New Delhi, Apr 30: Polling began on Wednesday in 89 seats across seven states and two Union Territories — Dadra and Nagar Haveli, Daman and Diu — in the seventh phase of the staggered Lok Sabha elections.

Of these 89 seats going to polls, the Congress had won 37 in 2009; the BJP 21; the Trinamool Congress and the Janata Dal (United) five each; the CPI(M), Shiromani Akali Dal and the Samajwadi Party four each.

It is a make or break day for many political big guns – some of them making their electoral debut. Round 7 of the nine-phase LS polls has Congress president Sonia Gandhi, a number of BJP bigwigs, including prime ministerial candidate Narendra Modi, patriarch LK Advani, chief Rajnath Singh and senior leader Arun Jaitley, facing the voter test.

Modi tweeted while on the way to cast his vote, urging the voters in the remaining states to vote.

"On my way to vote. I consider myself extremely blessed & fortunate to be a voter in Advani ji's Parliamentary Constituency. Urging all those voting in 89 Lok Sabha seats across India to vote in record numbers today! Hope my young friends show the way in doing so."

For Modi, stakes are high. In running from Vadodara, he makes his Lok Sabha poll debut and is also aiming for a clean sweep in his home state. A BJP victory in all the 26 seats in Gujarat will strengthen his position and silence detractors within the party. Advani, whose sudden wish to contest from Bhopal had caused some unease in the party, is a candidate for capital Gandhinagar. In the 2009 elections, the BJP had won 17 seats and the Congress nine.

There is also a high-voltage battle in Punjab. The ruling Shiromani Akali Dal (SAD)-BJP combine faces a strong contender in anti-incumbency. The SAD is also battling charges of patronising a thriving drug racket in the border state where addiction is huge problem and a major poll issue.

Rivals have accused senior party leaders and ministers of being part of the multi-crore illicit trade. The Aam Aadmi Party may make its presence felt in some seats.

In Amritsar 10% polling was recorded till 8am. The holy city is being watched closely where BJP’s Jaitley, who is making his poll debut, and former CM and senior Congress leader Capt Amarinder Singh are locked in a tight race.

At 71, senior Congress leader Ambika Soni is fighting her first electoral battle from Anandpur Sahib, another town held sacred by Sikhs. The Congress had won eight of the 13 seats in the state in 2009.

A keen contest is expected between the Congress and the Telangana Rashtra Samithi (TRS) on all the 17 Lok Sabha and 119 assembly seats in the Telangana region, which on June 2 will become the country’s 29th state.

While the Congress is claiming credit for fulfilling the long-standing demand for a separate state, the TRS is publicising its “sacrifices”. The TDP-BJP alliance is also eyeing some seats in this part of undivided Andhra Pradesh.

Fourteen seats are being contested in Uttar Pradesh. Congress chief Sonia Gandhi is seeking a third straight term from Rae Bareli. A high-pitched campaign in the constituency saw her daughter Priyanka Gandhi Vadra taking on the BJP and Modi for repeated attacks on husband Robert Vadra over his alleged land deals.

In the state capital Lucknow, BJP chief Rajnath Singh is looking to claim the legacy of former PM Atal Behari Vajpayee who once described the constituency as his political ‘karambhoomi’. Singh faces Congress’ Rita Bahuguna Joshi.

Senior BJP leader Murli Manohar Joshi, moved from Varanasi to make way for Modi, is up against sitting MP and coal minister Sriprakash Jaiswal in Kanpur.

In Bihar, EC official figures showed 4.85% voting by 8am. Election to seven constituencies in flood-hit north Bihar is crucial for the state’s three major formations -- Janata Dal (United), Rashtriya Janata Dal-Congress combine and the BJP-Lok Janshakti Party alliance.

Veteran parliamentarian and JD (U) president Sharad Yadav, whose party ended its 17-year-old alliance with the BJP over Modi, is in the race from Madhepura.

In West Bengal, BJP’s Chandan Mitra is seeking his first Lok Sabha term from Hooghly as nine seats go to the polls.

In Jammu and Kashmir, polling will be held for the key Srinagar seat featuring Union minister and National Conference chief Farooq Abdullah, father of chief minister Omar Abdullah.

A big fight has erupted between the Abdullahs and Modi in the run-up to voting day over secularism and Article 370 (which grants special status to the state) of the Constitution. The BJP’s stated position is it will scrap Article 370 if it comes to power.

The fight in Dadra and Nagar Haveli and Daman and Diu is for one seat each. Both seats are with the BJP in the outgoing Lok Sabha.

When polling draws to a close on Wednesday, 438 Lok Sabha seats would have been voted for. The remaining 105 will go to the polls in two phases — May 7 and May 12. Counting will be held on May 16.

Jaipur, Jan 27: Senior Congress leader Shashi Tharoor said that if the Citizenship Amendment Act leads to the implementation of the NPR and the NRC, it would be a complete victory for Pakistan's founding father, Muhammad Ali Jinnah.

He said that Jinnah's idea of a country was already winning in India with the contentious Citizenship Amendment Act (CAA) coming into effect, but asserted that there was still a choice available.

"I would not say Jinnah has completely won, but I would say Jinnah is winning. There is still a choice available to the nation between Jinnah's idea of a country and Gandhiji's idea of a country," he said on the sidelines of the Jaipur Literature Festival on Sunday.

The CAA came into force in India in December amid protests across the country and around the world.

The MP from Thiruvananthapuram said that the amended Citizenship Act took Jinnah's logic by declaring that religion shall be the basis of nationhood, reaffirming that Gandhi's idea is that all religions are equal .

