Cong facing existential crisis in Modi-Shah age: Jairam Ramesh

Kochi, Aug 8: The Congress is facing an "existential crisis", senior party leader Jairam Ramesh today said and pitched for "a collective effort" by party leaders to "overcome" the challenges it faced from Prime Minister Narendra Modi and BJP chief Amit Shah.

Ramesh also said that business as usual approach will not work against Modi and Shah and advocated for a flexibility in approach to make Congress relevant.

"Yes, the Congress party is facing a very serious crisis," Ramesh told news agency in an interview.

He said the Congress had faced "electoral crisis" from 1996 to 2004 when it was out of power. The party had also faced "electoral crisis" in 1977 when it lost the elections held soon after the emergency.

"But today, I would say that the Congress is facing an existential crisis. It is not an electoral crisis. The party really is in deep crisis," he said, when asked whether the threat of "poaching" of MLAs posed by the BJP in Gujarat had forced the party to transport its MLAs to Karnataka to ensure party leader Ahmed Patel's victory in the Rajya Sabha polls.

He, however, justified the Gujarat Congress's decision to send 44 of its MLAs to a resort in party-ruled Karnataka on July 29 to fend off the alleged "poaching" attempts by BJP, saying the saffron party had also "transported" MLAs in the past.

He said it was wrong for the Congress party to think that anti-incumbency will work automatically against the Modi-led government in the states being ruled by the BJP in the elections.

"We have to understand we are up against Mr Modi, Mr Shah. And they think differently, they act differently, and if we are not flexible in our approach, we will become irrelevant, frankly," the Congress leader said.

He said the Congress party must also recognise that India has changed. "Old slogans don't work, old formulas don't work, old mantras don't work. India has changed, the Congress party has to change," he said.

The former union minister hoped that party vice-president Rahul Gandhi would end the uncertainty over his taking over as the Congress president to make the party ready for crucial electoral battles in key states in 2018 and the Lok Sabha polls scheduled a year later.

"I think in all probability, Rahul Gandhi will take charge (as Congress president) before the end of 2017," he said.

The senior leader lamented that he had been proved wrong in the past about his prediction about Rahul's assuming charge of the top party job.

"I thought it will happen in 2015, it didn't happen. I thought it will happen in 2016, it didn't happen. So I am the wrong person to ask this question. I feel that it may happen before the end of 2017," Ramesh said.

He said he had "no" indication about appointment of Rahul Gandhi as Congress president.

"I have only expectation. That's all. In 2018 and 2019 you will be busy with elections. State elections, national elections...and this type of thing ...uncertainty is not good," and urged the Gandhi scion to "finish it off."

Asked if there is anyone in the Congress party to give a strong challenge to Modi in 2019 elections, Ramesh said, "I have always maintained that it is the collective strength of the Congress that will overcome Mr Modi not some individual magic wand".

"It has to be a collective effort," he said.

Ramesh took a potshots at party leaders who still behave as if the party is still in power.

"The sultanate has gone, but we behave as if we are sultans still. We have to completely redo the way of thinking, the way of acting, the way of projecting, the way of communicating.

"I think there is a lot of goodwill for the Congress, a lot of support for the Congress but people want to see a new Congress. They don't want to see old mantras, old slogans.

We must recognise this is a big challenge. Huge challenge for us," he said.

He said Nitish Kumar's return to the Indian fold was a big setback for anti-BJP coalition in the country, describing it as a "completely betrayal of the mandate" given to the Mahagathbandhan by the people of Bihar.

Ramesh, who shares a personal rapport with Kumar, said, "personally, I was aghast, astonished, deeply disappointed, but we have to move on and we don't have time."

Ramesh, representing Karnataka in the Rajya Sabha, expressed hope that the "revival" of Congress will happen in Karnataka next year as it had happened 40 years ago in 1978 in Chikmagalur Lok Sabha seat in the state which gave political rebirth to Indira Gandhi who faced defeat in Rae Bareli in the elections held after the Emergency.

New Delhi, Jul 15: Air India has started the process of identifying employees, based on various factors like efficiency, health and redundancy, who will be sent on compulsory leave without pay (LWP) for up to five years, according to an official order.

The airline's board of directors have authorised its Chairman and Managing Director Rajiv Bansal to send employees on LWP "for six months or for a period of two years extendable upto five years, depending upon the following factors - suitability, efficiency, competence, quality of performance, health of the employee, instance of non-availability of the employee for duty in the past as a result of ill health or otherwise and redundancy", the order said on Tuesday.

The departmental heads in the headquarter as well as regional directors are required to assess each employee "on the above mentioned factors and identify the cases where option of compulsory LWP can be exercised", stated the order dated July 14.

"Names of such employees need to be forwarded to the General Manager (Personnel) in headquarter for obtaining necessary approval of CMD," the order added.

In response to queries regarding this matter, Air India spokesperson said,"We would not like to make any comment on the issue."

Aviation sector has been significantly impacted due to the travel restrictions imposed in India and other countries due to the coronavirus pandemic. All airlines in India have taken cost-cutting measures such as pay cuts, LWP and firings of employees in order to conserve cash flow.

