Doctor arrested for sterilization deaths

Sterilisation deathBilaspur, Nov 13: The surgeon, who conducted sterilisation surgeries on 83 women at a state-run camp which claimed the lives of 12 women in Pendari village in Chhattisgarh's Bilaspur district, has been arrested.

Laparoscopic surgeon Dr R K Gupta was taken into custody from his relative's place in neighbouring Balodabazar district late last night, Inspector General of Police, Bilaspur Range, Pawan Dev said today.

He has been charged with section 304 II (culpable homicide not amounting to murder) and other relevant sections of IPC, the IG said.

Incidentally, Dr Gupta was honoured on Republic Day this year for conducting 50,000 surgeries in his career.

Dr Gupta was suspended on Tuesday and an FIR was lodged against him in connection with deaths of women who underwent botched tubectomies procedure at the sterilisation camp in Pendari on the outskirts of Bilaspur town on Saturday.

As many as 13 women have died due to botched surgeries at different sterilisation camps held under the National Family Planning programme in the home district of Health Minister Amar Agrawal- Bilaspur, in the past three days.

Of the 83 women who were operated upon at Nemichand Jain Cancer and Research Centre at Pendari village of Takhatpur block on November 8, 12 of them died, while Chaiti Bai, who passed away yesterday, was the lone casualty from the camps at Pendra block where around 56 women underwent surgeries at three different camps on Monday.

As per the officials, around 56 women underwent surgeries at sterilisation camps held in Pendra, Gaurela and Marwahi, located around 120 kms away from Bilaspur district headquarter on November 10, two days after the Pendari sterilisation camp.

Chaiti Bai, belonging to Baiga vulnerable tribe, was among around 26 women who were admitted to the Bilapsur district hospital yesterday after they developed complications following the surgeries at Community centre at Pendra.

"As a precautionary measure we are shifting all the women who underwent surgery in Pendra to hospitals of Bilaspur," Borah said.

Sixty-eight women, operated in Pendari camp are already undergoing treatment at different hospitals of Bilaspur, he added.

Under attack from opposition Congress which demanded his resignation, Chief Minister Raman Singh had announced a high-level probe and suspended four officials, including the Chief Medical and Health Officer of Bilaspur and transferred Director, Directorate Health Services Kamalpreet Singh.

New Delhi, Mar 31: At least 24 people staying at Markaz building in Nizamuddin area of the national capital have tested positive for coronavirus, Delhi Health Minister Satyendar Jain on Tuesday.

"All of them are being screened. We are not certain of the number but it is estimated that 1500-1700 people had assembled at the Markaz building. 1033 people have been evacuated so far - 334 of them have been sent to the hospital and 700 sent to quarantine centre. Total 24 positive cases have been found so far," he said while speaking to reporters here.

The minister also slammed the organisers of the religious event saying that they have committed a grave crime.

"The event's organisers committed a grave crime. Disaster Act and Contagious Diseases Act was enforced in Delhi, no assembly of more than 5 people was allowed. Still, they did this. I have written to Lieutenant Governor to take strict action against them. Delhi government has given an order to file an FIR against the organisers," the Health Minister said.

Earlier, the Delhi government had said: "It has come to our knowledge that administrators of Nizammuddin Markaz violated coronavirus lockdown conditions and now several positive cases have been found. Strong action would be taken against those in charge of this establishment. Delhi government will ask the police to register an FIR against Maulana of Markaz, Nizamuddin."

New Delhi, Jun 25: The Supreme Court on Thursday asked the Centre and the CBSE to issue fresh notification in connection with Class 12 exams, clarifying the option between internal assessment and exams later.

The observation from the top court after it was informed that the CBSE has decided to cancel the remaining board exams for Class 10 and Class 12.

A bench comprising Justices AM Khanwilkar, Dinesh Maheshwari and Sanjiv Khanna asked the Centre to clarify the issue of taking the option between internal assessment and exams later.

"Clarify the date of results," said the bench, noting that the CBSE will have to submit a fresh draft notification cancelling class 12 Board exams and affidavit on Friday morning, before the top court continues to hear the matter again at 10.30 a.m.

The apex court also sought clarity on the beginning of the new academic year.

It told Solicitor General Tushar Mehta, representing the Centre, that the CBSE is willing to conduct exams when the situation is conducive, but this may vary from state to state. "Will the decision be taken by a central authority or will the state government take the decision? How are you going to deal with that situation?"

Mehta replied that the decision must be taken according to the situation. To this, the bench said should not the solution be pan-India?

"You have not said when you will decide on this issue, and when you will take stock of these things. Some time frame will have to be given," noted the bench.

Continuing its queries, the bench said: "What about state regional board exams... the CBSE does not hold all the exams. The state Board is also there."

Mehta replied that the instructions from the controller of examinations are that exams are controlled centrally. "State boards assist the CBSE," he replied.

The bench observed that the government should modify the draft notification and include the state board issue. "Clear the stand that decision will be taken at the central level and not at the state level... other courses will have to be delayed till CBSE exam results come out," it said.

Mehta replied the assessment results will be published now, and if a student wants to opt to give the exam, then that will be conducted later. The top court asked Mehta to bring this on record and redraft the notification.
