YC Modi, who was part of Gujarat riots probe team, is now NIA chief

New Delhi, Oct 30:  Senior IPS officer Yogesh Chander Modi, who was part of a Supreme Court-appointed team that probed the 2002 Gujarat riots cases, today took over as NIA chief, succeeding Sharad Kumar.

In an official statement, the counter terror probe agency said, Yogesh Chander Modi, a 1984 batch IPS officer of Assam-Meghalaya cadre, took over as Director General of the National Investigation Agency (NIA).

He succeeded Sharad Kumar, a 1979 batch IPS officer of Haryana Cadre, who completed his tenure.

Mr Modi will hold the post till his superannuation on May 31, 2021, according to an order from the Department of Personnel and Training.

He was named as NIA head on September 18.

Mr Modi takes over the NIA at a time when it is probing the funding of separatists and stone-pelters in Jammu and Kashmir by Pakistan-based terrorist groups.

Earlier, Mr Modi had joined the NIA as Officer on Special Duty (OSD) on September 22. Before that he was posted as Special Director with the CBI. Mr Modi was appointed Additional Director of CBI in 2015.

Mr Modi was part of the Special Investigation Team (SIT) that probed the Gujarat riots cases in August 2010 and remained part of the team till July 2012.

The SIT had cleared Narendra Modi, who at that time was Gujarat Chief Minister, in the Gulbarg Society massacre case.

According to NIA, YC Modi in his career spanning over 33 years, has extensive experience of investigation, intelligence and operations.

"He worked with the Central Bureau of Investigation (CBI) for a period of around 10 years in two stints from 2002-2010 and 2015-2017, where he handled special crime and economic offences besides anti-corruption cases."

Mr Modi was awarded the Police Medal for Meritorious Service in 2001 and the President's Police Medal for Distinguished Service in 2008.

Sharad Kumar was appointed NIA chief on August 5, 2013. He was given two extensions - the latest on October 23 last year.

"The NIA, under his inspiring and able leadership, made path-breaking progress with its thorough and professional investigation," the agency said.

The statement said that during Sharad Kumar's tenure, the NIA achieved significant successes in solving many complex terrorist crimes and unearthing intricate conspiracies, including the Bodh Gaya temple blast, blast at Patna rally of the then prime ministerial candidate of the BJP Narendra Modi, Pathankot airbase attack case, ISIS and the Jammu and Kashmir terror funding case.

The agency said that it expanded its geographical presence to the entire country with the creation of three new branch offices at Kolkata, Raipur and Jammu.

The office and residential complex of the Lucknow branch office was also inaugurated in August 2017.

Jaipur, Jan 26: Rajasthan on Saturday on Saturday became the third state in the country to pass a resolution urging the Centre to repeal the Citizenship Amendment Act (CAA).

he resolution was passed in the state Assembly amid opposition by the BJP which accused the ruling Congress of pursuing appeasement politics.

It is the second Congress-ruled state to pass such a resolution after Punjab. The Kerala Assembly too had passed such a resolution against the CAA moved jointly by the ruling Left Front alliance and the opposition Congress-led UDF.

The Rajasthan Assembly resolution, passed by voice vote, also asked the Centre to withdraw the new fields of information that have been sought for updation of the National Population Register (NPR) 2020.

"It is evident that the CAA violates the provisions of the Constitution. Therefore, the House resolves to urge upon the government of India to repeal the CAA to avoid any discrimination on the basis of religion in granting citizenship and to ensure equality before law for all religious groups of India," the state's parliamentary affairs minister Shanti Dhariwal said, moving the resolution.

Leader of the opposition Gulab Chand Kataria of the BJP questioned the state's right to challenge the Act.

"Granting citizenship is a matter for the Centre. In such a situation do we have the right to challenge the CAA? The Congress should stop doing appeasement and vote bank politics," he said.

Salute to Rajasthan Govt for rejecting communal and black CAA bill.   This bill is agaisnt the teach of our Constitution and bjp has never done anything as per our constitutin.   Its trying its best to scrap the constitution and restore it with RSS agenda.    We should oppose any move by bjp against the value of constitution.   As bjp has no respect to our constitution, it has no right to be in power.    Many of bjp leaders are giving statemetns against the value of constitution and such leaders should be treated as anti indians and action be taken on them.

New Delhi, Feb 9: As the outbreak of novel coronavirus has lead to the death of more than 800 Chinese nationals, aviation regulator DGCA on Saturday said that foreigners who went to China on or after January 15 will not be allowed to enter India.

The DGCA, in its circular to airlines on Saturday, reiterated that all visas issued to Chinese nationals before February 5 have been suspended.

However, the Directorate General of Civil Aviation (DGCA) clarified, "These visa restrictions will not apply to aircrew, who may be Chinese nationals or other foreign nationalities coming from China."

"Foreigners who have been to China on or after January 15, 2020, are not allowed to enter India from any air, land or seaport, including Indo-Nepal, Indo-Bhutan, Indo-Bangladesh or Indo-Myanmar land borders," the DGCA said.

Among Indian airlines, IndiGo and Air India have suspended all of their flights between the two countries. SpiceJet continues to fly on Delhi-Hong Kong route.

On February 1 and 2, Air India conducted two special flights to Chinese city of Wuhan, epicentre of the outbreak, evacuating 647 Indians and seven Maldivians.

Till date, three Indians have tested positive for novel coronavirus.

Wuhan, Jan 31: The World Health Organization declared a global emergency over the new coronavirus, as China reported Friday the death toll had climbed to 213 with nearly 10,000 infections.

The UN health agency based in Geneva had initially downplayed the threat posed by the disease, but revised its risk assessment after crisis talks.
