Days after Doklam standoff, India, China hold first border talks in Beijing

New Delhi/Beijing, Nov 18: India and China on Friday held their first meeting on the border consultation and coordination mechanism at Beijing after the Doklam standoff and reviewed the situation in all the sectors of their border and exchanged views on enhancing CBMs and military contacts.

The 10th round of the Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC) was held in Beijing, a press release from the Indian Embassy in Beijing said.

The WMCC was established in 2012 as an institutional mechanism for consultation and coordination for the maintenance of peace and tranquillity in the India-China border areas.

It was established to deal with the tensions over recurring border incursions as well as to exchange views on strengthening communication and cooperation, including between the border security personnel.

The India-China border dispute covers the 3,488 km long Line of Actual Control (LAC). While China claims Arunachal Pradesh as Southern Tibet, India asserts that the dispute covered Aksai Chin area which was occupied by China during the 1962 war.

Today's (Friday) talks were held in a constructive and forward-looking manner, the release said.

Both sides reviewed the situation in all sectors of India-China border and agreed that maintenance of peace and tranquillity in the border areas is an important prerequisite for sustained growth of bilateral relations, it said.

The two sides also exchanged views on further confidence building measures (CBMs) and strengthening of military-to-military contacts, it said.

The talks between the delegations headed by Pranay Verma, Joint Secretary (East Asia), Ministry of External Affairs and Xiao Qian, Director General, Department of Asian Affairs, were the first such dialogue between the two countries after the 72-day-long standoff at Doklam in the Sikkim section.

The standoff which began in mid-June ended on August 28 after Chinese troops stopped building a key road close to India's Chicken Neck corridor. India objected to the construction highlighting its security concerns. The road was being built by the Chinese troops in the area also claimed by Bhutan.

This is the first round of talks between the two countries after Chinese President Xi Jinping began his second five-year term as the chief of the ruling Communist Party of China in October.

Friday's talks took place ahead of Chinese Foreign Minister Wang Yi's planned to visit to India to take part in the Russia, India and China (RIC) Foreign Ministers meeting expected to be held in New Delhi in December.

Chinese officials earlier said Wang is expected to meet his Indian counterpart Sushma Swaraj as well as top Indian leaders.

The contentious issues bedevilling both the countries, including the USD 50 billion China-Pakistan Economic Corridor (CPEC) as well as Bejing's veto blocking UN listing of JeM leader Masood Azhar as a global terrorist are expected to be discussed during Wang's talks with Indian leaders.

Ahead of the talks, Chinese officials have expressed optimism that differences over the listing of Azhar by China in the 1267 Committee of the UN Security Council may be resolved soon. China has blocked India's application in 2016 and vetoed a similar resolution sponsored by the US, the UK and France twice in 2017.

Also the 20th round of India-China border talks headed by National Security Advisor Ajit Doval and his Chinese counterpart Yang Jiechi, who are the designated Special Representatives, are expected to be held in New Delhi in December.

The dates for both RIC and border talks are yet to be announced.

The Special Representatives were also mandated to discuss all issues related to India-China relations.

The delegations at Friday's talks comprised of diplomatic and military officials from each side.

The two sides agreed to hold the next meeting of the WMCC at a mutually convenient time, the release said.

Seoul, May 2: North Korean leader Kim Jong Un has made his first public appearance since speculation about his health began last month, cutting the ribbon at the opening of a fertilizer factory, KCNA reported Saturday.
 
Kim attended the event on Friday in Sunchon, near the capital Pyongyang, after nearly three weeks of swirling rumours that the leader of the nuclear-armed nation was seriously ill or possibly dead.
 
The North Korean leader had not made a public appearance since presiding over a Workers' Party politburo meeting on April 11, and the following day state media reported that he had inspected fighter jets.
 
At Friday's event, "all the participants broke into thunderous cheers of 'hurrah!'" when Kim appeared, the Korean Central news agency reported.
 
He inspected the facility and was "briefed about the production processes," the report said.
 
Kim "said with deep emotion" that his grandfather Kim Il Sung and father Kim Jong Il "would be greatly pleased if they heard the news that the modern phosphatic fertilizer factory has been built," it added.
 
Also in attendance were other senior officials, including his sister and close adviser, Kim Yo Jong. Photos from the ceremony were not immediately released.
 
Conjecture over Kim's health had grown since his conspicuous no-show at April 15 celebrations for the birthday of his grandfather, the North's founder -- the most important day in the country's political calendar.
 
His absence unleashed a series of unconfirmed reports over his condition, triggering global fears over the North's nuclear arsenal -- and who would succeed Kim were he unable to lead.
 
A top security advisor to South Korea's President Moon Jae-in said less than a week ago that Kim was "alive and well," downplaying rumors that he was ill or incapacitated.
 
The advisor, Moon Chung-in, told CNN that Kim had been staying in Wonsan -- a resort town in the east of North Korea -- since April 13, adding: "No suspicious movements have so far been detected."

South Korea has told CNN that the rumours of North Korean leader Kim Jong Un's death are untrue.
 
Rumours of ill health
 
Daily NK, an online media outlet run mostly by North Korean defectors, reported that Kim was undergoing treatment after a cardiovascular procedure last month.
 
Citing an unidentified source inside the country, it said Kim -- who is in his mid-30s -- had needed urgent treatment due to heavy smoking, obesity and fatigue.
 
Soon afterwards, CNN reported that Washington was "monitoring intelligence" that Kim was in "grave danger" after undergoing surgery, quoting an anonymous US official.
 
US President Donald Trump appeared to confirm that Kim was alive earlier this week.
 
On Friday, Trump refused to comment on Kim's reported re-emergence.
 
Previous absences from the public eye on Kim's part have prompted speculation about his health.
 
