serene and self-confident"; Saudi foreign minister Prince Saud al-Faisal simply renewed a call to the "international community" to halt Assad's violence in Syria.

But the Saudi monarchy, though lacking Israel's readiness to attack Iran, can share the Jewish state's concern that neither may now look with confidence to Washington to curb what Riyadh sees as a drive by its Persian rival to dominate the Arab world.

Last year, Obama assured Israelis that he would "always have Israel's back". Now Netanyahu is reassuring them they can manage without uncertain US protection against Iran, which has called for Israel's destruction but denies developing nuclear weapons.

"Israel's citizens know well that we are prepared for any possible scenario," the hawkish prime minister said. "And Israel's citizens should also know that our enemies have very good reasons not to test our power and not to test our might."

That may not reassure a US administration which has tried to steer Netanyahu away from unilateral action against Iran that could stir yet more chaos in the already explosive Middle East.

Israel's state-run Army Radio was more explicit: "If Obama is hesitating on the matter of Syria," it said, "Then clearly on the question of attacking Iran, a move that is expected to be far more complicated, Obama will hesitate much more — and thus the chances Israel will have to act alone have increased."

Israelis contrast the "red line" Netanyahu has set for how close Iran may come to nuclear weapons capability before Israel strikes with Obama's "red line" on Assad's use of chemical weapons — seemingly passed without US military action so far.

'Head of the snake'

Saudi Arabia, like Israel heavily dependent on the United States for arms supplies, is engaged in a historic confrontation with Iran for regional influence — a contest shaped by their leading roles in the rival Sunni and Shia branches of Islam.

Riyadh is a prime backer of Sunni rebels fighting Assad, whose Alawite minority is a Shia offshoot. It sees toppling Assad as checking Iran's ambition not just in Syria but in other Arab states including the Gulf, where it mistrusts Shias in Saudi Arabia itself and in neighbouring Bahrain, Yemen and Iraq.

Saudi King Abdullah's wish for US action against Iran was memorably contained in leaked US diplomatic cables, including one in which a Saudi envoy said the monarch wanted Washington to "cut off the head of the snake" to end Tehran's nuclear threat.

Disappointment with Obama's hesitation against Assad came through on Sunday in the Saudi foreign minister's remarks to the Arab League in Cairo, where he said words were no longer enough.

Riyadh and its allies in the Gulf Cooperation Council (GCC) risk ending up empty-handed in their latest push for US backing in their campaign to rein in Iran, said Sami al-Faraj, a Kuwaiti analyst who advises the GCC on security matters:

"The idea of a punishment for a crime has lost its flavour. We are on the edge of the possibility that military action may not be conducted," he said. "Congress, for sure ... will attach conditions to what is already going to be a limited strike. At the end, we as Gulf allies, may end up with nothing."

Israel does not share the Saudi enthusiasm for the Syrian rebel cause, despite its concern about Assad's role as a link between Iran and Lebanese and Palestinian enemies. The presence in rebel ranks of Sunni Islamist militants, some linked to al-Qaida, worries the Jewish state — though Riyadh, too, is keen to curb al-Qaida, which calls the royal family American stooges.

Egyptian lessons

Saudi and Israeli support for US air strikes in response to Assad's alleged use of poison gas scarcely stands out less amid a global clamour of reproach for Damascus. However, the recent Egyptian crisis saw them more distinctly making common cause in lobbying Washington — since their preference for Egypt's army over elected Islamists was at odds with much of world opinion.

That, too, reflects shared anxieties about the strength of Islamic populism and about Iran, which found a more sympathetic ear in Cairo after the election of President Mohamed Mursi.

Israeli political commentators used terms such as "betrayal" and "bullet in the back from Uncle Sam" when Obama abandoned loyal ally Hosni Mubarak during the popular uprising of 2011.

While some western leaders voiced unease at the army's overthrow of Mursi in July and bloody crackdown on his Muslim Brotherhood, in Israel even Obama's mild rebuke to the generals — delaying delivery of four warplanes to Egypt — caused "raised eyebrows" of disapproval, an official there said.

A "gag order" from Netanyahu kept that quiet, however, as Israel's military kept open the communications with Egypt's armed forces, not least over militant attacks near their desert border, in a manner that has been the bedrock of the US-brokered peace treaty binding Israel and Egypt since 1979.

Unusually, it was Saudi Arabia which was the more vocally critical of Washington's allies over its Egypt policy.

As US lawmakers toyed with holding back aid to the new military-backed government, Riyadh and its Gulf allies poured in many more billions in aid and loans to Cairo.

