Gujarat RS polls: Ahmed Patel grabs victory on night of high drama

Ahmedabad, Aug 9: Congress candidate Ahmed Patel defeated the BJP nominee in a bitterly fought Rajya Sabha election in Gujarat after late night dramatic developments saw the Election Commission reject the votes of two dissident MLAs of the main Opposition party for violating electoral rules.

Patel, political secretary to Congress president Sonia Gandhi beat Balwantsinh Rajput, till recently the party's chief whip in the state Assembly before defecting to the BJP, polling 44 votes, in the first RS polls in Gujarat in two decades which saw a contest instead of official candidates of major parties getting elected unopposed. Rajput got 38 votes.

BJP chief Amit Shah made his maiden entry into the house of elders and so did party nominee and Information and Broadcasting Minister Smriti Irani, clinching 46 votes each, an EC official said.

"This is not just my victory. It is a defeat of the most blatant use of money power, muscle power and abuse of state machinery," Patel, who secured a fifth Rajya Sabha term after the tough electoral fight, tweeted after his victory.

"I am happy and I thank my party leadership, my MLAs, party's rank and file who worked like a family. It was a tough election which we won," he said.

A defeat for Patel, apart from being seen as a personal setback to Sonia, would have left Congress rank and file hugely demoralised in a state where Assembly elections are to take place later this year.

The EC's decision to cancel the votes of two Congress MLAs brought down the requirement for an outright victory for a candidate to 44 from 45. Ahmed Patel secured 44, but would have won with even lesser number of votes given the fact that Rajput could clinch only 38.

Chief Minister Vijay Rupani said BJP would legally challenge the EC's decision rejecting the votes of two Congress MLAs who had backed his party.

Before counting was taken up following the Election Commission's order rejecting the votes cast by Bholabhai Gohil and Raghavjibhai Patel for allegedly showing their ballots to Amit Shah in violation of rules, a high-voltage drama unfolded at Nirvachan Sadan, the poll panel's headquarters in New Delhi. TV footages, however, showed that Patel displayed his ballot to an unidentified person present in the voting hall.

Congress' media in-charge Randeep Surjewala and spokesman Shaktisinh Gohil had earlier claimed the two disgruntled MLAs had shown their ballots to Shah.

The poll panel passed the order after viewing the video recording of the voting process, saying the two electors had "violated the voting procedure and secrecy of ballots."

The usually quiet polls for the upper chamber of Parliament turned acrimonious and chaotic after the Congress approached the Election Commission demanding cancellation of the votes of Gohil and Patel for having shown the ballots to people other than the party's authorised representatives.

Three delegations each of the Congress and BJP made a dash for 'Nirvachan Sadan' within a span of two hours, with the former demanding that the votes of Gohil and Patel be declared invalid, and the latter insisting that counting be taken up "immediately".

The poll panel finally, accepted the Congress's contention and asked the returning officer to reject the votes of its two MLAs and proceed with counting.

That the contest for three Rajya Sabha seats would go down to the wire had become clear the very day when Balwantsinh Rajput, the Congress chief whip in the state Assembly until a few days ago, defected to the BJP and was fielded to take on Ahmed Patel, the high-profile political secretary to Congress president Sonia Gandhi.

According to the rules, voters for the Rajya Sabha elections have to show their ballots to authorised representative of their respective parties before casting them.

Terming Congress' objections as "baseless", a delegation of BJP leaders, including Union ministers Arun Jaitley, Ravi Shankar Prasad and Piyush Goyal, approached the EC demanding immediate counting of votes, contending that validity of votes once put in ballot boxes cannot be questioned.

Prasad said the Congress was acting out of fear of losing the poll, in which its senior leader Ahmed Patel is locked in a tight fight with a Congress rebel fielded by the BJP.

The BJP fancied its chances of getting a third candidate elected as, apart from Rajput, five other Congress MLAs had resigned with two joining the BJP with him, bringing down the Congress's strength in the 282-member House to 51 from 57. It hoped to make further inroads into the Congress' diminished flock of MLAs, which it did. However, that wasn't enough to ensure Rajput's victory.

Mumbai, Jun 6: Republic TV Editor-in-Chief Arnab Goswami faces a new complaint, this time under the Cable Televisions Network (Regulation) Act, 1995, for allegedly running the television channel "to create communal hatred, religious polarisation and threatening national integrity".

Social activist Nilesh Navlakha last month lodged a criminal complaint with the Commissioner of Police, Pune, through his lawyer Asim Sarode, under Section 2 of the Act.

"We have narrated six prominent, recent debate shows conducted by Goswami in which his arguments and words used were communal in nature which he kept repeating in his shows. The words and tonality are intended to promote communal attitudes and news is based on religious innuendos and half-truths," Sarode contended.

