14 US lawmakers urge Modi to lift clampdown in J&K

Washington, Sept 28: Indian-American lawmaker Pramila Jayapal along with 13 other US Congressmen have urged Prime Minister Narendra Modi to address concerns over the human rights situation in Kashmir and lift the communications blackout.

A statement, addressed to Prime Minister Modi, was issued jointly by Congressmen Gilbert R. Cisneros, Jr, Judy Chu, Pramila Jayapal, Carolyn Maloney, Gerald Connolly, Ilhan Omar, Barbara Lee, Al Green, Zoe Lofgren, Andy Levin, Mike Levin, James P. McGovern, Jan Schakowsky, and Katie Porter.

"On behalf of thousands of families across the country who have been unable to contact family in Jammu and Kashmir, we are urging Prime Minister Modi to lift the communications blackout and address the ongoing humanitarian concerns," the lawmakers said in the joint statement.

Restrictions were imposed when New Delhi had on August 5 scrapped the state's special status under Article 370 of the Constitution and bifurcated in into Union Territories -- Jammu and Kashmir, and Ladakh.

Asserting that the abrogation of Article 370 of its Constitution to withdraw Jammu and Kashmir's special status was its "internal matter", India has defended imposition of restrictions in the Kashmir Valley on the grounds that they were put to prevent Pakistan from creating more mischief through proxies and terrorists.

"India is an important US partner and the world's largest democracy. As such, we hope that the Government of India will demonstrate leadership and lift these restrictions. The people of Jammu and Kashmir deserve the same rights as any other citizen of India," the statement said.

The joint statement, the lawmakers said, is in response to the imposition of media blackout starting August 5, leaving millions in Jammu and Kashmir without access to mobile phones or the internet while many others have been detained.

"As a result, family members in the United States and elsewhere have had no ability to contact loved ones in Jammu and Kashmir, leading to concerns about their welfare," said the statement, the lead in which was taken by Congressman Cisneros, who is a Member of the Congressional Hispanic Caucus and an Executive Board Member of the Congressional Asian Pacific American Caucus.

The restrictions in Kashmir have been lifted in phases from many parts of the Valley as the situation improved with passage of time.

Normal life remained affected in Kashmir as main markets and other business establishments continued to remain closed for the 54th consecutive day on Friday.

Mobile services remained suspended in Kashmir except in Handwara and Kupwara areas in the north, while Internet services -- across all platforms - continued to be snapped in the Valley.

Washington, Feb 27: President Donald Trump has said that the US' relationship with India is "extraordinary" right now and a lot of progress was made in bilateral ties during his maiden official visit to the country where America will be doing a lot of business.

Talking to reporters, after his return from India on Wednesday, Trump said, "He (Prime Minister Narendra Modi) is a great gentleman, a great leader. It's an incredible country."

President Trump visited India from February 24 to 25. He was accompanied by first lady Melania Trump, daughter Ivanka Trump, son-in-law Jared Kushner and the top brass of his administration, including national security advisor Robert O'Brien.

They visited Ahmedabad, Agra and New Delhi before leaving for Washington on Tuesday.

During his stay, he addressed a massive rally in Ahmedabad, visited Agra and held official meetings in New Delhi.

The US President was feted at the world's largest cricket stadium in the "Namaste Trump" event in Ahmedabad and was cheered by tens of thousands of people.

"We were treated very, very well and we really enjoyed it. A lot of tremendous progress was made in terms of relationship - our relationship with India is extraordinary right now," he said.

"We are going to be doing a lot of business with India, they are sending billions and billions of dollars now to the United States," Trump said in response to a question.

In a tweet, his daughter Ivanka said that, Trump announced that US international development finance corporation "will establish a permanent presence in India to strengthen our economic ties, improve development plus further women's economic empowerment through WGDP (Women's Global Development and Prosperity Initiative)!"

On her arrival from India, she thanked PM Modi for "your warm hospitality as we visited your beautiful country and celebrated the strength, spirit and unity of the US and India!"

"Throughout our visit we saw monumental achievements of human creativity and proof of the infinite capacity of the human heart!" she said.

The first lady tweeted two pictures of her with Trump facing the Taj Mahal in Agra.

"One of the Seven Wonders of the World, the breathtaking Taj Mahal!" she said.

President Trump "reaffirmed the strong strategic partnership, vibrant economic ties and expanding security relationship between our two countries. Wonderful trip, but glad to be home! Thank you India!" said White House press secretary Stephanie Grisham.

During the visit, India and the US on Tuesday finalised defence deals worth $3 billion under which 30 military helicopters will be procured from two American defence majors for Indian armed forces.

The deals will include procurement of 24 MH-60 Romeo helicopters by India from the US at a cost of $2.6 billion. Another contract to acquire six AH-64E Apache helicopters for $800 million from the US is also on the table.

