Black money: Switzerland ratifies automatic exchange of information with India

Berne/New Delhi, Jun 16: Switzerland on Friday ratified automatic exchange of financial account information with India and 40 other jurisdictions to facilitate immediate sharing of details about suspected black money, even as it sought strict adherence to confidentiality and data security.Switzerland

Adopting the dispatch on introduction of the AEOI, a global convention for automatic information exchange on tax matters, the Swiss Federal Council said the implementation is planned for 2018 and the first set of data should be exchanged in 2019.

The council, which is the top governing body of the European nation, will soon notify the Modi government about the exact date from which the automatic exchange would begin.

As per the draft notification approved by the council in its meeting today, the decision is not subject to any referendum - which means there should be no further procedural delay in its implementation.

The issue of black money has been a matter of great debate in India and Switzerland has been long perceived as one of the safest havens for the illicit wealth allegedly stashed abroad by Indians.

Today's decision follows hectic parleys between India and Switzerland for introduction of the AEOI (Automatic Exchangeof Information) on tax matters under the guidance of G20, OECD and other global organisations.

The council said the proposal to introduce AEOI with India and others "met with widespread approval from theinterested parties who voiced their opinions in theconsultations".

"In concrete terms, the AEOI will be activated with each individual state or territory by means of a specific federal decree within the framework of this dispatch," it added.

The exchange of information itself will be carried outbased on the Multilateral Competent Authority Agreement (MCAA)on the Automatic Exchange of Financial Account Information,which is in turn based on the international standard for theexchange of information developed by the Organisation for Economic Co-operation and Development (OECD).

The council said it will prepare a situation reportbefore the first exchange of data, which is planned for autumn2019.

"In the process, it will be checked whether the statesand territories concerned effectively meet the requirementsunder the standard, especially those concerningconfidentiality and data security.

"It is important for the Federal Council that a levelplaying field be created among states and that all majorfinancial centres, in particular, be included. This year,Switzerland has introduced the AEOI with 38 states andterritories, including all EU member states, and data willstart to be exchanged with them in 2018," it added.

Beijing, Mar 25: Around 5,000 people have signed up for the phase I clinical trial of recombinant novel coronavirus vaccine in Chinese city Wuhan where the virus first emerged late last year.

The recruitment for participants ended this week with nearly 5,000 volunteers signing up for the trial, state-run Beijing News reported on Wednesday.

A single-centre, open and dose-escalation phase I clinical trial for recombinant novel coronavirus vaccine (adenoviral vector) will be tested in healthy adults aged between 18 and 60 years, according to the ChiCTR (China Clinical Trial Register).

The trial, led by experts from the Academy of Military Medical Sciences, gained its approval on March 16 and the research is expected to last half a year.

Requiring at least 108 participants, the trial will be conducted in Wuhan, capital of Hubei province, the region worst-affected by the virus in the country, state-run China Daily reported.

Participants will experience 14-day quarantine restrictions after being vaccinated and their health condition will be recorded every day.

Chinese scientists are hastening the development of COVID-19 vaccines through five approaches --- inactivated vaccines, genetic engineering subunit vaccines, adenovirus vector vaccines, nucleic acid vaccines and vaccines using attenuated influenza virus as vectors.

So far, most teams are expected to complete preclinical research in April and some are moving forward faster, Wang Junzhi, an academician with the Chinese Academy of Engineering said.

Wang noted that research and development of COVID-19 vaccines in China is not slower than foreign counterparts and has been carried out in a scientific, standardised and orderly way.

China has stepped up the process to finalise vaccines to counter COVID-19 after Kaiser Permanente research facility in Seattle and Washington stole the march and began human trials.

China lifted tough restrictions on the Hubei province on Wednesday after a months-long lockdown as the country reported no new domestic cases.

But there were another 47 imported infections from overseas, the National Health Commission said. In total, 474 imported infections have been diagnosed in China -- mostly Chinese nationals returning home.

I am 77 but a very healthy person with remarkable immunity. I contracted Malaria fever in 1994 because of mosquito biting and I have not been sick anytime there after, not even for ordinary fever in the last 26 years.

 

I am sure you would like to conduct the trials on persons of varying criteria. I am sure you don't want to carry out the trials on perfectly healthy young individuals only. 

 

I am certain that  you want to try the vaccine on a 'common man' from 'general public.' I am ready for the trial and you can take me. I will be delighted.

Geneva, Jul 2: The World Health Organization (WHO) has estimated the overall number of coronavirus cases globally at 10,357,662, with 508,055 people having died from the disease.

The UN health agency said in the situation report published on late Wednesday that 163,939 new cases had been recorded in the past day, while further 4,188 patients had died.

Americas continue to lead the count with over 5.2 million cases, followed by Europe with more than 2.7 million.

The WHO declared the COVID-19 outbreak a pandemic on March 11.

New Delhi, Feb 10: Former Jammu and Kashmir chief minister Omar Abdullah's sister on Monday moved the Supreme Court to challenge his detention under the Public Safety Act.

Senior advocate Kapil Sibal, appearing for the petitioner, mentioned the matter for urgent listing before a bench headed by Justice N V Ramana.

Sibal told the bench that they have filed a habeas corpus petition challenging the detention of Abdullah under the PSA and the matter should be heard this week.

The bench agreed for urgent listing of the matter.
