Tacloban/Philippines, Nov 10: One of the most powerful storms ever recorded killed at least 10,000 people in the central Philippines, a senior police official said on Sunday, with huge waves sweeping away entire coastal villages and devastating the region's main city.

Super typhoon Haiyan destroyed about 70 to 80 percent of the area in its path as it tore through Leyte province on Friday, said police chief superintendent Elmer Soria.

As rescue workers struggled to reach ravaged villages along the coast, where the death toll is as yet unknown, survivors foraged for food as supplies dwindled or searched for lost loved ones.

"People are walking like zombies looking for food," said Jenny Chu, a medical student in Leyte. "It's like a movie."

Most of the deaths appear to have been caused by surging sea water strewn with debris that many said resembled a tsunami, levelling houses and drowning hundreds of people in one of the worst natural disasters to hit the typhoon-prone Southeast Asian nation.

The national government and disaster agency have not confirmed the latest estimate of deaths, a sharp increase from initial estimates on Saturday of at least 1,000 killed by a storm whose sustained winds reached 195 miles per hour (313 km per hour) with gusts of up to 235 mph (378 kph).

"We had a meeting last night with the governor and the other officials. The governor said, based on their estimate, 10,000 died," Soria said. "The devastation is so big."

More than 330,900 people were displaced and 4.3 million "affected" by the typhoon in 36 provinces, the UN's humanitarian agency said, as relief agencies called for food, water and tarpaulins for the homeless.

Witnesses and officials described chaotic scenes in Leyte's capital, Tacloban, a coastal city of 220,000 about 580 km (360 miles) southeast of Manila, with hundreds of bodies piled on the sides of roads and pinned under wrecked houses.

The city lies in a cove where the seawater narrows, making it susceptible to storm surges.

The city and nearby villages as far as one kilometre (just over half a mile) from shore were flooded, leaving floating bodies and roads choked with debris from fallen trees, tangled power lines and flattened homes. TV footage showed children clinging to rooftops for their lives.

Many internet users urged prayers and called for aid for survivors in the largely Roman Catholic nation on social media sites such as Twitter.

"From a helicopter, you can see the extent of devastation. From the shore and moving a kilometre inland, there are no structures standing. It was like a tsunami," said interior secretary Manuel Roxas, who had been in Tacloban since before the typhoon struck the city.

"I don't know how to describe what I saw. It's horrific."

Looters take what they can

Mila Ward, an Australian citizen and Filipino by birth who was in Leyte on vacation visiting her family, said she saw hundreds of bodies on the streets.

"They were covered with blankets, plastic. There were children and women," she said.

The UN's Office for the Coordination of Humanitarian Affairs said aerial surveys showed "significant damage to coastal areas with heavy ships thrown to the shore, many houses destroyed and vast tracts of agricultural land decimated".

The destruction extended well beyond Tacloban. Officials had yet to make contact with Guiuan, a town of 40,000 that was first hit by the typhoon. Baco, a city of 35,000 people in Oriental Mindoro province, was 80 percent under water, the UN said.

There were reports of damage across much of the Visayas, a region of eight major islands, including Leyte, Cebu and Samar.

Many tourists were stranded. "Seawater reached the second floor of the hotel," said Nancy Chang, who was on a business trip from China in Tacloblan City and walked three hours through mud and debris for a military-led evacuation at the airport.

"It's like the end of the world."

Six people were killed and dozens wounded during heavy winds and storms in central Vietnam as Haiyan approached the coast, state media reported, even though it had weakened substantially since hitting the Philippines.

Vietnam authorities have moved 883,000 people in 11 central provinces to safe zones, according to the government's website. Despite weakening, the storm is likely to cause heavy rains, flooding, strong winds and mudslides as it makes its way north in the South China Sea.

Looters rampaged through several stores in Tacloban, witnesses said, taking whatever they could find as rescuers' efforts to deliver food and water were hampered by severed roads and communications.

