Christmas Typhoon Nock-Ten Threatens Philippine Capital

Manila, Dec 26: A powerful typhoon threatened to bring heavy rains and winds to the heavily-populated Philippine capital as it dragged its way across the archipelago on Monday, spoiling the Christmas holidays.

Typhoon Nock-Ten, which made landfall on the eastern island province of Catanduanes on Sunday, is forecast to move westward towards the country's heartland, packing winds of 230 kilometres (143 miles) per hour, the government weather station said.

More than 218,000 people have already fled their homes while 48 domestic and international flights were cancelled, the civil defence office said, as the unusually late typhoon marred Christmas celebrations in the largely Christian nation.

So far there have been no reports of casualties after the government took measures to prepare communities even before the storm hit.

Nock-Ten, which is moving northwest at 20 kilometres per hour, is expected to affect Manila and the surrounding area later in the day before exiting the main island of Luzon on Monday afternoon, the government weather station said.

The bustling metropolis of about 13 million was eerily quiet the day after Christmas with the usual holiday revellers staying indoors as Nock-Ten approached.

The civil defence office said the capital could suffer "heavy to intense rains, flashfloods and severe winds," with rescue boats ready to be deployed in case the rivers overflow.

"Our local disaster councils are on red alert. We have pre-positioned relief supplies and rescue and (road) clearing equipment in Metro Manila," said Mina Marasigan, spokeswoman of the country's disaster monitoring council.

The coastguard on Sunday ordered the beaches south of Manila to be cleared of holidaymakers by Monday, while residents of the capital's seaside slums were warned to leave their homes.

The storm previously cut off electricity to millions and forced government agencies to order evacuations of whole communities in the eastern region of Bicol which felt the brunt of the storm on Christmas day.

"They intentionally cut off electricity (in Bicol) because of the strong winds so no one would be accidentally electrocuted if the power lines are knocked down," Marasigan told AFP.

"Government workers in the Bicol region, particularly those involved in disaster relief and operations, are working round-the-clock even on Christmas Day as typhoon Nina (the local name of Nock-Ten) maintains its strength and continues to pose a serious threat to Bicol region," President Rodrigo Duterte's spokesman Martin Andanar said in a statement.

Marasigan said hundreds of people in Bicol celebrated Christmas day in evacuation centres where many had to make do with emergency food packs.

Some local officials had offered roast pigs -- the traditional Filipino holiday fare -- to entice constituents to go to evacuation centres, Marasigan said.

Some 20 typhoons or lesser storms strike the Philippines each year, routinely killing hundreds of people, and Bicol is often the first region to be hit.

It prides itself on having sharpened its disaster response to minimise casualties.

Mammoth tsunami-like waves devastated the city of Tacloban and nearby areas when super typhoon Haiyan struck the central Philippines in November 2013, leaving 7,350 people dead or missing.

Kathmandu, June 18: Nepal's National Assembly on Thursday unanimously passed the Constitution Amendment Bill to update the country's political and administrative map incorporating three Indian territories. 

The new map also includes land controlled by India. It requires President Bidhya Devi Bhandari's approval.

India, which controls the region - a slice of land including Limpiyadhura, Lipulekh and Kalapani areas in the northwest - has rejected the map, saying it is not based on historical facts or evidence.

India has termed as untenable the "artificial enlargement" of territorial claims by Nepal after its lower house of parliament on Saturday unanimously approved the new political map of the country featuring areas which India maintains belong to it.

The National Assembly, or the upper house of the Nepalese parliament, unanimously passed the constitution amendment bill providing for inclusion of the country's new political map in its national emblem.

The bill was passed with all the 57 members present voting in its favour.

The dispute

The latest border dispute between the countries began last month after India inaugurated Himalayan link road built in a disputed region that lies at a strategic three-way junction with Tibet and China.

The 80km (50-mile) road, inaugurated by Indian Defence Minister Rajnath Singh, cuts through the Lipulekh Himalayan pass, considered one of the shortest and most feasible trade routes between India and China.

