Book traces evolution of campaigning in India elections

New Delhi, Sept 22: A new book traces the evolution of election campaigns in India by focusing on key players, rise and fall of political parties, role of digital and technology platforms, and emergence of fake news impacting poll outcome in the country and across the world.

In “The Game of Votes: Visual Media Politics and Elections in the Digital Era”, author Farhat Basir Khan argues that traditional ways of poll campaigns are no longer effective or enough to gain the attention of voters.

“Political branding, image management, crisis communication, data analytics, microblogging, and most importantly, short crisp videos hold the key for today’s elections,” he says.

In the early general elections, political parties used newspapers, public meetings and door-to-door canvassing to convey their messages, policies, manifesto and information about the party.

With rapid advancement and industrialisation, the traditional methodologies of electoral campaigning also changed dramatically and gave rise to an even higher proliferation of modern media technologies, he says.

The book traces the changing political and media landscape beginning with the tepid elections of the 1950s to the feverish social media-driven elections of the 21st century, from the heady post-Independence Nehruvian era to the frenzied victory of Narendra Modi in 2019.

Former President Pranab Mukherjee has written the foreword to the book, published by SAGE, terms it as a reflection on the mood swings of the "unpredictable but very intelligent" Indian voter.

“The book looks at the role of technology platforms, micro-profiling voters, clash of personalities and the rise of the ‘national champion’ - all of which have been dealt with in detail," he writes.

The book discusses the art of forging political alliances, the overwhelming influence of social media companies in global politics, the menace of fake news and the worldwide rise of right-wing politics.

“The unpredictable rise of brand Modi, his inexplicable persona, style of politics and vote-conversion abilities are contrasted with the losing sheen of the Nehru-Gandhi dynasty, loss of confidence in the Congress and electoral reverses for the party,” it says.

The book also looks back at former US president Barack Obama’s and incumbent Donald Trump’s elections where social media, particularly Facebook, played a major role in the campaigns.

“What the pundits had not reckoned with was the impact the newer kid on the block - WhatsApp will have, considering its mega role in making viral news elements that are volatile, insidious and fake,” Khan, a faculty member at AJK Mass Communication Research Centre, Jamia Millia Islamia, says.

He critically looks at how new media companies and platforms have been used to the hilt by election campaign managers.

The book highlights the fact that social media has not just become a daily battleground for fake news but has spread its tentacles around the core of Indian democracy - its free and fair elections.

According to Khan, social media helps to overcome the barrier of means in communication that in turn enables strengthened relationships between voters or advocates and politicians. And when it comes to election campaigns, social media becomes the digital version of the election rallies held on the ground.

There are, however, repercussions - trolls, shaming, morphing and social bullying are the other side of the story. Yet, it allows the politician to focus on the target voter group more earnestly than on-field where they are an inseparable part of the crowd, he says.

He argues that the BJP’s way of using social media is different.

“It pushed as much information as possible to saturate and overwhelm the mind of an average Indian with information, not really allowing too much space for further consideration, and driving him to opt for a hurried, if not impetuous, decision on who he chooses to govern the nation for next five years.”

In one of the chapters, Khan tries to decipher the visual imagery in the newspapers during the 2014 Indian elections.

“The patterns that emerged from the analysis are a clear indication of a robust and well-thought photographic communication strategy in place; it does not seem to be just happenstance or coincidence.

“The BJP was the only party with visible and consistent patterns in their use of photographs. They maintained a constant flow of photographic communication in both the newspapers depicting their focus on the use of newspapers for the dissemination of messages,” he writes.

New Delhi, Jun 13: In a bid to provide relief to small businesses amid the coronavirus pandemic, the GST Council on Friday decided to halve the interest rate on late filing of GSTR-3B returns for the period of February, March and April 2020.

The interest rate on late return filing will be 9% from the usual 18% till September 30, 2020. The benefit will be available for small taxpayers with aggregate turnover of up to Rs 5 crore.

For the three months, small taxpayers will not be charged any interest till the notified dates for relief and thereafter 9% interest will be charged till September 30, a Finance Ministry statement said.

"For small taxpayers (aggregate turnover upto Rs 5 crore), for the supplies effected in the month of February, March and April 2020, the rate of interest for late furnishing of return for the said months beyond specified dates (staggered upto 6th July 2020) is reduced from 18 per cent per annum to 9 per cent per annum till 30.09.2020," said the statement.

The Council has also extended relief to small taxpayers for subsequent period of 2020 through waiver of late fees and interest if the returns in Form GSTR-3B for the supplies effected in the months of May, June and July are furnished by September 2020.

It has also decided to reduce the late fee on the filing of GSTR-3B returns for the period between July 2017 and January 2020. The late fee has been capped at Rs 500, but interest will be charged at the existing rate on the due tax liability.

Speaking to the media in New Delhi after a GST Council meet through videoconference, Union Finance Minister Nirmala Sitharaman said that those entities with no tax liability will not have to submit the late fee for the period.

