Gulf sectarian divide ‘will just remain Daesh dream’

Kuwait City, Jun 29: Authorities on Sunday identified the suicide bomber behind an attack on a Shiite mosque that killed 27 people and injured 227 as a Saudi citizen who flew into the Gulf nation just hours before blowing himself up.terrorists

The Interior Ministry named the bomber as Fahad Suleiman Abdulmohsen Al-Gabbaa and said he was born in 1992, making him 22 or 23 years old.

It was not immediately known where Al-Gabbaa had arrived from, but the timing of his arrival suggests he had a network already in place in Kuwait. The ministry said it was searching for more partners and aides in this “despicable crime.”

The government-linked Al-Jarida newspaper reported that at least seven suspects have been detained in connection with the attack.

The ministry said the driver of the Japanese-made car, who left the mosque immediately after Friday's bombing, was an illegal resident named Abdul-Rahman Sabah Aidan, a Bidoon.

Authorities on Saturday arrested the car owner, Jarrah Nimr Mejbil Ghazi, born in 1988, and also listed as a stateless person.

Security services have also detained the owner of the house used as a hideout by the driver, describing the owner as a Kuwaiti national who subscribes to “extremist and deviant ideology”.

The ministry said authorities will “continue efforts to uncover the conspirators in this criminal act and to reveal all of the information and circumstances behind it.”

Mourners turned out in large numbers Saturday despite the Ramadan fast and as temperatures hit 45 degrees Celsius.

“We want to deliver a message to Daesh that we are united brothers among the Sunnis and Shiites, and they cannot divide us,” said Abdulfatah Al-Mutawwia, a Kuwaiti living in Iraq who lost his brother in the bombing.

Officials said the bombing was clearly meant to stir enmity between majority Sunnis and minority Shiites and harm the comparatively harmonious ties between the sects in Kuwait.

Kuwaitis reacted with outrage to the bombing. Some said citizens who fund armed groups fighting in Syria and Iraq were to blame for any militancy in Kuwait.

“The wrath of God will come upon Daesh and everyone who is supporting them and collecting funds for them under the cover of helping refugees and orphans,” wrote Hamad Al-Baghli, a Kuwaiti, on Twitter.

Abdulrahman Al-Jeeran, a parliamentarian, told Reuters lawmakers should stop “sectarian discourse” and be prevented from using sectarian issues for electoral gains.

Kuwait's Emir Sheikh Sabah Al-Ahmad Al-Sabah instructed authorities Sunday to repair the targeted mosque.

Local media said 18 of those killed were Kuwaitis, three Iranians, two Indians, one each from Pakistan and Saudi Arabia and one Bidoon.

The bodies of the eight victims were flown to Iraq's city of Najaf for burial.

Dubai, May 4: An Indian salesman in the UAE has won a whopping 10 million dirhams at an Abu Dhabi draw, a media report said.

Dileep Kumar Ellikkottil Parameswaran, from Kerala’s Thrissur, works with an auto spare parts company in Ajman and earns 5,000 dirhams (USD 1,361) a month, Gulf News reported on Sunday.

Parameswaran, who won the 10 million dirhams (USD 2.7 million) prize at the Big Ticket draw in Abu Dhabi, will spend a big part of the money to repay a loan of 700,000 dirhams (USD 190,574 ), according to the report.

He said that a good part of the prize money will be spent on the education of his two children.

Parameswaran, who has been a resident of the UAE for 17 years, lives in Ajman along with his family.

Big Ticket is the largest and longest-running monthly raffle draw for cash prizes and dream luxury cars in Abu Dhabi.

A live monthly draw is organized at the Abu Dhabi International Airport on 3rd of each month.

Tickets are sold for 500 dirhams (USD 136).

Riyadh, Apr 27: The government of Saudi Arabia has signed a SR995 million (approx. Dh972m) contract with China to provide Covid-19 tests for nine million people in the Kingdom.

The Saudi Press Agency, SPA, reported that the decision came "as a result of a phone call made today (Sunday) between the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud and Chinese President Xi Jinping."

The contract includes providing necessary equipment and supplies, making available of 500 Chinese specialists and technicians who are specialised in performing tests, establishing six large regional laboratories throughout the Kingdom; including a mobile laboratory with a capacity of performing 10,000 tests per day. Saudi cadres will also be trained to conduct daily tests and comprehensive field tests, under the new agreement

The contract was co-signed by the National Unified Procurement Company and Chinese company Huo-yan Laboratories by Dr. Abdullah Al Rabeeah, Advisor at the Royal Court, on behalf of the Government of Saudi Arabia, and Chinese Ambassador to the Kingdom Chen Weiqing, as a representative of the Chinese Government.

The contract is one of the largest contracts that will provide diagnostic tests for the novel Coronavirus.

Tests were also purchased from several other companies from the United States, Switzerland and South Korea, bringing the number of available tests to 14.5 million, covering around 40 percent of Saudi Arabia's population, SPA added.

Dubai: There aren’t that many job vacancies right now – but be prepared for a 15-20 per cent cut in salary expectations even for those positions that are still open. Businesses in the UAE are definitely not in a generous mood when it comes to hiring, with salary cuts now part of the new normal.

And they are definitely not willing to take on new hires without extracting some cost benefit from them. “We have seen major [salary] cuts across the board in hospitality, real estate, professional services and in retail,” said Vijay Gandhi, regional head at Korn Ferry Digital, the recruitment consultancy.

“And once the headcount correction is complete in [the local] financial services and energy sector, we may see more cuts in rewards and benefits in these categories as well.”

The salary cuts are slowly extending their way into the healthcare sector as well – just about every non-COVID-19 facing medical category is coming across cuts in the number of working hours and, by extension, their take home packages.

By end of June, more businesses and sectors in the UAE will have a better understanding of their short-term revenue prospects. By then, they will also have a better reading on what their staff strength should be – and whether there should be more trimming of the workforce. Or whether they should consider a few hires as well.

A long summer
So, realistically, it could be September before such decisions need to be taken. The coming weeks will then prove to be laden with anxiety for those who are expecting to land a job option after being laid off at their current employers.

There are multiple instances of recruitment decisions having been made in February/March, and then the companies rescinding those offers to the chosen candidates citing the business uncertainty.

“The decision to hire is taking longer – so job creation is now 4-6 weeks from interview and selection compared to 4-6 days in the past,” said Gandhi.

The lucky ones
Recently, free zones and other entities had made it easier for personnel on the visa of one entity being able to smoothly transfer to another if they are likely to be made redundant. “We are seeing more flexibility being offered by the authorities given the circumstances, and the visa transfer process is happening,” said Gandhi.

“But in the vast majority of cases, businesses are going to wait and watch before normal hiring activity starts. Organizations will look to hire from September.”

A few hires are still happening
Even in the business turmoil set off by COVID-19, a few categories are still offering jobs. At the entry level, logistics services personnel and drivers with experience remain in demand.

Not just “routine jobs, there have been confirmations in more technical roles such as procurement and operations in healthcare and e-commerce,” said Gandhi. “Employers should keep an eye for good talent and have the talent acquisition team actively looking for good profiles.

“As such, organizations are not only looking at “right sizing” in numbers but also “future proofing” on what kind of skilled talent will help them in the post-COVID-19 world.”

But for the candidates, the present will be about waiting around for the call to come.