And Saudi Arabia told Washington defiantly that it would make up any shortfall if the United States dared to turn off the taps: "To those who have declared they are stopping aid to Egypt or are waving such a threat, the Arab and Muslim nations ... will not shy away from offering a helping hand to Egypt," foreign minister Prince Saud said last month.

Discreet diplomacy

More quietly, Israel has been engaged in direct discussions with the White House, urging Obama not to waver in support of Egypt's military and saying it is time to act on Syria.

An official briefed on US-Israeli discussions said Israeli intercepts of Syrian communications were used by Obama administration officials in making their public case that Assad was behind the Aug. 21 gas attacks and must be penalised.

Netanyahu, whose frosty rapport with Obama blossomed into a display of harmony on the president's visit to Israel in March, has ordered his ministers not to criticise Obama publicly after the president's decision to take the Syrian issue to Congress.

A government source said the prime minister told his cabinet on Sunday: "We are in the middle of an ongoing event. It is not over and there are sensitive and delicate issues at play.

"There is no room here for individual comments," he said. "I'm asking you not to behave irresponsibly when it comes to our ally, just so you can grab a fleeting headline."

That did stop Tzachi Hanegbi, a Netanyahu confidant who sits on parliament's defence committee, complaining on "Army Radio" that Obama had delivered further proof to Iran — and North Korea — that "there is no enthusiasm in the world to deal with their ongoing defiance regarding nuclear weaponry".

"To us it says one thing: ... in the words of our sages: 'If I am not for myself, then who is?'"

Israel clearly hopes still that Congress will give Obama the green light for strikes against Assad but is also likely to be wary of deploying its own lobbying power among lawmakers.

That risks being counter-productive and, in any case, the president has made clear that threats to Israel from Syrian chemical weapons are among his own arguments for war.

Concern in Washington over a go-it-alone Israeli strike on Iran are still strong; Israel is unlikely to use the nuclear warheads it is assumed to possess but any strike on its distant and populous enemy would have unpredictable consequences.

As a result, US leaders have beaten a path to Jerusalem — Obama himself in March but also Secretary of State John Kerry several times, relaunching talks with the Palestinians in the process, and General Martin Dempsey, chairman of the US Joint Chiefs of Staff, who made his third visit to Israel last month.

Gadi Shamni, an Israeli military attache in the United States until last year, said that on the Iranian issue, "there were times when we were in the same book, then the same chapter.

"Right now we are on the same page. There is a lot of flow of intelligence and views and understanding."

Militant threat

For all the unease that Israel has about Syria's rebels, who have at times fired into the Israeli-occupied Golan Heights, it is pushing hard against Assad now after learning to live with the Syrian leader and his father over the past 40 years. One Israeli official said the message from Netanyahu was clear:

"There is a man in nominal control of Syria who is using chemical weapons against civilians. That has to be stopped."

That sentiment is echoed in Riyadh. Abdullah al-Askar, chairman of the foreign affairs committee in the Shoura Council, said that US strikes should aim to end Assad's rule.

Askar, who said he was speaking in a personal capacity, told Reuters: "If the attack is just a punishment to show that the international community will not stand for chemical attacks, Assad will just remain in his place and do his bloody work.

"The second scenario is to finish the business."

Mustafa Alani, a Gulf analyst with good connections to Saudi officials, said the kingdom was also warning Washington that a failure to attack Assad would benefit their common enemy al-Qaida: "No action will boost the extremist position," he said, explaining that rebel despair at US inaction on Syria would push more fighters to switch allegiance to Islamist militants.

Paraphrasing what he said was a Saudi argument, Alani said: "Without a punishment of the regime, extremists will enjoy wider support and attract more moderate fighters."

Riyadh already shares rebel frustrations with the shortage of US military aid reaching Syria, despite Obama's commitment in June to step up assistance after poison gas was first used.

A senior US official spoke of a "stable relationship" with Riyadh "on core national security areas". But the official also conceded: "While we do not agree on every issue, when we have different perspectives we have honest and open discussions."

As with Israel over Iran, those are likely to continue.

Robert Jordan, US ambassador to Riyadh in 2001-03, said intelligence chief Prince Bandar bin Sultan and ambassador to Washington Adel Jubeir had been "very outspoken" in their belief the rebels that can be trusted and should get military backing.

Obama denies seeking the "regime change" Riyadh wants. But Jordan added: "It doesn't mean they won't keep pushing for it."

New Delhi, Jan 3: US aviation regulator Federal Aviation Administration on Thursday warned America's airlines and their pilots that there is risk involved in operating flights in Pakistan airspace due to "extremist or militant activity", according to an official document.

