Ban on Kambala stays as HC decides to await SC order on Jallikattu

Bengaluru, Jan 30: The interim ban on annual buffalo race Kambala in Karnataka will remain for at least another two weeks as the High Court today decided to await the Supreme Court verdict on Jallikattu pending before it.

"This honourable court will wait for the Supreme Court order on Jallikattu (bull taming sport) and accordingly decide on Kambala," Chief Justice Subhro Kamal Mukherjee heading a division bench said in his order.

The case was then adjourned for two weeks. The Supreme Court is scheduled to hear all Jallikattu matters tomorrow after the Centre filed a plea seeking to withdraw the January 6 notification, so as to allow the bull-taming sport in Tamil Nadu.

A bench headed by Justice Dipak Misra had allowed all the applications related to Jallikattu to be filed. A division bench of the Karnataka High Court headed by Chief Justice had in November last passed an interim order banning all Kambala races until the disposal of PIL filed by the People for the Ethical Treatment of Animals (PETA).

Reacting to the court order, Kambala Committee President Ashok Pai said they would soon decide on resuming massive protests across the state.

"We may decide to resume our protests, beginning from tomorrow itself. The only hope before us is the state government. We hope it issues the ordinance paving the way for conducting Kambala," Pai said

The interim order hit Kambala organisers who were not permitted to conduct the event held in Dakshina Kannada and Udupi districts in the coastal region.

Kambala committees had filed an interim application, seeking vacation of the stay spurred by the success of the Jallikattu stir in Tamil Nadu.

Amid continuing protests against the ban, Karnataka Cabinet on January 28 had decided to amend the Prevention of Cruelty to Animals Act to pave the way for Kambala.

The protesters are demanding an ordinance, as was done in the case of Jallikattu to permit holding of the folk sport.

The annual sport, held from November to March, involves a pair of buffaloes tied to the plough and anchored by one person. They are made to run in parallel muddy tracks in a competition in which the fastest team wins.

It is believed to be held to propitiate the Gods for a good harvest, besides being a recreational sport for farmers.

PETA, on the other hand, has been arguing that the agitators in Karnataka have taken a leaf out of the pro-Jallikattu protesters' book and begun to falsely label PETA India as 'foreign' and were now calling for banning the organisation.

Facing growing demand for holding Kambala, Chief Minister Siddaramaiah has said an ordinance could be brought in, if necessary, to allow the event after seeking legal opinion.

He had also asked the Centre to take a favourable stand on Kambala as it did on Jallikattu, where both Tamil Nadu and Central governments, after facing public pressure moved swiftly to facilitate the sport.

Bengaluru/Mangaluru, Aug 6: Battered by torrential rains, several parts of Karnataka are facing a flood-like situation for the third consecutive year, putting lives and property at risk. 

Several districts of the state's coastal, Malnad and north interior regions are receiving heavy rains and the showers are expected to continue, while there are reports of landslides in hilly areas of Kodagu and Chikkamagaluru districts.

With flood-like situation in several parts of the state, Chief Minister B S Yediyurappa, who is currently undergoing treatment for COVID-19 infection at a private hospital here, has ordered immediate release of Rs 50 crore for emergency relief.

"In wake of heavy rains in several parts of the state, I have instructed the Chief Secretary to review the situation and issued instructions to DCs (Deputy Commissioners) to closely monitor the situation & take necessary measures. Also ordered immediate release of Rs 50 crores for emergency relief purposes," he tweeted last night.

A statement released by the CMO on Thursday said, Yediyurappa has directed the district in-charge Ministers to take precautionary measures in the wake of heavy rainfall across the state.

He instructed the ministers to remain in their constituencies and tour the damaged areas and also directed them to undertake relief distribution and other necessary measures.

"Rs 50 crore has already been released and if necessary more funds would be released. The ministers can take decisions regarding emergency works," he added.

Revenue Minister R Ashoka said he had spoken to Deputy Commissioners of all the districts and given them necessary instructions to respond immediately to the situation.

He has called for a meeting of the disaster management authority later today.

Home Minister Basavaraj Bommai said he will be holding a meeting with the State Disaster Response Force (SDRF) regarding relief and rescue measures to be taken.

Parts of districts in coastal and Malnad regions are currently under red alert and rains are likely to continue there.

Officials said, "... depending on the situation we will downgrade the alerts, it (rains) is likely to reduce during the next couple of days...wind speed is also high some parts, it may also reduce."

In Kodagu district along with widespread rains, landslides have also occurred.

There have been landslides at Brahmagiri, near Talacauvery, the origin of river Cauvery.

"At least four to five people- including the Talacauvery temple priest and family are currently missing... rescue teams have reached the spot," officials said, adding that sensing danger the priest had been asked to vacate the house earlier but he did not.

This is the third consecutive year that Kodagu is facing floods and landslides.

Several parts of north Karnataka, especially the border district of Belagavi are also facing flood situation as inflow has increased in Krishna river and its tributaries due to heavy rains in neighboring Maharashtra and also in the district.

