End of J&K as state, officially split into Union Territories; Prez rule revoked

Srinagar, Oct 31: In an event of far-reaching consequences, the state of Jammu and Kashmir ceased to exist at midnight Wednesday and was converted into two Union Territories, around three months after Parliament abrogated its special status under Article 370.

However, the President's rule imposed in undivided Jammu and Kashmir was on Thursday revoked following bifurcation of the state into two Union Territories.

The UTs of Jammu and Kashmir, and Ladakh would be headed by lieutenant governors G C Murmu and R K Mathur, respectively. They will take oath on Thursday. This is for the first time that a state is being converted into two UTs. The total number of states in the country will now be 28, while the total UTs will go up to nine.

With this, the Constitution of Jammu and Kashmir and the Ranbir Penal Code will cease to exist from Thursday, when the nation celebrates 'National Unity Day' to mark the birth anniversary of the country's first home minister Sardar Vallabhbhai Patel, who is credited for the merger of over 560 states into the Union of India.

The UT of Jammu and Kashmir will have a legislature like Puducherry while Ladakh will be a UT without legislature like Chandigarh and both the UTs will be headed by two separate lieutenant governors (LG), as per the Act.

The Centre will be in direct control of the police and the law and order in Jammu and Kashmir from Thursday when it becomes a UT, while the land will be under the elected government there. The UT of Ladakh will be under the direct control of the central government which will administer the high-altitude region through the LG.

The two UTs of Jammu and Kashmir, and Ladakh come into existence on Thursday after the central government on August 5 decided to abrogate the special status given to Jammu and Kashmir under Article 370 and create them on October 31.

"In exercise of the powers conferred by clause (2) of article 356 of the Constitution, I, Ram Nath Kovind, President of India, hereby revoke the proclamation issued by me under the said article on the 19th December, 2018 in relation to the State of Jammu and Kashmir," the official notification said.

Earlier, the central rule was imposed in Jammu and Kashmir in June 2018 after resignation of the then Chief Minister Mehbooba Mufti when the BJP withdrew support to the PDP led goverment. The central rule as 'Governor's rule' continued for six months.

After six months, President's rule was imposed for next six months which was subsequently extended with the approval of Parliament. Article 356 of the Constitution under which President's rule is imposed in a state, is not applicable in Union Territories.

New Delhi, Jun 26: The Road Transport and Highways Ministry has issued a notification to enable citizens with mild to medium colour blindness to obtain a driving licence.

An official release said that the Ministry has been taking measures to enable divyangjan citizens to avail transport-related services, especially driving licence.

It said the ministry received representations that the colour blind citizens are not able to get a driving licence due to requirements in the declaration about physical fitness (Form I) or the medical certificate (Form IA).

The release said that the issue was taken up with expert medical institution and advice sought.

The recommendations received were that mild to medium colour blind citizens be allowed to drive and restrictions should only be on the severe colour blind citizens.

"This is also allowed in other parts of the world," the release said.

The notification seeks to amend Form 1 and Form 1A pertaining to Central Motor Vehicles Rules 1989.

New Delhi, Apr 16: South Delhi District Magistrate Brij Mohan Mishra on Thursday said that the administration is investigating how the pizza delivery boy contracted the coronavirus.

"In the last 15 days, we discovered houses he had delivered food. We contacted people living in 72 houses and they have been asked to stay in-home quarantine. No symptoms have been seen in people related to him. 

Testing of his roommate has been done and his reports are awaited. The rest of the people don't have any symptoms, they have been placed under institutional quarantine. Those in-home quarantines are also asymptomatic," Mishra said.

"Unless a positive case comes, we feel that transmission has not taken place. The boy told us that he was continuously wearing a mask while delivering the food. We are also finding out how he got infected. We are getting the information about the places he visited for delivery. He was tested on the basis of the doctor's advice. Later, he tested positive," he said.

72 families have to stay in home quarantine in the Malviya Nagar area after the delivery boy tested positive for COVID-19 on Wednesday.
Delhi Health Minister Satyendra Jain said that 17 other delivery boys linked with the infected person have also been placed under institutional quarantine.

"A pizza delivery boy has been detected with COVID-19 here. 17 other delivery boys linked with him have been placed under institutional quarantine and 72 people have been placed under home quarantine," Jain said.

Food delivery app Zomato said that the staff of the infected person's restaurant has delivered some orders which were placed on its platform.

"We've been made aware today that a restaurant's employee, who has been recently tested positive for COVID-19, had delivered food in the past to a few customers in the Malviya Nagar area in Delhi. All these customers have already been contacted by the govt authorities... We are not sure whether the rider was infected at the time of delivery," the company said in a statement.

Zomato also claimed that colleagues of the delivery boy have tested negative for COVID-19.
"This restaurant had instructed their riders to wear masks and follow strict hygiene to keep customers safe from any unintended mishap.

All co-workers of the said rider have been tested negative. And as a precaution, the restaurant where this rider worked has suspended operations," read the statement.

Pune, Jul 4: Now that wearing mask in public places has become the new normal, a resident of Pimpri-Chinchwad of Pune district, Shankar Kurade has got himself a mask made of gold worth Rs 2.89 lakhs amid the COVID-19 pandemic.

"It's a thin mask with minute holes so that there is no difficulty in breathing. I am not sure whether this mask will be effective," said Kurade.

Kurade loves wearing gold ornaments and his hands and neck are loaded with jewellery.

This unique idea struck him soon after he saw a man wearing a silver mask on social media.

"I saw a video on social media of a man in Kolhapur wearing a silver mask and then an idea struck me to have a mask of gold. I talked to a goldsmith and he gave me this five and a half pound gold mask in a week," said Kurade.

"All my family members love gold, if they too demand it, then I will get it designed for them too. I do not know if I will be infected with coronavirus wearing a gold mask or not, but following all the rules of the government can prevent the spread of virus," he added.

Since childhood, Shankar is very fond of gold ornaments, that is the reason he wears gold rings in all the fingers, gold bracelets on his wrist and huge gold chains around his neck.