Mobs attacked trucks loaded with food, tents and water on Tanauan bridge in Leyte, said Philippine Red Cross chairman Richard Gordon. "These are mobsters operating out of there."

Tecson John Lim, the Tacloban city administrator, said city officials had so far only collected 300-400 bodies, but believed the death toll in the city alone could be 10,000.

International aid agencies said relief efforts in the Philippines were stretched thin after a 7.2 magnitude quake in central Bohol province last month and displacement caused by a conflict with Muslim rebels in southern Zamboanga province.

The World Food Programme said it was airlifting 40 tonnes of high-energy biscuits, enough to feed 120,000 people for a day, as well as emergency supplies and telecommunications equipment.

Tacloban city airport was all but destroyed as seawaters swept through the city, shattering the glass of the airport tower, levelling the terminal and overturning nearby vehicles.

A Reuters reporter saw five bodies inside a chapel near the airport, placed on pews. Airport manager Efren Nagrama, 47, said water levels rose up to four metres (13 feet).

"It was like a tsunami. We escaped through the windows and I held on to a pole for about an hour as rain, seawater and wind swept through the airport," he said. "Some of my staff survived by clinging to trees. I prayed hard all throughout until the water subsided."

Washington, May 27: Most viruses and other germs do not spread easily on flights, the US Center for Disease Control and Prevention has said in its COVID-19 guidelines which do not recommend following social distancing between two passengers inside a plane or keeping the middle seat unoccupied.

As a result of coronavirus pandemic, air traffic inside the US has come to a near halt. Air traffic is said to be down to about 90 per cent. For all travellers coming from overseas, the Center for Disease Control and Prevention (CDC) has recommended 14 days quarantine.

"Most viruses and other germs do not spread easily on flights because of how air circulates and is filtered on aeroplanes," the CDC has said in its set of COVID-19 guidelines for air travellers.

However, it noted that the air travellers were not risk-free especially in the time of the coronavirus pandemic and recommended Americans to avoid travel as far as possible.

"Air travel requires spending time in security lines and airport terminals, which can bring you in close contact with other people and frequently touched surfaces," it said.

"Social distancing is difficult on crowded flights, and you may have to sit near others (within six feet), sometimes for hours. This may increase your risk for exposure to the virus that causes COVID-19," the CDC said.

But instead of recommended social distancing inside commercial planes, the CDC has advised a series of preventive and hygienic measures to be taken by the airlines pilot and crew to prevent the spread of coronavirus.

The US Department of Transportation and Federal Aviation Administration in its latest safety alerts for operators on May 11 said that air carriers and crews conducting flight operations having a nexus to the US, including both domestic and foreign air carriers, should follow CDC's occupational health and safety guidance.

The CDC issued its guidelines in first guidelines for the airlines and airline crew on March and again in May.

The CDC, which has issued an exhaustive social guideline measures in various sections, is silent on keeping the middle seat of a plane unoccupied so as to maintain the six feet distance between two passengers.

It calls for the plane crew to report to the CDC a traveller with specific COVID-19 symptoms like fever, persistent cough, difficulty in breathing and appearing unwell.

Asking the airlines and cabin crew to review infection control guidelines for cabin crew, the CDC recommends several measures for cabin crew to protect themselves and others, manage a sick traveller, clean contaminated areas, and take actions after a flight.

Prominent among them include washing hands often with soap and water for at least 20 seconds, particularly after assisting sick travellers or touching potentially contaminated body fluids or surfaces and use of alcohol-based hand sanitizer (containing at least 60 per cent alcohol) if soap and water are not available.

Airlines should consider providing alcohol-based hand sanitizer to cabin and flight crews for their personal use, it said.

The CDC guidelines do not recommend following social distancing inside a plane between two passengers or keeping the middle seat unoccupied. But it asks to minimise contact between passengers and cabin crew and the sick person.

"If possible, separate the sick person from others (by a distance of 2 meters or 6 feet, ideally) and designate one crew member to serve the sick person. Offer a facemask, if available and if the sick person can tolerate it. If a facemask is not available or cannot be tolerated, ask the sick person to cover their mouth and nose with tissues when coughing or sneezing," said the CDC guidelines.