For entities with tax liability but which have not filed returns or have filed returns late, the late fee has been capped at Rs 500 without interest. Interest will, however, be payable on the tax component at the applicable rate for delays.

To facilitate taxpayers who could not get their cancelled GST registrations restored in time, the Council has provided an opportunity for filing of application for revocation of cancellation of registration up to September 30, 2020, in all cases where registrations have been cancelled till June 12, 2020.

Panaji, Feb 9: RSS general secretary Suresh Bhaiyyaji Joshi on Saturday said that anybody who wants to work (in India) will have to do so with the Hindu community and for their empowerment.

Addressing a lecture on the topic "Vishwaguru Bharat, an RSS perspective" at Dona Paula in Panaji, Mr Joshi referred to his communication with an intellectual who had said that India should become a "supre-rashtra" in the year 2020.

"Anybody who wants to work (in India) will have to work with the Hindu commumnity by taking them along and for their empowerment. Hindus have witnessed the rise and fall of India since the time immemorial. India cannot be separated from (the) Hindu (community). Hindus have always been at the centre of this nation," Mr Joshi said in Marathi.

He also added that since Hindus are not communal or antagonist, "nobody should be reluctant to work for the Hindu community".

The RSS leader further said, "The world says India will become a superpower in 2020, but I remember my conversation with an intellectual who had said that India should become a super-rashtra (super nation) in 2020".

Goa Chief Minister Pramod Sawant was among those who attended the lecture.

"To create awareness and unity amongst Hindus does not amount to (taking) an action against others (community). No one should feel it that way. We can say with utter self confidence before the entire world that Hindus becoming strong won't result in destructive activities, but (such proposition) will work for the society and humanity," he added.

Invoking history, Mr Joshi said Hindus never invaded other countries. "Whatever wars (they had fought) were for self defence. Everyone has the right to self defence," he said.

"It is India's duty to teach the world to walk on the path of ''samanvay'' (coordination). Nobody else other than India and Hindus can do this," Mr Joshi said.

He said some communities in the world keep preaching that only their path is "great".

"But we are from the (Hindu) community which says that we have our own path so as you. When the world will accept this ideology, then all the issues would get solved. It is the duty of India to take the world on that path," he added.

Mumbai, Feb 17: The Shiv Sena on Monday said the ongoing preparation for the much awaited visit of US President Donald Trump is a reflection of the "slave mentality" of Indians.

Trump's India trip is like the visit of a "Badshah" (emperor), an editorial in Sena mouthpiece 'Saamana' said.

Taking a dig at the construction of a wall on a plot having several slum structures in Ahmedabad ahead of Trump's visit there, the Sena said the US president's trip would neither stop the fall of rupee's value in forex market nor offer betterment to those (slum dwellers) behind the wall.

"Before Independence, British King or Queen used to visit one of their slave nations like India. The kind of preparations going on from taxpayers' money for the arrival of Trump is similar to it. This reflects the slave mentality of Indians," it said.

The Sena also took a swipe at Prime Minister Narendra Modi over the Ahmedabad Municipal Corporation's (AMC) move to build wall on a plot to "hide the slums" on the route through which Trump's convoy would pass.

"Former prime minister Indira Gandhi had once given the slogan 'Garibi Hatao', which was ridiculed for a long time. It seems now Modi's plan is 'Garibi chupao' (hide poverty)," the Marathi publication said.

Is there any financial allocation for such a wall being built in Ahmedabad? Is the US going to offer loan to India to build such walls across the country? it wondered.

"We have heard Trump is going to be in Ahmedabad for only three hours but the wall construction is costing almost Rs 100 crore to the state exchequer," it said.

It is basically a political arrangement between Prime Minister Modi and US President Trump, the Sena claimed.

Last year, 'Howdy, Modi!' (a mega event jointly addressed by the Indian prime minister and Trump) was organised in the US, it noted.

A similar programme, "Kem Chho Trump" (Gujarati expression for how are you Trump), has been now organised (in Ahmedabad) ahead of the US elections, chiefly because of a sizable number of Gujarati people living in America, the Shiv Sena claimed.

"But this visit of President Trump is neither going to stop further fall of rupee in the forex market nor offer betterment to those behind the wall (being built in front of slums in Ahmedabad)," it said.

The Sena said Trump is "not someone very wise or a statesman or someone who cares for the whole world", but he has to be treated with respect as he represents the mighty US.

"Sometimes you have to treat someone with respect to get your things done," it quipped.

The AMC on Friday said the construction of the wall, around four feet in height, was approved much before Trump's Gujarat visit was finalised.

Trump is scheduled to visit Modi's home state Gujarat on February 24.

He will visit the famous Sabarmati Ashram in Ahmedabad and take part in a roadshow with Modi. After that, the two leaders will inaugurate a new cricket stadium in Motera and address a gathering there, with an expected audience of over a lakh people.

While it was earlier speculated that the programme would be called 'Kem Chho Trump', the Ahmedabad Municipal Corporation on Sunday tweeted a series of posters confirming that the event is now christened as 'Namaste Trump', apparently to give it a pan-India appeal.
