Govt issues rules for no-fly list

New Delhi, Sep 8: Unruly fliers will land in a national no-fly list from now on that can extend upto life time for offences ranging from verbal abuse to life threatening behaviour.

The government on Friday unveiled the changes made to Civil Aviation Requirement (CAR) to enable the country to promulgate the national no-fly list, which it said is "unique and first of its kind in the world".

The new rules provide graded punishment for offences which are categorised into three levels. One will end up in the no-fly list for upto three months if the passenger is found of violating Level 1 (unruly behaviour - verbal) offences like disruptive behaviour, physical gesture and verbal abuse.

A flier who commits a Level 2 offence (physical behaviour) will be banned for up to six months. The offender will end up in the list for "two or more years without limit" if he commits a Level 3 offence which is categorised as life-threatening behaviour like murderous assault, choking and damaging aircraft operating system among others.

For repeat offenders, the person will be banned for twice the period of previous ban. These provisions are airline specific. An airline can ban a passenger but others can continue to fly the passenger if they desire so

The amendments to the existing CAR on 'Handling Unruly/Disruptive Passengers' came following the incident involving Shiv Sena MP Ravindra Gaikwad who repeatedly slapped an Air India manager in April.

"The no-fly list provisions are applicable to every passenger. There are no exemptions," Civil Aviation Minister Ashok Gajapathi Raju told reporters. The provisions of the CAR came into existence on Friday itself, which also said, "sale of tickets inadvertently to such person(s) shall not confer a right upon them to fly."

The complaint of unruly behaviour should be referred to an internal committee set up by the airline have headed by a retired district and sessions judge with a representative each of another airline and passenger association. This panel should decide the matter in 30 days and till such time, airline can impose ban on passenger from flying for 30 days. In case the committee fails to take a decision in 30 days, passenger will be free to fly.

If any party is aggrieved with the decision, they can approach a government-appointed panel headed by a retired High Court judge, representative of airline who is not below the rank of Vice President and representative of passenger association or consumer forum. (ENDS)

Coronavirus lockdown in India has been extended till June 30 with more relaxations.

While the lockdown has been extended in containment zones, relaxations outside containment zones include reopening of religious places for public  from June 8. 

Hotels, restaurants and shopping malls also to open from June 8. Decision on opening educational institutions to be taken in July.

New Delhi, Aug 2: India's COVID-19 tally crossed the 17 lakh mark with 54,736 positive cases and 853 deaths reported in the last 24 hours.

"The total COVID-19 cases stand at 17,50,724 including 5,67,730 active cases, 11,45,630 cured/discharged/migrated and 37,364 deaths," said the Union Health and Family Welfare Ministry.

As per the data provided by the Health Ministry, Maharashtra -- the worst affected state from the infection -- has a total of 1,49,214 active cases and 15,316 deaths. A total of 4,31,719 coronavirus cases have been recorded in the state up to Saturday, as per the state health department.

Tamil Nadu has a total of 60,580 active cases and 4,034 deaths.

In Delhi, the total cases rose to 1,36,716, including 1,22,131 recovered/discharged/migrated cases and 3,989 deaths. There are 10,596 active cases in the national capital.

The total number of COVID-19 samples tested up to August 1 is 1,98,21,831 including 4,63,172 samples tested yesterday, said the Indian Council of Medical Research (ICMR) on Sunday.

Washington, Jan 2: The number of people killed in large commercial airplane crashes fell by more than 50% in 2019 despite a high-profile Boeing 737 MAX crash in Ethiopia in March, a Dutch consulting firm said on Wednesday. Aviation consulting firm To70 said there were 86 accidents involving large commercial planes - including eight fatal incidents - resulting in 257 fatalities last year. In 2018, there were 160 accidents, including 13 fatal ones, resulting in 534 deaths, the firm said.

To70 said the fatal accident rate for large airplanes in commercial passenger air transport was just 0.18 fatal accident per million flights in 2019, or an average one fatal accident every 5.58 million flights, a significant improvement over 2018. The fatality numbers include passengers, air crew such as flight attendants and any people on the ground killed in a plane accident

Large passenger airplanes in the study are aircraft used by nearly all travelers on airlines worldwide but excludes small commuter airplanes in service, including the Cessna Caravan and some smaller turboprop airplanes, according to To70.

On Dec. 23, Boeing's board said it had fired Chief Executive Dennis Muilenburg after a pair of fatal crashes involving the 737 MAX forced it to announce it was halting output of its best-selling jetliner. The 737 MAX has been grounded since March after an October 2018 crash in Indonesia and the crash of a MAX in Ethiopia in March killed a total of 346 people.

To70 said the aviation industry spent significant effort in 2019 "focusing on so-called 'future threats' such as drones." But the MAX crashes "are a reminder that we need to retain our focus on the basics that make civil aviation so safe: well-designed and well-built aircraft flown by fully informed and well-trained crews."

The Aviation Safety Network said on Wednesday that, despite the MAX crash, 2019 "was one of the safest years ever for commercial aviation." The 157 people killed in March on Ethiopian Airlines Flight 302 accounted for more than half of all deaths last year worldwide in passenger airline crashes.

Over the last two decades, aviation deaths around the world have been falling dramatically even as travel has increased. As recently as 2005, there were 1,015 deaths aboard commercial passenger flights worldwide, the Aviation Safety Network said.

Last week, 12 people were killed when a Fokker 100 operated by Kazakh carrier Bek Air crashed near Almaty after takeoff. In May, a Russian Sukhoi Superjet 100 aircraft caught fire as it made an emergency landing at Moscow’s Sheremetyevo airport, killing 41 people.

The figures do not include accidents involving military flights, training flights, private flights, cargo operations and helicopters.