This leads to propaganda based on hatred, religious polarization and communal divide, said Navlakha in a statement.

He further said that the misuse of freedom of expression by Goswami and his channel posed a serious threat before the independent media as it violates the freedom of expression of the viewers, as it is the viewers' right to get correct, complete and true information.

Elaborating about Goswami's behaviour, Navlakha said that he has created what is termed 'Impulse Control Disorder' in psychiatry.
Sarode said: "Intermittent Explosive Disorder is a kind of 'impulse control disorder' which involves sudden episodes of impulsive, aggressive, violent behaviour or angry verbal outbursts in which you react grossly out of proportion to the situation."

They said that there are some more media persons displaying such tendencies in Hindi and English journalism, showing whatever is convenient and blow it out of proportion to give meanings which are out-of-context and disrupts the fabric of democracy while not fitting into journalism's ethics.

The complaint also alleged that Goswami and his channel are actually into "brainwashing" the viewers in a way that they will get converted into haters of some communities and terror for some religions.

"This is not less than running an organised crime syndicate of making the human minds to follow a fanatic terrorist thought process. When WhatsApp group admins are being booked under the law, then why the CTNRA provisions are not being invoked against such tendencies," Sarode asked.

In the complaint, it is pointed out how eminent persons have walked out of Goswami's shows because of his name-calling tactics, like labelling cricketer Sachin Tendulkar "anti-national" in one of his shows.

Navlakha and Sarode claimed that Goswami has violated the Programme Code under the CTNRA, the channel has indicated it is against sovereignty, integrity and security as also against public order, decency and morality, making it a serious issue and a cognizable offence.

It urged the Pune police chief to take suitable action against the wrongs committed to disturb the peace, law and order in society and book Goswami under the CTNRA Section's 16, which attracts a jail term of two years plus fine.

Srinagar, Mar 31: In order to prevent the spread of coronavirus, the Jammu and Kashmir administration on Tuesday declared 20 villages of Kashmir division as 'red zone'.
"20 villages including Parray Mohala Hajin, Chandergeer Hajin, Batagund Hajin in Bandipora district, Gudoora, Chandgam, Pinglena, Parigam, Abhama, Sangerwani and Khaigam in Pulwama district, Waskura in Ganderbal, Sedew, and Ramnagri in Shopian district have been declared as red zones," said Department of Information and Public Relations, J-K, in a tweet.

In Srinagar district, Mehjoor Nagar, Natipora, Lal Bazar, Eidgah and Shalteng villages have been declared as red zones.

"Chadoora in Budgam district of Kashmir division has also been declared as red zone," another tweet said.

The total number of COVID-19 cases in Jammu and Kashmir climbed to 49 after 11 more people tested positive in the Union Territory on Monday. While three of these cases were reported from Jammu region, eight were from the Kashmir division.

New Delhi, Jun 29: Delhi Chief Minister Arvind Kejriwal on Monday paid tribute to the senior doctor of city government-run LNJP Hospital who died battling COVID-19, saying the society has "lost a very valuable fighter".

The 52-year-old doctor served in the front line of the war against the pandemic at the government facility, and died of novel coronavirus infection in an ICU of a private hospital on Sunday.

"Dr Aseem Gupta, a senior doctor of LNJP Hospital succumbed to Covid yday. He was known for going out of his way to serve his patients. We have lost a very valuable fighter. Delhi salutes his spirit and sacrifice...," Kejriwal tweeted.

The chief minister also said in his tweet that he has spoken to Dr Gupta''s wife and "offered my condolences and support".

LNJP Hospital is a dedicated COVID-19 facility under the Delhi government. It recently completed 100 days of being declared a coronavirus facility.

"LNJP Hospital has displayed great fortitude in the face of acute challenges. It''s recovery rate is going up, death rate is reducing, ICU capacity is being ramped up - the hospital is saving so many lives," the chief minister said.

A condolence meeting to pay respect to Dr Gupta has been scheduled at 1 pm in the office of the Medical Director of the hospital, a senior official said.

The doctor, a consultant anaesthesiologist died at the Max hospital, Saket in south Delhi, a private dedicated COVID-19 facility.

"He was a front line anaesthesia specialist who contracted COVID-19 infection while on duty. He tested positive on June 6, when he had mild symptoms and was shifted to a quarantine facility. His symptoms aggravated on June 7 and he was admitted in the Intensive Care Unit of the LNJP Hospital," the LNJP Hospital said in a statement on Sunday.

He was shifted to Max Hospital, Saket on June 8 on his request, it said.

The doctor was battling the disease for the last two weeks at Max Hospital, where he succumbed to the illness on Sunday, the statement said.

He was Specialist, Grade I, in the Department of Anaesthesia at the LNJP Hospital, the statement said.

Several hundreds of healthcare workers have been infected with COVID-19 till date in Delhi.