"The CAA is, if you are talking Tennis, you would say one set up or big first set lead for Jinnah. But the next step would be if the CAA would lead to the National Population Register (NPR) and the National Register of Citizens (NRC). If that happens, then you would consider that Jinnah's victory is complete," he said.

The CAA seeks to grant citizenship to migrants belonging to Hindu, Sikh, Buddhist, Christian, Jain and Parsi communities who came to India from Pakistan, Bangladesh and Afghanistan on or before December 31, 2014.

On the BJP's defence that the NPR was carried out during the UPA regime, Tharoor said that the Congress government had utilised a decision of the NDA government led by former prime minister Atal Bihari Vajpayee.

"It never asked where were your parents born. It never authorised the enumerators to note on the margin 'dubious citizenship', a term used in the NPR rules crafted by this government. That is purely BJP's invention," he said.

If we go around this country authorising people to interview all the citizens, or identify some who have 'dubious citizenship', you can be pretty sure which Indians are going to be found on the 'dubious citizenship', he said.

"That will principally be one community that is not mentioned in the CAA. And if that happens, then it is indeed Jinnah's victory.

"From wherever he is, he can point to this place and say, 'see I was right in the 1940. We are separate nations and Muslims deserved their own country because Hindus cannot be just'," Tharoor said.

Speaking about the Delhi election, the three-time MP said that the maximum development in the national capital happened under the Congress government.

"What Sheila Dikshit did in her 15 years as Chief Minister of Delhi, no other leader could do it before or after her," he said.

Jaipur, Jul 13: Congress Legislature Party (CLP) on Monday unanimously passed a resolution supporting Chief Minister Ashok Gehlot-led government and accusing the BJP of destabilising the government by indulging in horse-trading of MLAs.

The CLP also condemned all "undemocratic" acts to weaken Congress party and its government and demanded action against any Congress office-bearers involved in anti-party activities.

"Feared by exemplary works and public service of Congress government, BJP-led conspiracy is trying to destabilise Congress' state government, horse-trading of MLAs and trying to murder democracy by using money and political power," read the resolution.

"It is unfortunate that BJP did not learn lessons from the defeat in the Rajya Sabha elections and are trying to destabilise Congress government using corrupt means.

This ripping off of democracy by BJP is an insult to 8 crore people of Rajasthan, they will not accept it. CLP meet expresses its confidence in Congress President Sonia Gandhi and leader Rahul Gandhi, and unanimously supports the government led by Ashok Gehlot," it said.

"This meet urges that strict disciplinary action be taken against any office-bearer or member of Legislative Party who indulges in activities against the Congress government, party or gets involved in any conspiracy," read the resolution.

As many as 107 MLAs attended the CLP meeting, which begun in the afternoon and now has been concluded.

"107 MLAs are present at the CLP meeting in Jaipur," Chief Minister Ashok Gehlot's media advisor confirmed to media.

The crisis in Rajasthan Congress intensified with Gehlot and his deputy Sachin Pilot at loggerheads. While Gehlot is blaming BJP for trying to destabilise the state government by poaching MLAs, Pilot is camping in Delhi to speak to the party leadership regarding the political turmoil in the state.

BJP has claimed that the Ashok Gehlot-led government has lost the majority in the state.

"Sachin Pilot was the rightful candidate for the post of Rajasthan Chief Minister but Ashok Gehlot took the charge; a conflict in the party began since then. What is happening today is the result of that conflict. The state government has lost the majority," Rajasthan BJP President Satish Punia said today.

New Delhi, May 4: The government has not talked about charging anything from migrant labourers as 85 per cent of the transportation cost is borne by the railways and 15 per cent by state governments, the Centre said on Monday amid a row over the national transporter allegedly charging the workers for ferrying them home during the COVID-19-induced lockdown.

The government also said the process of transporting the stranded migrant labourers was being coordinated by states “except for one or two states”.

Asked if the migrant labourers were being charged for being ferried home, Joint Secretary at the Health Ministry Lav Agarwal said that as far as migrant labourers are concerned, the guidelines have clearly stated that under the infectious disease management one should stay where he or she is.

“Based on the request given from states for particular cases, permission was given to run special trains. Be it government of India or the Railways, we have not talked about charging from workers. Eighty-five per cent of the transportation cost is borne by the Railways, while states have to bear 15 per cent of the cost,” he told reporters.

“Based on the request of the states the process that started, under which limited number of stranded migrant labourers have to be transported for a particular reason, is being coordinated by the state governments, except for one or two states,” Agarwal said.

At the daily briefing on the COVID-19 situation, Agarwal also said that in the last 24 hours, 1,074 COVID-19 patients have recovered, the highest number of recoveries in one day.

The recovery rate stands at 27.52 per cent with 11,706 COVID-19 patients cured till now, he said.

Agarwal said in the last 24 hours, 2,553 novel coronavirus cases were reported, taking the number of overall cases to 42,533. The total number of active cases stands at 29,453, he said.

The joint secretary also said that the COVID-19 curve is relatively flat as of now and it was not right to talk in terms of when the peak would come.

“If we collectively work then the peak might not ever come, while if we fail in any way we might experience a spike in cases,” he said.

Amitabh Kant, Chairman of the Empowered Group dealing with civil society, NGOs, industries and international partners, said in 112 aspirational districts, “we worked with the collectors and in these 112 districts only 610 cases have been reported which is two per cent of the national level infection”.

In these 112 districts, 22 per cent of India's population resides, he said.

In a few districts like Baramulla, Nuh Rachi, Kupwara and Jaisalmer more than 30 cases have been reported, while in the rest of the places very few cases are there, Kant said.