New Delhi, Jan 17: Airports in Srinagar and Jammu are to be “immediately” brought under the security cover of the CISF in view of the arrest of DSP Davinder Singh, a Jammu and Kashmir government order has said.

The two sensitive airports are to be “handed over” to the CISF by January 31, the order of the Jammu and Kashmir Home Department to the Director General of Police (DGP) said.

“This issue (CISF security at Srinagar and Jammu airports) has acquired immediacy in view of the recent developments relating to the arrest of Davinder Singh, DSP airport security, for trying to assist militants to travel to other parts of the country,” the order issued on Wednesday said.

Police had arrested Singh, a deputy superintendent of police, at Mir Bazar in Jammu and Kashmir’s Kulgam district on Saturday, along with Hizbul Mujahideen terrorists Naveed Baba and Altaf, besides a lawyer who was operating as an overground worker for terror outfits.

The two airports are guarded by the CRPF and the J-K Police at present.

The Union government had last year decided that the Central Industrial Security Force (CISF) will be handed over security of these two airports along with the one in Leh in view of their sensitive and strategic location and the threats it faced related to possible terrorist and hijack attempts.

CISF is the national civil aviation security force and at present it guards 61 airports including the ones at Delhi and Mumbai.

News agency had on January 13 reported that the Union home ministry sanctioned about 800 personnel to the CISF in order to take over security duties at the three airports of the newly created Union Territories of Jammu and Kashmir and Ladakh.

As per the original plan, the CISF was to take over Jammu airport by next month and the Srinagar and Leh airports after the spell of severe cold ends.

However, officials said, keeping in mind the arrest of the DSP and his alleged links, the latest order has been issued which also directs the J-K Police to make arrangements for accommodation, transport and other logistical requirements of the armed contingent of the CISF on a quick basis.

Once inducted at the most-sensitive Srinagar airport, the CISF will secure access control at both city and air side (tarmac area) while the CRPF will be responsible for securing the outer periphery. At the Jammu airport, the peripheral security duties will be rendered by the JK Police.

An assortment of surveillance and security gadgets like CCTVs, observation monitors, hand-held metal detectors, bullet-proof patrol vehicles and bomb detection and disposal equipment are also being provided by the airport operator, the Airports Authority of India (AAI), to the CISF.

The Union government sometime back made it clear that CISF will be the only civil airports guarding force and all such facilities in the country will be gradually brought under its command to bolster aviation security and tighten anti-terror and anti-hijack protocols.

Ninety per cent of a sample group of coronavirus-recovered patients from a prominent hospital in China's Wuhan city where the pandemic broke out have reported lung damage and five per cent of them are again in quarantine after testing positive for the virus, according to a media report on Wednesday.

A team at the Zhongnan Hospital of Wuhan University led by Peng Zhiyong, director of the hospital's Intensive Care Unit, has been conducting follow-up visits with '100 recovered patients' since April.

The first phase of this one-year programme finished in July. The average age of the patients in the study is 59.

According to the first phase results, 90 per cent of the patients' lungs are still in a damaged state, which means their lungs ventilation and gas exchange functions have not recovered to the level of healthy people, state-run Global Times reported.

Peng's team conducted a six-minute walking test with the patients. They found that the recovered patients could only walk 400 metres in six minutes while their healthy peers could walk 500 metres in the same period.

Some recovered patients have to rely on oxygen machines even three months after being discharged from the hospital, Liang Tengxiao, a doctor from the Dongzhimen Hospital, Beijing University of Chinese Medicine, was quoted as saying by the report.

Liang's team is also conducting follow-up visits with recovered patients aged above 65.

The results also showed that antibodies against the novel coronavirus in 10 per cent of the 100 patients have disappeared.

Five per cent of them received negative results in Covid-19 nucleic acid tests but positive results in Immunoglobulin M (IgM) tests, and thus have to be quarantined again, the report said.

IgM is usually the first antibody produced by the immune system when a virus attacks. A positive result in an IgM test usually means that a person has just been infected by the virus.

It is still unclear if this means these people have been infected again.

The 100 patients' immune systems have not fully recovered as they showed a low level of B cells -- - a primary force for killing viruses in the human body -- but a high level of T cells which only recognise viral antigens outside infected cells.

"The results revealed that the patients’ immune systems are still recovering," Peng said.

The patients also suffered from depression and a sense of stigma. Most of the recovered patients told the team that their families were not willing to have dinner with them at the same table, the report said.

Less than half of the recovered patients have returned to work, it said.

The findings are significant as the coronavirus first emerged in Wuhan city.

Hubei province for which Wuhan is the provincial capital has reported a total of 68,138 confirmed Covid-19 cases till now. The disease has claimed 4,512 lives in the province, according to the official data.

China reported 27 new confirmed Covid-19 cases on Tuesday, including 22 locally-transmitted cases, the National Health Commission (NHC) said on Wednesday.
