Zimbabwe in 'total internet shutdown' amid violent crackdown

Harare, Jan 19: Zimbabwe on Friday faced a “total internet shutdown,” a media group said, after a days-long violent crackdown on people protesting a dramatic fuel price increase. Badly injured people streamed into a hospital in the capital after alleged assaults by security forces.

“Our country is going through one of the most trying periods in its history,” the Zimbabwe Catholic Bishops’ Conference said in a sweeping statement lamenting the government’s “intolerant handling of dissent” and its failure to halt economic collapse.

Media group MISA-Zimbabwe shared a text message from the country’s largest telecom company, Econet, calling the government’s internet order “beyond our reasonable control.” The High Court will hear a challenge to the shutdown on Monday, the Zimbabwe Lawyers for Human Rights said.

A prominent pastor and activist who faces a possible 20 years in prison on a subversion charge arrived at court, one of more than 600 people arrested this week. Evan Mawarire has called it “heartbreaking” to see the new government of President Emmerson Mnangagwa acting like that of former leader Robert Mugabe.

Mawarire is accused of inciting civil disobedience online. “It’s a shame what’s happening,” the pastor said.

International calls for restraint by Zimbabwe’s security forces are growing, while Mnangagwa prepares to plead for more investment at the World Economic Forum in Davos, Switzerland. He announced the fuel price increase on the eve of his overseas trip, leaving hardline former military commander and Vice President Constantino Chiwenga as acting president.

Gasoline in the economically shattered country is now the world’s most expensive. Zimbabweans heeded a nationwide stay-at-home call earlier this week in protest. Rights groups and others have accused security forces of targeting activists and labor leaders in response, with the United States expressing alarm.

The U.N. human rights office on Friday urged Zimbabwe to stop the crackdown, noting reports of intimidating door-to-door searches by security forces.

The Zimbabwe Association of Doctors for Human Rights has said it had treated 68 cases of gunshot wounds and 100-plus other cases of “assaults with sharp objects, booted feet, baton sticks” and more.

Injured people streamed into a private hospital in the capital, Harare, on Thursday. Some had broken legs. A nurse attended to a man with a broken spine.

Albert Taurai told The Associated Press he had ventured out to look for bread when plainclothes officers wearing masks beat him up, accusing him of barricading roads.

Keith Frymore, a 21-year-old security guard, had a torn lip. He told the AP a group of uniformed soldiers attacked him at work.

“I need $70 to get help here. I don’t have that kind of money,” he said.

Other hungry Harare residents who ventured out seeking food have reported being tear-gassed by police. Soldiers were still controlling long fuel lines in the capital on Friday, and many wary residents stayed at home.

Zimbabweans had briefly rejoiced when Mnangagwa succeeded Mugabe, who was forced out in late 2017, thinking the new president would deliver on his refrain that the country “is open for business.” But frustration has risen over the lack of improvement in the collapsed economy, which doesn’t even have a currency of its own.

The internet shutdown cuts off crucial access to the mobile money that Zimbabwe’s government uses to pay teachers and other public workers. Some said they can no longer afford fares for public transport, and some shops have run out of basics such as bread.

Death tolls in this week’s unrest have varied. Eight people were killed when police and military fired on crowds, Amnesty International said. Zimbabwe’s government said three people were killed, including a policeman stoned to death by an angry crowd.

The demonstrations amount to “terrorism,” Information Minister Monica Mutsvangwa said, blaming the opposition. State Security Minister Owen Ncube thanked security forces for “standing firm.”

But among those arrested are several ruling ZANU-PF party community leaders as well as a soldier and a police officer.

The UK’s minister for Africa, Harriett Baldwin, has summoned Zimbabwe’s ambassador to discuss “disturbing reports of use of live ammunition, intimidation and excessive force” against protesters.

The European Union in a statement late Thursday noted the “disproportionate use of force by security personnel” and urged that internet service be restored.

