Election code violation case: Imran submits apology

Islamabad, Aug 10: Pakistan Prime Minister-in-waiting Imran Khan on Friday submitted a written apology and an affidavit to the election commission for violating the electoral code of conduct while casting his vote in the general election on July 25, media reports said.

The Election Commission of Pakistan (ECP) has reserved its verdict in the case, Geo News reported.

The ECP had sought a signed apology from Pakistan Tehreek-e-Insaf (PTI) Chairperson Khan for violating the electoral code of conduct by casting his vote publicly instead of going behind the voting screen.

The written reply and the affidavit were submitted by Khan during the hearing held by a four-member bench headed by Chief Election Commissioner Sardar Muhammad Raza, the report said.

The commission on Thursday rejected the response submitted by his counsel Babar Awan who had stated that his client did not intentionally stamp his ballot publicly.

He had sought an end to the case and requested the ECP to issue the notification for Khan's victory from NA-53 Islamabad constituency.

The suo motu case against Khan was heard after the ECP took notice of him publicly stamping the ballot paper in NA-53 Islamabad constituency, instead of going behind the voting screen to cast his vote in secrecy.

According to the reply by Khan's counsel, photos of Khan's ballot were taken without his permission and the curtain, used around the ballot for secrecy, had fallen due to the crowd inside the polling booth.

Imran won the NA-53 seat by defeating former prime minister Shahid Khaqan Abbasi, bagging 92,891 votes in contrast to the Pakistan Muslim League-Nawaz leader's 44,314 votes.

The electoral body has withheld the notification of his success from the constituency in view of the pending case.

According to the election act, a person can be given a six-month jail sentence and/or fine of Rs 1,000 for not casting his/her vote in secrecy.

On July 30, the ECP had sought a written reply from Khan, who has been nominated by the PTI as the next Prime Minister after the party emerged as the largest in the National Assembly in the election.

The 65-year-old PTI leader had contested from five constituencies and had won from all of them. But the ECP has only granted him temporary permission to take oath as a Member of the National Assembly, pending the outcome of the case of violation of the electoral code of conduct.

Karachi, May 25: The pilot of the Pakistan International Airlines (PIA)'s crashed plane ignored three warnings from the air traffic controllers about the aircraft's altitude and speed before the landing, saying he was satisfied and would handle the situation, according to a report on Monday.

The national flag carrier's PK-8303 tragedy on Friday, in which 97 people were killed and two miraculously survived, is one of the most catastrophic aviation disasters in the country's history.

The Airbus A-320 from Lahore to Karachi was 15 nautical miles from the Jinnah International Airport, flying at an altitude of 10,000 feet above the ground instead of 7,000 when the Air Traffic Control (ATC) issued its first warning to lower the plane's altitude, Geo News quoted an ATC report as saying.

Instead of lowering the altitude, the pilot responded by saying that he was satisfied. When only 10 nautical miles were left till the airport, the plane was at an altitude of 7,000 feet instead of 3,000 feet, it said.

The ATC issued a second warning to the pilot to lower the plane's altitude. However, the pilot responded again by stating that he was satisfied and would handle the situation, saying he was ready for landing, the report said.

The report said that the plane had enough fuel to fly for two hours and 34 minutes, while its total flying time was recorded at one hour and 33 minutes.

Pakistani investigators are trying to find out if the crash is attributable to a pilot error or a technical glitch.

According to a report prepared by the country's Civil Aviation Authority (CAA), the plane's engines had scraped the runway thrice on the pilot's first attempt to land, causing friction and sparks recorded by the experts.

When the aircraft scraped the ground on the first failed attempt at landing, the engine's oil tank and fuel pump may have been damaged and started to leak, preventing the pilot from achieving the required thrust and speed to raise the aircraft to safety, the report said.

The pilot made a decision "on his own" to undertake a "go-around" after he failed to land the first time. It was only during the go-around that the ATC was informed that landing gear was not deploying, it said.

"The pilot was directed by the air traffic controller to take the aircraft to 3,000 feet, but he managed only 1,800. When the cockpit was reminded to go for the 3,000 feet level, the first officer said 'we are trying'," the report said.

Experts said that the failure to achieve the directed height indicates that the engines were not responding. The aircraft, thereafter, tilted and crashed suddenly.

The flight crashed at the Jinnah Garden area near Model Colony in Malir on Friday afternoon, minutes before its landing in Karachi's Jinnah International Airport. Eleven people on the ground were injured.

The probe team, headed by Air Commodore Muhammad Usman Ghani, President of the Aircraft Accident and Investigation Board, is expected to submit a full report in about three months.

According to the PIA's engineering and maintenance department, the last check of the plane was done on March 21 this year and it had flown from Muscat to Lahore a day before the crash.

In the wake of the COVID-19 pandemic, the Pakistan government had allowed the limited domestic flight operations from five major airports - Islamabad, Karachi, Lahore, Peshawar and Quetta - from May 16.