"Exercise caution during flight operations. There is a risk to US civil aviation operating in the territory and airspace of Pakistan due to extremist/militant activity," said the US Federal Aviation Administration (FAA) in a notice to airmen (NOTAM) dated December 30, 2019.

The NOTAM is applicable to all US-based airlines and US-based pilots.

The US regulator said in its NOTAM that there continues to be a risk to US civil aviation sector from attacks against airports and aircraft in Pakistan, particularly for aircraft on the ground and aircraft operating at low altitudes, including during the arrival and departure phases of flights.

"The ongoing presence of extremist/militant elements operating in Pakistan poses a continued risk to US civil aviation from small-arms fire, complex attacks against airports, indirect weapons fire, and anti-aircraft fire, any of which could occur with little or no warning," it said.

The FAA said that while, to date, there have been no reports of man-portable air defense systems or Manpads being used against the civil aviation sector in Pakistan, some extremist or terrorist groups operating there are suspected of having access to these Manpads.

"As a result, there is potential risk for extremists/militants to target civil aviation in Pakistan with Manpads," it said.

The regulator added that pilots or airlines must report safety or security incidents - which may happen in Pakistan - to the FAA.

Pakistan on July 16 last year opened its airspace for India after about five months of restrictions imposed in the wake of a standoff with New Delhi.

Following the Balakot airstrikes by the Indian Air Force, Pakistan had closed its airspace on February 26 last year.

Pakistan in October last year had denied India's request to allow Prime Minister Narendra Modi's VVIP flight to use its airspace for his visit to Saudi Arabia over the Jammu and Kashmir issue.

Wuhan, Feb 9: President Xi Jinping strode onstage before an adoring audience in the Great Hall of the People in Beijing less than three weeks ago, trumpeting his successes in steering China through a tumultuous year and promising "landmark" progress in 2020.

"Every single Chinese person, every member of the Chinese nation, should feel proud to live in this great era," he declared to applause on the day before the Lunar New Year holiday. "Our progress will not be halted by any storms and tempests."

Xi made no mention of a dangerous new coronavirus that had already taken tenacious hold in the country. As he spoke, the government was locking down Wuhan, a city of 11 million people, in a frantic attempt to stop the virus spreading from its epicenter.

The coronavirus epidemic, which has killed more than 800 people in China as of Sunday and sickened tens of thousands, comes as Xi has struggled with a host of other challenges: a slowing economy, huge protests in Hong Kong, an election in Taiwan that rebuffed Beijing and a protracted trade war with the United States.

Now Xi faces an accelerating health crisis that is also a political one: a profound test of the authoritarian system he has built around himself over the past seven years. As the Chinese government struggles to contain the virus amid rising public discontent with its performance, the changes that Xi has ushered in could make it difficult for him to escape blame.

"It’s a big shock to the legitimacy of the ruling party. I think it could be only second to the June 4 incident of 1989. It’s that big," said Rong Jian, a writer about politics in Beijing, referring to the armed crackdown on Tiananmen Square protesters that year.

"There’s no doubt about his control over power," he added, "but the manner of control and its consequences have hurt his legitimacy and reputation."

Xi himself has recognized what is at stake, calling the outbreak "a major test of China’s system and capacity for governance."

Yet as China’s battle with the coronavirus intensified, Xi put the country’s No. 2 leader, Li Keqiang, in charge of a leadership group handling the emergency, effectively turning him into the public face of the government’s response. It was Li Keqiang who traveled to Wuhan to visit doctors.

Xi, by contrast, receded from public view for several days. That was not without precedent, though it stood out in this crisis, after previous Chinese leaders had used times of disaster to try to show a more common touch. State television and newspapers almost always lead with fawning coverage of Xi’s every move.

That retreat from the spotlight, some analysts said, signaled an effort by Xi to insulate himself from a campaign that may falter and draw public ire. Yet Xi has consolidated power, sidelining or eliminating rivals, so there are few people left to blame when something goes wrong.

"Politically, I think he is discovering that having total dictatorial power has a downside, which is that when things go wrong or have a high risk of going wrong, then you also have to bear all the responsibility," said Victor Shih, an associate professor at the University of California San Diego who studies Chinese politics.

Much of the country’s population has been told to stay at home, factories remain closed, and airlines have cut service. Experts warn that the coronavirus could slam the economy if not swiftly contained.

The government is also having trouble controlling the narrative. Xi now faces unusually sharp public discontent that even China’s rigorous censorship apparatus has been unable to stifle entirely.

