23 dead in Uttar Pradesh rail accident; three trains cancelled, six rerouted

Lucknow, Aug 20: In a series of tweets, Prabhu said Minister of State Manoj Sinha has rushed to the spot while the Chairman of Railway Board and Member Traffic have been asked to oversee rescue and relief operations. "Rescue operations have been completed. All injured shifted to hospital. Restoration work will start now. Still monitoring situation closely. "Have directed Railway Doctors to visit the injured in hospitals and ensure best possible medical help. "Restoration work commenced. First coach, re-railed at 2355 hrs. My heart goes out for the families, kin of the deceased and injured (sic)," Prabhu earlier said in a series of tweets.

NDRF DG Sanjay Kumar said the rescue operations began at 8.50 pm and four teams were pressed into service. "Bodies of two males and a woman were extricated from beneath the mangled remains, while efforts were on to pull out another woman's body," he said in Khatauli.

The DG said the National Disaster Response Force (NDRF) personnel were trying to bring back to the ground one of the coaches which had settled atop the other due to the impact of the crash, adding, "So technically the operation would be over once we put the coach back on ground." Kumar said initially the NDRF had sent two teams from Ghaziabad but after seeing the magnitude of the tragedy two more teams were pressed into service.

Another senior NDRF official at the accident site said, "About 165 personnel, including dog-trainers, worked on the rescue operations." Medical vans were also rushed to the site. The Railway ministry was also in close touch with the Uttar Pradesh government to coordinate rescue and relief operations. In Lucknow, Uttar Pradesh ADG (Law and Order) Anand Kumar said that top priority was being accorded to ensure prompt rescue and relief work.

Meanwhile, Railways spokesperson Anil Saxena said, "Initially, we thought that it was only 4-5 coaches, now we have ascertained that 14 coaches have derailed. As of now our focus is on rescue and not on finding reasons for the accident." Since darkness was impeding rescue operations, he said the power department officials had been directed to ensure that there was no shortage of electricity. Kumar also said IMA chapters in Meerut zone have been alerted and asked to ensure adequate and prompt medical care to the injured.

Uttar Pradesh chief minister Yogi Adityanath enquired about the accident and directed officials to take all possible action, an official spokesperson said. Uttar Pradesh ministers Suresh Rana and Satish Mahana visited the accident site and took stock of the situation after chief minister Adityanath directed them to reach Khatauli to expedite rescue and relief operations. The derailment of the Utkal Express also resulted in cancellation of three train services and diversion of six others.

According to a statement from railway ministry, the 14521/14522 Ambala-Delhi-Ambala Intercity Express, 18478 Haridwar-Puri Utkal Kalinga Express and the 14682 Jalandhar- New Delhi Intercity Express, which will commence journey on Sunday, stood cancelled.

Manoj Baliyan, a local resident, said he heard a massive thud and the next thing he saw was a blue railway coach flying over another coach and hit his house like a giant projectile. When the 42-year-old man gathered his wits all he couldsee was scores of bodies in front of the house, along the railway track.

"A coach had even rammed the boundary wall of a college building near our house," said Baliyan, who runs a shop in the area. "There was a massive thud and one of the coaches flew over the pantry car and rammed our house's porch," he said. The other end of the S2 coach is resting over the pantry coach with its doors shattered.

The government suspended all the India-bound air travel from China and has declared all visas 'invalid', on Monday, due to the rapid escalation of cases of novel coronavirus outbreak which originated in Wuhan.

"Embassy and our Consulates have been receiving several queries from Chinese citizens as well as other foreign nationals, who are based out of China or visited China in the last 2 weeks, as to whether they can use their valid single/multiple entry visas to travel to India," tweeted the Embassy of India in Beijing, China.

"It is clarified that existing visas are no longer valid. Intending visitors to India should contact the Indian Embassy in Beijing ([email protected]) or the Consulates in Shanghai ([email protected]) and Guangzhou ([email protected]) to apply afresh for an Indian visa," it said.

Further, regarding the validity of visas, the embassy said, "Indian Visa Application Centres (http://blsindia-china.com) in these cities may also be contacted in this regard. Visa Section of the Embassy/Consulates of India in China can be contacted to ascertain the validity of visa before undertaking any visit to India."

