Foreign journalists violating Indian laws liable to be punished: MHA

New Delhi, Dec 28: All foreigners have to respect Indian law and those found in violation are liable to be punished but that does not mean they are blacklisted forever, a Home Ministry official said on Friday after a Reuters journalist was denied entry into India for allegedly violating visa rules.  The action against Cathal McNaughton, chief photographer at the news agency's Delhi office who was recently sent back from the airport here after his arrival from an overseas trip, is not permanent and can be reviewed after six months or a year, the official told PTI.

"Everybody has to follow the law. For violation, the consequence is the same for everybody. Foreigners should respect Indian law. If any Indian visits abroad and violates the law of that country, he or she is also liable to be punished," the official said. McNaughton, an Irish national who won the Pulitzer Prize in May 2018, allegedly travelled to restricted and protected areas in Jammu and Kashmir without permission. He also reported from the state without valid permission.

"He may be a winner of some awards, but that does not give him the licence to violate Indian laws. The Ministry of External Affairs regularly informs foreign journalists about Indian rules and regulations. And in certain places, a foreigner is required to take permission. If you violate these rules and regulations, we are bound to take action," the official warned. "If somebody is denied entry, it does not mean that he is blacklisted forever. It may be reviewed after six months or one year," he said.

Another official said foreign correspondents also require prior home ministry approval to film in restricted and protected areas such as border districts, defence installations and other places of strategic importance, national parks and wildlife sanctuaries. According to visa rules for foreign journalists, "A foreign journalist, TV cameraperson etc, including a foreign journalist already based in India, who desires to visit a restricted or protected area or Jammu and Kashmir or the North Eastern States, should apply for a special permit through the Ministry of External Affairs (External Publicity Division)".

Under normal circumstances, India grants foreign journalists visas for up to three months. In rare cases, a six-month journalist visa, with a single or double entry, can be issued. The MHA and the MEA have also held discussions to review protocols on foreign journalists. In May this year, the MEA reminded foreign journalists based in India that they require permission to travel to areas protected under the Foreigners (Protected Areas) Order, 1958. The areas are- all of Arunachal Pradesh, parts of Himachal Pradesh, parts of Jammu and Kashmir, parts of Rajasthan, all of Sikkim and parts of Uttarakhand.

Jan 27: Bollywood Film Director Anurag Kashyap, who has been vocal about his political views on social media, slammed Union Minister Amit Shah and accused him of being 'cheap'.

"How timid our Home Minister is. Its own police, its own goons, its own army and security increases and invades unarmed protestors. Amit Shah has crossed the extent of cheapness and inferiority. History will spit on this animal," Kashyap tweeted.

The film director has taken an active part in the anti-Citizenship Act protest rallies and was against the Jawaharlal Nehru violence. He also came in support of his contemporary Deepika Padukone when the latter faced backlash for showing up at JNU in support of the students.

New Delhi, Jul 28: Chief Minister Ashok Gehlot had "unconstitutionally" merged six MLAs of the Bahujan Samaj Party (BSP) with the Congress in Rajasthan, he did the same in his earlier tenure too, for which we wanted to teach him and his party a lesson, said BSP chief Mayawati on Tuesday.

The BSP chief added that her party could have gone to courts earlier but decided to wait for the "right opportunity".

"In Rajasthan, after elections results, BSP gave unconditional support of all its 6 MLAs to Congress. Unfortunately, Chief Minister Ashok Gehlot, out of his malicious intent and to damage BSP, merged them with Congress unconstitutionally. He did the same even during his earlier tenure," Mayawati said here.

"BSP could have gone to the court earlier too but we were looking for the time to teach Congress party and CM Ashok Gehlot a lesson. Now we have decided to go to the Court. We will not let this matter alone. We will go even to the Supreme Court," she added.

The BSP chief further reiterated that the party has asked the six MLAs to vote against the Congress government led by Ashok Gehlot if a trust vote takes place on the floor of the Rajasthan Assembly, failing which "their party membership will be cancelled".
She further said that the merger of BSP MLAs with Congress was immoral and went against the mandate given by voters in Rajasthan.
"Ulta-chor kotwal ko daante (the thief accuses the cop of wrongs) they (Congress) themselves indulge in wrongdoing and then accuse us," she further said.
On Sunday, the BSP issued a whip to six MLAs, asking them to vote against Congress in case of a no-confidence motion or any proceedings to be held during the Rajasthan Assembly session.

National General Secretary of BSP Satish Chandra Mishra, while speaking to news agecncy said, "Notices have been issued to the six MLAs separately as well as collectively, pointing out that since BSP is a National Party, there cannot be any merger at the state level at the instance of six MLAs unless there is a merger of BSP at the national level. If they violate it, they will be disqualified.

Notices have been issued to all six MLAs- - R Gudha, Lakhan Singh, Deep Chand, JS Awana, Sandeep Kumar and Wajib Ali, who are elected to the Rajasthan Assembly."
However, later on Monday, Lakhan Singh, hit back saying he and the five others had already joined the Congress.

"We six MLAs have already joined the Congress. BSP remembered us after nine months. They have issued this whip, after a message from the BJP. On this basis they are going to court", said Karauli MLA Lakhan Singh.

Rajasthan government is in turmoil after simmering differences between Deputy Chief Minister Sachin Pilot and Gehlot came out in the open. Pilot was removed as the Deputy Chief Minister and the state unit chief of Congress.

The Congress has accused the BJP of indulging in horse-trading to bring down the Gehlot government. The BJP has rejected the allegations.

Lucknow, May 19: The administration of the Sanjay Gandhi Post Graduate Institute of Medical Sciences (SGPGI) has ordered a probe into the cardiac procedure conducted on a corona positive patient in the hospital.

The patient underwent a cardiac procedure without being tested for corona before the surgery. He later tested positive for COVID-19, leading to panic among the staff and other patients.

The medical staff that came in contact with the patient were quarantined on Monday while the area was sanitized.

As per orders from the State Medical Education Department, even in emergency cases, patients are to be screened for Covid-19 before procedures are done.

According to the SGPGI administration, the incident took place late on Sunday night.

In an official statement, director, Prof R.K. Dhiman said, "The 63-year-old patient was a case of complete cardiac blockage and needed an urgent temporary pacemaker. The patient was admitted to the holding area of the institute and later shifted to the MICU for permanent pace making."

He said that when the patient's corona status was found to be positive on the Hospital Information System, she was shifted to the Rajdhani COVID Hospital.

The Director said, "Though the involved areas have been sanitized and healthcare workers were quarantined as per protocol, a probe has been ordered to investigate the lapses."