After the plane tragedy, the PIA has called off its domestic operation.

Islamabad, May 9: A female doctor posted at Pakistan Institute of Medical Sciences (Pims) Mother and Child Hospital (MCH), who was tested Covid-19 positive, has exposed Pakistan's mismanagement in handling the patients affected with the deadly virus.

Identified herself as Dr. Sharbat, she made a video of herself locked in an isolated room when the authorities failed to provide any medical assistance to her.

According to Pakistani media, the Pakistan Institute of Medical Sciences (Pims) Mother and Child Hospital (MCH) and the operating theatre in the Children's Hospital were sealed on Tuesday after 15 people from both facilities were diagnosed with Covid-19.

Dr. Sharbat said that despite having Covid-19 symptoms after her colleague doctor was tested positive, she was forced to perform duty by the hospital authorities.

After she tested positive, Dr. Sharbat has isolated herself in a room and has requested the hospital authorities to provide her a bed in the hospital.

She said, "I am isolated in a small room. There is no toilet and other facilities at this place. I have requested the authorities several times to provide me proper bed because I cannot go home as my son and father is there. I have no other place to go. Its been several hours now and the administration is busy doing meetings. They have no idea about my location. I have called the concerned officials several times and requested for a room in the hospital, but they said that they are looking for it. This is the kind of arrangements we have that a doctor, who was serving the patients, is not able to get proper care".

Dr Sharbat said that she is feeling depressed after seeing the response of authorities tackling with Covid-19 crisis in the country.

She added, "It is unfortunate that the government salutes [health professionals] but is not willing to provide isolation rooms."

Pakistan's position in the global ranking in respect of Covid-19 dropped from 24th to 22nd after the number of positive cases increased to 26,806 (till May 08) with the addition of 1,791 new cases.

However, the National Coordination Committee (NCC), chaired by Prime Minister Imran Khan, had decided to substantially ease the lockdown from Saturday after detailed deliberations and consultations with the provinces.

Kensington (United States), May 20: The world cut its daily carbon dioxide emissions by 17% at the peak of the pandemic shutdown last month, a new study found.

But with life and heat-trapping gas levels inching back toward normal, the brief pollution break will likely be “a drop in the ocean" when it comes to climate change, scientists said.

In their study of carbon dioxide emissions during the coronavirus pandemic, an international team of scientists calculated that pollution levels are heading back up — and for the year will end up between 4% and 7% lower than 2019 levels.

That's still the biggest annual drop in carbon emissions since World War II.

It'll be 7% if the strictest lockdown rules remain all year long across much of the globe, 4% if they are lifted soon.

For a week in April, the United States cut its carbon dioxide levels by about one-third.

China, the world's biggest emitter of heat-trapping gases, sliced its carbon pollution by nearly a quarter in February, according to a study Tuesday in the journal Nature Climate Change. India and Europe cut emissions by 26% and 27% respectively.

The biggest global drop was from April 4 through 9 when the world was spewing 18.7 million tons (17 million metric tons) of carbon pollution a day less than it was doing on New Year's Day.

Such low global emission levels haven't been recorded since 2006. But if the world returns to its slowly increasing pollution levels next year, the temporary reduction amounts to ''a drop in the ocean," said study lead author Corinne LeQuere, a climate scientist at the University of East Anglia.

“It's like you have a bath filled with water and you're turning off the tap for 10 seconds," she said.

By April 30, the world carbon pollution levels had grown by 3.3 million tons (3 million metric tons) a day from its low point earlier in the month. Carbon dioxide stays in the air for about a century.

Outside experts praised the study as the most comprehensive yet, saying it shows how much effort is needed to prevent dangerous levels of further global warming.

“That underscores a simple truth: Individual behavior alone ... won't get us there,” Pennsylvania State University climate scientist Michael Mann, who wasn't part of the study, said in an email.

“We need fundamental structural change.”

If the world could keep up annual emission cuts like this without a pandemic for a couple decades, there's a decent chance Earth can avoid warming another 1.8 degrees (1 degree Celsius) of warming from now, study authors said. But getting the type of yearly cuts to reach that international goal is unlikely, they said.

If next year returns to 2019 pollution levels, it means the world has only bought about a year's delay in hitting the extra 1.8 degrees (1 degree Celsius) of warming that leaders are trying to avoid, LeQuere said. That level could still occur anywhere from 2050 to 2070, the authors said.

The study was carried out by Global Carbon Project, a consortium of international scientists that produces the authoritative annual estimate of carbon dioxide emissions. They looked at 450 databases showing daily energy use and introduced a measurement scale for pandemic-related societal “confinement” in its estimates.

Nearly half the emission reductions came from less transportation pollution, mostly involving cars and trucks, the authors said. By contrast, the study found that drastic reductions in air travel only accounted for 10% of the overall pollution drop.

In the US, the biggest pollution declines were seen in California and Washington with plunges of more than 40%.
