"Build America" Visa Replaces Green Card in Trump's New US Entry Plan

Washington, May 17: Donald Trump has said he will replace the existing green cards with 'Build America' visa, as the US President unveiled a new merit and points-based immigration policy that seeks to increase the quota for highly-skilled workers from 12 to 57 per cent.

Every year the US issues nearly 1.1 million green cards, which gives foreign nationals life-time permission to live and work in the US and a path to citizenship in five years. Currently most of cards are issued based on family links and diversity visa, and a small section is given to people who are professionals and highly skilled.

Trump said on Thursday he wanted to change that and unveiled a new proposal. "Our proposal fulfils our sacred duty to those living here today, while ensuring America remains a welcoming country to immigrants joining us tomorrow. We want immigrants coming in," Trump said in a major immigration policy address in the Rose Garden of the White House.

"We cherish the open door that we want to create for our country, but a big proportion of those immigrants must come in through merit and skill," he said.

The White House plan makes no change to the number of green cards allocated each year. "Instead of admitting people through random chance, we will establish simple, universal criteria for admission to the United States. No matter where in the world you're born, no matter who your relatives are, if you want to become an American citizen, it will be clear exactly what standard we ask you to achieve. It will be made crystal clear," Trump said.

"This will increase the diversity of immigration flows into our country. We will replace the existing green card categories with a new visa, the Build America visa - which is what we all want to hear," Trump said amidst applause from the audience.

Trump said like Canada and many other modern countries, his administration seeks to create an "easy-to-navigate points-based" selection system.

"You will get more points for being a younger worker, meaning you will contribute more to our social safety net. You will get more points for having a valuable skill, an offer of employment, an advanced education, or a plan to create jobs," he said.

In the absence of such a system, America is losing people who want to start companies, and in many cases, are forced to leave the country and go back to the country where they came from, he said.    "They could've started them (companies) right here in the United States, where they wanted to do it in the first place. Now they'll have a chance," Trump said.

The President said priority will also be given to higher-wage workers to ensure the American labour is never undercut.    To protect benefits for American citizens, immigrants must be financially self-sufficient, he said.

"Finally, to promote integration, assimilation, and national unity, future immigrants will be required to learn English and to pass a civics exam prior to admission. Through these steps, we will deliver an immigration system that respects, and even strengthens, our culture, our traditions, and our values," Trump said.    According to the president, Americans with criminal records are getting a second chance at life in higher numbers than ever before.

Unfortunately, the current immigration rules allow foreign workers to substitute for Americans seeking entry-level jobs. "So, foreign workers are coming in and they're taking the jobs that would normally go to American workers," Trump said.

"America's immigration system should bring in people who will expand opportunity for striving, low-income Americans, not to compete with those low-income Americans," he said.

As a result of the broken rules, the annual green card flow is mostly low-wage and low-skilled, he rued, adding that the newcomers compete for jobs against the most vulnerable Americans and put pressure on social safety net and generous welfare programmes. "Only 12 per cent of legal immigrants are selected based on skill or based on merit.

In countries like Canada, Australia, and New Zealand that number is closer to 60 and even 70 and 75 per cent, in some cases," he said.    The biggest change his administration will make is to increase the proportion of highly-skilled immigration from 12 per cent to 57 per cent, Trump said. "We'd like to even see if we can go higher. This will bring us in line with other countries and make us globally competitive," he said.    At the same time, the current system prioritise the immediate family of new Americans - spouses and children, he said.

"The loved ones you choose to build a life with, we prioritise. And we have to do that. They go right to the front of the line. Right to the front of the line, where they should be," Trump said.

Washington, Jun 30: Indian-American Medha Raj has been named by Democratic presidential candidate Joe Biden as his digital chief of staff, a key role in his election campaigns which are entirely going virtual due to the Covid-19 pandemic in the US.

In this capacity, Raj will work across all facets of the digital department to streamline and coordinate how to maximise the impact of its digital outputs, the Biden campaign said.

“Excited to share that I've joined Joe Biden's campaign as the Digital Chief of Staff. 130 days to the election and we're not going to waste a minute!” she said on LinkedIn.

Raj comes from Pete Buttigieg's campaign, who has now endorsed Biden.

The news was first reported by CNN, which the news channel said is part of the efforts of the Biden campaign to adapt to an almost entirely virtual campaign trail brought on by the coronavirus pandemic.

The US is the hardest-hit country by the coronavirus pandemic, with more than 2.64 million official cases and over 128,000 deaths.

According to CNN, Clarke Humphrey, who previously worked on Hillary Clinton's 2016 campaign, will act as the Biden campaign's new deputy digital director for the grassroots fundraising.

Jose Nunez is the campaign's new digital organising director.

He is from the Kamala Harris' campaign. Christian Tom is the new director of digital partnerships. Over the past few months, Biden has been relying more and more on digital campaigning and raising funds virtually.

A graduate in international politics from Georgetown University, Raj has earned her MBA from Stanford University.

Biden, 77, is challenging the 74-year-old Republican incumbent President Donald Trump in the November 3 presidential elections.

Former US vice president Biden would formally accept his Democratic presidential nomination at the party’s scaled back convention in Wisconsin’s Milwaukee city on August 20.

