Farmers blame Siddaramaiah govt for diluting price norms

Bengaluru, Nov 20: Protesting farmers, who are demanding Rs 200 more per tonne of sugarcane over and above the fair and remunerative price(FRP) announced by the Centre in July, blame the previous Siddaramaiah government for their problems.

The Siddaramaiah government, bowed to pressure from the sugar lobby to forego its power to fix the sugarcane state advisory price (SAP), compromising the interest of cane growers, they say.

Politicians own around 40% of the major sugar mills in the state and dominate the sugar lobby in Karnataka. The Karnataka Sugarcane (Purchase and Supply Control) Act, 2013, enacted by the BJP government headed by Jagadish Shettar after a decadelong struggle by farmers, vested with the state government the power to fix the sugarcane price each year. It also gives the government the power to seize or take over mills that fail to pay the SAP.

The government calculated the SAP by taking into account the revenue of sugar mills, including from byproducts like bagasse and molasses. The farmers were happy because the SAP was usually higher than the fair and remunerative price (FRP) fixed every year by the central Commission for Agricultural Price and Costs. The Siddaramaiah government implemented the act by fixing SAP for two years despite a stiff opposition from sugar mill owners. Some mill owners refused to pay the SAP but gave in after a favourable court order for the farmers and the government. This led mill owners to get the government to amend the act.

“Since the SAP has legal backing, the mills decided do away with the provision completely,” said Subhash Shirabur, a former member of Karnataka Sugarcane Control Board and a cane grower from Bagalkot. “Unfortunately, the government readily agreed. Now we have to beg the mills for the right price.”

In place of SAP, the government brought in a revenue-sharing formula in which the farmers and the mill owners divide profits at a ratio of 70:30.

“As per the amendment, the sugar mills have to pay the FRP within 15 days of cane supply and wait till the end of the season to share the profit,” said Muttappa Komar, Bagalkot zilla panchayat vice-president. “But in the four years since the amendment came into force, the farmers have not received any money apart from the FRP.” Former CM Jagadish Shettar says issues like pending dues and irregular payment have cropped up again because the government has no control over the mills. “Re-enacting the SAP law is the only solution to this problem,” he said. “The government should seriously consider this.”

Paris, Jul 2: Several interacting exoplanets have already been spotted by satellites. But a new breakthrough has been achieved with, for the first time, the detection directly from the ground of an extrasolar system of this type.

An international collaboration including CNRS researchers has discovered an unusual planetary system, dubbed WASP-148, using the French instrument SOPHIE at the Observatoire de Haute-Provence (CNRS/Aix-Marseille Universite).

The scientists analysed the star's motion and concluded that it hosted two planets, WASP-148b and WASP-148c. The observations showed that the two planets were strongly interacting, which was confirmed from other data.

Whereas the first planet, WASP-148b, orbits its star in nearly nine days, the second one, WASP-148c, takes four times longer. This ratio between the orbital periods implies that the WASP-148 system is close to resonance, meaning that there is enhanced gravitational interaction between the two planets. And it turns out that the astronomers did indeed detect variations in the orbital periods of the planets.

While a single planet, uninfluenced by a second one, would move with a constant period, WASP-148b and WASP-148c undergo acceleration and deceleration that provides evidence of their interaction.

The study will shortly be published in the journal Astronomy & Astrophysics.

Kozhikode, Apr 4: In a bid to maintain the lockdown amid COVID-19 outbreak, Police in Kozhikode is monitoring the situation using drone cameras and making sure that people are not breaking the law.

The police have so far arrested 41 persons who were out on a morning walk on Saturday during the lockdown in the backdrop of coronavirus outbreak.

The SHO of Town South Police Station informed that the accused were later released on bail.
At least 295 cases have been reported in the state so far.

Talking about COVID-19 testing, State Health Minister KK Shailaja told media: "Nine labs are conducting polymerase chain reaction (PCR) tests in Kerala. We've received 2000 rapid test kits and will start rapid tests from tomorrow. If a person tests positive in rapid test, we need to confirm it with PCR test."

The total number of COVID-19 positive cases in India climbed to 3072 on Saturday, according to Ministry of Health and Family Welfare.

Mumbai, Jul 3: In yet another move to keep Chinese technologies companies at bay, the Centre has cancelled the 4G upgradation tender for BSNL as it has decided to come up with fresh specifications for the upgrade process, sources said.

The Department of Telecommunications (DoT) is likely to issue a fresh tender in the next two weeks.

People in the know said that the fresh tender may not allow Chinese companies to participate and that the new tenders that will be floated in the next two weeks will emphasise on Make in India.

As the border tussle with China escalated last month and around 20 soldiers lost their lives, the government had last month asked both BSNL and MTNL not to use equipment of Chinese makers in their upgrading process to 4G facilities.

Huawei and ZTE are the major Chinese telecom equipment makers working with Indian telecom companies and they would be the hardest hit by the decision.

The impact may be felt in terms of the much-awaited 5G trials in the country. After much deliberation, the Centre last December decided to allow Huawei to take part in the 5G trials.

The cancellation of tender for BSNL's 4G upgradation comes after the Centre on Monday banned 59 Chinese apps including TikTok, WeChat and UC Browser.

A statement by the Ministry of Electronics and IT said that the decision was taken since "there is credible information that these apps are engaged in activities which are prejudicial to sovereignty and integrity of India, defence of India, security of state and public order".
