Chennai, Jul 17: At least 22 men including security guards, elevator operators and plumbers at an apartment complex in Purasawalkam here sexually assaulted a 12-year-old girl with a hearing disorder for more than seven months, police said on Monday.

Investigators have arrested 18 of the suspects and are searching for others involved in the horrific crime in the heart of the city.

The perpetrators sedated the Class VII girl with injections, drug-laced soft drinks and a powder that they made her sniff before sexually assaulting her and videographed themselves in the act, an investigating officer said. They blackmailed the child into silence for a prolonged period with the threat of releasing the videos and by menacing her with violence, he said.

“This continued till the girl on Saturday told her older sister, a college student on a visit home from Delhi, about the trauma she was going through,” officer said. “The sister informed their parents, who filed a complaint with the Ayanavaram all women police.”

The girl told police that Ravi Kumar, 66, an elevator operator in the largely unoccupied 300-flat complex, first sexually assaulted her. Three days later he brought two men reeking of alcohol from outside the complex who videotaped themselves raping her. Other men soon joined in, sexually assaulting the child repeatedly.

“Ravi would lead away the child as soon as she alighted from her school van to the basement, public washrooms, the terrace and gym, where he and his accomplices raped her,” the officer said. “Many of the flats were vacant so the suspects had little hindrance while committing the crime.”

The suspects arrested in the crime were all employees FOCUS, a security firm, and UK Facility Services, Chennai.

“The girl’s father was away at work through most of the day,” the officer said. “Her mother, a homemaker, did not think anything was amiss when the girl came home late from school. She assumed that her daughter was playing with friends in the complex.”

The girl’s parents took her to Kilpauk Medical College and Hospital for treatment on Sunday. After examining and speaking to the girl, doctors at the hospital found that several men had raped her.

Police on Monday had her statement recorded in a mahila court after arresting 18 suspects and charging them under the Protection of Children from Sexual Offences (Pocso) Act.

“We have sent seized syringes and an empty soft drink bottle to the forensics laboratory to determine what drugs they used,” the officer said, adding that investigators had also sent seized condoms for tests.

They identified the suspects as security guards Murugesh, 54, Palani, 40, Abishek, 23, Sugumaran, 60, Prakash, 58, and Umapathy, 42; elevator operators Ravi Kumar, Paramasivam, 60, Dheenadayalan, 50, Srinivasan, 45, and Babu, 36; plumbers Jaiganesh, 23, Raja, 32, Surya, 23, Suresh, 32; an electrician Jayaraman, 26; a housekeeping employee, Rajasekar, 40; and a gardener, Gunasekar, 55.

Jan 7: A Delhi Court today issued death warrant against four convicts in the 2012 Nirbhaya gang-rape and murder case. The hanging will take place on January 22 at 7 am.

During the hearing, the prosecution said there was no application pending before any court or the President right now by any of the convicts and the review petition of all the convicts was dismissed by the Supreme Court.

On Monday, the court had reserved order on issuing of death warrants against four death row convicts.

Today's order comes days after mother of the victim in the 2012 Delhi gang-rape and murder case moved the Supreme Court on opposing the plea filed by one of the four death-row convicts seeking review of its 2017 judgement awarding him death penalty.

The apex court had on July 9 last year dismissed the review pleas filed by the other three convicts — Mukesh (30), Pawan Gupta (23) and Vinay Sharma (24) — in the case, saying no grounds have been made out by them for review of the 2017 verdict.

The 23-year-old girl was gangraped and murdered by six men on a moving bus on 16 December 2012. The main accused, Ram Singh, allegedly committed suicide in Tihar Jail during the trial. Another accused was a minor at the time of the commission of the crime and was sent to a reform facility and released after three years.

Davos, Jan 24: Pakistan Prime Minister Imran Khan claimed that he met with a “brick wall” when he approached Indian Prime Minister Narendra Modi with a peace proposal, soon after assuming office.

In an interview to Foreign Policy magazine on the sidelines of WEF 2020 here, Khan also said he told Modi that Pakistan will act firmly if it was given evidence of any involvement in the Pulwama terror attack, but India instead “bombed” Pakistan.

Tensions have escalated between the two countries, following India withdrawing the special status of Jammu and Kashmir in August 2019. Even since, Khan has been trying to seek global intervention to de-escalate the tensions between the two countries.

On Thursday, India's External Affairs Ministry spokesperson Raveesh Kumar categorically ruled out any third party role on the Kashmir issue, asserting that any issue between the two countries should be resolved bilaterally.

In the interview, Khan said that he is a firm believer that military means are not a solution to ending conflicts. “After assuming office, I immediately reached out to Prime Minister Modi. I was amazed by the reaction I got, which was quite weird.

The subcontinent hosts the greatest number of poor people in the world, and the best way to fight poverty is to have a trading relationship between the two countries rather than spending money on arms. This is what I said to the Indian Prime Minister. But I was met by brick wall,” Khan said.

Khan took charge as Prime Minister in August 2018. Referring to the suicide attack in Pulwama, Khan said he immediately told Modi ,“if you can give us any actionable intelligence (that Pakistanis were involved), we will act on it. But rather than do so, they bombed us.”

Noting that the both countries are not close to conflict right now, Khan said that it is important that the UN and the US act.

When asked about US President Donald Trump’s close relationship with Modi, Khan said the relationship is understandable because India is a huge market. “My concern is not about the US-India relationship. My concern is the direction in which India is going,” Khan said.

Khan also sought to compare the events in India to what happened in Nazi Germany.

“Between 1930 and 1934, Germany went from a liberal democracy to a fascist, totalitarian, racist state. If you look at what is happening in India under the BJP in the last five years, look where it's heading, you'll see the danger. And you're talking about a huge country of 1.3 billion people that is nuclear-armed,” he said.
