19.96 lakh ghost beneficiaries identified at Assam Anganwadi centres: RTI reply

New Delhi, Sept 22: As many as 19.96 lakh ghost beneficiaries have been identified at Anganwadi centres in Assam through a daily headcount, according to an RTI query.

In Assam, there are a total of 62,153 Anganwadi centres in which 36,24,973 beneficiaries, including 5,94,296 pregnant women and lactating mothers, are enrolled.

The Centre has asked all States to conduct headcount of all beneficiaries of Anganwadi centres, a type of rural child care centre set up by the government to combat undernutrition and stunting among children below the age of six years and also meet nutritional needs of pregnant and lactating women.

In reply to an RTI query, the Women and Child Development Ministry said a total of 19.96 lakh ghost beneficiaries (both children and pregnant women and lactating mothers) have been eliminated from the Anganwadi services in Assam while report from other state governments are still awaited.

The Ministry further said the beneficiaries under the Anganwadi Services Scheme are identified on the basis of Aadhaar which is used as identity document for delivery of services or benefits in a bid to bring transparency and efficiency.

“The beneficiaries not possessing Aadhaar card are assisted by the field functionaries to obtain the Aadhaar card. Till such time they get the Aaadhar card, they are provided the Anganwadi services on the basis of alternative identification document,” according to the RTI reply.

Officials said the identification of fake beneficiaries is an ongoing exercise and a report in this regard has been received just from Assam yet.

There are around 14 lakh Anganwadis across the country and 10 crore beneficiaries, which include children under the age of six and pregnant women and lactating mothers.

According to the revised cost norms for supplementary nutrition, children from six to 72 months get ₹8 per day while severely malnourished children (6-72 months) get ₹12 per day and pregnant women and nursing mothers get ₹9.50 per day.

The identification of fake beneficiaries is also being done through smartphones having Integrated Child Development Services-Common Application Software (ICDS-CAS) app, officials said.

These smartphones have been distributed to over 1.2 lakh Anganwadi centres.

The nutrition monitoring app has been developed under the Poshan Abhiyan, also called the National Nutrition Mission, launched by the Centre in 2018 with an aim to bring down stunting in children in the age group of 0-6 years from 38.4% to 25% by 2022.

Kochi, Jul 30: The Kerala High Court on Thursday refused to grant the extension for the stay of a 74-year-old US citizen, Johnny Paul Pierce, who had earlier said that he felt safer to remain in India than in the United States amid the COVID-19 pandemic.

The single-judge bench of Justice CS Dias, which considered the writ petition, observed that the grant or extension of visa to foreign nationals fall exclusively within the domain of the Government of India (GoI) and that judicial review in such matters is minimal.

The power of the GoI to expel foreigners is absolute and unlimited, the bench said.

"In view of the categoric declaration of law by the Supreme Court, the plea of the petitioner to permit him to stay back in India cannot be accepted, as it falls within the purview of the guidelines and the discretion of the Government of India," the order said.

"The petitioner cannot be heard that the guidelines/policies/regulations formulated by the Government of India, that an American national though has been granted a visa having validity of five years has to leave India within 180 days, is irrational or unreasonable," it added.

The High Court, which was hearing a plea to permit the US citizen to stay in India for a further period of six months, said that the petitioner does not have a case that there is an infraction of Article 21 of the Constitution of India.

"The petitioner was well aware of the visa conditions when he arrived in India, and it is too late in the day for him to raise a grievance on the visa conditions," the bench said noting that the petitioner's love for India was heartening.

The High Court also directed the Foreigners Registration Officer to consider the petitioner's representation within a period of two weeks in accordance with the applicable guidelines and policies.

New Delhi, Mar 27: The Delhi government has arranged to serve lunch and dinner to the needy in 325 schools in Delhi, chief minister Arvind Kejriwal said on Friday amid reports of people going hungry without access to food during the ongoing nationwide lockdown.

From Saturday, arrangements will be put in place to feed about four lakh people daily at different centres across Delhi, he said addressing the media. "We have made arrangements to provide lunch and dinner in 325 schools. Around 500 people will be provided with food in all these schools. So far we were providing food to 20,000 people daily, the number will now increase to around 2,00,000 from today."

He also said that "from tomorrow, we'll be providing food to 4,00,000 people daily. We're distributing the centres across Delhi."

Stating that the total number of confirmed positive COVID-19 cases in Delhi is now 39, Kejriwal said "We are ready to face any challenge.".

"There are a total of 39 coronavirus positive cases in Delhi as of today, of which 29 cases are of those who had come from outside and were kept in quarantine and 10 of these were cases of local transmission," said Kejriwal at a press conference.

The Chief Minister said that a team of 5 doctors has been set up to look into the preparedness needed to deal with an increase in the number of positive cases for coronavirus in future.

He said, "The team of doctors under the chairmanship of Dr Shiv Kumar Sarin, the head of Institute of Liver and Biliary Sciences, presented a detailed report on March 26 on the preparedness needed to deal with a situation if the number of positive cases for coronavirus increases."

"The report has categorized three situations - if the number of positive cases increases to 100 per day, 500 per day and 1000 per day," he said while adding that the doctors have clearly stated what preparedness should be taken for each situation including the number of ventilators, isolation beds, doctors and nurses required.

He also cited concerns raised by chief ministers of several states including Jharkhand's Hemant Soren and West Bengal's Mamata Banerjee.

Kejriwal said "we consider all those living in Delhi as Delhiites and everyone will be taken care of."
The number of cases tested positive for coronavirus rose to 724 on Friday, according to the Ministry of Health and Family Welfare.

United Nations, Jul 10: India is a "good example" as solar auctions have seen popularity amidst the height of the COVID-19 pandemic, UN chief Antonio Guterres said on Thursday, underlining that renewable energy is the only energy source expected to grow in 2020 and offers more jobs than the fossil fuel industry.

In his remarks to the International Energy Agency "Clean Energy Transition Summit'', UN Secretary-General Guterres urged the international community to commit to further usage of coal and to end all external financing of coal in the developing world.

"Coal has no place in COVID-19 recovery plans. Nations must commit to net-zero emissions by 2050 and submit more ambitious national climate plans before COP-26 next year," he said.

"The seeds of change are there. Renewable energy is the only energy source expected to grow in 2020. Solar auctions have seen popularity amidst the height of the pandemic. India serves as a good example. Renewables offer three times more jobs than the fossil fuel industry," Mr Guterres said.

Last month, Adani Green Energy said it has bagged the first of its kind manufacturing-linked solar contract worth Rs 45,000 crore from the Solar Energy Corporation of India (SECI) to develop 8 GW electricity generation capacity and 2 GW equipment manufacturing facility in the country.

Mr Guterres said he has asked all countries to consider six climate positive actions as they rescue, rebuild and reset their economies.

"We need to make our societies more resilient. We need green jobs and sustainable growth," he said, adding that bailout support to sectors such as industry, aviation and shipping should be conditioned on alignment with the goals of the Paris Agreement.

Countries also need to stop wasting money on fossil fuel subsidies and place a price on carbon, he said, noting that countries need to consider climate risk in their decision making.

"Every financial decision must take account of environmental and social impacts. Overall, we need to work together," he said.