If no symptomatic passengers were identified during or immediately after the flight, the CDC recommends airlines to follow routine operating procedures for cleaning aircraft, managing solid waste, and wearing PPE.

"If symptomatic passengers are identified during or immediately after the flight, routine cleaning procedures should be followed, and enhanced cleaning procedures should also be used," it said.

Clean porous (soft) surfaces (e.g, cloth seats, cloth seat belts) at the seat of the symptomatic passengers and within 6 feet of the symptomatic passengers in all directions, it added.

Days after Twitter accounts of several billionaires were hacked to engineer a crypto scam, Twitter on Saturday said it is embarrassed, disappointed and, more than anything, sorry for what happened with some of its high-profile users as attackers successfully manipulated its employees and used their credentials to access internal systems, including getting through the two-factor protections.

In the first detailed summary of the "social engineering attack" via a crypto scam that hit at least 130 users this week, Twitter said for 45 of those accounts, the attackers were able to initiate a password reset, login to the account and send Tweets.

"We are continuing our forensic review of all of the accounts to confirm all actions that may have been taken. In addition, we believe they may have attempted to sell some of the usernames," the micro-blogging platform said in a statement.

For up to eight of the Twitter accounts involved, the attackers took the additional step of downloading the account's information via "Your Twitter Data" tool.

This is a tool that is meant to provide an account owner with a summary of their Twitter account details and activity.

"We are reaching out directly to any account owner where we know this to be true. None of the eight were verified accounts," said Twitter.

The company said the attackers were not able to view previous account passwords, as those are not stored in plain text or available through the tools used in the attack.

"Attackers were able to view personal information including email addresses and phone numbers, which are displayed to some users of our internal support tools," informed Twitter.

In cases where an account was taken over by the attacker, they may have been able to view additional information, Twitter added, saying its forensic investigation of these activities was still ongoing.

"We are actively working on communicating directly with the account-holders that were impacted".

The company said it will soon restore access for all account owners who may still be locked out as a result of the remediation efforts.

The New York Times reported on Friday that the Twitter crypto scam can be traced back to a group of hackers who congregate online at OGusers.com, a username-swapping community where people buy and sell coveted online handles.

The report said that the Twitter hack is not from Russian, Chinese or North Korean hackers but was done by a group of young people, "one of whom says he lives at home with his mother".

New Delhi, Jul 13: Google CEO Sundar Pichai on Monday announced an investment of Rs 75,000 crore or approximately US$10 billion into India over the next five to seven years through 'Google for India Digistation Fund'.

This move is significant as it comes in the middle of the COVID-19 pandemic and as multinational companies across the world look at alternative investment destinations.

"Excited to announce Google for India Digitisation Fund. Through it, we will invest Rs 75,000 crore or approx US$10 Billon into India over the next 5-7 yrs. We'll do this through a mix of equity investments, partnerships and operational infrastructure in ecosystem investments," said Pichai.

Pichai along with Union Minister Ravi Shankar Prasad virtually attended the sixth annual edition of Google for India.

"This is a reflection of our confidence in the future of India and its digital economy," said Pichai.
He added that the investments will focus on four areas important to India's digitisation.

Listing out the areas, Pichai elaborated, "First enabling affordable access and information to every Indian in their own language. Second, building new products and services that are deeply relevant to India's unique needs. Third, empowering businesses as they continue or embark on the digital transformation. Fourth, leveraging technology in AI for social good in areas like health, education and agriculture."

"When I was young, every piece of technology brought new opportunities to learn and grow but I always had to wait for it to arrive from some places. Today people in India no more have to wait for technology to come to you. A whole new generation of technologies is happening in India first," said Pichai.

Earlier today Prime Minister Narendra Modi interacted with Pichai and discussed a range of subjects like a new work culture in coronavirus times, data security and cyber safety.
