Aadhaar-Based eKYC Re-Verification for All Mobile Subscribers Should Be Completed Within a Year: DoT

Mar 27: All existing subscribers of mobile services will have to go for Aadhaar-based re-verification soon, with the government instructing telecom operators to initiate the process.

mobileCellular operators' body COAI said its members may meet this week to discuss the modalities of rolling out the verification process for the existing one billion-plus mobile phone users.

"...all licensees shall re-verify all existing mobile subscribers (prepaid and postpaid) through Aadhaar-based eKYC process...," a notification issued by the telecom department said.

It further added that all licensees will have to inform existing subscribers - through advertisements in print and electronic media as well as SMS - about the order of the Supreme Court for re-verification activity. They have also been asked to upload the details of the exercise on their website.

The Supreme Court, in an order in February this year, had observed that, "an effective process has been evolved to ensure the identity verification, as well as, the addresses of all mobile phone subscribers for the new subscribers. In the near future, and more particularly within one year from today, a similar verification will be completed, in case of existing subscribers".

The telecom department has said the operators will use and share common device eco-system through mutual agreements, and will work out mechanisms to avoid public inconvenience and long queues.

When contacted, cellular operators association COAI said that the industry supported the move, but pointed out that the entire exercise will cost Rs. 1,000 crores for infrastructure and training, which will have to be borne by the operators.

"The issue of fake subscribers will go away. We will try our best to cover the entire base within the stipulated time frame of one year but in case we cannot, we may ask DoT for an extension," COAI Director General Rajan Mathews said.

For re-verification through Aadhaar-based eKYC process, the operator will send a verification code to the mobile number of the subscriber. Prior to starting the eKYC, the operator will verify this code from the subscriber so as to confirm the SIM card of the mobile connection is physically available with the subscriber.

"After the completion of the eKYC process, before updating or overwriting the old subscriber detail in database with the data received through eKYC process, the licensee will seek confirmation from the subscriber about the re-verification of his/her mobile number after 24 hours through SMS," the notification said.

The operator can re-verify more than one mobile connection in one service area through a single eKYC but not bulk connections. For issuing additional mobile connections to re-verified subscriber, the operator would have to follow a separate eKYC process.

Verification of a subscriber would not be required in case of conversions - that is prepaid to postpaid connections or vice versa, it clarified.

Soon, you may be able to withdraw cash from an ATM without touching any part of the machine. AGS Transact Technologies, a provider of cash and digital payment solutions and automation technology, on Monday said it has successfully developed and tested a touchless ATM solution in light of the COVID-19 pandemic.

The ‘contactless' solution, currently under demo at interested banks, enables a customer to perform all the steps required to withdraw cash from an ATM using the mobile app itself. 

The customer simply has to scan the QR code displayed on the ATM screen and follow the directions on their respective bank's mobile application. 

This includes entering the amount and mPIN required to dispense the cash from the ATM machine. 

According to the company, the QR code feature makes cash withdrawals quicker and more secure, and negates the chances of compromising the ATM Pin or card skimming.

"The new Touchless ATM solution is an extension of the flagship QR Cash solution which ensures safety of the users and will provide a seamless cash withdrawal experience with enhanced security," said Ravi B. Goyal, Chairman and MD, AGS Transact Technologies Ltd.

With minimum investment, the banks can enable this solution for their ATM networks by upgrading the existing software.

AGSTTL has so far installed, maintained and managed a network of over 72,000 ATMs across the country and also provides customised solutions to leading banks. 

The company earlier introduced UPI-QR based Cash withdrawal solution in partnership with Bank of India. 

This is how the solution works.

Open the Bank mobile application on your smartphone and select QR Cash Withdrawal. Enter the amount you wish to withdraw on the mobile app and scan the QR code on the ATM screen.

Next, confirm the amount by clicking on ‘proceed' in the app and enter the mPin to authenticate the transaction. Now collect the cash and receipt and you are done.

"The seamless, cardless and touchless withdrawal method is designed to provide easy transaction flow, without the need to touch the ATM screen or enter the pin," said Mahesh Patel, President and Group Chief Technology Officer, AGS Transact Technologies.

Hyderabad, May 6: Away from city lights, two hours before Sunrise, people in India and across the world can witness Annual Meteor Shower called Eta Aquarids till May 28.

Observed since time immemorial, Meteor shower are commonly known as shooting stars which are nothing but dust flakes of comet/asteroid entering earth atmosphere.

This Annual Eta Aquarids Meteor Shower peaked on Wednesday at 02.30 am on Wednesday whereas presence of Full Moon was an obstacle outshining bright streaks of lights of this meteor shower zipping across the South Eastern sky.

As this meteor shower is active till May 28, people can still watch this celestial spectacle in early morning every day, Planetary Society of India (PSI) Director N Sri Raghunandan Kumar interacting with UNI said.

As per International Meteor Organization (IMO), 50 meteors per hour are expected to be seen on day of peak today. And this number would vary as days pass on till May 28 while earth passes through dust cloud of comet debris in its orbit.

Mumbai, Jul 3: In yet another move to keep Chinese technologies companies at bay, the Centre has cancelled the 4G upgradation tender for BSNL as it has decided to come up with fresh specifications for the upgrade process, sources said.

The Department of Telecommunications (DoT) is likely to issue a fresh tender in the next two weeks.

People in the know said that the fresh tender may not allow Chinese companies to participate and that the new tenders that will be floated in the next two weeks will emphasise on Make in India.

As the border tussle with China escalated last month and around 20 soldiers lost their lives, the government had last month asked both BSNL and MTNL not to use equipment of Chinese makers in their upgrading process to 4G facilities.

Huawei and ZTE are the major Chinese telecom equipment makers working with Indian telecom companies and they would be the hardest hit by the decision.

The impact may be felt in terms of the much-awaited 5G trials in the country. After much deliberation, the Centre last December decided to allow Huawei to take part in the 5G trials.

The cancellation of tender for BSNL's 4G upgradation comes after the Centre on Monday banned 59 Chinese apps including TikTok, WeChat and UC Browser.

A statement by the Ministry of Electronics and IT said that the decision was taken since "there is credible information that these apps are engaged in activities which are prejudicial to sovereignty and integrity of India, defence of India, security of state and public order".