For example, GoAir has put most of its employees on compulsory LWP since April.

India resumed domestic passenger flights from May 25 after a gap of two months due to the coronavirus pandemic.

However, the airlines have been allowed to operate only a maximum of 45 per cent of their pre-COVID domestic flights. Occupancy rate in Indian domestic flights has been around 50-60 per cent since May 25.

Scheduled international passenger flights continue to remain suspended in India since March 23.

The passenger demand for air travel will contract by 49 per cent in 2020 for Indian carriers in comparison to 2019 due to COVID-19 crisis, said global airlines body IATA on Monday.

New Delhi, Jul 13: The Land & Development Office, which comes under the Union Ministry of Housing and Urban Affairs, has sent a notice to news agency PTI, demanding it to cough up more than Rs 84 crore as penalty. The notice dated July 7 says that the penalty has been imposed due to "breaches" at its office in Delhi.

The notice that sought Rs 84,48,23,281 argues that "the less will be pleased to regularise the breaches in the premises temporarily up to 14.07.2020 and withdraw the right of re-entry of the premises subject to the following conditions being fulfilled by you within 30 days from the date of issue of this letter."

The notice also stipulates that the news agency needs to give an undertaking on non-judicial stamp paper stating that it will pay the difference of "misuse/damage charges" if the land rates are revised with effect from 01.04.2016 by the government and will also remove the "breaches" by 14.07.2020 or get them regularised by paying charges.

The notice also warns that further action to execute the deed has to be subject to complete payment and putting the premise to use according to the masterplan.

The Land & Development Office so warned that an additional 10 per cent interest may need to be coughed out by PTI if it fails to furnish the concerned amount within the stipulated time period.

Additionally, if the news agency fails to comply with the terms within the said period, the concession will be withdrawn. In other words, they will have to pay the penalty up to the actual date of payment then and will also be subject to actions.

This stern notice for alleged violations by PTI comes closely on the heels of national broadcaster Prasar Bharati locking horns with PTI over its reportage that it called "anti national".

Prasar Bharti had recently sent a letter threatening to end its "relationship" with PTI after it carried an interview of Chinese Ambassador Sun Weidong, where he blamed India for the India-China violent standoff that saw 20 Indian bravehearts getting martyred.

New Delhi, Jul 18: National carrier Air India on Friday said that it is in a ‘very challenging financial’ situation and is taking recourse to several initiatives, with a view to ensuring the continuance of its operations.

The airline, in a statement, noted that it has introduced the partially voluntary 'Leave Without Pay' (LWP) scheme on July 14.

"The scheme primarily enables employees to avail the benefits of proceeding on leave without pay on a voluntary basis. The LWP scheme has been introduced for grant of leave without pay and allowances for permanent employees for a period of six months or two years, which is extendable upto 5 years," the statement said.

"Air India had brought out similar scheme earlier... Several hundred employees have, in the past, availed of the LWP Scheme."

As per the statement, in the wake of the ongoing Covid-19 pandemic, there may be employees who are unable to attend their office duties in person on account of personal reasons.

"The LWP scheme enables employees to take a break from their office responsibility for a defined period of time with the approval of the management, while retaining their employment with the company," the statement said.

"They will continue to avail facilities such as passage, medical and housing at specified rates."

Accordingly, the LWP scheme provides the opportunity to employees to take up alternative employment with the approval of the management during the period of the said leave, the airline said.

"The LWP scheme is a win-win situation for both the management as well as employees as it provides flexibility to employees and simultaneously reduces the wage bill for the company," the statement said.

"It is important to note here that the Covid-19 outbreak has very seriously impacted the airline sector and currently, the airline operations of the company are a small fraction of the prior Covid level operations."

The airline said that employees are encouraged to apply for availing the benefit of the scheme, in the prescribed format, by August 15.

"The only addition in this scheme as compared to the earlier LWP scheme is that the management can pass an order requiring the employees to go on leave for a period of six months or two years (extendable upto 5 years) compulsorily taking into consideration 'Suitability, Efficiency, Competence, Quality of performance, Health, Non-availability of employee and Redundancy'," the statement said.

Furthermore, the airline said that this provision has been introduced for use, "very sparingly", with a view to ensuring that the overall efficiency of the organisation, improves and the management will ensure that this will be implemented with complete fairness and transparency as per prescribed procedure.

Consequent to the announcement of the scheme, Air India unions are discussing their strategy against the move which might involve legal recourse.

An Air India union leader on Friday told IANS: "This is going to affect the livelihood of many. Why not every employee of AI take LWP a few days every month. This way the burden can be shared."

"The motive of the top management is to save their money by snatching money from lower employees."

According to Air India PIM document, as on November 1, 2019, the airline, on a standalone basis (without subsidiaries), had around 14,000 employees, including fixed term contract staff.

The development comes as the Centre has re-initiated the airline's divestment plan with new norms.

Interestingly, this time, it has sweetened the deal by substantially reducing the debt on the airline's account books and offered a 100 per cent stake in the loss-making airline.

The last date for bid submission to acquire Air India has also been extended to August 31.
