Four-year bar on expats unacceptable, says JCCI

Jeddah, Aug 14: The Ministry of Labor has said it will not make any exceptions to its decision not to allow private firms falling in the yellow level of the Nitaqat Saudization program to keep their foreign manpower for more than four years even as top industry officials questioned the viability of the decision, which they said will be difficult to implement.ministry of labour

"Not even the manpower with accumulated experience or those born in Saudi Arabia will be exempted from the decision," business daily Al-Eqtisadiah reported on Wednesday quoting an official source in the ministry.

The decision will come into effect on Oct. 25 and six months later, the period of stay will be reduced to two years only.

"The decision will strictly apply to all expatriates working for any of the firms in the yellow Nitaqat category whose stay in the Kingdom has exceeded four years," he said.

The source, however, said expatriate workers of these companies will be allowed to transfer their residence permits to firms in the platinum and green Nitaqat levels.

He said the ministry took the decision to force companies in the yellow Nitaqat level to expedite the Saudization process. "The ministry is determined to employ more Saudis in the private sector," he added.

Meanwhile, members of the board of directors of the Jeddah Chamber of Commerce and Industry are unanimous in their opinion that it will be extremely difficult for the ministry to enforce its decision, especially in the industrial and contracting sectors.

They warned that the decision will create a manpower deficiency and will adversely affect the Saudization process.

The members also warned against the security, social and economic implications the decision would have on the labor market. They said the Kingdom would become a source of technical and vocational manpower for other countries if the decision was imposed.

Board member Ahmed Al-Marbaie said the decision could not be implemented on the industrial and contracting companies because they depend mainly on expatriate manpower. "These companies are always looking for expatriate manpower with sufficient experience, which they cannot find among Saudis," he said.

Al-Marbaie said if the ministry was adamant on its decision, the Kingdom would lose its trained and qualified foreign manpower. "In this case, we will be sending the qualified foreign manpower to other countries on a gold platter," he said.

"It is not acceptable to lose our trained foreign manpower and the workers who were born in the Kingdom as a result of this decision," he added.

Ibrahim Batterji, deputy chairman of the chamber's industrial committee, said it is not simply possible for the private companies to train the foreign manpower only to lose them in four years.

He warned that as a result of the decision, people might leave the industrial and contracting sectors and would invest in the commercial sector or the stock market instead.

"Saudization needs more time until the national carders are ready to accept all sorts of jobs. We will not be able to solve the problem of unemployment among Saudis by such decisions," he said.

Dubai, Jan 8: A Ukrainian airliner crashed soon after taking off from Tehran's Imam Khomeini airport on Wednesday, killing all 176 people aboard, Iran's state television and Ukraine's leaders said.

The Boeing 737 belonging to Ukraine International Airlines crashed near the airport and burst into flames. Ukraine's embassy in Iran, citing preliminary information, said the plane had suffered engine failure and the crash was not caused by "terrorism".

Ukraine President Volodymyr Zelenskiy said there were no survivors.

"My sincere condolences to the relatives and friends of all passengers and crew," Zelenskiy said in a statement, adding that Ukraine was seeking to establish the circumstances of the crash and the death toll.

Iranian TV said the crash was due to technical problems but did not elaborate. State broadcaster IRIB said on its website that one of the plane's two black boxes - the flight data recorder and the cockpit voice recorder - had been found.

Iranian media quoted an Iranian aviation official as saying the pilot of the airliner did not declare an emergency.

There was no official word from Ukraine International Airlines. It was the Kiev-based airline's first fatal crash.

"The fire is so heavy that we cannot (do) any rescue... we have 22 ambulances, four bus ambulances and a helicopter at the site," Pirhossein Koulivand, head of Iran's emergency services, told Iranian state television.

Ukraine's prime minister and Iranian state TV said 167 passengers and 9 crew were on board. Iranian TV said 32 of those on board were foreigners.

Television footage showed debris and smouldering engine parts strewn across a field, and rescue workers with face masks retrieving bodies of the victims.

According to air tracking service FlightRadar24, the plane that crashed was Flight PS 752 and was flying to Kiev. The plane was three years old and was a Boeing 737-800NG, it said.

The model's twin engines are made by CFM International, a U.S.-French venture co-owned by General Electric and France's Safran.

Modern aircraft are designed and certified to cope with an engine failure shortly after take-off and to fly for extended periods on one engine. However, an uncontained engine failure releasing shrapnel can cause damage to other aircraft systems.

A spokesman for Boeing said the company was aware of media reports of a plane crash in Iran and was gathering more information. The plane manufacturer grounded its 737 MAX fleet in March after two crashes that killed 346 people.

The 737-800 is one of the world's most-flown models with a good safety record and which does not have the software feature implicated in crashes of the 737 MAX.

Under international rules overseen by the United Nations, Iran is responsible for leading the crash investigation.