The death of an ophthalmologist in Wuhan, Dr. Li Wenliang, who was censured for warning his medical school classmates of the spread of a dangerous new disease in December, has unleashed a torrent of pent-up public grief and rage over the government’s handling of the crisis. Chinese academics have launched at least two petitions in the wake of Li’s death, each calling for freedom of speech.

State media still portray Xi as ultimately in control, and there’s no sign that he faces a serious challenge from within the party leadership. The crisis, though, has already tainted China’s image as an emerging superpower — efficient, stable and strong — that could eventually rival the United States.

How much the crisis might erode Xi’s political standing remains to be seen, but it could weaken his position in the long run as he prepares to take a likely third term as Communist Party general secretary in 2022.

In 2018, Xi won approval to remove the constitutional limits on his term as the country’s president, making his plan for another five-year term seem all but certain.

If Xi comes out of this crisis politically insecure, the consequences are unpredictable. He may become more open to compromise within the party elite. Or he may double down on the imperious ways that have made him China’s most powerful leader in generations.

"Xi’s grip on power is not light," said Jude Blanchette, the Freeman Chair in China Studies at the Center for Strategic and International Studies.

"While the ham-fisted response to this crisis undoubtedly adds a further blemish to Xi’s tenure in office," Blanchette added, "the logistics of organizing a leadership challenge against him remain formidable."

In recent days, despite a dearth of public appearances, state media have portrayed Xi as a tireless commander-in-chief. This week they began calling the government’s fight against the virus the "people’s war," a phrase used in the official readout of Xi’s telephone call with President Donald Trump on Friday.

There are increasing signs that the propaganda this time is proving less than persuasive.

The Lunar New Year reception in Beijing where Xi spoke became a source of popular anger, a symbol of a government slow to respond to the suffering in Wuhan. Xi and other leaders appear to have been caught off guard by the ferocity of the epidemic.

Senior officials would almost certainly have been informed of the emerging crisis by the time national health authorities told the World Health Organization on Dec. 31, but neither Xi nor other officials in Beijing informed the public.

Xi’s first acknowledgment of the epidemic came Jan. 20, when brief instructions were issued under his name. His first public appearance after the lockdown of Wuhan on Jan. 23 came two days later, when he presided over a meeting of the Communist Party’s top body, the Politburo Standing Committee, which was shown at length on Chinese television. "We’re sure to be able to win in this battle," he proclaimed.

Back then, the death toll was 106. As it rose, Xi allowed other officials to take on more visible roles. Xi’s only appearances have been meeting foreign visitors in the Great Hall of the People or presiding over Communist Party meetings.

On Jan. 28, Xi met with the executive director of the World Health Organization, Dr. Tedros Adhanom Ghebreyesus, and told Tedros that he "personally directed" the government’s response. Later reports in state media omitted the phrase, saying instead that Xi’s government was "collectively directing" the response.

Since nothing about how Xi is portrayed in state media happens by accident, the tweak suggested a deliberate effort to emphasize shared responsibility.

Xi did not appear on official broadcasts again for a week — until a highly scripted meeting Wednesday with the authoritarian leader of Cambodia, Hun Sen.

There is little evidence that Xi has given up power behind the scenes. Li Keqiang, the premier in formal charge of the leadership group for the crisis, and other officials have said that they take their orders from Xi. The group is filled with officials who work closely under Xi, and its directives emphasize his authority.

"The way the epidemic is being handled now from the top just doesn’t fit with the argument that there’s been a clear shift toward more collective, consultative leadership," said Holly Snape, a British Academy Fellow at the University of Glasgow who studies Chinese politics.

The scale of discontent and the potential challenges for Xi could be measured by repeated references online to the nuclear accident at Chernobyl. Many of them came under the guise of viewer reviews of the popular television miniseries of the same name, which is still available for streaming inside China.

"In any era, any country, it’s the same. Cover everything up," one reviewer wrote.

The Soviet Union of 1986, however, was a different country than China in 2020.

The Soviet state was foundering when Chernobyl happened, said Sergey Radchenko, a professor of international relations at Cardiff University in Wales who has written extensively on Soviet and Chinese politics.

"The Chinese authorities, by contrast, are demonstrating an ability to cope, a willingness to take unprecedented measures — logistical feats that may actually increase the regime’s legitimacy," he added.

Radchenko compared Xi’s actions to those of previous leaders in moments of crisis: Mao Zedong after the Cultural Revolution or Deng Xiaoping after the Tiananmen Square crackdown.

"He’s doing what Mao and Deng would have done in similar circumstances: stepping back into the shadows while remaining firmly in charge."

New York, Jun 4: The Minneapolis police officer who used his knee to pin down George Floyd's neck before his death was the most experienced of the four officers involved in the arrest, with a record that included medals for bravery and 17 complaints against him, including one for pulling a woman out of her car during a speeding stop.

