Young scientists want Modi govt to stop ‘brain drain’, boost research funding

New Delhi, Jul 3: As a large number of qualified Indians continue to go abroad for better opportunities, the country's generation-next scientists have urged the government to take immediate steps to stop this 'brain drain'.

Scientists also said that increasing funding for research could help curb this phenomenon and hoped that the Narendra Modi government's budget on Friday will take steps in that direction.

PTI caught up with scientists on the sidelines of the 69th Lindau Nobel Laureates meet to discuss their expectations from the budget and their views on the current situation of scientific research in the country. While most of them said that they expected increased funding for research, many also expressed their grouse with recent "scientific claims" by the government that have "no basis in science".

"I hope that the upcoming budget has more funding for research than last year or at least not reduce it. For a country of second largest population in the world, we have many talented and brilliant people who can contribute to the world of science," said Jalpa Soni, Marie Curie Post Doctoral fellow University of Gothenburg Sweden.

Soni is a part of a strong contingent of 44 young Indian and Indian origin scientists who have gathered here on the banks of the Lake Constance for extensive discussions with 39 Nobel Laureates from around the world to share their vision.

Sounak Mukherjee, a researcher at Indian Institutes of Science Education and Research (IISER) Kolkata, agreed with Soni.

"The biggest issue for research in India is lack of funding. Indians are great with ideas, especially in achieving goals in an easier and cheaper way, exemplary of which are our space programmes," said Mukherjee.

Mukherjee, however, added that the government is focused on promoting technological fields, but not basic science. "An overall lack of awareness of science makes our political leaders ignore climate change or be obsessed with fictional claims about Vedic Science," said Mukherjee.

Swastika Banerjee, postdoctoral candidate at University of California, San Diego in the US, said that focus should be on actual research and not claims about what occurred in the past.

"Research is very dynamic so we should always innovate and find new ideas rather than just borrowing from the past," said Banerjee.

Meanwhile, Mukherjee noted that unless the focus goes into fundamental research in this modern era, India would suffer more of "brain drain".

Brain drain largely takes place due to the migration of highly-trained personnel in search of the better standards of research and higher salaries, and access to advanced technology and more stable political conditions in different places worldwide.

"The so-called brain drain significantly decreases the quality of research with the brightest minds going abroad for research where they have more work satisfaction as well as financial satisfaction," Mukherjee said.

"There are various schemes in the government to attract young scientists, but because of political scams and without proper administrative support, they go into vain. I would expect the Indian Government to take more initiatives to support basic science for the future of young scientists and for the progress of the nation," he added.

According to a 2015 report by US National Science Foundation, migration of Indian scientists and engineers to the US increased by 85 per cent in 10 years since 2003.

India was the top country of birth for immigrant scientists and engineers, with 9,50,000 out of Asia's total 2.96 million, the report said.

"I expect more support from the government for basic science and not just engineering. It will be nice to see more money and more infrastructure being built and at the same time, the govt should make new policies," Lakshmi Balakrishnan, who is pursuing PHD in Paris, France told PTI.

Balakrishnan believes that the government should consult the young scientists and not just senior scientists while formulating research policies.

"One way to reduce, if not stop, the brain drain should be to provide quality infrastructure to encourage people to come back," she said, adding that religious claims should be backed by scientific evidence before they are popularized.

Megha Jain, who is pursuing PhD in material science from Punjabi University, Patiala believes that there is an urgent need to expand schemes to a large section of researchers.

"Since government is running many schemes to stimulate research under different categories say for women in rural areas, yet these schemes are known only to some.

"So, there is a need to give these schemes a louder applause so that each and every corner of India should get benefitted from them. Government is already doing and must do more in bringing research projects from abroad," said Jain.

"I would expect the new research budget to be higher for scientific development of the country and infrastructure. More money should be especially allocated to health and energy research. These things are important to cater to a huge population of the country," Banerjee added.

Mumbai, Jun 17: A lawyer on Wednesday moved a criminal complaint against 8 persons, including Bollywood superstar Salman Khan and producer-director Karan Johar, in a local court regarding the death of Bollywood actor Sushant Singh Rajput.

The court had fixed July 3 as the next date of hearing.

In his complaint filed in the court of Chief Judicial Magistrate, advocate Sudhir Kumar Ojha alleged that these eight persons forced Sushant to commit suicide under a conspiracy which, he pleaded, amounted to murder.

Others named in the complaint are Aditya Chopra, Sajid Nadiadwala, Sanjay Leela Bhansali, Bhushan Kumar, Ekta Kapoor, and director Dinesh.

The complainant claimed that these persons did not let Sushant's movies get released under a conspiracy and the late actor was not even invited to film functions because of these people.

Ojha said that Sushant Singh Rajput's death had not only hurt the people of Bihar but the entire country.

He said the complaint had been filed under Sections 306, 109, 504 and 506 and Bollywood actor Kangana Ranawat had been listed as a witness in the case.