The road cuts the travel time and distance from India to Tibet's Mansarovar lake, considered holy by the Hindus.

But Nepal says about 19km of the road passes through its area and fiercely contested the inauguration of the road, viewing the alleged incursion as a stark example of bullying by its much larger neighbour.

Nepal, which was never under colonial rule, has long claimed the areas of Limpiyadhura, Kalapani and Lipulekh under the 1816 Sugauli treaty with the British East India Company, although these areas have remained under the control of Indian troops since India fought a war with China in 1962.

London, May 21: Working mothers in Europe and the United States are taking on most of the extra housework and childcare created by lockdown - and many are struggling to cope, a survey showed on Thursday.

Women with children now spend an average 65 hours a week on the unpaid chores - nearly a third more than fathers - according to the Boston Consulting Group, which questioned parents in five countries.

"Women have been doing too much household work for too long, and this crisis is pushing them to a point that's simply unsustainable," Rachel Thomas, of U.S.-based women's rights group LeanIn.Org, said in response to the data.

"We need a major culture shift in our homes and in our companies ... We should use this moment to build a better way to work and live – one that's fair for everybody."

Researchers say fallout from the pandemic weighs on women in a host of ways, be it in rising domestic violence or in lower wages, as some women cut paid work to take on the new duties.

With lockdowns shutting schools and keeping citizens at home, creating a mountain of domestic work, public campaigns from Georgia to Mexico have urged men to do their fair share.

But women, who on average already do more at home than men, are now shouldering most of the new coronavirus burden, too, said the survey of more than 3,000 working parents in the United States, Britain, Italy, Germany and France.

Women's unpaid hours at home have nearly doubled to 65 hours a week, said the survey, against 50 logged by an average father.

British women are more likely to support others in the COVID-19 pandemic and are finding it harder to stay positive, according to separate analysis released this week by polling firm Ipsos MORI and feminist organisation The Fawcett Society.

It is "no surprise" to see women do more childcare and housekeeping on top of their day jobs, Jacqui Hunt of women's rights group Equality Now, told the Thomson Reuters Foundation.

However, there are "hopeful signs" that men in West Africa are sharing more childcare during the pandemic in a shift in social norms, found a small rapid analysis by humanitarian organisation CARE International released on Wednesday.

May 28: Boeing is cutting more than 12,000 jobs through layoffs and buyouts as the coronavirus pandemic seizes the travel industry, and more cuts are coming.

Air travel within the U.S. tumbled 96% by mid-April, to fewer than 100,000 people on some days. It has recovered slightly. The Transportation Security Administration said it screened 264,843 people at airports on Tuesday, a drop of 89% compared with the same Tuesday a year ago.

Boeing had said it would cut 10% of a work force that numbered about 160,000. A Boeing spokesperson said Wednesday's actions represent the largest number of job cuts, but several thousand additional jobs will be eliminated in the next few months.

The layoffs are expected to be concentrated in the Seattle area, home to Boeing's commercial-airplanes business. The defense and space division is stable and will help blunt the impact of the decline in air travel and demand for passenger jets, the company said.

Boeing said additional job cuts will be made in international locations, but it did not specify numbers.

"The COVID-19 pandemic's devastating impact on the airline industry means a deep cut in the number of commercial jets and services our customers will need over the next few years, which in turn means fewer jobs on our lines and in our offices," CEO David Calhoun said Wednesday in a memo to employees.

Calhoun said the company faces the challenges of keeping employees safe and working with suppliers and airlines "to assure the traveling public that it can fly safe from infection."

Calhoun warned that Boeing will have to adjust business plans constantly because the pandemic makes it hard to predict the impact on the company's business.

Boeing's crisis began with two crashes of its 737 Max, which led regulators around the world to ground the jetliner last year. The company's problems have deepened with the coronavirus, which has cut global air traffic by up to 90% and caused airlines to postpone or cancel orders and deliveries for new planes.