Ukraine would be involved and the United States would usually be accredited as the country where the Boeing jet was designed and built. France, where the engine maker CFM has half its activities, may also be involved.

There was no immediate word on whether the U.S. National Transportation Safety Board would be involved in the probe amid escalating tensions between the U.S. and Iran. The NTSB usually invites Boeing to give technical advice in such investigations.

Dubai, July 6: Even as the world’s one of the most sought after tourist destinations is gearing up to welcome foreign tourists from July 7, the authorities have taken necessary measures to prevent the spread of covid-19.

If the foreign tourists want to avoid self-isolation after landing in Dubai International Airport, they have to fetch covid-negative certificates from their home country. The certificate ought to have been issued up to 96 hours prior to the travel.

Those without a cvid-negative certificate, however, will need to undergo a PCR test on arrival at the Dubai airports and self-isolate until they receive their negative results.

"If passengers opt to take the PCR test on arrival in Dubai, they must self-isolate until test results are received. If the test result is negative, passengers can leave the hotel and enjoy the trip as normal. However, if the test result is positive, passengers are asked to follow the advice of the Dubai Health Authority and self-isolate," Emirates said in a statement.

Budget carrier flydubai said if a passenger tests positive for Covid-19, he/she would need to observe a 14-day quarantine. The airline also advised passengers to comply with all the precautionary Covid-19 measures in place in Dubai "including wearing a mask, observing social distancing and washing your hands regularly".

Tourists with Covid-19 symptoms

* If a traveller is suspected to have Covid-19 symptoms, Dubai Airports has the right to re-test to ensure the tourist is free of the virus

*It is mandatory for Covid-positive tourists to isolate themselves at an institutional facility provided by the government for 14 days at their own expense.

Other requirements

*Travel insurance: Tourists must have a travel insurance with Covid-19 cover or declare that they would bear the costs for treatment and isolation if required. "Bring an insurance certificate stating Covid-19 coverage to present at check-in," Emirates said.

*Visa: Referring to visa requirements, Emirates said: "Depending on your nationality you can get a visa on arrival, or you can apply for your visit visa from Dubai Immigration before you travel."

*Health Declaration Form: Tourists need to complete the form that states they are free from Covid-19 symptoms. This must be done before embarking.

*Tracing app: Tourists must download the Covid-19 DXB app and register details. "This is critically important since it facilitates easy coordination and communication with the health authorities if tourists experience Covid-19 symptoms," Dubai authorities had said earlier.

Dubai, Jul 22: Saudi Arabia's Minister of Haj and Umrah, Dr Muhammad Saleh Benten, has inspected the facilities and arrangement made for the Haj pilgrims in Makkah and the holy sites.

Speaking to the Saudi Press Agency after the tour, the minister said that the Saudi government has worked out unprecedented plans for the running of this year's Haj, enabling pilgrims to perform their rituals in ease and comfort.
 
This year's Haj, which has been scaled back dramatically to include only around 1,000 Muslim pilgrims as Saudi Arabia battles a coronavirus surge, will begin on July 29, authorities said Monday.

"The comprehensive, foolproof plans will be implemented by the security, health and service agencies. The plans include the provision of the best health services, and the most appropriate crowd control, strictly in line with the precautionary measures and preventive protocols, formulated by the Ministry of Health to ensure full safety of pilgrims from the coronavirus pandemic," Dr Benten said.

According to the Saudi Gazette, Benten emphasised the eagerness of the government of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz of Saudi Arabia and Saudi Crown Prince Mohammed bin Salman bin Abdulaziz Al Saud to implement the Haj operation by following the highest health standards and precautionary measures in order to ensure the safety of the pilgrims.

Earlier, the minister inspected the arrangements and facilities for the reception and accommodation of pilgrims at Four Point Hotel in Makkah.

He was briefed by ministry officials with regard to receiving and accommodating pilgrims during the period from 4 to 8 of Dhul Hijjah before leaving for Mina.

Benten also visited the tents in Arafat and the facilities in Muzdalifah.

After that, his inspection tour visited the tent city of Mina, where he viewed one of the towers designated for the housing of pilgrims. 

According to the Saudi Gazette, he was impressed with the services and facilities being arranged for the accommodation and serving of food for the pilgrims.

To complete his visit, the minister watched a visual presentation of the mechanism for providing logistical services for the pilgrims during their travel from accommodation to Jamarat to undertake the stoning ritual.

Meanwhile, Maj. Gen. Mohammed Bin Wasl Al Ahmadi, assistant commander of the Haj security forces for the Grand Mosque and its premises, said on Tuesday that the security plan for this year's pilgrimage prioritises on organisational, security, humanitarian and health aspects.

He said the Haj security forces have installed entry and exit mechanisms from the Grand Mosque during Haj, with passages for pilgrims extending from the southern and western premises of venue as well as special passages around the circumambulation and Saey areas.
