Govt mulls using highways in far-flung areas for flight landing

Mumbai, Jun 17: Union Road Minister Nitin Gadkari today said the government was working on a scheme under which highways in far-flung areas can be used for aircraft landings and take-offs, and airports can be made where none exist.flight

"Along with Defence Ministry, we are thinking on a proposal. We are making our national highways of cement and concrete. We can use them as airports and are identifying sites. The vehicular traffic will be stopped when an aircraft will be landing and once it leaves, the vehicle traffic will resume," Gadkari said at an event by Forum for Integrated National Security (FINS) here.

He clarified that the plan was to use the highway network to handle both civilian and military aircraft movement.

The discussions are being held with the Defence Ministry because many of these sites can be near the border areas, he said.

Even as he declined to disclose the sites which can be used for such aircraft movements or the number of such sites, Gadkari cited pockets in Arunachal Pradesh, which can benefit from such an arrangement.

He added that the traffic was also low in Arunachal Pradesh which can easily facilitate the flight movements as is being envisaged.

When asked if the roads will be able to take the aircraft, Gadkari said a majority of the new highways are being built of cement and concrete, which can comfortably take such loads.

It can be noted that a few years ago, the Indian Air Force had landed one of its frontline fighter aircrafts on a highway in north India to assess defence preparedness.

Gadkari elaborated that separate holding areas can be created along a highway where the aircraft can taxi to after landing, and can come back on the highway for take off after de-boarding and boarding.

He said having such an arrangement, where the road was put to use for multiple uses will be very cheap as compared to erecting a full-fledged airport.

Gadkari said the government has accorded high priority for expanding air connectivity and wants to build 350 airports across the country.

Meanwhile, making a case for ending corrupt practices at ports, Gadkari said the network of "liasoning and servicing agents" which ensure passage of containers should be destroyed. He also welcomed complaints in this regard.

Gadkari also said that the country was interested in building a road in Myanmar, which can be further extended into Thailand and can help serve India's interests deeper in the south east Asia.

Having clinched the Chabahar Port in Iran, India will also be looking at helping create road and rail connectivity in Iran so that its interests in Afghanistan and further into Central Asia can be served, he said.

He said the national highway network, which spans 1.55 lakh kms at present, will touch 2 lakh kms in the next 2-3 months.

Gadkari said he has requested Delhi Chief Minister Arvind Kejriwal to relocate some of the logistic parks on the upcoming bypasses which will help reduce pollution in the national capital.

He said amendments to the Motor Vehicle Act are also being planned and added that one of the plans is to make it compulsory to have air conditioned cabins for trucks, given the large amount of time drivers spend in the vehicles in hot condition.

A car scrapping policy is also in the works, which will come into effect along with switching to lower polluting engines, Gadkari said, adding that the scrapping of cars has the potential to make the country as the number one car manufacturing hub in the world.

While impressing the need for the people to be more aware, Gadkari said accidents like the one on the Mumbai-Pune expressway which killed 17 people could have been avoided if people were not mending a car puncture in the middle of the road.

Bengaluru, Aug 7: The Karnataka government would provide Rs 10,000 immediate relief to families affected by heavy rains and flooding in districts across coastal, central and southern areas of the state, an official said on Thursday.

"Chief Minister B.S. Yediyurappa has directed all the Deputy Commissioners in the rain-cum-flood-hit districts to provide Rs 10,000 interim relief to the affected families and Rs 5 lakh to those whose houses were completely damaged in the natural disaster," a Revenue Department official told media persons here.

As the south-west monsoon advanced and intensified, heavy and widespread rains with gusty winds have been lashing 12 of the 30 districts across the state, wreaking havoc and disrupting normal life due to flooding, landslides, lakes and ponds overflowing, and rivers and their tributaries in the spate.

"The Chief Minister also instructed the officials to make use schools, colleges and public places as relief centres to shelter the rain-cum-flood-hit families, as hostels and community halls have been converted into Covid care centres in the affected districts," said the official.

The affected districts have also been advised to conduct a survey of crop loss suffered by farmers for compensation under the centrally-sponsored Pradhan Mantri Fasal Bima Yojana and the Weather Based Crop Insurance Schemes.

Deputy Commissioners have been told to take preventive measures to protect and provide relief to the people from heavy rains, floods and landslides in the affected districts.

"Yediyurappa also directed ministers in-charge of the districts to remain in their constituency and visit the affected areas to assess damage caused by the rains and flash floods for compensation and relief aid," noted the official.

The Chief Minister on Wednesday announced Rs 50 crore for rescue and relief operations in the affected districts across the state.

Meanwhile, the Meteorological department has issued a red alert on heavy rains in the affected districts of Kodagu, Udupi, Dakshina Kannada and Uttar Kannada in the coastal region and in Shivamoga, Chikkamagaluru, Hassan and Haveri in the Malnad region.

"Bagamandala in Kodagu district where Cauvery river springs near Talakaveri received a whopping 486 mm rain during the last 24 hours, causing flash floods and disrupting normal life as offices, shops and eateries remained shut and public transport was affected," added the official.

The water-level in Cauvery and Lakshmanatheertha is flowing at high level while the Sayi layout and Kuvempu layout Kushalnagar is inundated and the affected residents were shifted to safer location.

New Delhi, April 5: Former Karnataka chief minister HD Kumaraswamy on Sunday challenged Prime Minister Narendra Modi to offer a "credible scientific and rational" explanation for his candle-lighting call and said he is giving "meaningless tasks" to an already exhausted population.

The JD(S) leader questioned if the Prime Minister asked the nation to observe a candle-light vigil on the eve of foundation day of BJP.

"Has the PM slyly asked the nation to observe a candle light vigil on the eve of foundation day of BJP? April 6 being its foundation day, what else can explain the choice of date & time for this event? I challenge the PM to offer a credible scientific and rational explanation," Kumaraswamy tweeted.

"The government is yet to provide PPEs for doctors and make test kits affordable for the common man. Without telling the nation what concrete steps are being taken to combat COVID-19 menace, the prime minister is giving meaningless tasks to an already exhausted population," he tweeted.

"It is shameful to convert the national crisis into an event of self aggrandizement & it is beyond shameful to push the hidden agenda of his party in the face of global calamity. May sense prevail upon the PM," the JDS leader said in another tweet.

Amid a nationwide COVID-19 lockdown, Prime Minister Modi on Friday appealed to countrymen to light diyas and candles on April 5 at 9 pm to fight the darkness spread by the pandemic. He asked the people to turn off all the lights in their homes and stand at doors or balconies and light candles or diyas, torches or mobile flashlights for 9 minutes on April 5.

Last month, PM Modi had asked the people to come out in their balconies and clap and beat utensils to show appreciation for doctors, nurses and others helping fight coronavirus on 'Janata Curfew'.