Washington, Mar 26: Indian-American hoteliers have come forward to rescue the stranded Indian students in the US following implementation of lockdown measures in the country in response to the rapidly-spreading coronavirus pandemic, offering them free accommodation and free meals.

With the students scrambling for a roof over their heads after being asked to vacate their hostels and India banning international flights for a week from March 22 due to the coronavirus pandemic, more than 6,000 rooms in nearly 700 hotels were offered to them by Wednesday following a call from the Indian Embassy.

The Indian Embassy have been running a round-the-clock helpline since last week for the students in the US, who number over 2,50,000.

Most of these hotels offered are in and around universities and colleges, but the hotel owners from across the country have come up in large numbers to the call given by community leaders, who have roped in Asian American Hotel Owners Association (AAHOA) for the purpose.

India's Ambassador to the US Taranjit Singh Sandhu said in a tweet, "It is heartening to see that Indian; Indian-American and other hotel owners are coming forward to help people with accommodation in these testing times. Together we can overcome the fight against COVID19!"

"The Indian community has come together to help the student and many hotel owners have offered their rooms free of cost to them. Many of them are also offering free meals to these students," Chicago-based community leader Nirav Patel told PTI.

Indian-American hotelier couple K K Mehta and Chandra Mehta have offered more than 100 rooms to Indian students at their two prime properties each near the Times Square and Barclays Center in New York City, said Jaipur Foot USA chairman Prem Bhandari on behalf of the hotels.

The Indian Consulate in New York had contacted them about this 10 days ago, he said.

"These students are the future of both India and the United States. All the top Indian-American CEOs, scientists and doctors came to this country as a student. It's our moral duty to help them with our resources," Bhandari said.

Regional director of AAHOA Upper Midwest Kalpesh Joshi said they had created a master list of the availability hotel rooms, which was being constantly updated.

Free accommodation would be allocated in coordination with the Indian Embassy and its consulates, he said.

"The Indian Embassy and its consulates are working tirelessly to get these students rooms," he added.

Joshi has also sent out a video message to his hotelier colleagues: "Because of the coronavirus outbreak, our Indian students in the US are out of shelter. Let's work together. As a hotelier, I would like to request all my hotelier friends to come forward... let's provide some rooms to the students."

Boston-based Computer Society of India (North America) has collaborated with AAHOA to help students and Indian IT professionals searching for emergency accommodation due to the COVID-19 lockdown.

Anyone who is having financial hardship will be given hotel accommodation either free of cost or the rates will not be more than USD 50, said the Computer Society of India (North America).

Minesh Patel, the chairman of Virginia Asian American Store Association, said between Richmond, Norfolk, and Virginia Beach, Indian-American hotel owners can help in arranging accommodation for over 500 Indian students.

Florida-based Vipul Patel, the national president of Asian American Store Owners Association, said support for the Indian students have been pouring in from the Indian-American hoteliers.

"I have not come across any hotel owner who said no to us," Patel said.

Rooms would be allocated to students on the recommendation of the Indian Embassy and its consulates in Houston, Chicago, Atlanta, San Francisco and New York.

The Indian Consulate in New York was the first to take a lead in this regard. It has worked with Hammock Worldwide Hotels and Resorts to provide temporary accommodation for the students at a flat rate of USD 50 per night.

Joshi said that initially there was a suggestion to charge a convenience fee of USD 20-25 per day from the students.

"But when a few of them offered free rooms and free meals, everyone agreed to it," he said.

According to Johns Hopkins University coronavirus tracker, the number of deaths caused by the novel coronavirus in the US rose to 1,031 with 68,572 confirmed cases. The US has the third highest number of confirmed cases behind China and Italy.

Hubei, Feb 10: The death toll in the deadly coronavirus outbreak in China and other parts of the world has reached 904, CNN reported citing Chinese authorities on Monday.

The number of infected people globally has now hit the 40,000 mark.

According to the country's health officials, the number of people, who died from coronavirus in the Hubei Province, has risen to 871.