The North is extremely secretive, and doubly so about its leadership.
 
Kim's father and predecessor had been dead for two days before anyone outside the innermost circles of North Korean leadership was any the wiser.
 
In 2014, Kim Jong Un dropped out of sight for nearly six weeks before reappearing with a cane.
 
Days later, the South's spy agency said he had undergone surgery to remove a cyst from his ankle.

New Delhi, Jul 23: With the highest single-day spike of 45,720 cases, India's coronavirus count crossed 12 lakh mark on Thursday.

The Union Ministry of Health and Family Welfare informed that 1,129 deaths were recorded in the last 24 hours.

The total number of coronavirus cases stand at 12,38,635 including 4,26,167 active cases, 7,82,606 cured/discharged/migrated. The cumulative toll has reached 29,861 deaths.

Maharashtra has reported 3,37,607 cases, highest in the country followed by Tamil Nadu with 1,86,492 cases. Delhi coronavirus count has reached 1,26,323 cases.

According to the Indian Council of Medical Research (ICMR), 1,50,75,369 samples were tested till July 22 out of which 3,50,823 samples were tested yesterday.

New Delhi, May 24: New rules for domestic travel during the lockdown were released by the government today, including advising passengers to download the Aarogya Setu application on their mobile devices and asking states to ensure thermal screening at departure point of airports, railway stations and bus terminals. The guidelines were shared by Civil Aviation Minister Hardeep Singh Puri, who also shared new rules for international travel.

The minister had recently said that international flight operations may start by mid-June or end-July if the COVID-19 virus "behaves in a predictable manner".

"Prescribed clinical protocol will be followed in case any domestic or international traveller shows symptoms of COVID-19. States can also develop their own protocol for quarantine and isolation as per their own assessment," Mr Puri said.

The guidelines come a day before the resumption of air travel after nearly two-months hiatus following lockdown to prevent the spread of coronavirus.

The Indian Railways has also issued a list of 100 pairs of trains that it will operate from June 1, putting in operation popular trains such as Durontos, Sampark Krantis, Jan Shatabdis and Poorva Express.

Dos and Don'ts shall be provided along with tickets to travellers by agencies concerned, said the Health Ministry's guidelines for domestic travel (air/train/inter-state bus travel).

Travellers shall give 14-day quarantine undertaking before boarding

The states and Union Territories shall ensure that all passengers undergo thermal screening at the point of departure and only asymptomatic passengers are allowed to board the flight, train or bus. Asymptomatic passengers, however, will be permitted to travel after they give an undertaking to self-monitor for 14 days, the ministry said.

Those having moderate or severe symptoms will be admitted to dedicated COVID health facilities and managed accordingly, the guidelines said.

Those having mild symptoms will be given the option of home isolation or isolated in the COVID Care Centre (both public and private facilities) as appropriate and tested as per ICMR protocol, they said.

"If positive, they will continue in COVID Care Centre and will be managed as per clinical protocol. If negative, the passenger may be allowed to go home, isolate himself/herself and self-monitor his/her health for further 7 days," the health ministry said.

In case, any symptoms develop they shall inform the district surveillance officer or the state or the national call centre (1075), it said.

Use of face covers, following respiratory hygine during travel

During boarding and travel, all passengers shall use face covers or masks and will also follow hand hygiene, respiratory hygiene and maintain environmental hygiene, the ministry said in its guidelines.

At airports, railway stations and bus terminals, required measures to ensure social distancing shall be taken, the guidelines said.

Airports, railway stations and bus terminals should be regularly sanitised or disinfected and the availability of soaps and sanitisers shall be ensured, the health ministry said.

The ministry said that states can also develop their own protocol with regards to quarantine and isolation as per their assessment.

Guidelines for International Travel

The guidelines for international travel include mandatory undertaking for quarrantine for 14 days. "Only for exceptional and compelling reasons such as cases of human distress, pregnancy, death in family, serious illness and parent(s) accompanied by children below 10 yrs, as assessed by the receiving states, home quarantine may be permitted for international travellers for 14 days," the Civil Aviation minister said.

Asymptomatic travelers will be allowed to board flight/ship

At the time of boarding the flight or ship, only asymptomatic travellers will be allowed to board after thermal screening, the health ministry said.. Passengers arriving through land borders will also have to undergo the same procedure, it said.

"Self-declaration form in duplicate shall be filled by the person in the flight/ship and a copy of the same will be given to Health and immigration officials present at the airport/seaport/landport. The form will be made available through the Aarogya Setu app," the new order said.

Passengers found to be symtomatic during screening shall be immediately isolated and taken to medical facility as per health protocol. "These passengers will be kept under institutional quarrantine for a minimum period of 7 days and should undergo necessary tests as per ICMR protocol," the guidelines said.

Sanitisation and disinfection must inside flights

Authorities must take adequate measures to such as environmental sanitation and disinfection at the airports as well as within the flights, the guideline said.Suitable announcement about COVID-19 including precautionary measures to be followed shall be made at airports/ports, it added.

While on board flight, ships, passengers and crew required precautions such as wearing of masks, environmental hygiene, respiratory hygiene, hand hygiene, the ministry said.

This morning, India registered the biggest-single day jump in the number of coronavirus cases as 6,767 new patients were reported in the last 24 hours. This is the third consecutive day that India has reported more than 6,000 COVID-19 cases with a record number of new patients each day. The county has officially logged 1,31,868 cases, 3,867 deaths linked to the highly infectious illness since the pandemic began. Of these, 147 patients died in the last 24 hours. The global number of novel coronavirus cases has passed 5.25 million with more than 339,000 deaths. Since the outbreak first emerged in China in December, 5,260,970 cases have been recorded across 196 countries and territories, with 339,758 deaths attributed to the virus.