"All those who are already in India (with regular or e-visa) and had traveled from China after January 15 are requested to contact the hotline number of Ministry of Health and Family Welfare of Government of India (+91-11-23978046 and email: [email protected])," the embassy said.

Mumbai, May 4: Days after Facebook, private equity firm Silver Lake said it will invest 56.56 billion rupees ($746.74 million) in Reliance Industries's digital arm, giving it a valuation of 4.90 trillion rupees. Silver Lake on Monday agreed to pay Rs 5,655.75 crore to buy 1.15 per cent stake in the firm that houses billionaire Mukesh Ambani's telecom arm Jio.

The investment in Jio Platforms comes within days of Facebook investing USD 5.7 billion to buy a 9.99 per cent stake in Jio Platforms. The investment is at a premium of 12.5 per cent to the Facebook deal.

"This investment values Jio Platforms at an equity value of Rs 4.90 lakh crore and an enterprise value of Rs 5.15 lakh crore and represents a 12.5 per cent premium to the equity valuation of the Facebook investment announced on April 22, 2020," Reliance said in a statement.

New Delhi, Jun 22: The Delhi Police Monday urged the Delhi High Court to grant them a day’s more time for seeking instructions on a plea by Jamia student Safoora Zargar, who was pregnant and arrested under the anti-terror law --UAPA--, seeking bail in a case related to communal violence in northeast Delhi during protests against the Citizenship Amendment Act in February.

Justice Rajiv Shakdher, who conducted the hearing through video conferencing, allowed the request after Zargar’s counsel said she has no objection to it and listed the matter for Tuesday.

Zargar, M Phil student of Jamia Millia Islamia University, is more than four months pregnant.

During the hearing, Solicitor General Tushar Mehta, representing the Delhi Police, sought a day’s time to take instructions on the issue and said it will be in “larger interest” if he is given indulgence.

Additional Solicitor General (ASG) Aman Lekhi also joined Mehta and said they are ready with the arguments on merits of the case but they do not intend to proceed on merits at this stage.

Advocate Nitya Ramakrishnan, appearing for Zargar, said the woman is in a delicate state and is in a fairly advanced stage pregnancy and if the police need time to respond to the plea, she be granted interim bail for the time being.

The high court asked Solicitor General (SG) Tushar Mehta to come back with instructions on Tuesday.

The police has also filed a status report in response to the bail plea.

Jamia Coordination Committee member Zargar, who was arrested by the Special Cell of Delhi Police on April 10, has challenged in the high court the June 4 order of the trial court denying her bail in the case.

The hearing in the high court also witnessed exchange of words between Mehta, Lekhi on one side and Delhi government standing counsel (criminal) Rahul Mehra who objected the appearance of the two senior law officers on behalf of Delhi Police in the case.

Mehra contended that unlike another North East Delhi violence matter in which requisite approval was sought by the Delhi Police to be represented by a team of lawyers led by the Solicitor General, no such procedure was followed in this case.

"They know that my view in such cases will be more humanitarian and not as per their whims and fancies. I am not supposed to be the mouth piece of the Delhi Police, I am an officer of the court," he said.

Lekhi shot back "a client chooses the lawyer and a lawyer cannot impose himself on the client.

He said this controversy would deviate the court from the issue in hand and Mehra's objection can be kept aside in this case.

The high court concluded the hearing, asking the counsel for Delhi Police to sort out their battles by tomorrow.

 The trial court, in its order, had said “when you choose to play with embers, you cannot blame the wind to have carried the spark a bit too far and spread the fire.”

It had said that during the course of investigation a larger conspiracy was discernible and if there was prima facie evidence of conspiracy, acts and statements made by any one of the conspirators, it is admissible against all.

The trial court had said that even if there was no direct act of violence attributable to the accused (Zargar), she cannot shy away from her liability under the provisions of the Unlawful Activities (Prevention) Act (UAPA).

However, the trial court had asked the concerned jail superintendent to provide adequate medical aid and the assistance to Zargar.

The police had earlier claimed that Zargar allegedly blocked a road near Jaffrabad metro station during the anti-CAA protests and instigated people that led to the riots in the area.

It further claimed that she was allegedly part of the “premediated conspiracy” to incite communal riots in northeast Delhi in February.

Communal clashes had broken out in northeast Delhi on February 24 after violence between citizenship law supporters and protesters spiralled out of control leaving at least 53 people dead and scores injured.