In view of the coronavirus pandemic, the Democratic National Convention Committee (DNCC) on Wednesday announced its convention plan to broadcast from Milwaukee and across the nation to reach out to all Americans.

According to some of the latest opinion polls, Biden is leading by more than eight percentage points over Trump.

Washington, Jul 21: Some half-a-dozen influential Republican lawmakers on Monday introduced a legislation in the Senate to allow Americans to sue China in federal court for its role in causing the coronavirus pandemic.

The Civil Justice for Victims of Covid Act gives federal courts authority to hear claims that China has caused or substantially contributed to the Covid-19 pandemic.

Introduced by senators Martha McSally, Marsha Blackburn, Tom Cotton, Josh Hawley, Mike Rounds and Thom Tillis, the bill strips China of its sovereign immunity for reckless actions that caused the pandemic and creates a cause of action. It also authorises federal courts to freeze Chinese assets.

The legislation is closely modelled after the 2016 Justice Against Sponsors of Terrorism Act (JASTA) that gave more legal remedies to victims of terrorism, particularly the 9/11 victims.

“Americans who have been victimised by the lies and deceit of the Chinese Communist Party-to include those who lost loved ones, suffered business losses, or were personally harmed due to Covid-19-deserve the opportunity to hold China accountable and to demand just compensation,” McSally said.

As the death toll and financial losses of Covid-19 mount, China should be forced to pay the costs of these damages to the American people, he said.

Blackburn said that China's Communist Party must face consequences for concealing and now profiting off the Covid-19 pandemic they enabled.

“The costs are devastating: trillions of dollars in economic damage, millions of American jobs lost, and over a half million deaths worldwide – and counting. Business owners and families who have lost loved ones deserve justice,” he said.

By silencing doctors and journalists who tried to warn the world about the coronavirus, the Chinese Communist Party allowed the virus to spread quickly around the globe, Cotton said, adding their decision to cover up the virus led to thousands of needless deaths and untold economic harm.

Rounds said that China must be held accountable for its failure to contain Covid-19 and alleged that the country's delay in sharing the seriousness of the virus with the rest of the world isn't just negligence— it is criminal in nature.

“If China would have been transparent from the start, many more lives would have been saved in all parts of the world. Our legislation provides the tools necessary for American citizens to sue the Chinese Communist Party in federal court for financial losses incurred because of Covid-19,” he said.

Tillis alleged that the Chinese Communist Party lied to the world about Covid-19 and allowed it to become a global pandemic, causing many Americans to tragically lose their loved ones and face immense financial hardship.

“The American people deserve the right to hold the Chinese government accountable for its malicious actions, and I'm proud to join my colleagues in introducing this commonsense bill,” he said.

Ninety per cent of a sample group of coronavirus-recovered patients from a prominent hospital in China's Wuhan city where the pandemic broke out have reported lung damage and five per cent of them are again in quarantine after testing positive for the virus, according to a media report on Wednesday.

A team at the Zhongnan Hospital of Wuhan University led by Peng Zhiyong, director of the hospital's Intensive Care Unit, has been conducting follow-up visits with '100 recovered patients' since April.

The first phase of this one-year programme finished in July. The average age of the patients in the study is 59.

According to the first phase results, 90 per cent of the patients' lungs are still in a damaged state, which means their lungs ventilation and gas exchange functions have not recovered to the level of healthy people, state-run Global Times reported.

Peng's team conducted a six-minute walking test with the patients. They found that the recovered patients could only walk 400 metres in six minutes while their healthy peers could walk 500 metres in the same period.

Some recovered patients have to rely on oxygen machines even three months after being discharged from the hospital, Liang Tengxiao, a doctor from the Dongzhimen Hospital, Beijing University of Chinese Medicine, was quoted as saying by the report.

Liang's team is also conducting follow-up visits with recovered patients aged above 65.

The results also showed that antibodies against the novel coronavirus in 10 per cent of the 100 patients have disappeared.

Five per cent of them received negative results in Covid-19 nucleic acid tests but positive results in Immunoglobulin M (IgM) tests, and thus have to be quarantined again, the report said.

IgM is usually the first antibody produced by the immune system when a virus attacks. A positive result in an IgM test usually means that a person has just been infected by the virus.

It is still unclear if this means these people have been infected again.

The 100 patients' immune systems have not fully recovered as they showed a low level of B cells -- - a primary force for killing viruses in the human body -- but a high level of T cells which only recognise viral antigens outside infected cells.

"The results revealed that the patients’ immune systems are still recovering," Peng said.

The patients also suffered from depression and a sense of stigma. Most of the recovered patients told the team that their families were not willing to have dinner with them at the same table, the report said.

Less than half of the recovered patients have returned to work, it said.

The findings are significant as the coronavirus first emerged in Wuhan city.

Hubei province for which Wuhan is the provincial capital has reported a total of 68,138 confirmed Covid-19 cases till now. The disease has claimed 4,512 lives in the province, according to the official data.

China reported 27 new confirmed Covid-19 cases on Tuesday, including 22 locally-transmitted cases, the National Health Commission (NHC) said on Wednesday.