Sushant Singh Rajput had allegedly committed suicide at his Bandra flat in Mumbai on Sunday.

New Delhi, April 2: The Defence Research and Development Organisation (DRDO) has developed a bio suit to keep the medical, paramedical and other personnel engaged in combating COVID-19 safe from the deadly virus.

"Scientists at various DRDO laboratories have applied their technical know-how and expertise in textile, coating and nanotechnology to develop the Personal Protective Equipment (PPE) having specific type of fabric with coating," read a statement.

The suit has been prepared with the help of the industry and subjected to rigorous testing for textile parameters as well as protection against synthetic blood. The protection against synthetic blood exceeds the criteria defined for body suits by the Ministry of Health and Family Welfare.

"DRDO is making all efforts to ensure that these suits are produced in large numbers and serve as robust line of defence for the medics, paramedics and other personnel in the front line combating COVID-19," the statement said.

The industry is geared up for production of the suit in large quantities. Kusumgarh Industries is producing the raw material and coating material, with the complete suit being manufactured with the help of another vendor. The current production capacity is 7,000 suits per day.

Another vendor is being brought in with the experience in garment technology and efforts are on to ramp up the capacity to 15,000 suits per day.

The bio suit production in the country by DRDO industry partners and other industries are being hampered due to non-availability of seam sealing tapes, the statement said.

"The DRDO has prepared a special sealant as an alternative to seam sealing tape based on the sealant used in submarine applications.

Presently, bio suits prepared using this glue for seam sealing by an industry partner has cleared test at Southern India Textile Research Association (SITRA) Coimbatore," it said.

"This can be a game changer for the textile industry. The DRDO can mass produce this glue through industry to support the seam sealing activity by suit manufacturers," the statement added.

Riyadh, Feb 28: Saudi Arabia on Thursday (Feb 27) suspended visas for visits to Islam's holiest sites for the "umrah" pilgrimage, an unprecedented move triggered by coronavirus fears that raises questions over the annual hajj.

The kingdom, which hosts millions of pilgrims every year in the cities of Mecca and Medina, also suspended visas for tourists from countries with reported infections as fears of a pandemic deepen.

Saudi Arabia, which so far has reported no cases of the virus but has expressed alarm over its spread in neighbouring countries, said the suspensions were temporary. It provided no timeframe for when they will be lifted.

"The kingdom's government has decided to take the following precautions: suspending entry to the kingdom for the purpose of umrah and visit to the Prophet's mosque temporarily," the foreign ministry said in a statement.

"Suspending entry into the kingdom with tourist visas for those coming from countries, in which the spread of the new coronavirus (COVID-19) is a danger."

The move comes as Gulf countries implement a raft of measures, including flight suspensions and school closures, to curb the spread of the disease from people returning from pilgrimages to Iran.

Even as the number of fresh coronavirus cases declines at the epicentre of the disease in China, there has been a sudden increase across the Middle East.

Since its outbreak, the United Arab Emirates has reported 13 coronavirus cases, Kuwait has recorded 43, Bahrain has 33 and Oman is at four cases.

Iran has emerged as a major hotspot in the region, with 19 fatalities from 139 infections - the highest death toll outside China, where COVID-19 originated.

While no cases have been reported in Saudi Arabia, one citizen is reported to be infected in Kuwait along with four Saudi women in Bahrain - all of whom had returned from Iran.

'UNPRECEDENTED' MOVE

The umrah, which refers to the Islamic pilgrimage to Mecca that can be undertaken at any time of year, attracts millions of devout Muslims from all over the globe each year.

There was no clarity over how the move would affect the annual hajj pilgrimage due to start in late July.

Some 2.5 million faithful travelled to Saudi Arabia from across the world to take part in last year's hajj - one of the five pillars of Islam.

The event is a key rite of passage for Muslims and a massive logistical challenge for Saudi authorities, with colossal crowds cramming into relatively small holy sites.

"This move by Saudi Arabia is unprecedented," Ghanem Nuseibeh, founder of London-based risk consultancy Cornerstone Global Associates, told news agency.

"The concern for Saudi authorities would be Ramadan, which starts at the end of April, and hajj afterwards, should the coronavirus become a pandemic."

The holy fasting month of Ramadan is considered a favourable period by Muslim pilgrims to perform the umrah.

Saudi Arabia's custodianship of Mecca and Medina - Islam's two holiest sites - is seen as the kingdom's most powerful source of political legitimacy.

But a series of deadly disasters over the years has prompted criticism of the Sunni kingdom's management of the pilgrimage.

In September 2015, a stampede killed up to 2,300 worshippers - including hundreds of Iranians - in the worst disaster ever to strike the pilgrimage.

The pilgrimage forms a crucial source of revenue for the government, which hopes to welcome 30 million pilgrims annually to the kingdom by 2030.

De facto ruler Crown Prince Mohammed bin Salman's Vision 2030 reform plan seeks to shift the economy of Saudi Arabia - the world's top crude exporter - away from oil dependency towards other sources of revenue, including religious tourism.