New details about Derek Chauvin and the other now-fired officers emerged Wednesday after prosecutors upgraded Chauvin's charge to second-degree murder and charged the others with aiding and abetting in a case that has convulsed the nation with protests over race and police brutality.

Heavily redacted personnel files show that Chauvin, a 19-year veteran of the force, was initially trained as a cook and served in the Army as a military police officer.

Eleven-year veteran and native Hmong speaker Tou Thao began as a community service officer and was the subject of six complaints.

The other two officers were relative newcomers to the department, including Thomas Lane, a former juvenile detention guard who did volunteer work with Somali refugees, and J. Alexander Kueng, who got his start in law enforcement by patrolling his college campus and a department store.

The files were notable for what they didn't include. Only one of the 17 complaints against Chauvin was detailed, none of the six against Thao were mentioned and there was no further detail about a 2017 excessive force lawsuit against Thao.

Records show that the 44-year-old Chauvin initially studied cooking before taking courses in law enforcement and doing two stints in the Army as a military police officer in the late 1990s, serving at Fort Benning, Georgia, and in Germany.

Chauvin became a Minneapolis police officer in 2001 and the lone reprimand in his file involved a 2007 incident when he was accused of pulling a woman out of her car after stopping her for going 10 mph (16 kph) over the speed limit.

Investigators found it was not necessary for Chauvin to remove the woman from the car and noted that his squad car video was turned off during the stop.

But Chauvin was also singled out for bravery. Files show he won two medals of valor, one in 2006 for being part of a group of officers who opened fire on a stabbing suspect who pointed a shotgun at them, and another in 2008 for a domestic violence incident in which Chauvin broke down a bathroom door and shot a suspect in the stomach.

He also won medals of commendation in 2008 after he and his partner tackled a fleeing suspect who had a pistol in his hand, and in 2009 for single-handedly apprehending a group of gang members while working as an off-duty security guard at the El Nuevo Rodeo, a Minneapolis nightclub.

Since his arrest, the former owner of the club, Maya Santamaria, said Chauvin and Floyd both worked as security guards there at various times but that she wasn't sure if they had known one another.

She said Chauvin was unnecessarily aggressive on nights when the club had a black clientele, quelling fights by dousing the crowd with pepper spray and calling in several police squad cars as backup, a tactic she called “overkill.”

Chauvin's wife, Kellie, a Laotian immigrant who became the first Hmong winner of the Mrs. Minnesota pageant, said shortly after his arrest last week that she intends to divorce him.

Before news of the upgraded charges, an attorney for Chauvin said he was not making any statements at this time. Lawyers for the others did not return messages seeking comment.

In cellphone video of the May 25 arrest of Floyd, Chauvin is shown pressing his knee onto Floyd's neck for more than eight minutes while Floyd cries out “I can't breathe” and eventually stops moving.

During much of the arrest, Kueng and Lane were helping Chauvin restrain Floyd. Thao was standing nearby keeping onlookers back.

According the complaint, at one point during the arrest, as Chauvin held Floyd down with his knee, Lane asked Chauvin twice whether they should roll Floyd over.

“No, staying put where we got him,” Chauvin replied, “I am worried about excited delirium or whatever,” Lane said. And Chauvin replied again, “That's why we have him on his stomach.” None of the three officers moved from their positions.

Lane joined the police early last year as a 35-year-old cadet — much older than most rookies — and became a full-fledged officer last December. He had no complaints in his file during his short time on the force.

On employment forms, the University of Minnesota graduate said he done volunteer work tutoring Somali youth and as a mentor helping at-risk elementary school students with reading and homework.”

Kueng, at 26 the youngest of the four officers, was also a recent recruit to the police force. He completed his year's probation just three months before the Floyd arrest.

His personnel file, which notes that he speaks, reads and writes Russian, did not include any commendations or disciplinary actions during his short time on force.

Kueng was a 2018 graduate of the University of Minnesota, where he worked part-time as part of the campus security force. He also worked nearly three years as a theft-prevention officer at Macy's.

Thao joined the police force part-time in 2008 while attending a community college. Before that, he worked as a security guard, a supermarket stocker and trainer at McDonald's.

City records show six complaints were filed against Thao, but there was no mention of that in the records released Wednesday. There also was no mention of a 2017 federal lawsuit accusing him and another officer of excessive force.

According to the lawsuit, Lamar Ferguson claimed that in 2014, Thao and his partner stopped him and beat him up while he was on his way to his girlfriend's house. The lawsuit was settled for $25,000 ___