With inflow increasing in Tungabhadra river, there is flood like situation in parts of Ballari district also.

There is a similar situation in Uttara Kannada district that is battered by rains and heavy winds.

The swollen Gangavali river has caused flood like situation in parts of the district.

Due to continuous rains in coastal and Malnad region several rivers including Netravati are swollen and gates of the dams have been opened.

There are also reports of heavy rains and wind causing destruction to crops in parts of Dharwad and Haveri among other districts.

The Karnataka government had recently said it has identified 1,989 villages and over 51 lakh people in 19 districts as flood prone.

As a temporary arrangement for those who will be affected by floods, as many as 1,747 relief centres have been identified- they are schools, anganwadi centres, community centres among others, Minister Ashoka had said recently.

In August 2019, Karnataka witnessed one of its worst natural calamities when heavy floods affected 103 taluks in 22 districts, killing more than 80 people and displacing nearly seven lakh people.

The Department of Preuniversity Education, Karnataka has declared the board exams or pre university I exam results. To get results online, the students need to log on to result.bspucpa.com and have to provide their registration number and date of birth. 
Apart from the online portal, the students will get the results via mail or SMS.

“The results of the first year Pre-University Examinations will be announced on May 5. The results will be sent directly to students. Hence, colleges will not be displaying the results,” said S Suresh Kumar, Primary and Secondary Education Minister. 

The pre-university course of PUC is a two-year course including class 11 and class 12 called PUC I and PUC II. It is based on PUC score that candidates can get admission to varsities.

Earlier, the Karnataka PUC 1 result was to be announced on March 27 which was postponed and hence the revised dates are announced now.

The board exam results have been put on halt due to the nation-wide lockdown imposed after the coronavirus pandemic gripped India. As of May 3, the number of people infected by the coronavirus in India had crossed over 40,000.

The HRD Minister Ramesh Pokhriyal Nishank had in a meeting asked state and central boards to resume their evaluation process and declare the results to curb any further delay in the academic cycle. The academic cycle has been delayed by over a month due to the coronavirus. Now, the colleges will start by September instead of July.

Bengaluru, Jan 8: The second instalment of flood relief funds from the Centre, announced on Monday, has left BS Yediyurappa less than cheerful, with the chief minister insisting that it is barely adequate. The CM on Tuesday said he will urge the Union government to release more.

On Monday, the Centre announced it will release Rs 669.8 crore in addition to the Rs 1,200 crore it had released earlier towards flood relief and rehabilitation. The total sum is a small fraction of the loss, which the government pegged at a staggering Rs 38,000 crore.

“The Centre has released assistance in two instalments so far, but it is inadequate given the magnitude of the damage. I will request for more funds and I am confident the Centre will oblige,” Yediyurappa told reporters.

When Prime Minister Narendra Modi had visited the state last week, Yediyurappa had urged him — even openly at a function — to release funds. This followed several pleas over the past four months, which barely drew a response from the Centre. Now, the CM himself suggests it’s barely a drop in the ocean.

The opposition has been criticizing both Yediyurappa and the Centre for their handling of the situation and on Tuesday, leader of the opposition Siddaramaiah of the Congress criticised the CM for “misguiding people” on the sum released by the Centre.

Siddaramaiah tweeted, “Reports from State govt officials say only Rs 669 cr of addl funds are released in 2nd instalment as opposed to the claim of Rs 1,870 cr by Karnataka BJP leaders. At a time when manufacturing industries are closing, BJP’s fake news factory is running at full potential ".

In another tweet, he said, “Moved by the plea of chief minister, Yediyurappa, Prime Minister Narendra Modi released an additional Rs 669.8 crore, taking the total amount to Rs 1,869.8 crore. BJP leaders, who are devotees of the god of lies, attempts to depict the total relief amount as 1200+1869.85 = Rs 3,069 cr is ridiculous.”

A high-level committee chaired by Union home minister Amit Shah had sanctioned the National Disaster Response Fund (NDRF) funds on Monday. While the Press Information Bureau claimed Rs 1,869 crore was approved on Monday, state government officials clarified that the figure included the Rs 1,200 crore released in October.

Meanwhile, sources say the two instalments is all the assistance the state can expect from the Centre towards flood relief. Sources say the Rs 1,870 crore is roughly 60% of the funding — Rs 3,000 cr— which was supposed to be allocated for Karnataka, based on an inter-ministerial team’s assessment of losses in the state.

“Compared to other states for the same period, Karnataka has received the highest amount in flood relief. We cannot expect more,” said a revenue department official, who said the government will not approach the Centre for a special package.

However, revenue minister R Ashoka said the state will pitch for the entire Rs 3,000 crore. “The state government will pursue the matter with the Centre until it releases the entire Rs 3,000 crore. The state government will cover the remainder of the Rs 38,000 crore loss. We will not go back on our word,” Ashoka said. Incidentally, the state has spent about Rs 6,000 crore on relief and rehabilitation so far.