"As of 24:00 on February 9, Hubei Province reported a total of 29,631 cases of new coronavirus pneumonia, including 16,902 cases in Wuhan. 22,160 patients are still being treated in hospitals. 73,127 people remain under medical observation," read the statement from the Chinese Regional Health Committee.

The novel coronavirus was first detected in China's Wuhan city in late December and has since spread to more than 25 countries.

On Sunday, the new coronavirus even surpassed the fatalities caused by the SARS epidemic in 2003.

The World Health Organisation (WHO) has declared a global health emergency in the wake of the outbreak.

Meanwhile, WHO's international expert mission led by Dr Bruce Aylward embarked for China.

Washington, May 27: Most viruses and other germs do not spread easily on flights, the US Center for Disease Control and Prevention has said in its COVID-19 guidelines which do not recommend following social distancing between two passengers inside a plane or keeping the middle seat unoccupied.

As a result of coronavirus pandemic, air traffic inside the US has come to a near halt. Air traffic is said to be down to about 90 per cent. For all travellers coming from overseas, the Center for Disease Control and Prevention (CDC) has recommended 14 days quarantine.

"Most viruses and other germs do not spread easily on flights because of how air circulates and is filtered on aeroplanes," the CDC has said in its set of COVID-19 guidelines for air travellers.

However, it noted that the air travellers were not risk-free especially in the time of the coronavirus pandemic and recommended Americans to avoid travel as far as possible.

"Air travel requires spending time in security lines and airport terminals, which can bring you in close contact with other people and frequently touched surfaces," it said.

"Social distancing is difficult on crowded flights, and you may have to sit near others (within six feet), sometimes for hours. This may increase your risk for exposure to the virus that causes COVID-19," the CDC said.

But instead of recommended social distancing inside commercial planes, the CDC has advised a series of preventive and hygienic measures to be taken by the airlines pilot and crew to prevent the spread of coronavirus.

The US Department of Transportation and Federal Aviation Administration in its latest safety alerts for operators on May 11 said that air carriers and crews conducting flight operations having a nexus to the US, including both domestic and foreign air carriers, should follow CDC's occupational health and safety guidance.

The CDC issued its guidelines in first guidelines for the airlines and airline crew on March and again in May.

The CDC, which has issued an exhaustive social guideline measures in various sections, is silent on keeping the middle seat of a plane unoccupied so as to maintain the six feet distance between two passengers.

It calls for the plane crew to report to the CDC a traveller with specific COVID-19 symptoms like fever, persistent cough, difficulty in breathing and appearing unwell.

Asking the airlines and cabin crew to review infection control guidelines for cabin crew, the CDC recommends several measures for cabin crew to protect themselves and others, manage a sick traveller, clean contaminated areas, and take actions after a flight.

Prominent among them include washing hands often with soap and water for at least 20 seconds, particularly after assisting sick travellers or touching potentially contaminated body fluids or surfaces and use of alcohol-based hand sanitizer (containing at least 60 per cent alcohol) if soap and water are not available.

Airlines should consider providing alcohol-based hand sanitizer to cabin and flight crews for their personal use, it said.

The CDC guidelines do not recommend following social distancing inside a plane between two passengers or keeping the middle seat unoccupied. But it asks to minimise contact between passengers and cabin crew and the sick person.

"If possible, separate the sick person from others (by a distance of 2 meters or 6 feet, ideally) and designate one crew member to serve the sick person. Offer a facemask, if available and if the sick person can tolerate it. If a facemask is not available or cannot be tolerated, ask the sick person to cover their mouth and nose with tissues when coughing or sneezing," said the CDC guidelines.

If no symptomatic passengers were identified during or immediately after the flight, the CDC recommends airlines to follow routine operating procedures for cleaning aircraft, managing solid waste, and wearing PPE.

"If symptomatic passengers are identified during or immediately after the flight, routine cleaning procedures should be followed, and enhanced cleaning procedures should also be used," it said.

Clean porous (soft) surfaces (e.g, cloth seats, cloth seat belts) at the seat of the symptomatic passengers and within 6 feet of the symptomatic passengers in all directions, it added.
