Delhi HC issues notice to ED over DKS' bail plea

New Delhi, Sept 30: The Delhi High Court sought the ED's response on Monday on the bail plea of Karnataka Congress leader D K Shivakumar in a money-laundering case.

Shivakumar, arrested in a case under the Prevention of Money Laundering Act (PMLA) by the Enforcement Directorate (ED), approached the high court challenging the trial court's order denying him bail.

The court issued notice to the agency, asked it to file a status report and listed the matter for further hearing on October 14.

In the high court, Shivakumar has cited medical reasons as one of the grounds for securing bail.

In the petition, the Congress leader has said he is a seven-time MLA and not a flight risk. He has contended that it is a case based on documentary evidence and there is no ground to keep him in custody as he has no criminal antecedents.

Meanwhile, the court had reserved order on another plea moved by Shivakumar, seeking a copy of his statements recorded by the ED in the money-laundering case.

Denying him bail, the trial court had said Shivakumar was an influential person and if released at a crucial stage of the investigation, might influence witnesses or tamper with documents.

The trial court had perused the Congress leader's medical report and noted that although he had undergone angiography, his condition was stable and he was advised medication.

The ED had, in September last year, registered the money-laundering case against Shivakumar, Haumanthaiah, an employee at the Karnataka Bhavan here, and others.

The case was based on a chargesheet (prosecution complaint) filed by the Income-Tax department against them before a special court in Bengaluru last year, alleging tax evasion and "hawala" transactions worth crores of rupees.

The I-T department has accused Shivakumar and his alleged associate S K Sharma of indulging in transactions involving huge amounts of unaccounted money on a regular basis through "hawala" channels with the help of three other accused.

Bengaluru, Jun 5: With the easing of COVID-19 lockdown norms under unlock 1.0, the Karnataka government on Thursday permitted state transport buses to operate even during the night curfew hours 9 pm to5 am.

Autos, taxis and cabs have also been given permission to operate during these hours for picking commuting passengers from pickup points or bus stands.

Chief Secretary T M Vijay Bhaskar in an order said, state transport corporations (BMTC, KSRTC, NEKRTC and NWKRTC) buses have been allowed to operate during night curfew hours from 9 pm to 5 am.

On the basis of their bus tickets, passengers would be allowed to commute to bus stand or from there to home, in accordance with the COVID-19 control measures, SOPs and other guidelines, it said.

Further, during the curfew hours autos, taxis and cabs have been given permission to pick commuters from pickup points or bus stands, it added.

Earlier, the government had revised the night curfew time from the previous 7 pm-7 am to 9 pm-5 am, and said the movement of individuals shall remain strictly prohibited between 9 pm and 5 am throughout the state, except for essential activities.

The government has also said that jungle lodges and resorts, also private organisations providing similar facilities, along with activities they provide like safari, trekking among others would be permitted from June 8, in compliance with the guidelines and SOP issued and following the social distancing norms.

Bengaluru, Aug 7: Amid the rising number of COVID-19 cases in Karnataka, the state's health department issued fresh guidelines for the disposal of bodies of COVID patients.

"Although an increased risk of COVID infection from a dead body to health workers or family members who follow standard precautions while handling the body is unlikely, the lack of scientific data requires the utmost care to avoid the inadvertent spread of COVID-19 during these times," the statement from the health department's press release read, emphasising on the dignity of the dead and the religious and cultural tradition.

The 23-page press release elaborated on guidelines regarding testing, handling of dead bodies and other specificities in relation to the management of COVID-19 bodies.

"Testing should not be insisted in every case of death, but only when they have a recorded history of influenza-like symptoms. The body should be handed over to the family members/ relatives in a dignified manner immediately after swab collection and hospitals should provide handouts with a list of dos and don'ts in English and Kannada laying down relevant information," the statement said.

It added, "At the mortuary, health care workers, mortuary staff and the family of the deceased body shall not come in direct contact with the dead body and must wear full personal protective equipment (PPE). If the family or relative are for any reason unable to cremate or bury the body, the local health authority shall arrange for the dignified last rites as per the religious traditions of the family."

Regarding autopsies (post mortem) on COVID-19 bodies, the state department said that they should be avoided, except in necessary circumstances.

The statement also gave detailed guidelines regarding the appropriate recording of COVID-19 deaths in line with the Indian Council of Medical Research (ICMR) guidelines.

Additionally, the health department made a statement about the admission procedure for COVID positive patients referred by other district administrations saying, "It is now mandatory for all the referrals from the BBMP admission and discharge of COVID positive patients to be done through the online COVID Hospital Bed Management System (CHBMS)."

The state's count of coronavirus cases was 1,51,449 in the past 24 hours.

So far, a total of 2,804 people have died due to COVID-19 in the state, while the average recovery rate in Karnataka is 49.3 per cent.

Mangaluru, May 15: In a shocking development, as many as 20 people from coastal Karnataka, who recently came from United Arab Emirates today tested positive for covid-19.

More than 175 repatriates were brought from Dubai to Mangaluru International Airport on May 12. Among them residents of Dakshina Kannada and Udupi districts were quarantined in their respective district. 

The throat swabs of all the passengers were sent for covid-19 testing on the following day. 21 of them obtained positive report today. Among those tested covid-19 positive, 15 are residents of Dakshina Kannada and five are from Udupi district. 

They were shifted to covid-19 hospitals in their respective districts today.
