Doctor’s suicide after casteist slurs; MSCW asks dean to submit a report

Mumbai, May 28: Amid growing protests by students and tribal organisations over the suicide of a doctor in a state-run hospital, allegedly after casteist slurs, the state women's commission on Monday asked the dean to submit a report in the case.

In a letter to the dean of the Mumbai civic body-run BYL Nair Hospital Ramesh Bharmal, the Maharashtra State Commission for Women sought to know whether the Anti-ragging Act was effectively implemented in the institution.

The report, which also seeks information on "lack of communication" between the administration and students, is to be submitted within eight days, the Commission said.

Meanwhile, the three women doctors at the hospital, accused of driving their 26-year-old colleague to suicide after tormenting her with casteist slurs, have sought a "fair probe" in the case.

In a letter to the Maharashtra Association of Resident Doctors (MARD), the three - Ankita Khandelwal, Hema Ahuja and Bhakti Mehare - said they want the college to conduct a fair investigation in the matter and "give justice" to them.

"This is not the way to do an investigation through police force and media pressure, without hearing our side," the three doctors said in the letter.

MARD has suspended the three doctors.

A senior MARD official said, We have credible inputs that the three doctors made casteist remarks against Dr Payal Tadvi, who allegedly committed suicide. We will cooperate with the police for the further investigations.

To prevent such incidents, MARD has decided to organise sensitisation programmes for second and third year undergraduate medical students, the official said.

The FIR filed after the second year PG student ended her life, stated that her seniors often threatened her, saying she wouldn't be allowed into operation theatres or allowed to perform deliveries. She was also mocked for being a tribal on WhatsApp groups.

Tadvi committed suicide on May 22. Her family has alleged that the doctors taunted her for belonging to a scheduled tribe.

The hospital's anti-ragging committee is expected to submit a report on the suicide. The administration has issued notices to the head of the department and the unit head of the obstetrics and gynaecology department.

The three doctors have been booked under the Atrocities Act, the Anti-Ragging Act and the IT Act and Section 306 (abetment to suicide) of the IPC.

Tadvi's mother Abeda Tadvi said from her hometown in Jalgaon district of north Maharashtra that her daughter had called her up on May 22 about her alleged harassment.

In Mumbai on Monday, members of the Vanchit Bahujan Aghadi, All India Democratic Association, Democratic Youth Federation of India and Students Federation of India staged a protest outside the college and hospital.

A tribal organisation has planned a march from the hospital premises to the Agripada police station on Tuesday, to demand arrest of the three doctors.

Holding the Nair hospital administration responsible for the suicide, the organisation has demanded action against the dean.

Thrissur, Jun 11: Volunteers of People for Animal Welfare Services rescued a dog that had its mouth sealed with insulation tape around it for two weeks in Ollur of Thrissur district.

The dog has now been shifted to an animal shelter home.

Recently two elephants died in Kerala. One pregnant elephant died after consuming crackers wrapped in some fruits in Palakkad.

Another elephant died in Malappuram after it was found seriously injured in North Nilambur forest range of the district.

New Delhi, Feb 25: Union Home Minister Amit Shah on Monday told a meeting of Delhi Lieutenant Governor Anil Baijal, Chief Minister Arvind Kejriwal and party leaders that "professional assessment" is that the violence in north-east Delhi has been "spontaneous".

He also said adequate forces have been already deployed in affected areas even as he urged political parties to avoid provocative speeches and statements which could flare up the situation and desist from rumour-mongering. He also instructed Delhi Police Commissioner Amulya Patnaik to re-activate local peace committees. 

"Shah noted that the professional assessment is that the violence in the capital has been spontaneous. He expressed confidence in Delhi Police and said that the force has shown maximum restraint to get the situation under control," a statement issued by the Ministry of Home Affairs (MHA) said.

However, on Monday, government sources had claimed that violence in the national capital "appeared to be orchestrated" to coincide with the high-profile visit. A PTI report from Hyderabad on Tuesday also quoted Minister of State for Home G Kishan Reddy as saying that the violence in Delhi has been perpetrated intentionally and the Narendra Modi government would not tolerate such incidents. 

While Shah said adequate forces have been deployed, there were also reports that the Delhi Police Commissioner told MHA top brass that it did not have adequate forces to control the violence that erupted in north-east Delhi. However, Delhi Police later tweeted that the Commissioner has denied that "no such information was given to MHA" and such reports were "totally baseless". 

Urging parties to avoid provocative speeches and statements which could flare up the situation, the statement said, Shah expressed confidence in Delhi Police and said that the force has shown maximum restraint to get the situation under control.

Appealing to all to maintain restraint and desist from rumour-mongering while instructing the Delhi Police Commissioner to re-activate local peace committees, Shah said Delhi's borders with Uttar Pradesh and Haryana have been under surveillance for the last three days. 

Shah also urged parties to ask their local leaders to hold meetings in sensitive areas and instructed senior police officers to visit vulnerable police stations at the earliest

Jan 15: Amazon.com Inc Chief Executive Officer Jeff Bezos is facing a bitter welcome during his India visit this week as the country’s antitrust regulator initiated a formal investigation just hours before his arrival and trader bodies comprising millions of infuriated small store owners announced demonstrations.

Bezos is in New Delhi for the Smbhav summit, an Amazon India event for small and medium businesses. The billionaire is scheduled to conduct a fireside chat with Amazon India chief Amit Agarwal, anchoring an event that also features Infosys Ltd. co-founder Narayana Murthy and retail billionaire Kishore Biyani, who recently sold a stake in his retail group to Amazon. Ahead of the event, Bezos paid his respects at Mahatma Gandhi’s memorial, wearing a white tunic and a rust-colored Indian vest.

The small businesses that Amazon’s CEO is hoping to endear himself to, however, are organizing in opposition. The Confederation of All India Traders announced that members of its affiliate bodies across the country would stage sit-ins and public rallies in 300 cities to raise a war cry against the world’s largest online retailer. In a letter to Prime Minister Narendra Modi last week, the confederation’s Secretary General Praveen Khandelwal alleged that Amazon, much like Walmart Inc.-owned Flipkart, was an “economic terrorist” who engaged in predatory pricing that deprived the government of tax revenue and “compelled the closure of thousands of small traders.”

India’s e-commerce market is projected to grow to $150 billion by 2022, according to a 2018 report by software industry group Nasscom and consulting firm PwC India. Competition for this rapidly expanding sector is intensifying as Asia’s richest man, Mukesh Ambani, prepares to go live with JioMart, an online shopping platform challenging Amazon and Walmart directly. The latter’s Flipkart Online Services Pvt is also delving deeper into the countryside in its pursuit for more customers. Amazon, for its part, opened a huge office complex in the southern city of Hyderabad in September, underscoring its commitment to the country.

The Competition Commission of India said it would probe the deep discounts, preferential listings and exclusionary tactics that Amazon and Flipkart are alleged to have used as anti-competitive levers. India’s trade bodies have long argued that both retail giants were flouting rules by promoting sales and discounts through their favoured sellers, many of whom they have preexisting commercial arrangements. The regulator has ordered for the investigation to be completed within two months.

Bezos last visited India in 2014 under starkly different circumstances. During that trip, the Amazon founder wore local festive garb, rode atop a festooned truck for a photo opp and presented Amazon’s Indian unit with a giant check for $2 billion. Since then, Amazon has pledged a further $3.5 billion to expand in the country.
